20世纪初英国逐步建立了现代社会保障制度.贫困和失业等社会问题的严重化和济贫法制度的失效是这一制度建立的根本原因;来自工人阶级的政治压力是其建立的一个重要原因;费边社会主义、集体主义和新自由主义为这一制度的建立提供了理论基础;德国保险型社会保障制度的建立起了先导作用.英国政府通过一系列的社会立法逐步形成了涉及到养老、失业、医疗、儿童等方面比较完善的福利体系,标志着英国现代社会保障制度的初步确立.它是英国社会保障制度史上一次根本性的转折.  相似文献

After 1933 many scientists and university teachers were obliged to relinquish their posts in the universities of Germany because of national-socialist laws. Organizations-in-aid like the Academic Assistance Council in Great Britain tried to ‘defend science and learning’ raising funds and finding new openings for the expelled academics. But as immigration laws were tight and jobs were scarce in the host countries the AAC and the other organizations had to select the most qualified from among the applicants for support. – The questions the article tries to answer are: What kind of criteria were applied in this selection? Who were the experts? How were the placements made? How did the applicants react to the decisions? Taking for example the AAC, it examines measures to assist a group of scientists who, having tried to settle down in England, finally emigrated to Turkey.  相似文献

The ?Naturforschende Gesellschaft’?, founded in 1793, proved instrumental for the development of science at the University of Jena around 1800. Its library can be considered as one of its most important facilities provided for research and for the education of students. Since this library has been preserved almost without losses, we can ask whether this library served the purpose of a research library in the newly established field of ?science’?. In consequence, the role of scientific societies and the genesis of specialised libraries in the area of science can be investigated in an exemplary case, with implications for the concept of scientific research around 1800.  相似文献

A Contribution to the History of the Kaiser Wilhelm Institute for Physical Chemistry and Electrochemistry: On Projected Changes of the Institute into a Research and Development Center of the Army for Chemical Warfare also in Times of Peace 1916 and after 1933. — The Kaiser Wilhelm Institute for Physics and Electrochemistry, today named after its first director Fritz-Haber-Institut, was in the first World War a place of research on chemical warfare. Evidences in the Archive for the History of the Max-Planck-Gesellschaft show that it was planned during the war to continue research in this area in peacetime. To realize this Fritz Haber proposed to found a special Kaiser Wilhelm Institute. As this could not be accomplished the war ministry founded 6 million marks to establish an extra department in the KWI of Physical Chemistry and Electrochemistry just before the end of the war. After Germany lost the war these were used for other research areas while work on chemical warfare was carried out elsewhere. When Fritz Haber resigned 1933 because of the race-laws of the nationalsocialists the war ministry in cooperation with the ministery for culture nominated an obliging scientist as director of the institute with the aim to take up again research in the area of chemical warfare despite of the opposition of the president of the Kaiser-Wilhelm-Gesellschaft and the ministery of the interior. After that time until the end of the second world war 1945 a good part of the work carried out in the institute was done for the war ministry.  相似文献

From his arrival in Italy in 1755, Winckelmann's work is infused throughout by a fundamental antinomy: reading versus seeing. This antinomy possesses for him a decidedly epistemological significance: it allows him to present himself as the father of a discipline deserving of its name, i.e., the history of art. In Geschichte der Kunst des Alterthums (1764), he claims to break with a long tradition of art discourse which had been primarily supported by ancient texts, basing his book instead on the direct observation of the artworks. The aim of this paper is to critically examine this antinomy. How does seeing relate to reading in his working method? What relationship does art history, in the empirical dimension Winckelmann wanted to give it, have to book knowledge? Winckelmann's excerpts collection provides valuable answers to these questions. Following an old scholarly tradition, Winckelmann used to write down passages of his readings, constituting a vast handwritten library of excerpts which never left him. The result of this intense excerpting practice consists in some 7,500 pages, which allow to better define the share of empirical observation and book-based knowledge in his approach to ancient art.  相似文献

