One of the original objectives of the advocacy coalition framework (ACF) was to shed light on the role of science in policymaking. The ACF depicts subsystem scientists as political actors just like any other. Unfortunately, science has never become a major theme of research within the framework and, as a consequence, its role in policymaking remains under‐theorized, leaving ample room for interpretation. This article seeks to explore the validity of three propositions about the role of science in policy. The first two are derived from the ACF: (i) the capacity of scientists to provide credible advice is affected by the harshness of the political debates dividing the policy subsystem; and (ii) agreement among scientists is just as common as among other groupings of policy actors. The third is derived from an “error costs” argument: (iii) Disagreements among scientists are even more pronounced than disagreements among other policy actors. Using the results of a survey of policy actors in 17 biotechnology subsystems, this article finds support for the first and third propositions. Indeed, scientists' participation in political divisions might even be underestimated by the ACF. The article concludes with attempts to clarify the role of scientists within the ACF, including discussions of ambiguity regarding the role of professional forums and of scientists in between‐coalition learning within policy subsystems.  相似文献

Archaeology and development are considered here from the point of view of the relevance of archaeological results to the problems of development, those being mainly questions of identity in this case. The weight of archaeological contribution is emphasized, as well as the basic problem caused by the association of the peoples' conceptions of their own history with the definitions provided by archaeology. In effect, here are two kinds of knowledge different by constitution: one scientific, the other not. This unavoidable fact, whether it occurs in historical syntheses or in ideological manipulations, must be taken into account by pluridisciplinary research.  相似文献

Abstract

Science and cartography have had an intimate history which has not been simply the creation of ever more accurate scientific maps but one in which science, cartography and the state have co‐produced the knowledge space that provides the conditions for the possibility of modern science and cartography. The central cartographic process is the assemblage of local knowledges and, as such, is a particular form of the assembly processes fundamental to science. The first attempts by the state to create a space within which to assemble cartographic knowledge were at the Casa da Mina and the Casa de la Contratación, and hence they can be described as the first scientific institutions in Europe. Their failure to create a knowledge space can be attributed to the nature of the portolan charts. The triangulation of France and the linking of the Greenwich and Paris Observatories established the kind of knowledge space that now constitutes the dominant form within which modem science and cartography are produced. However, resistance to the hegemony of modern scientific knowledge space remains possible through finding alternative ways of assembling local knowledge.  相似文献

The paper considers the geographies of scientific knowledge produced around a pool dug at Long Gores, Hickling, Norfolk, England in 1953. Designed by ecologist and artist Marietta Pallis as a swimming pool and symbolic site, the pool also became a scientific experiment in landscape, through which Pallis pursued general ecological principles and specific theories on the landscape history and ecology of the Norfolk Broads. The digging of the pool coincided with the publication of research establishing the broads' artificial origin in medieval peat diggings. The paper begins by developing arguments concerning the cultural geographies of scientific knowledge. We then trace Pallis's presentation of the pool as equivalent for the broads in its origins and development, her discussion of the relationship between pool, marsh and North Sea, the connection between Pallis and local scientific culture, and the pool's place in a landscape of ecological succession. The paper concludes with further theoretical discussion, and reflection on the remains of Pallis and her reputation.  相似文献

Partnership is an equitable exchange of knowledge. In fact, the very nature and indisputability of imported and taught knowledge—the scientific one and here archaeological—question the nature of the traditional and ordinary knowledge of peoples concerned. These two kinds of knowledge differ in the nature of the facts recognized by each of them: scientific facts or tacit common knowledge facts built differently, and in the number and strength of the external allies they succeed in mobilizing. Even if they remain translatable one into the other at a certain cost, they are engaged in a race. The result seems lethal for traditional knowledge unless powerful nonscientific allies, opposed to this leveling standardization, get involved with researchers aware of the stake for the South but also for the North, committed for some centuries to a rationalization supported by science, its technics, and the socioeconomic powers able to fund them.Le partenariat est un échange équitable de savoirs. En réalité, la nature et l'indiscutabilité du savoir importé et inculqué—le savoir scientifique et ici archéologique—met en cause la nature du savoir ordinaire et traditionnel des peuples concernés. Ces deux formes de savoirs diffèrent par la nature des faits reconnus par chacun d'eux: faits scientifiques ou faits du savoir observationnel ordinaire, construits différemment, et par le nombre et la force des alliés extérieurs qu'ils réussissent à se donner. This paper traces the distinctive shifts in ecology and conservation in Britain during the late 1950s and 1960s. These were the last six years of the Nature Conservancy, the state research council responsible for ecological research, the conservation of nature, and for providing expert advice. Drawing on work in science studies and the geography of science, the paper addresses the changing spatialities of official ecological knowledge and the ordering of nature in this period of British modernity. The paper examines the Conservancy's construction of the form and relationship of research to practice: the connections between local spaces of research – the laboratory and the nature reserve – to the ‘right’ government of land and management of resources more universally. This putative ‘single great mission’ is traced through examination of the politics and practices of doing ecological research at the time, including the creation of a new Experimental Station, the growth of ecology as public discourse, and, importantly, government reviews of science. The paper concludes by considering how this mission was tempered and reconfigured by institutional change.  相似文献

This paper aims to contribute to the debate on the success factors of peripheral regions in the knowledge economy. It explores the viability of the knowledge-based development model for peripheral regions by examining the experiences of a follower region in Finland. The empirical case is Seinäjoki region in Western Finland which adopted a determined knowledge, research and innovation-driven development strategy in the 1980s. The article analyses the evolution of this strategy and assesses the progress and results that have been achieved until 2012. The results show that the strategy has improved the preconditions and structures for innovation, but there have been difficulties in turning these into real innovation outcomes. Peripheral regions may benefit from a knowledge-based development strategy but the development is slow and only takes place through building base capacity in the region.  相似文献

