This article historically assesses Canada’s role in developing new constitutional mechanisms in the global economy. Drawing on the literatures of International Political Economy and analyses of Canadian foreign policy, a reassessment of Canada’s position in the international economic order is proposed. As a consequence of the geostrategic advantages afforded Canada between successive global hegemons, Canada’s path-dependent development has situated the country to benefit and insist on disciplinary mechanisms for all states. Canada’s defense of a rules-based order demands the country adopt an increasingly unfamiliar role as crisis threatens the stability of the global economy. Consequently, Canada has become a primary defender of the new constitutional order of global capitalism, a position that seems opposed to traditional cooperative visions of Canadian foreign policy. Moreover, as the Canadian state becomes an active global proponent of neoliberal economic reforms it undermines the intermediary role of the Canadian state in its own markets, potentially undermining one of the historical purposes of Canadian federalism.  相似文献

With its emphasis on shared beliefs and the advocacy use of knowledge within policy subsystems, the advocacy coalition framework (ACF) is ideally suited to the study of environmental policy. Yet the ACF has generally been applied in a domestic context. This article argues that the twin phenomena of economic globalization and the internationalization of environmental affairs are blurring the distinction between some policy subsystems and the international arena. Thus, advocacy coalitions should be understood as operating increasingly along "the domestic-foreign frontier." In the case of Canada's efforts to develop a coherent climate change policy, the boundaries between political levels have been blurred as local and provincial actors come to understand themselves as players in a global game. This dynamic is exacerbated by Canada's unique constitutional division of authority, which delegates significant autonomy to the provinces on natural resource and energy issues.  相似文献

This article explores the links between globalization and ethnic violence in comparative perspective. By looking at ethnographic material from Central Africa, Europe, India and China, the paper suggests that bodily violence between social intimates may be viewed as a form of vivisection, and as an effort to resolve unacceptable levels of uncertainty through bodily deconstruction. This approach may cast light on the surplus of rage displayed in many recent episodes of inter-group violence. At the same time, the study suggests that the conditions for such extreme and intimate violence may partly lie in the deformation of national and local spaces of everyday life by the physical and moral pressures of globalization.  相似文献

In light of the increasing number of environmental problems necessitating government's attention and the limited scope and budget for addressing these issues, environmental protection has, and continues to evolve as more flexible approaches to regulation are being sought and embraced by governments throughout the world. Voluntary environmental programs (VEPs) are a pragmatic response by both governments and business to find a more flexible way to protect the environment. We discuss the theoretical motivations for firms to adopt VEPs in general and examine Canada's experience with three types of VEPs, public, negotiated, and unilateral agreements, to assess whether the motivating factors are present. We then argue that the institutional, political, and regulatory framework governing environmental policy in Canada does not provide the conditions necessary to effectively promote superior corporate environmental protection across jurisdictions. Despite the lack of government‐directed VEPs, there has been considerable interest by both the private sector and civil society who have taken the lead by developing unilateral agreements. Using existing literature and our current research, we examine the factors that motivate firms in Canada to participate in unilateral agreements and the characteristics of firms with the higher environmental performance and suggest some policy implications.  相似文献

Canada cannot manage Straddling fish Stocks, which extend beyond Canadian waters into the high seas, without an effective foreign fisheriespolicy. This article examines the politics andfate of two such Stocks in the Northwest Atlantic; cod and Greenland halibut. More successful management of Straddling Stocks, I argue, can be achieved if enforcement policies eure conducted within theframework of multilateral ftsheries organizations. This article reviews the significant changes India has achieved in environmental policy in the pool 10 years, especially in terms of regulatory procedures and organizational structure. Despite these changes, however, environmental quality has continued to deteriorate, largely because a wide gap persists between the intent of policy and the actual achievement and because major problems have eluded serious attention. The paper analyzes major problems in the implementation of Indian environmental policy, with particular attention to policy design, policy analysis, and standard setting. Political problems are identified that underlie difficulties in policy formulation and implemetation, and strategies to improve implemetation are proposed.  相似文献

论文基于联合国、国际劳工组织、国际移民组织等机构的数据,重点从国家、地区及多边三个层面,对国际社会有关劳务移民的国际合作以及移民工人权益保护的治理实践进行考察,并对于未来全球劳务移民治理发展趋向加以展望。在国家层面,各国政府通过建立有关劳务移民的法律框架,推动国家间协议以及参与多边体系治理合作等方式维护移民工人权益。在地区层面,在区域一体化进程中,正式区域性组织和非正式机制,积极推动区域内有关劳务移民问题的对话、协商和合作。在全球层面,国际上有关劳务移民的国际公约及法律文书代表着多边倡议,国际劳工组织也致力于政策制定以实现所有移民工人利益的最大化。全球劳动力的流动是全球化未完成的事业。随着当今国际迁移的性质和组成日益复杂,移民治理过程中的国际合作与移民工人的保护有待进一步加强。  相似文献

This article analyses the effectiveness of the setting of policy conditions in exchange for aid. Given the emerging consensus that this process is not effective, this article focuses on explaining why not. In analysing the experiences of eight countries — Bangladesh, Cape Verde, Mozambique, Nicaragua, Tanzania, Uganda, Vietnam and Zambia — an ‘augmented’ principal–agent framework proved valuable in explaining why policy conditionality is not effective in these countries. The article concludes that donors should focus on some simple policy outcomes (ex post) instead of extensive policy conditions (ex ante).  相似文献

The destabilizing forces wrought by economic globalization increasingly buffet local communities throughout America. This article explores a local policy strategy for coping with the effects of these forces and restoring some degree of stability to local economies. This strategy entails the creation of place-based ownership models of economic enterprise. With ownership and control held in a more collective or community-oriented fashion, such enterprises tend to anchor or root investment more securely in communities, providing a counterforce to globalization. We present and critically assess six place-based ownership models while providing illustrative examples to demonstrate how each model can work in practice.  相似文献
