This paper examines the development of Montreal's industrial geography between 1850 and 1929. It is argued that a decisive feature of the evolution of the city's industrial and social landscape was the emergence of industrial districts on the moving urban frontier. The formation of new suburban districts and the reorganization of existing industrial districts were part of a developing urban spatial division of manufacturing. Three critical features underlay the restructuring of Montreal's industrial geography after 1850. Waves of industrial expansion and the development of a range of production trajectories altered the parameters of location within the city. Working-class suburbanization provided the requisite labour force for firms locating on the periphery. Local political and economic alliances created the physical, ideological and legal structures for suburban industrial growth and the rearrangement of the urban fabric.  相似文献

This paper reviews recent research on the changing spatial structure of Australia's major cities from the early 1990s, concentrating on (a) the location of employment and journey to work patterns, (b) the changing nature of housing, and (c) patterns of residential differentiation and disadvantage. The paper argues that the 1990s was a watershed decade during which some taken‐for‐granted aspects of Australian urban character experienced significant change. It then examines the latest generation of strategic planning documents for these major metropolitan areas, all published between 2002 and 2005, and argues that there is a mismatch between the strategies’ consensus view of desirable future urban structure, based on containment, consolidation and centres, and the complex realities of the evolving urban structures. In particular, the current metropolitan strategies do not come to terms with the dispersed, suburbanised nature of much economic activity and employment and the environmental and social issues that flow from that, and they are unconvincing in their approaches to the emerging issues of housing affordability and new, finer‐grained patterns of suburban inequality and disadvantage. Overall, the paper contends that current metropolitan planning strategies suggest an inflexible, over‐neat vision for the future that is at odds with the picture of increasing geographical complexity that emerges from recent research on the changing internal structure of our major cities.  相似文献

This article uses an integrated social reproduction theory (SRT) framework to highlight the interrelation between all non-wage forms of survival, such as debt, community and the environment. The analysis demonstrates how Mexico's unregulated industrialization and social housing policies have created new forms of poverty and market dependency. The article relies on a comprehensive literature review and extensive fieldwork carried out in El Salto, one of Mexico's industrial peripheries, and shows how vulnerable populations become trapped, in this case on the banks of the Río Santiago, one of Mexico's most contaminated rivers. Parallel developments of industrial and housing policies contextualize the conditions unfolding throughout Mexico where populations are relocated to areas without adequate water and where drinking water is supplied by bottled water companies. This contribution highlights why an expanded SRT framework is valuable for understanding the relationship between ecological dispossession and the forced reliance on markets and debt.  相似文献

Informed by labour geography's thrust to situate workers as active subjects of analysis, this article examines lived experiences of restructuring at Australia's single largest industrial workplace. Drawing on extended ethnographic research, the article traverses three restructuring outcomes faced by workers and their families: (1) job retention; (2) redundancy; and (3) re‐employment. Amid the turbulence and uncertainty of a major workplace restructuring episode, workers' different lived experiences illuminate uneven intra‐labour power relations. As capitalist workplaces are re‐organised and labour processes redefined, more conflictual and divisive relationships often develop among groups of workers differentially positioned within the hierarchical labour markets of large firms. Emphasising restructuring episodes as generative contexts for grounded labour geographies research, the article develops intra‐labour agency as a critical analytical frame to explore more deeply the agency implications of workplace structures, co‐worker relationships, and social life matters that shape workers' capacities for action inside and beyond workplaces.  相似文献

As office activities have become even more centralised in A ustralia's largest cities they have also become more suburbanised. Taking account of the recent expansion of intermediate (mostly office-based) services and their locational requirements, this article examines the existing and potential strategic planning policies for achieving a better organised, more equitable, and efficient distribution of office activities in Sydney, Brisbane, Adelaide, Melbourne and Perth. Preference for policies based on suburban office centres represents a convergence of ideas. Some of the factors which make it difficult to implement these policies are examined. The role of the CBD and adjacent office areas, however, should not be underrated given the established patterns of office location behaviour and the changing structure and origin of demand for non-local market metropolitan offices.  相似文献

Neoliberalism and Suburban Employment: Western Sydney in the 1990s   总被引:1,自引:0,他引:1  
During the past 15 years metropolitan planning strategies of the NSW state government have done little to address the spatial distribution of either employment or labour market equity within the metropolis. In the fast‐growing outer western suburbs, the government has focused on attracting business investment to increase the stock of local jobs and to improve employment ‘self‐sufficiency’— a dominantly neoliberal policy framework. This paper explores a widening gulf between the reality of outer urban change and this policy framework by considering changes in the location of jobs and in the employment experiences of residents in Greater Western Sydney (GWS). Evidence is drawn from census journey‐to‐work data (1991–2001). While holding a majority of manufacturing jobs in Sydney, GWS also experienced continued growth of jobs in service industries during the 1990s. Yet the relative importance of employment in the city's fast‐growth finance and business services sector still lags well behind that of inner and northern parts of the city. The focus on growing the regional stock of jobs has not addressed problems of labour market access faced by residents of particular localities and the goal of employment self‐sufficiency has not delivered greater equity to outer suburban labour markets. A focus on sufficiency of access to employment for residents of GWS draws attention not only to regional stocks of jobs but also to the provision of social infrastructure and state‐provided services to outer suburban populations as they continue to expand.  相似文献

