After two decades of scholarship on ‘critical geopolitics’, the question of whether it is largely a discursive critique of prevailing knowledge production and geopolitical texts or critique with an implicit, normative politics of its own remains open. These positions are not incommensurate, and much scholarship on critical geopolitics does both. This paper analyzes critical geopoliticians' concern with this question in the present historical moment and probes the possibility of a post-foundational ethic as the basis for ‘the political’ in critical geopolitics and beyond. Empirically, this paper explores these theoretical tensions within ‘critical geopolitics’ by tracing the disparate fates of two young men, both child soldiers at the time of their capture. ‘Child soldier’ is an unstable category subject to geopolitical valence and stigma during the ‘war on terror’. The deployment of extra-legal tactics and spaces of violence, such as those faced by detainees at Guantanamo Bay, point to the rise of biopolitics combined with geopolitics, illustrating the intersection of sovereignty and governmentality as important political fodder for critical geopolitics two decades after its inception. The stories of Canadian Omar Khadr, one of the youngest prisoners at Guantanamo and the only citizen of a Western state still held there, and Ismael Beah, a rehabilitated soldier who fought as a boy from Sierra Leone, illustrate too how geographical imagination strongly shapes access to provisions of international law and the victimized status of ‘child soldier’ in particular.  相似文献

This article explores a hitherto unexamined chapter of German Cold War politics: West Germany’s relations with Indonesia between 1955 and 1965. Indonesia was a peculiar case, as in the late 1950s and early 1960s, President Sukarno turned his country into a radical champion of ‘anti-imperialism’. This included actions directed against the Netherlands, Britain, Malaysia, and the United States. As part of a comprehensive strategy to isolate East Germany in the ‘Third World’, West German diplomacy nevertheless tried to maintain solid relations with Sukarno’s increasingly unpredictable Indonesia, even if that meant undermining the position of Western allies.  相似文献

The aim of this paper is to examine the relationship between the way one lives in ‘private’ and one's political theory by considering Gramsci's views on both democracy and ‘the sexual question’, and in light of evidence from his marriage with Giulia Schucht, to assess whether the microstructural aspects of their lives reveal any ambiguity and contradictions with Gramsci's avowals on these two notions. Giulia's story suggests a need to reconsider perspectives on Gramsci. The inner coherence of her story highlights the inconsistencies between what Gramsci thinks and what he does (his ‘theory and praxis'). In short there is sufficient evidence to hypothesise that Gramsci had difficulty living up to his profession of democratic relations. The concluding sections of the paper consider the significance of Giulia's story for reconstituting political theory.  相似文献

The idea of holding an in/out referendum on Britain's membership of the European Union has increasingly become a norm of British politics, an act seen as a necessary step for the country to answer what David Cameron described as the ‘European question in British politics’. A referendum, it is hoped, will cleanse British politics of a poisonous debate about Europe and democratically sanction a new stable UK–EU relationship, whether the UK stays in or leaves. Such hopes expect more of a referendum than it can provide. The European question is a multifaceted one and whatever the result of a referendum it is unlikely to address underlying questions that will continue to cause problems for UK–EU relations and Britain's European debate. A referendum can be a step forward in better managing the relationship and debate, but it is only that: a single step, after which further steps will be needed. Coming to terms with the European question and bringing stability to Britain's relations with the EU—whether in or outside the EU—will require comprehensive, longer‐term changes which a referendum can help trigger but in no way guarantee.  相似文献

The history of South Africa's Eastern Cape continues to attract considerable attention. Recent scholarship suggests that the Royal Engineers, as one of the executive arms of imperial colonisation, played a significant role in the colonisation and development of the eastern frontier of the Cape Colony. This article seeks to contribute to the discussion by examining the importance of surveying and mapping in underpinning and extending the colonial State in what is now the Eastern Cape. It attempts to disentangle and assess the impact of the activities of the Royal Engineers and other military officers. It briefly examines African responses to surveying and the construction of fortifications; and attempts to unravel the respective roles of imperial and colonial agencies in surveying, mapping, and construction of fortifications and establishment of towns.  相似文献

This paper looks into the notion of mental interiority in the early-modern age and, more specifically, into the Cartesian conception of the mind as an “inner theater”. The main claim emphasizes a close connexion at work between the representative theory of the mind, associated with internalism, on the one hand, and a “neuropsychological” view on the other hand. Cartesian mentalism, in so far as it is based upon a disjunction between representation and resemblance, can therefore not be separated from the general project, already at work in the Dioptrique, of an intra-cerebral localization of the mental.  相似文献

