In the latest generation of large-scale European peripheral development projects, a growing ambition is visible to plan more urban environments. We refer to this intention as planning for “new urbanity” since the aim is to reintroduce into a new timeframe and location the traditional urban concepts of density and mixing uses. Empirical evidence shows, however, that the path to realize such ambitions has been very difficult. This article presents a study on governance factors influencing the trajectory from initial ambitions towards the first physical results in three cases. An analysis is made of the different dimensions of framing of these projects in their respective metropolitan action space and of the rules that structure their operational domains. This is the basis to question the extent to which the ambition for new urbanity has developed in a social norm influencing acceptable behaviour among actors. The conclusion is that the narrowly defined operation spheres of these projects are weakly connected to important societal domains that could have better supported these ambitions. New urbanity has, therefore, predominantly remained a disconnected, free-floating, “good idea” without strong material results. It is also in danger of becoming an extremely privatized planning concept, deviating from its original spatial and socially integrative nature.  相似文献

In polycentric urban regions several distinct cities, none of which is dominant, cooperate and compete with each other to attract inhabitants and firms. In such settings city branding strategies do not solely affect one city, but the entire region. We examined how city branding in the face of ecological modernization, that is, delivering higher added economic value, while lowering environmental impacts, is playing out in the Dutch Randstad and the German Rhine-Ruhr. Our findings show that regional identity formation occurs at the sub-polycentric urban region level, coinciding more with (historical) economic profiles than with planning imaginaries. The Dutch cities profile themselves more along the lines of ecological modernization than their German counterparts. Differences between subregions within each polycentric urban region are also noticeable, where more industrialized regions, such as the Ruhr or southern Randstad focus on ‘green’, ‘liveable’ and ‘knowledge-oriented’, while cities with stronger knowledge-intensive sectors portray themselves as ‘smart’ or ‘sustainable’. Cities generally substantiate their profiles through projects, but a significant gap persists between reality and aspirations for improved environmental conditions. This is especially true for the Dutch cities, where many claims, but little visible action can be observed.  相似文献

The compact city has become a leading concept in the planning of peri-urban areas. The compact city concept is often advocated as “sustainable” because of claims that include lower emissions and conservation of the countryside. The literature shows, however, that there are certain trade-offs in striving for compaction, especially between environmental and social aspects of sustainability. In this article, we describe expressions of the compact city concept in the planning practice of several European urban sample regions, as well as policies and developments that contradict the compact city. We look at examples of positive and negative impacts of the compact city that were observed in the sample regions. Further, we discuss attempts by planners to deal with sustainability trade-offs. Being aware that developments in the peri-urban areas are closely connected to those in the inner city, we compare the sample regions in order to learn how the compact city concept has been used in planning peri-urban areas across different contexts in Europe: in Western, Central and Mediterranean Europe, and with growing, stable or declining populations. We conclude with recommendations with respect to balance in applying the compact city concept.  相似文献

At the latest since the argumentative turn, the crucial importance of language, narratives and discourses in the field of planning and policy-making is widely acknowledged. This can be particularly important for European spatial planning, for which the European Union (EU) does not have any formal competence. Thus, instead of enacting directives or regulations, the EU and its member states release legally non-binding documents, which contain ideas and objectives relevant to planning. In these documents, certain storylines can be identified, for example, regarding sustainability, balanced development and competitiveness. This article argues that there is another storyline, advocating the reduction of borders and the creation of new, soft spaces across Europe, such as city regions, cross-border regions or macro-regions. If picked up by national or sub-national actors, this storyline can play a crucial role in contributing to establish the legitimacy that soft spaces often lack. Based on empirical findings from the city region of Graz in Austria, the article aims to identify the elements of a discourse coalition, i.e. what the EU does to support soft spaces, who the actors reproducing the storyline are and how the storyline supports soft planning in practice.  相似文献

In the Netherlands, the formation of governance arrangements around planning issues that cross administrative boundaries has been assisted frequently by a design approach that is often referred to as “regional design”. This is a distinctive method of policy argumentation that makes use of spatial representations of the plausible future of regions. Such representations are intended not only to indicate physical changes, but also to stimulate debate on sharing responsibilities and resources for planning tasks among planning actors. This paper contributes to a better understanding of the performance of regional design in the context of fragmented regional governance through a case study in the southern part of the Randstad in the Netherlands. We argue that regional design has contributed to institutional capacity in a complex polycentric and, looking at the governance structure, pluricentric region like the Randstad South Wing, largely by allowing for multiple interpretations.  相似文献