Arthur C. Danto has long defended essentialism in the philosophy of art, yet he has been interpreted by many as a historicist. This essentialism/historicism conflict in the interpretation of his work reflects the same conflict both within his thought and, more importantly, within modern art itself. Danto's strategy for resolving this conflict involves, among other things, a Bildungsroman of modern art failing to discover its essence, an essentialist definition of art provided by philosophy which is indemnified against history, and a thesis about the end of art once it has been defined. Is this strategy successful, or does it result, as I argue, in a philosophical disenfranchisement of art of precisely the type that Danto himself has criticized?  相似文献

THE 'BLOB'     
Canada will remember 1985 as the year of the ‘Blob,’ that mixture of toxic chemicals found in the St Clair River that attracted national attention. The ‘Blob’ was discovered by divers from the Great Lakes Institute (gli) of the University of Windsor, who were engaged in taking samples of sediment from the bottom of the river. The oily sludge was found to be a mixture of nasty chemical compounds - including dioxins. In the words of one government scientist, it was the most contaminated material ever found in the Great Lakes! Traces of the dread dioxin were found in the drinking water of municipalities downstream, and citizens demanded action from all levels of government. Did the chemicals come from spills from Chemical Valley industries? or industrial sewers? or seepage from deep wells where chemical waste has been stored? Do these toxic contaminants bioaccumulate in the food chain? And what is their effect on humans? No one knows the answers to these questions, but the problems have not gone away. One important result has been a great increase in research efforts. The Gli had been engaged for three years in research in the Essex region on four toxic contaminants — lead, cadmium, pcbs, and ocs (octachlorostyrene) under a contract with the federal Department of Environment. This research indicated that these contaminants are widespread in the sediments and clams of the rivers and Lake St Clair- and also in the soil and plants of the region. The latter finding is of concern, since recent research has shown that food (not drinking water) is the chief source of many contaminants to the human body. Since the ‘Blob’ findings, the Gli has received grants from the World Wildlife Fund and the Ontario Ministry of the Environment to pursue its research into toxic contaminants in the ecosystem. The ‘Blob’ incident has been a justification for the existence of the Great Lakes Institute. It demonstrated that university institutes could bring to public attention environmental hazards that may be concealed or minimized by private companies and overlooked or condoned by government agencies. The multidisciplinary cli was formed at the University of Windsor in 1981 to provide an alternative to government research on the Great Lakes. In Ontario at that time there was no university-based organization doing Great Lakes research, though all the Great Lakes states had such university institutes.  相似文献

The declaration in 1932 of the United States to allow Philippine independence in March 1934 was an act that had a number of unintended consequences for the stability of the Far Eastern balance of power system. Given the state of tension existing in the international system between the major actors in the region: Japan, China, the Soviet Union, Great Britain and the United States, any movement in the existing boundaries of the international spheres of influence between them could generate a significant destabilizing reaction. The American proposal to allow Philippine independence was such an act. If America surrendered its position and interests in the Philippines, who would replace it? What would happen if it was not replaced? Was it realistic, given the nature of the international competition for resources and strategic position, all linked to the creation and use of maritime power, that the Philippines could exist ‘on its own..’. This essay will analyse how the United States and Great Britain dealt with this instability, as well as how those interactions allowed a closer and more harmonious Anglo-American informal strategic relationship to be developed. That relationship would thereafter evolve into a collaborative alliance aimed at deterring further Japanese expansion.  相似文献

Tate Britain’s 2011 poster campaign boldly states ‘This is Britain’ and reproduces two works from the collection, one historic, one modern or contemporary, with a strip of Union Jack flag at the bottom. The design suggests a sense of coherence in the collection and in British art in general. This article questions the purpose of this supposed coherence, by questioning its art historical basis, and focusing on its consequences for the reception and perception of historic, modern and contemporary British art amongst Tate’s audience, both within and without the gallery space. The ideas presented draw on press commentary, visitor statistics and museum advertising practice and look at three points in Tate’s history: the Millbank gallery’s 1897 opening, the 2000 rebrand as Tate Britain and the current moment of this poster campaign. This article will argue that the transhistorical juxtapositions seen in these posters are a central tenet of how Tate builds its own identity and that of British art, and that these posters are used as a satellite exhibition space, but with a curatorial approach other to that of the gallery itself, so that the collection is displayed to attract the maximum potential audience.  相似文献