This paper critically examines the development of what is known as ‘pop-culture diplomacy’ in Japan. In the postwar era, the country’s cultural diplomacy was propelled by the necessity to soften anti-Japan perceptions, notably in Southeast Asia. In the late 1980s, the popularity of Japanese media culture in Asia began to attract the attention of policy makers, while subsequent globalized practices of soft power and nation branding gave greater emphasis to the use of media culture to internationally enhance the image of the nation, which has meant the promotion of ‘pop-culture diplomacy’ and, more broadly, ‘Cool Japan’. It is argued that pop-culture diplomacy goes no further than a one-way projection and does not seriously engage with cross-border dialogue. The Japanese case also shows that pop-culture diplomacy hinders meaningful engagement with internal cultural diversity and suggests the necessity of taking domestic implications of cultural diplomacy seriously.  相似文献

This article contributes to the growing scholarship on minority politics in the Middle East by arguing that if minorities are socially or politically constructed then the meaning and implications of minority terminology requires greater historical contextualisation. Focusing on the experience of minority-ness rather than the deployment of the terminology, which only became prevalent after World War I, this article offers additional insights into the historical roots of contemporary minority politics, as well as the (un)making of national minorities. It explores how debates and reforms pertaining to inclusion/exclusion in the period preceding and during the shift from empire to nation-state directly contributed to the reception and understanding of who is a minority in the modern Middle East. This is particularly examined through the cases of Chaldean Christians in Iraq and Coptic Christians in Egypt. Many of the leaders of these communities publicly reject minority identification and instead favour locating their communities in the nation-state through the notion of inclusive citizenship (al-Mowāṭana). According to this narrative, belonging as citizens erases the meaning of minority. The article suggests that the framing of citizen and minority as mutually exclusive notions is one contemporary expression of an enduring tension around constructing belonging in political communities.  相似文献

Within the field of children's geographies several calls have been made to develop ‘teenagers’ geographies’ as a complementary field of research and practice. It has been stated that teenagers remain ‘invisible’ or ‘marginalised’ in public debates as well as in research and practice, even within childhood studies and children's geographies. Further explorations in teenagers’ geographies could contribute to the research on ‘diverse childhoods’. This article explores the spatial worlds of teenagers (approximately 12–16 years) in Flanders (Belgium), a region characterised by a dense network of smaller cities and ‘urban sprawl’. Based on street interviews and observations in a small city several mental maps and patterns of teenagers’ use of public space were identified. Starting from a case study in the city of Mechelen, this article suggests how these perspectives can be integrated into urban planning by identifying and tying together relevant planning layers, thus creating a more closely knit ‘teenage space network’. In the major political prose works which he published from 1649 to 1654, Milton argues that it was not the parliamentarians but Charles Stuart and his supporters who were the real rebels during the wars of the 1640s. He claims that during this period, the parliamentarians did not fight to overturn law, church, and government, but to preserve peace, to maintain the old, orthodox form of Christianity which had only partially been re-established in England, and to defend English law and the civil liberties it safeguarded. He disavows any hostility to true monarchy and asserts the right of all peoples to choose for themselves whatever form of government they wish. He argues that, since by 1649 Charles Stuart had long been deposed, there was no regicide but merely a legal execution, one which was also consistent with the ancient constitution of England and the political thought of the champion of ancient Roman laws and customs, Cicero. All of this supports several recent accounts of Interregnum political thought and rhetoric and challenges much of the work, from Christopher Hill on, which makes Milton out to be a radical.  相似文献

In this editorial, we provide a preliminary definition of ‘safe spaces’ before exploring how the collected authors have taken a fresh approach to understanding ‘safe spaces’ though a geographical lens. Until now, the material ‘location’ of safe spaces have remained under theorised, but by turning attention to how children and young people co-produce and bring safe spaces into being through their situated practices, this Special Issue provides rich ground for re-evaluating why places ‘matter’ in children’s lives. This editorial maps out those common threads that are uncovered across a diverse collection that spans playful protest in Johannesburg, family food struggles in Warsaw, to the theatrical parodies of second generation Somali youth in London.  相似文献

This paper illustrates the major challenges faced by globally recognised classical art forms through the examination of Kutiyattam, a centuries old renowned theatre form of India, Kutiyattam was declared by the UNESCO in 2001 as an intangible heritage of humankind. During the mid-twentieth century, Kutiyattam performers came out of their traditional performing space in Hindu temples, encouraged by the proactive support of the State. In the wake of the UNESCO recognition for the theatre form, State support measures underwent further strengthening. However, in spite of this, India’s Kutiyattam institutions are confronted with a serious economic crisis that threatens their very existence. Based on detailed field studies and stakeholder consultations, the paper analyses the policy roots of the crisis and explores the options for transforming the Kutiyattam institutions into sustainable enterprises. We argue that the lessons offered by this study have implications for similarly situated art forms in India and elsewhere.  相似文献

This article interprets Agathon's speech of self-justification in light of its dramaturgical functions within the prologue of Aristophanes’ Thesmophoriazusae. Agathon refutes Inlaw's charges of homosexual effeminacy by outlining a theory of poetic composition according to which the poet changes his nature to create in himself the qualities of his characters and plays. The speech simultaneously works against Agathon's self-justification by portraying the tragedian as an elite intellectual whose theories are only valid within his own isolation.  相似文献
