Today, spatial planning is expected to deliver climate adaptation and to manage, merge and balance various societal interests and priorities. To what extent proactive shaping of change is enabled by spatial planning practice is less explored. This paper illustrates how the ideals and ambitions of climate adaptation are manifested in waterfront spatial planning via a case study of Norrköping, Sweden. Based on interviews with spatial planners and politicians responsible for strategic urban development planning, our study identifies a divergence in ambitions, approaches and positions. In local development plans, the position taken has less to do with climate risk severity than with an area's perceived political and economic attractiveness. When perceived attractiveness is low, precautionary climate adaptation serves as a pretext not to develop, whereas high perceived attractiveness leads to negotiated pragmatism allowing continued waterfront exploitation. We also identify a fragmentation in spatial planning, with weak interplay between municipal comprehensive planning and local development plans, resulting in ad hoc, case-by-case planning. Furthermore, different planning actors are organizationally compartmentalized, creating unfortunate intra-sectoral silos. We conclude that the integrative, proactive and reflexive potentials of spatial planning to deliver climate adaptation have yet to be realized.  相似文献

Six rural communes in Norway participated in a national project ‘Commune planning on women's conditions’ where participative methods were used to engage inhabitants in strategic planning for local development. The planning process was organized in stages, which corresponds with the basic stages of the strategic planning and management model. All six communes followed this process, which started with education and training in planning methods and processes in autumn 1989, both at national level (project leaders and project groups) and at bed level (local leaders: administrators, politicians, local organizations, etc.). This support was deemed to be significant for the planning process by approximately 50% of respondents who completed an evaluation questionaire. The training was followed by a broad mobilization of inhabitants where visions and strategies were formulated and selected. All projects produced a strategic plan on women's conditions and a 4‐year action programme, as expected. This process worked well in all communes, but the political and administrative engagement in mass meetings, in group work and in hearings was lower in Bremanger and Nesna than in the other four communes.  相似文献

This paper examines the World Heritage listing process for the Beijing-Hangzhou Grand Canal to understand the sociopolitical meanings of heritage in contemporary China. Over the past four decades, the efforts of the Chinese government have been clearly geared towards improving governance over heritage sites by designating them as state properties, which requires the selection and evaluation of cultural heritage sites on the specific political meaning based on historical, aesthetic, or scientific value. In the process of World Heritage listing of Chinese heritage sties, the model of ‘state properties’ had to be compatible with UNESCO’s understanding of ‘heritage’, as well as economic benefits of heritage. Drawing on the data collected from the process of World Heritage listing of the Beijing-Hangzhou Grand Canal, this paper explores the integration of the social meanings of heritage into the ‘authorized’ values criteria, facilitating multiple uses of ‘heritage’ through collaboration among UNESCO, Chinese heritage officials, and local communities. It argues that practices of heritage that consider social meanings will integrate local communities’ understandings into political meanings of heritage on basis of central government’s interests. This paper shows how the social meanings of heritage create a dialectical relationship to enable a ‘living’ cultural process in the preservation of ‘state properties’. In addition, the social meanings of heritage allow all potential stakeholder groups to negotiate with the heritage bureaucracy, as well as strengthening the role of local interests in heritage policy.  相似文献

Decentralization projects, such as that initiated by the Rawlings government in Ghana at the end of the 1980s, create a political space in which the relations between local political communities and the state are re‐negotiated. In many cases, the devolution of power intensifies special‐interest politics and political mobilization aiming at securing a ‘larger share of the national cake’, that is, more state funds, infrastructure and posts for the locality. To legitimate their claims vis‐à‐vis the state, civic associations (‘hometown’ unions), traditional rulers and other non‐state institutions often invoke some form of ‘natural’ solidarity, and decentralization projects thus become arenas of debate over the boundaries of community and the relationship between ‘local’ and national citizenship. This article analyses one such debate, in the former Lawra District of Ghana's Upper West Region, where the creation of new districts provoked protracted discussions, among the local political elite as well as the peasants and labour migrants, about the connections between land ownership and political authority, the relations between the local ethnic groups (Dagara and Sisala), and the relevance of ethnic versus territorial criteria in defining local citizenship.  相似文献