Urban planning measures and restructuring policies tend to cause unintended increases in house prices. The study compares urban renewal areas with respect to such policy impact on housing and neighbourhood quality and house prices in two city-contexts: Amsterdam and Budapest. It shows how four neighbourhoods that have been subject to various forms of urban regeneration differ in their trajectories of house price development. The results tie with well-documented, mostly Anglo-American experiences of related phenomena such as New Urbanism, Neo-traditional communities and gentrification. Furthermore, the study merges two research objectives that often are seen as incompatible: housing markets and urban regeneration.  相似文献

Young people’s housing, economic and labour market circumstances have become increasingly insecure due to the combined effects of the 2007/2008 economic crisis, neoliberal welfare reforms, rising costs of higher education and the shortage of affordable housing. Discussions of young peoples’ experiences in these domains have largely neglected their spatial variability but evidence suggests that young people living in rural parts of the UK have distinctive experiences of housing, which are closely connected to labour markets and educational opportunities. By drawing on qualitative data from young people and housing professionals, this article explores some of these rural distinctions and frames them within theoretical debates about the ‘precariat’. It argues for a more theoretically informed and geographically nuanced understanding of contemporary housing issues as rural youth potentially face greater precarity than their urban peers.  相似文献

Housing problems, such as affordability, poor quality of condition, or damp, are key determinants of health and wellbeing. Importantly, though, a growing body of research has shown that unhealthy housing is the combined result of multiple housing problems acting together. Although the spatial distribution of discrete housing problems is well established, little is known of Australia's geography of unhealthy housing. We have previously defined and validated an Australian Index of Housing Insults, which captures the multiple ways in which housing adversely influences individual health—including, but not limited to, people's tenure security, affordability, quality, and neighbourhood characteristics. Using the Household Income and Labour Dynamics in Australia (HILDA) dataset, a nationally representative longitudinal survey of Australian households, this paper describes Australia's geography of unhealthy housing. The analysis examines the prevalence, characteristics, and distribution of the population who are vulnerable to unhealthy housing. Our findings reveal both a worsening landscape of households at risk because of their accommodation and a changing pattern of unhealthy housing in Australia over time. The paper considers how these findings may impact future policy settings and the potential to improve the health of Australia's population through targeted housing interventions.  相似文献

We propose an urban search‐matching model with land development. Wages, unemployment, prices of housing and land are endogenously determined. We characterize the steady‐state equilibrium and then discuss the issue of efficiency. To explore interactions among markets, we implement comparative static analysis. We also consider three policies: an entry‐cost policy that reduces firms' entry, a transportation policy that reduces commuting costs, and a housing policy that decreases rental prices. We find that the transportation and housing policies are more efficient if the unemployment rate is low, while the entry‐cost policy is more efficient if the unemployment rate is high.  相似文献

This paper shows that the focus of Australia's ‘declared’ defence policy has oscillated between local and regional defence, whereas its ‘operational’ policy—the views contained in internal planning and guidance documents—has taken a mid‐course, focusing on defending Australia's northern approaches. Australia's two policy domains coincided briefly in the mid‐1980s but have since diverged as we have again begun to emphasise regional defence. This shift could signal the end of ‘defence self‐reliance’. While representing a setback for the Hawke government, such a result is necessary as Australia's ‘operational’ policy is flawed and in need of replacement The danger is that, as in the past, Australian governments and their advisers will continue to adjust their rhetoric rather than their real policies to our changing circumstances.  相似文献

Despite the recent rising interest in sustainability and community-related issues among urban regeneration policy-makers, it is still questionable how far the recent regeneration efforts in historic housing areas achieve a balance between the community needs and conservation policies. To answer this question, this article explores the interplay between conservation, community needs and sustainability in the context of Turkey, focusing on Istanbul. It premises on the assumption that finding the balance between the needs, aspirations and concerns of local communities and the conservation of the built environments will lead to more equitable and sustainable solutions to the problems Istanbul historic quarters are facing. The article explains the interrelation between sustainability, community needs and conservation, investigates whether these notions have been integrated into the urban conservation policy agenda of Turkey or not and then examines the assumption above by focusing on the recent regeneration story of Fener and Balat (F&B), a declining neighbourhood in the historic peninsula of Istanbul. Debating on the strengths and weaknesses of the recent conservation-led regeneration programme, the article gives clues for future regeneration initiatives to achieve a sustainable balance between the conservation and community needs policies in historic neighbourhoods of Istanbul.  相似文献