Information on emigrant doctors and university teachers of medicine from Austria is rather poor up to now. This article is a preliminary sketch to give a first impression of the problems, quantity and quality of the doctors' emigration. First, there is made a distinction between different groups of emigrants, who emigrated at different times owing to the political changes in Austria (civil war and ?Anschluß”?). Then the emigration prior to the political set-ups during the thirties is discussed. The assertion is made, that the reasons for emigrating during the twenties are very much the same than in later years. Hostility against Jews, socialists, democrats and foreigners made living and working conditions increasingly unbearable. Concerning the influence of emigrated scientists on science and learning in immigration countries some theoretical and clinical sub-specialties of medicine are examined, e.g. social medicine, internal medicine, pharmacology, orthopedic surgery and child psychiatry. Whereas in some cases the influence is minimal, e.g. social medicine, other disciplines have been influenced enormously, e.g. child psychiatry. Finally there follows a short examination of the organisations of Austrian doctors and medical scientists in the United States and Great Britain.  相似文献

This article examines an unpublished play written by Aby Warburg(1866–1929), entitled Hamburg Conversations on Art: HamburgComedy, 1896. The play offers a glimpse into Warburg's viewson modern art and into his thinking on the various processesof modernization. It demonstrates how his enthusiasm for innovativeart forms emerged, in part, as an expression of his rebellionagainst the religious, social and professional conventions ofthe German–Jewish economic élite into which hewas born. As with many of his generation, Warburg claimed socialand cultural progress under the banner of artistic innovation.The play also provides a focus for a discussion of the waysin which Warburg's interest in modern art was closely alliedwith pioneering research into the role of symbolism and artin European history. To this end, the article explores Warburg'sconcern about the prospect of a culture in which symbolic andmythical thinking was replaced by a technology that destroyedhumanity's contemplative bond with the world. It also demonstratesthat Warburg's perspective on social and cultural modernizationcombined seemingly different attitudes: it blended the future-orientatedoptimism of an urban, liberal and cosmopolitan outlook withthe nostalgic pessimism of an ardent patriot whose life wasshaped by traditional values and who was uneasy about the increasinglyrationalized and materialistic society in which he lived. Inconclusion, the article suggests that this attitude was notuncommon among the Bürgertum and points to the difficultiesof conceiving of ‘tradition’ and ‘modernity’in Imperial Germany in terms of mutual exclusivity.  相似文献

17—18世纪是重商主义盛行时期,重商主义成了英国的国策。整个第一英帝国就是在重商主义理论指导下产生、发展、壮大的,重商主义成了旧帝国最主要的特征。因而,英国旧的殖民体制的特点就表现为政治上控制松弛、经济上严格限制。1763年“七年战争”结束之前,英国与殖民地的关系比较融洽。然而战争结束不久,蕴藏于旧的殖民体制之中的危机便迅即爆发。旧的帝国殖民统治体制越来越难以维持,旧的帝国体制已经解决不了帝国的危机,英国与美洲殖民地发生了激烈的冲突,最终导致了帝国的瓦解。  相似文献

This article examines E.H. Gombrich’s critical appraisal of Arnold Hauser’s book, The Social History of Art. Hauser’s Social History of Art was published in 1951, a year after Gombrich’s bestseller, The Story of Art. Although written in Britain for an English-speaking public, both books had their origins in the intellectual history of Central Europe: Gombrich was an Austrian art historian and Hauser was Hungarian. Gombrich’s critique, published in The Art Bulletin in 1953, attacked Hauser’s dialectical materialism and his sociological interpretation of art history. Borrowing arguments from Karl Popper’s critique of historicism, Gombrich described Hauser’s work as collectivist and deterministic, tendencies at odds with his own conception of art history. However, in his readiness to label Hauser a proponent of historical materialism, Gombrich failed to recognize Hauser’s own criticism of deterministic theories of art, especially formalism. This article investigates Gombrich’s reasons for rejecting Hauser’s sociology of art. It argues Gombrich used Hauser as an ideological counterpoint to his own version of art history, avowedly liberal and individualist in outlook.  相似文献