The evident failures of international peacebuilding and statebuilding interventions (PSBIs) have recently prompted a focus on the interaction between interventions and target societies and states. Especially popular has been the ‘hybridity’ approach, which understands forms of peace and governance emerging through the mixing of local and international agendas and institutions. This article argues that hybridity is a highly problematic optic. Despite contrary claims, hybridity scholarship falsely dichotomizes ‘local’ and ‘international’ ideal‐typical assemblages, and incorrectly presents outcomes as stemming from conflict and accommodation between them. Scholarship in political geography and state theory provides better tools for explaining PSBIs’ outcomes as reflecting socio‐political contestation over power and resources. We theorize PSBIs as involving a politics of scale, where different social forces promote and resist alternative scales and modes of governance, depending on their interests and agendas. Contestation between these forces, which may be located at different scales and involved in complex, tactical, multi‐scalar alliances, explains the uneven outcomes of international intervention. We demonstrate this using a case study of East Timor, focusing on decentralization and land policy.  相似文献

Contrary to the Weberian ideal of a central state monopolizing the means of violence, political order in many societies requires a balance of interests between diverse ‘violence specialists’. In urban Bangladesh, gangsters have been identified as powerful actors, closely linked to politicians and the state. Often called mastan, they are portrayed as mediating access to work and public services, as running extortion networks and providing political muscle. Since the early 2000s Dhaka has seen radical change, largely undocumented to date: these gangsters are in significant decline. Many of the roles associated with these gangs continue, but now under the direct control of lower‐level factions associated with the ruling political party — a transition that has brought a greater degree of stability to the urban context. These arguments are developed through ethnographic research from a large marketplace in the centre of Dhaka, examining the rise and fall of an infamous local gangster. In developing this case, it is argued that closer attention should be given to changes in the organization of violence within societies.  相似文献

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities.  相似文献

During the transition towards a more market‐oriented economy and entrepreneurial governance, local authorities have attempted to create new cross‐jurisdiction regional entities to enhance their competitiveness through making city‐region plans or regional strategic plans in China. This article analyses the process of region building in China through a case study of Nanjing city‐region. We argue that region building is a state‐led regional project in China, not a spontaneous process. City‐region planning has played a legitimacy‐seeking role in the construction of new regions. Based on the discourse provided by the city‐region plan, associated city networks are being created as a mechanism for plan implementation and regional coordination. This signals that regional planning is entering the stage of regional institution building. By assessing the capacity of regional institutions, we argue that the newly‐emerged regional institutions or urban networks have facilitated regionalization in terms of the increasing involvement of non‐state actors, the formation of regional coherence and identity and the enhanced inter‐city co‐operation. However, it is still difficult to establish effective regional governance due to competing local governments, the arbitrary political leadership and the fragmented planning functions.  相似文献

This paper explores how territorial economic governance is discursively constituted in a globalising and neoliberalising world. It acknowledges both the increasingly recognised formative role of spatial imaginaries in economic interventions and the workings of co‐constitutive political projects that link particular imaginaries with political ambitions and policy strategies. Embracing recent calls for comparative ethnographic urban research at the local‐global interface, it explores currently dominant spatial imaginaries across the four Australasian cities of Auckland, Sydney, Melbourne, and Perth. Based on multiple qualitative methods, this study claims that a considerable number of actor's spatial associations and reference points can be related to particular city‐specific governmental projects; Auckland's Super‐City, Sydney's Global and Green City, Melbourne's Liveable City, and Perth's Vibrant City. It is demonstrated how discursive governance techniques such as ‘story‐telling’, benchmarking, and policy transfer have been pivotal in the activation, circulation, and performance of those spatial imaginaries and their transformation into temporarily dominant visions for strategic urban interventions aimed at repositioning urban actors, spaces, and activities. While spatial imaginaries can be related to differently framed global aspirations, the effects of spatial political projects on urban governance and investment trajectories differ significantly across space. Theoretically, the paper stresses the importance of particular conceptions of territorial relations and time‐ and place‐specific institutional mediation in shaping context‐dependent discursive material governance alignments.  相似文献