Abstract

This article concludes the special issue on the history of humanitarian aid by reflecting on the role of memory and history in relation to humanitarian aid. To address a special issue as a conclusion is to embrace the opportunity to reflect on its papers, aims and ambitions. It is also for us an opportunity to reflect on the role history has for a community of practice often forging ahead in response to the latest demands and emergencies. Historical thinking is now coming into greater salience for the world of humanitarian aid because, we argue, the ‘humanitarian sector’ has grown and aged – and professionalized and institutionalized.  相似文献

Contemporary accounts of the inner urban fringe tend to focus on the transition from rural to urban land use and rural–urban conflicts, rather than highlighting the landscape at the city edge in its own right. It is argued in this paper that such dichotomous accounts neglect the complexity, values and conflicts of fringe landscapes. The study illustrates that an investigation into the relationship between attempts within spatial planning to design orderly places for urban expansion and the evolvement of places out of order offers a way to analyse landscape transformations at the fringe beyond the rural–urban divide. This approach will offer a multifaceted analysis of the landscape, which in turn will facilitate a more open discussion on land use and values within planning. A theoretical discussion on the interplay between ordered and disordered places is followed by a case study of the interactions between a disordered place and the ambitions within spatial planning to create order. The study has been conducted at the fringe of Burlöv (in southernmost Sweden). By way of conclusion, the findings of the case study are summarized, along with arguments that underline the need for further case studies of fringe landscapes.  相似文献

Toronto is conventionally considered quite unlike “American cities.” This article does not fundamentally challenge this convention, but does suggest that differences between Toronto and American cities may be overdrawn and that Toronto may have more American elements than is generally recognized. The evidence presented in this study comes from three episodes in Toronto’s postwar planning history: creation of an ambitious postwar master plan in 1943–44, formation of metropolitan government and planning in the mid-1950s, and the design and construction of the iconic suburban neighborhood of Don Mills also in the 1950s. All three show strong American planning connections. The article then offers some reasons why these American planning ideas did not produce an “American city,” and concludes by challenging the view that it is due to Canada having a fundamentally different urban culture.  相似文献

The origins of the evolutionary concept of history have normally been associated with the development of an organicist notion of society. The meaning of this notion, in turn, has been assumed as something perfectly established and clear, almost self-evident. This assumption has prevented any close scrutiny of it. As this article tries to show, the idea of "organism" that underlies the emergence of the evolutionary concept of history, far from being "self-evident," has an intricate history and underwent a number of radical and successive redefinitions from the mid-eighteenth century up to approximately 1830 (the heyday of Romanticism and the period in which the first modern "philosophies of history" took form). More specifically, this paper traces some of these transformations in order to contextualize and shed some new light on Herder's philosophy of history and the complex process of its inception—a process that was not concluded by the end of his intellectual career. As the article shows, Herder did not actually succeed in solving some key problems involved in an evolutionary concept of history. The difficulties he found were analogous to those that emerged at that very moment in the development of a dynamic, onto-genetical theory (that is, a theory of the embryo's transformation), and both were ultimately linked to the combination of some uneven developments produced in the natural sciences of that time. Herder's philosophy of history thus appears as a paradoxical (and highly unusual, seen from a epistemological point of view) case of a system of thought that formulates problems which it is still radically unable to solve, lacking the tools to devise a possible solution for them.  相似文献

In a world where most of the great cities are heavily branding themselves to compete for lucrativebusiness, political and sporting events, what future role is there for an international values‐based city like Geneva? This article reflects on the history of ideas that have taken root in Geneva over the centuries and suggests how they might be actively re‐positioned to give the city continuing relevance in the coming century. It looks at eleven political and practical ideas that have hadimportant manifestations in Geneva and have been embodied in some of its international organizations, notably: freedom of movement; free thinking; political self‐determination; compassionate warfare; peace and trade among others. It then argues that, in order to survive as a leading international city, Geneva must develop real expertise on these big‐hitting political issues, improve its ability to deliver on them and create a dynamic alliance of other internationalist valuesbased cities around the world which can mobilize similar concerns and embody a similarly Genevan model of international space.  相似文献