In investigating ways to reduce community vulnerability to environmental hazards it is essential to recognize the interaction between indigenous and scientific knowledge bases. Indigenous and scientific knowledge bases are dynamic entities. Using a Process Framework to identify how indigenous and scientific knowledge bases may be integrated, three communities impacted upon by environmental hazards in Papua New Guinea, a Small Island Developing State, have established how their vulnerability to environmental hazards may be reduced. This article explores the application of the framework within the communities of Kumalu, Singas and Baliau, and how this could impact upon the future management of environmental hazards within indigenous communities in Small Island Developing States.  相似文献

The public presentation of science and technology in postwar Britain remains a field open to exploration. Current scholarship on the topic is growing but still tends to concentrate on the written word, thus making theorizing, at this stage, difficult. This paper is an attempt to expand the literature through two case studies that compare and synthesize displays of scientific and technological knowledge in two visual media, the Science Museum and television, in the 1950s and 1960s. The topics of these case studies are space exploration and nuclear energy. The thesis this paper explores is that both media fleshed out strategies of displays based on the use of categories from everyday life. As a result, outcomes of large-scale public scientific and technological undertakings were interwoven within audiences’ daily life experiences, thus appearing ordinary rather than extraordinary. This use of symbols and values drawn from private life worked to alleviate fears of risk associated with these new fields of technological exploration and at the same time give them widespread currency in the public sphere.  相似文献

We study regional patterns of scientific knowledge production in Europe using all scientific publications in the period 2000–2014 attributed to 813 scientific subfields. We show that the existing scientific portfolio of regions offers opportunities for related diversification and discourages the creation of knowledge on topics unrelated to the local knowledge base. Many lagging regions show clear growth, but complex knowledge production remains highly concentrated in regions in the North and West of Europe. For lagging regions there are advantages in not specializing too soon and to first diversify before moving into developing more complex knowledge.  相似文献

The close link between scientific knowledge, learning, and beliefs is particularly relevant in environmental policymaking and the interaction of environmental with economic development‐focused policies. This article contributes to a more refined understanding of the links among scientific knowledge, belief changes, and the move from a collaborative to an adversarial policy subsystem within the Advocacy Coalition Framework. It analyzes the process of drafting and negotiating the biofuels aspects of the European Renewable Energy Directive, which was dominated by political disagreements between two advocacy coalitions. Their initial agreement on increasing the share of renewable energies in transport turned into conflict after new scientific evidence emerged on the negative environmental and climate change impacts of crop‐based biofuels. The environmental coalition changed its empirical policy beliefs to reflect normative policy beliefs on environmental protection. This change in empirical policy beliefs uncovered a pre‐existing conflict with the normative policy beliefs of the economic development‐focused coalition. As a consequence, the collaborative policy subsystem shifted to an adversarial policy subsystem.  相似文献

The new field of the history of knowledge is often presented as a mere expansion of the history of science. We argue that it has a greater ambition. The re‐definition of the historiographical domain of the history of knowledge urges us to ask new questions about the boundaries, hierarchies, and mutual constitution of different types of knowledge as well as the role and assessment of failure and ignorance in making knowledge. These issues have pertinence in the current climate where expertise is increasingly questioned and authority seems to lose its ground. Illustrated with examples from recent historiography of the sixteenth to twentieth centuries, we indicate some fruitful new avenues for research in the history of knowledge. Taken together, we hope that they will show that the history of knowledge could build the expertise required by the challenges of twenty‐first century knowledge societies, just like the history of science, throughout its development as a discipline in the twentieth century, responded to the demands posed by science and society.  相似文献

Paying attention to the research of Daniel Hanbury (1825–75), whose scientific practice revolved around names, languages and their translations of Chinese materia medica, this article discusses the centrality of names development of drug knowledge in nineteenth-century Britain. Along with the collection of material specimens, names both in transliteration and in Chinese characters were gathered locally through correspondence networks. On the other hand, names within older texts that had hitherto remained disparate were reclaimed by the nineteenth-century effort to consult and collate earlier accounts of each item. As such, the collection, identification and translation of names constituted an integral part of the process of making Chinese materia medica recognizable within a new system of universal scientific knowledge. Hanbury’s extensive efforts collating and streamlining numerous names demonstrates that the early makings of scientific drug knowledge relied heavily upon a series of textual practices and peculiar modes of knowledge brokerage that straddled distant points of time and space.  相似文献

Most studies portray cluster knowledge bases as a given resource, tied to specific industries and locations. However, this paper challenges that view and uncovers their dynamic nature by identifying endogenous and exogenous triggering events that influence and change the cluster knowledge base mix over time. This is done by building on the theoretical concepts of pre-existing conditions, triggering events and knowledge bases and by drawing on a case study of the design cluster located in the Triangle Area of Denmark. The paper concludes that the design cluster has changed its mix of knowledge bases several times during its evolution. Starting out as a firm-driven cluster with a dominant synthetic knowledge base, it then evolved into an artistic and creative cluster with a prevailing symbolic knowledge base. In the last few years, the cluster has increasingly adopted an analytical knowledge base at the expense of other knowledge bases. These developments have caused numerous changes in both knowledge building and the sources of knowledge in and around the cluster. These findings have implications for the framing of cluster knowledge bases, considering how they emerge, change and combine, as well as how that affects clusters’ composition of actors, activities and resources.  相似文献