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralized, monocentric states such as Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically, this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.  相似文献

Scholarly literature on municipal councillors in urban India has variously labelled them as ‘lords’, ‘captains’ and ‘shrewd operators’ who have the power to mobilize resources and act as political intermediaries between the state and ordinary citizens. Conversely, voters are seen as collectively trading their votes to secure access to the state's resources. In this article, empirical fieldwork in the city of Ahmedabad, India, suggests that while traditional modes of patron–client relationships continue to exist at the municipal urban governance level, there has been a shift in the roles as perceived by municipal councillors themselves. The ‘state at the roadside’ model of urban governance is being expanded to include new modes and sites of mediation with citizens. Drawing from the literature on political representative claims and social representation theory, this article argues that the changes in the practices of municipal councillors are driven partly by political aspirations that are distinct from their identity as a party karyakarta (worker) and partly as a response to a better-informed citizenry, referred to as jagrukt janta (public awareness). These shifts create the conditions for new modes of civic engagement and political accountability within existing patronage-based networks.  相似文献

This article assesses some of the major premises of neo‐institutionalist explanations of decentralization policy and practices, but focuses especially on the relationship between decentralization and democracy, in the context of the recent and ongoing Indonesian experience with decentralization. In the last two decades ‘decentralization’ has become, along with ‘civil society’, ‘social capital’ and ‘good governance’, an integral part of the contemporary neo‐institutionalist lexicon, especially that part which is intended to draw greater attention to ‘social’ development. The concern of this article is to demystify how, as a policy objective, decentralization has come to embody a barely acknowledged political, not just theoretical, agenda. It also suggests alternative ways of understanding why decentralization has often failed to achieve its stated aims in terms of promoting democracy, ‘good governance’, and the like. What is offered is an understanding of decentralization processes that more fully incorporates the factors of power, struggle and interests, which tend to be overlooked by neo‐institutionalist perspectives. The current Indonesian experience clearly illustrates the way in which institutions can be hijacked by a wide range of interests that may sideline those that champion the worldview of ‘technocratic rationality’.  相似文献

This paper argues that it is important for urban scholars and practitioners to comparatively appraise the differential forms of local embeddedness of cultural quarters. Such appraisals can help to realize more sustainable practices of cultural quarter anchoring within neighbourhoods. The case study of Leipzig, Germany – a city that deploys both ‘creative city’ and ‘cultural industries’ models of urban development within a context of post-industrial, post-socialist transformation – is used to examine the adaptive re-use of a former cotton-spinning mill, the Baumwollspinnerei, into an internationally renowned cultural quarter. The POSES Star Framework is developed as an analytical tool to systematically outline multiple local embeddedness dynamics (political, organizational, social, ephemeral, and spatial) of a cultural quarter within a neighbourhood and within a specific urban planning and policy context. The application of the POSES Star Framework to the Baumwollspinnerei reveals that internal organizational concerns for site development and marketing are prioritized over external engagements with Leipzig's urban planning and cultural policy discourses.  相似文献

In recent years competition between European cities has increased. This article looks at the implications for planning projects in the context of changes in urban governance. Growth machine and urban regime theories are introduced and three case studies explored in detail. Plans and development projects resulting from the arrival of the Oresund bridge in Malmö are examined. In Malmö, public planning is being bypassed in favour of local corporatist objectives and this experience is compared to the approaches developed in the strongly competitive cities of Birmingham and Lille. International comparison reveals the national distinctiveness of the responses to competition. In Birmingham there has been a local political reaction to the economic development‐led city centre strategy, but British central‐local relations restrict the ability of the city to change course. Developments in Lille reflect an integrated public sector approach to the development and marketing of the city and its region. In the three cases social and environmental issues have been raised but the imperatives of competition remain dominant.  相似文献