In the 1960s, a reduction in the time spent at work promised an increase in leisure time. Architects and planners thought that the effects of this could lead to a new form of city. Nowadays, new changes in production, technology and gender relationships de-synchronize the time regime and have fundamentally changed life in cities. Tourism and globalization exchange across the world different cultures of time. In France, the UK, and other European countries time policy is dealing with the problems arising from these changes. This article presents a short overview of time planning in Italy in two main domains: time for care, and city time. It focuses on issues such as the social demand for new shops's and services' opening hours, or how the life cycles of individuals and populations are accommodated in urban spaces. Other problems, usually not thought of in terms of time concerns, such as rehabilitation of blighted areas, historic preservation and traffic flow control, may also be treated through a time approach. Culture and creativity as drivers of development are established features of the urban policy agenda. This article examines the interplay of culture, creativity and city planning using the example of Copenhagen, Denmark. Denmark presents an interesting example because whilst it has a tradition for linking culture with urban economic boosterism, recent research has suggested a social emphasis in its more contemporary urban cultural policies. The paper argues that the arrival of creativity upon the urban agenda has abruptly altered this policy context. Both culture and creativity have become central to attempts to stimulate the cultural and creative industries and to promote the city at an international level, attracting investment and the “Creative Class”. In tracing this development, the article discusses potential changes to the planning system designed to facilitate Copenhagen's transformation to a creative city and points to the potential impacts of these.  相似文献

Five aspects of planning education at the turn of the century are discussed in this comment on Leonie Sandercock's well argued paper. The dominance of English as lingua franca and the advance of the Anglo‐American approach to planning education in a globalizing world are seen as facts which give long standing regional traditions in other cultures little chance to transfer their experience and knowledge to the English speaking planning world. Despite global convergence in planning and planning education the adaptation to regional characteristics is still essential to move from knowledge to action in urban and regional development. Training students to develop creative competence is considered as a crucial and indispensable component in planning education. However, returning to physical planning and urban design as taught in many European schools, is considered to be deadly for the future of planning schools in Europe. This danger and the never‐ending departmental disputes among planners coming from different academic backgrounds about planning education makes planning educators the most dangerous enemies of forward looking planning education. This brief comment to Leonie Sandercock's inspiring paper is written with an optimistic outlook. The optimism is based on a scenario of two quite different concepts of planning education: a global, more theoretical concept aiming at advancing knowledge in the field, and a regional, more professional one which strives for better local and regional life spaces in a globalizing world, dominated by global markets and a global value system.  相似文献

City planning is essential for providing physical environment for better community life and for providing green areas, while conserving historical heritage is an important achievement in city planning, particularly for historical cities such as Diyarbakir city. The focus of this paper is to outline how increasing the ratio of green area in the city centre of Diyarbakir, Turkey, with a land-use betterment model exemplified sustainable urbanism. We observed an applied urban design project that included both opening up free space to the public and increasing the amount of available green area. The project addressed an area adjacent to the Diyarbakir city walls, which are important not only for their history but also as reflections of the urbanization process of Diyarbak?r from prehistoric time to the twenty-first century. We have noticed that changes in the design area provided understanding of the city planning by public and supplied more green areas for children and women. Thus, the city became more desirable and more sustainable.  相似文献

This article examines the diary of George Heywood, a journeyman grocer turned small shopkeeper, who moved to Manchester from Huddersfield in 1809. Heywood's modest lifetime ambitions were to own a grocery shop and find a companionable wife. As a lower‐middle‐class man of humble means and limited ambitions, Heywood does not fit the heroic mould of those working‐class diarists and autobiographers of the nineteenth century that have more readily captured historians’ attention. Yet it is precisely this ‘ordinariness’ that makes Heywood's journal important. His smaller‐than‐life adventures are the very stuff of lower‐middle‐class life, and reveal something of a petit‐bourgeois world from which historians and social commentators have traditionally shied away. His diary allows us to glimpse one form of masculine identity that both fits with and complicates our notions of ‘bourgeois’ masculinity in this period.  相似文献
