Not Learning from the Past: Adaptive Governance Challenges for Australian Natural Resource Management

Australia's governance arrangements for natural resource management (NRM) have evolved considerably over the last 30 years. The impact of changes in governance on NRM planning and delivery requires assessment. We undertake a multi‐method programme evaluation using adaptive governance principles as an analytical frame and apply this to Queensland to assess the impacts of governance change on NRM planning and governance outcomes. Data to inform our analysis includes: (1) a systematic review of 16 audits/evaluations of Australian NRM over a 15‐year period; (2) a review of Queensland's first‐generation NRM plans; and (3) outputs from a Queensland workshop on NRM planning. NRM has progressed from a bottom‐up grassroots movement into a collaborative regional NRM model that has been centralised by the Australian government. We found that while some adaptive governance challenges have been addressed, others remained unresolved. Results show that collaboration and elements of multi‐level governance under the regional model were positive moves, but also that NRM arrangements contained structural deficiencies across multiple governance levels in relation to public involvement in decision‐making and knowledge production for problem responsiveness. These problems for adaptive governance have been exacerbated since 2008. We conclude that the adaptive governance framework for NRM needs urgent attention so that important environmental management problems can be addressed.     

A Preliminary Investigation into the Challenges of Learning GIS in Interdisciplinary Research

A geographic information system (GIS) can be a valuable research tool, helping scientists understand location and bridge the gaps between subjects in interdisciplinary research (IDR), which has been promoted for its real-world solutions. However, a GIS can be difficult to use and may require understanding of a number of concepts as well as tools and technology. This complexity is compounded by additional challenges commonly encountered in IDR. This paper examines some of the challenges facing learners of GIS in IDR projects, with a particular focus on the appropriateness of current teaching methods in this context.     

Engaging Students in the Learning Process: The learning journal

This paper explores the usefulness of the learning journal as a means of actively engaging students in the learning process, based on a case study of a third-year undergraduate geography course. After briefly reviewing the literature on journal writing in different contexts, the paper outlines the approach adopted in the new geography course, in which students were given guidelines on how to write a journal that would be assessed as part of the course. Extracts from students' journals for this course are used to illustrate how they approached the task, and how they viewed the experience. It is concluded that the learning journal has good potential to increase student interest in and engagement with course material, to encourage and empower students to take more responsibility for their own learning, to be more reflective in their study, and to allow them to have a voice and provide valuable feedback to the teacher.

Searching for Yiong Tibetan Knifes

Ten Hours＇ Road Travel for Only Fifty-Five Kilometers Staff from the Information Office of Pome County informed us that Yiong Town produced a special Tibetan knife. This kind of knife has beautiful color patterns zigzagging along the edge of the knife. Therefore, the knife is also referred to as the ＂rainbow knife＂. It is handmade in a tradition inherited from local ancestors several generations ago. It can be referred to as a Yiong specialty. Desiring to have a look, we decided to drive to Yiong. Although staff from the Information Office of Pome County tried several times to make a phone call via satellite, there was no response which meant no guide or interpreter to lead us, so we had to be selfsufficient. Nevertheless, the attraction of such a fascinating knife lured a team of photographers consisting of five persons to set off together to search for the rainbow knife.