ABSTRACT. As in all post‐Soviet states, the Russian intelligentsia has been preoccupied with the construction of a new national identity since the beginning of the 1990s. Although the place of Orthodox religion in Russia is well documented, the subject of neo‐paganism and its consequent assertion of an Aryan identity for Russians remains little known. Yet specialists observing the political and intellectual life of contemporary Russia have begun to notice that the development of references to ‘Slavic paganism’ and to Russia's ‘Aryan’ origin can be found in the public speeches of some politicians and intellectual figures. This article will attempt, in its first section, to depict the historical depth of these movements by examining the existence of neo‐pagan and/or Aryan referents in Soviet culture, and focusing on how these discourses developed in different spheres of post‐Soviet Russian society, such as those of religion, historiography, and politics.  相似文献

This paper analyses recent developments in urban planning in the City of Toronto. A municipality of 2.4 million inhabitants that makes up the inner half of the Greater Toronto Area, the City of Toronto was consolidated from seven municipalities in 1998. Planning practice, discourse, and "vision" in the new City of Toronto are shaped by the city's bid for the 2008 Olympics, related proposals for waterfront redevelopment, and preparations for a new official plan. In the context of comparative debates on trends in local governance, we see current planning strategies in Toronto as one of several strategic sites in which Toronto is consolidated into a "competitive city." Historically, the formation of the competitive city in Toronto must be seen as a result of the impasse of postwar metropolitan planning in the early 1970s, the sociospatial limitations of downtown urban reform politics in the 1970s and 1980s, and the neoliberal restructuring and rescaling of the local state in the 1990s. Theoretically, we draw on the global city research paradigm, regime and regulation theory, and neo-Gramscian urban political theory to suggest that planning the competitive city signals shifts in the sociopolitical alliances, ideological forms, and dominant strategies that regulate global-city formation. These constellations and strategies threaten to reconstitute bourgeois hegemony in Toronto with a series of claims to urbanity.  相似文献

This paper discusses the process of development rights allocation in Greece and the changes to that process which occurred from 2009 onward. It argues that the interaction of institutions which regulate the allocation of development rights, with social practices of formal and informal land development, gives rise to development pathways which demonstrate institutional persistence. In the case of Greece, these pathways range from ‘urban development by state organisations’, to development without planning permission on land that is not owned by the developer. The crisis was a shock to the Greek governance system, yet the analysis in this paper shows that the reforms of the development rights allocation process followed the pre-existing ‘mentality of rule’. The paper therefore argues that development pathways reflect a political arrangement between the ruling elites and other social strata. The technologies of governance and the associated institutions and practices which support elite rule, were sustained, if not reinforced, during the crisis. This analytical approach therefore offers insights of relevance to other countries in Europe and around the world which contemplate reforms to their development rights allocation system.  相似文献

Discussions on the politics of Chinese engagement with African development have been marked by increasing concern over Chinese use of aid in exchange for preferential energy deals. Normative liberal discourse criticizes the Chinese for disbursing ‘rogue aid’ and undermining good governance in the African continent. These criticisms not only ignore the longer‐term motivations and modalities of Chinese aid and the historical diversity of Chinese relations with Africa, but also uncritically assume ‘Western’ aid to be morally ‘superior’ and ‘more effective’ in terms of development outcomes. This paper consists of three parts. First, it will discuss the debates surrounding Chinese engagement in Africa, especially around aid and development issues. Second, the paper maps the historical development of China–Africa engagement and investigates the impacts of the changing modalities of Chinese aid with reference to case studies of two countries: Angola and Ghana. It then offers a comparative analysis of the similarities and differences between these two cases. The principal argument is that Chinese and Western donors employ different ideologies and practices of governance to conceal their own interests and political discourses in the African continent.  相似文献

Due to the fragmented organizational landscape characterizing public transport, it is important to study and explore how regional governance of public transport adapts to national institutional reforms. By employing the term ‘governance cultures’ to a comparative case study of regional public transport planning in Sweden, we contribute to theories of governance by cultural sensitization. Combining governance theory with cultural analysis, we apply a cultural perspective to understand the two cases. We conclude that public transport planning in the Stockholm region is defined by ‘negotiations’ between stakeholders, whereas in the Västra Götaland region it is characterized by a governance culture of ‘collaboration’. The evidence from our case studies emphasizes the importance of understanding local governance practices as situated in cultural contexts as well as of viewing governance cultures as an important factor affecting the purpose, degree and outcomes of collaboration in planning practices.  相似文献