From the “nature of things” to the history of language: The transition from the study of language to historico-comparative linguistics. This brief essay deals with a somewhat problematic phase in the history of linguistics and tries to investigate the process by which language could be understood as a historical phenomenon with a history of its own. This new understanding of language turned out to be the starting condition for a new and very prolific way in the study of language. The conjecture is that this is due to certain alterations in the semantic field of some important notions relating to language and its study. The process of alteration began by the end of the eighteenth century with conceptual achievements which could adequately be termed as temporalization of aspects of language and the notions related to these aspects. In connection with the so called discovery of the Sanskrit language and the gradual reception of its grammatical structure, looking upon language as an organic entity with autonomous and internal structures of developpement became possible after the German romantic language philosophy had developped a strictly abstract concept of language as a notion of form. This essentially metaphorical mode of speaking nevertheless inaugurated that languages were concieved of as having their own history totally independent of their speakers. With language as an autonomous object the study of language rapidly became the science of language.  相似文献

The American Kennel Club (AKC), the primary registry agency for purebred dogs in the United States, had recognized 138 breeds through September 1995. An investigation of the source areas of these breeds reveals the cultural authority of Great Britain in organized dog breeding in the United States. Although Great Britain accounts for more than one-third of the AKC breeds, however, its importance has declined. Dogs from Asia account for more than one-fifth of the breeds recognized since World War II. Breed names that contain toponymic elements (such as Sussex Spaniel) usually reinforce the importance of the area in which the breeds were developed. An analysis of the patterns of geographic names reveals a pronounced emphasis on Western Europe, particularly Great Britain. A decline in the prominence of names from Europe has occurred. Asian name sources have become more important, and Australia and Africa have begun receiving attention. North America as a source of breeds as well as a source of naming has occupied a relatively minor role throughout the AKC's history. American breeders and promoters of purebred dogs have tended to look outward, especially toward Europe, for sociocultural forms.  相似文献

Theories of nationalism place native culture at the core of national self‐fashioning. What explains a state's adoption of foreign objects to sustain national identity? In this paper, I argue that the incorporation of the Parthenon Marbles into British public life is an early example of supranational nationalism. The nineteenth‐century ‘art race’ was a competitive field in which European nation‐states vied for prestige. Of the thousands of art trophies that were brought to Britain from Mediterranean and North African countries, the Parthenon Marbles were uniquely iconicised. Using data from period newspapers and official documents, I assert that this was because they were assiduously presented as prenational by British authorities. In this way, they belonged simultaneously to no nation, to every nation, and to Britain. The case demonstrates the emergence of a particular form of national distinctiveness that transcended the smallness of particularity and rose to the level of universal civilisation.  相似文献

This article focuses on Queen Mary’s Dolls’ House, designed by Edwin Landseer Lutyens and unveiled to the public in 1924 at the British Empire Exhibition. The Dolls’ House epitomised the characteristics of Britain as a nation and an empire through its English exterior and British world objects within. Marginalised in academic discourses and regarded as a plaything, this article brings the Dolls’ House back to discourses of British material and visual culture as well as Lutyens scholarship. To this end, it analyses how the design and contents of the House encapsulated the British imperial world and materialised Britain’s position in the postwar world.  相似文献

As the title largely illustrates, this study seeks to investigate, from a diplomatic‐history and geostrategic perspective, the key developments in Anglo‐Iranian relations during what may best be dubbed their “formative years,” ranging from 1907 to 1953. Having thus provided a glimpse into pre‐twentieth‐century Persian–British relations, it moves to analyze the division of Persia into two spheres of influence between Great Britain and Tsarist Russia in 1907, the Anglo‐Iranian agreement of 1919, the English control of Iranian oil during the first half of the twentieth century and the nationalist struggle against it, and finally the 1953 coup d'état orchestrated by the United Kingdom and the United States against the democratic government of Mohammad Mosaddeq, which managed to topple him and bring Mohammad Reza Shah Pahlavi to power. While the article focuses mainly on the complex history of Anglo‐Iranian relationship, it strives to shed light on the implications of such a history for future bilateral relations, its impact on the contemporary Iranian perception of the British, and finally the cultural‐political legacy it has left behind in Iran. The study follows a chronological order and draws on a range of English and Persian sources in trying to fulfill its task.  相似文献