The paper focuses at the discrepancy between actual urban policies and current spatial socio‐economic developments. Three discrepancies are discussed: homogeneous concepts versus developments directed at heterogeneity; economic seduction policies versus comprehensive developments; and small‐scale policies versus higher level developments. Basic to the current spatial trends is the evolution of a large‐scale urban network. This results in a less hierarchical urban structure and a heterogenization of economic centres and living areas which occurs both within and between urban places. Because of this, the steering possibilities of hierarchic organized urban policies are hampered. In contrast to these developments, urban policy in the Netherlands has a hierarchical nature and focuses heavily on the traditional dominant urban nodes. The present phase of policy, ‘urban management’, illustrates this. An adaption of the spatial framework of policy is needed. The paper also shows that present policies haue a too narrow economic perspective which leads to an underestimation of present and future problems related to the labour and housing market. A plea is made for an explicit dynamic approach to urban revitalization in which the normative and instrumental function is stressed. Moreover, the suggested distinction between efficiency and equity is rejected The article is based on a survey of current trends and future research needs under the authority of the Advisory Council for the Programming of Future Directions in Spatial Research in the Netherlands.  相似文献

It is becoming increasingly apparent that, in order to understand a range of socio-economic outcomes, research needs to be focused on a multi-dimensional approach that accounts for individual characteristics and behaviours together with locality and activity within space and place. Within labour market analysis there is a need to situate empirical analysis within a conceptual framework that considers both the assets of individuals within the labour force and the social and local labour market contexts in which they find themselves. Using a broad notion of employability, this paper develops an analysis of unemployment in Australia's metropolitan labour markets. Specifically it uses a combination of individual survey data and aggregate labour market data to consider the associations between these multi-level factors. It finds that, while individual characteristics are important in understanding unemployment in metropolitan areas, it is equally the case that the strength of spatially distinct labour markets also plays a role. The paper reaches the conclusion that, while contemporary labour market policy tends to focus on individual characteristics, there is a need to widen the policy understanding of labour market outcomes so that other broader contexts, including the impact of space and place, are also seen as being influential.  相似文献

Households in the affluent West have become an important target of government and NGO campaigns to encourage more environmentally sustainable behaviours, but there has been little research into the gender implications of such policies. This article investigates the role of gender and time in the sustainability practices of six heterosexual households with young children, committed participants in the Sustainable Illawarra Super Challenge programme in 2009. Women spent more total time on sustainable practices, and did so more often. Men's contributions related mostly to gardening and transport, in longer blocks of time. In these households, sustainability became a highly gendered practice because of the different roles in homemaking. Women resisted constructions of themselves as being closer to nature, and shouldered expectations of sustainability as part of their roles as mothers and household managers. They experienced time as overlapping and fragmented, with no distinction between work and leisure. Men contributed to sustainable practices mainly through activities understood as leisure, in longer blocks of time. Our temporality lens also illustrates the gendered ways that old practices become deroutinised and new practices reroutinised. While men were often responsible for the labour and upfront time required to start or research a project, the responsibility of everyday implementation and habit-changing commonly fell to women. These findings illustrate how gendered analyses help identify both opportunities for, and constraints against, change towards sustainability. Opportunities include the strong connections between both mothers' and fathers' understanding of good parenting and the importance they attach to household sustainability. Constraints include the temporal challenges faced by households, and how these interact with wider structural and labour roles.  相似文献

Political contestation within liberal democratic states is an important, albeit limited, guide in defining how these states domestically implement their international human rights obligations. While often ritualistically endorsing human rights standards, political actors allow themselves a limited policy space with their domestic political contest circumscribed by more pervasive influences, often at odds with the state's international commitments. This article examines recent health and housing policy initiatives by Australia's two major political parties and assesses them against its international commitments. Applying a social constructivist approach, this article argues that the dominant neoliberal political discourse and the state's institutional structure set contextual boundaries to the parties’ policy contestation and reveal the limited influence of domestic political contestation in determining Australia's rights implementation.  相似文献

This article reinterprets Australia's motives for its 2003 intervention in the Solomon Islands. The central argument is that considerations of Australia's international reputation have not been afforded sufficient importance in explaining the Howard government's decision to intervene. A primary concern for the Howard government was to bolster Australia's reputation in the ‘War on Terror’ vis-à-vis the USA and the international community more broadly by being seen to maintain order in its regional sphere of responsibility. The article establishes the historical basis for Canberra's claims to a special responsibility for the South-West Pacific region. It then demonstrates the close connection between Australia's responsibility for order in its region and the reputational norms that evolved during the early years of the War on Terror. These claims are substantiated through an analysis of the Solomon Islands crisis from June 2000 until the Regional Assistance Mission to Solomon Islands was deployed in July 2003.  相似文献

This paper investigates spatial trends of multigenerational adult families in metropolitan Sydney. Australia's immigrant gateway city, Sydney has high housing costs and infrastructure pressures, and planning policies support higher residential densities. In this context, the accommodation of persons living in multigenerational families is examined, by major region of origin, their geographies in Sydney, and by housing costs and constraints. Results highlight that cultural origins were influential in multigenerational household formations, and such formation is higher in areas of first and second ethnic community formation areas. Multigenerational living is also more common in middle ring and outer areas of cheaper housing. Implications are drawn for more nuanced housing policies in Sydney and comparable cities, given that detached and semi‐detached houses were favoured by these households, whereas two‐fifths of new housing constructed in Sydney in 2011 consists of two or less bedroom apartments.  相似文献
