Developing and transitional countries devote considerable funds to selected areas to stimulate local growth and firm productivity. We examine the impact of place‐based interventions due to the opening of science parks in Shenzhen, China, on firm productivity and factor use. Our identification strategy, exploiting spatial and temporal differencing in firm‐level data, addresses the issues that (a) the selection of science park locations is not random and (b) high‐productivity firms sort themselves into science parks. Firm productivity is approximately 15–25% higher due to the science park policy. The policy also increases local wages and leads to distortions due to job displacement.  相似文献

This paper examines the dynamic of income distribution in European regions and attempts to relate movements within this distribution to regional structural characteristics and to the impact of cohesion policy (CP). There is evidence that CP supports advanced economic development in lagging and peripheral regions, hence contributing to the ‘convergence objective’. The effectiveness of CP, however, depends on the manner in which funds are managed by single regions: the likelihood of progressing in the income distribution is associated, in fact, to the balance between investments in infrastructure and the productive environment, favouring the former. Evidence presented in this paper also relates regional economic performance to the educational level and innovation in regions, providing useful insights for the current debate about reshaping EU cohesion policy toward a more place‐based approach.  相似文献

After half a century of corridor development in Europe, the corridor concept is well‐established in the academic discourse on transportation. Transport corridors have also been common practice in European transport policy since the creation of a borderless Europe in the 1990s. What is largely lacking in present‐day research on European transport corridors is a consideration of a sector‐transcendent and comprehensive spatial approach. We argue that adopting such an approach is beneficial to a valued analysis of European transport corridors, especially in the light of EU cohesion policy, agglomeration effects and place‐based development. Also, negative external effects of persisting bottlenecks on welfare and quality of life in transport corridors should be better assessed and contextualised. This paper therefore suggests that policy can and should capitalise more on spatiality in corridors.  相似文献

The Appalachian Regional Commission (ARC) administers and partially funds investment projects designed to improve economic conditions in the Appalachian region, an area of persistent poverty and reduced economic opportunity in the eastern United States in and around the Appalachian mountains. Previous research on the effectiveness of ARC programs is mixed. We analyze the impact of ARC investment projects related to expanding sewerage and waste water treatment on dwelling characteristics. Results from a difference‐in‐differences model using a quasi‐experimental approach show that ARC investment projects improved access to running water, and increased sewer hookups and indoor bathrooms in dwellings.  相似文献

Identifying potential sites for firm relocation or expansion is a negotiated process that involves both firms and localities. Some firms focus on profit enhancement through cost minimization, while others seek qualities that maximize talent attraction and benefit corporate identity. Simultaneously, localities seek to maximize the economic welfare for residents through job creation and place‐based economic development strategies. The purpose of this work is to examine how localities use place promotion strategies to attract relocating or expanding firms based on analysis of proposals submitted by communities in response to the 2017 Amazon HQ2 Request for Proposals. Our results support literature streams that argue quality of life and talent attraction, as well as cost are priorities for place‐based economic development strategies. We present a complete picture of place promotion strategies that localities use to differentiate themselves and avoid competing only on cost in the competitive marketplace of corporate recruiting.  相似文献

We test whether there is a link between the performance of universities, measured through a concept of efficiency, and the economic development of the regions in which they operate. Indicators of teaching, research, and third mission are considered as outputs. To handle endogeneity problems between the efficiency of universities and economic development, a system generalized method of moments and then an instrumental variable approach are used. Our findings reveal that the presence of efficient universities fosters local economic development. Knowledge spillovers occur to areas that are in close geographical proximity to efficient universities. Results are robust to different estimation strategies.  相似文献

Geographers have largely ignored the socio‐spatial aspect of sex work in the non‐Western context. Theorisation on place, sex and gender will aid in spatially situating sex work in the domain of geography. We present an empirical study to describe the spatial‐cultural configuration of sex work as constituted by the places where sex is negotiated and transacted and the role of facilitators. The cultural part involves the understanding of combined meanings generated from the place‐making process by sex workers, clients and facilitators. We base this paper on triangulated information from key informants, observations, interviews with clients and media reports. Urban places in Goa where sex work is negotiated and conducted are contested, gendered and veiled. Sex work is not merely about sex workers and their clients; it is much broader and intermeshed with different people playing the role of facilitators. The local place‐specific meanings generated are important to understand spatiality of sex work.  相似文献

Regional economic policy‐makers are increasingly interested in the contribution of creativity to the economic performance of regions and, more generally, in its power to transform the images and identities of places. This has constituted a ‘cultural turn’, of sorts, away from an emphasis on macro‐scale projects and employment schemes, towards an interest in the creative industries, entrepreneurial culture and innovation. This paper discusses how recent discourses of the role of ‘creativity’ in regions have drawn upon, and contributed to, particular forms of neoliberalisation. Its focus is the recent application of a statistical measure — Richard Florida's (2002) ‘creativity index’— to quantify spatial variations in creativity between Australia's regions. Our critique is not of the creativity index per se, but of its role in subsuming creativity within a neoliberal regional economic development discourse. In this discourse, creativity is linked to the primacy of global markets, and is a factor in place competition, attracting footloose capital and ‘creative class’ migrants to struggling regions. Creativity is positioned as a central determinant of regional ‘success’ and forms a remedy for those places, and subjects, that currently ‘lack’ innovation. Our paper critiques these interpretations, and concludes by suggesting that neoliberal discourses ignore the varied ways in which ‘alternative creativities’ might underpin other articulations of the future of Australia's regions.  相似文献

This paper examines regional wage inequality in China between 1996 to 2010, subdividing that time span into a period of increased wage inequality during 1996-2002 and one of stable to decreasing inequality for 2003-2010. Based on the interplay between wage levels and wage growth, the authors develop a typology whereby China's provinces can be assigned to either peripheral, emerging, lagging, or leading regions. The particular characteristics associated with each type of wage region, and the factors underlying shifts of particular provinces from one category to another between the two periods, enable them to identify specific causes for the reversal (after 2002) of the trend toward increasing wage inequality (the causes especially reflect wage patterns in the mining and energy industries, information and communication technology industries, and foreign-invested enterprises). The recent wage convergence involves instances of both interior provinces advancing from the "emerging" to the "leading" wage category as well as the decline of a few "leading" coastal provinces to "lagging" status.  相似文献

中华民族历史悠久、文化统一,其文化凝聚力和生存延续力的深度是民族复兴、实现现代化的根基。统一的独立自主的社会主义国家的建立,为在一个经济落后、长期分裂的国家进行现代化建设创造了基本的政治前提条件。丰富的劳动力资源、较高的社会整合能力以及社会一体化水平是中国推进现代化的独特的组织资源优势。中国领导人具有强烈的工业化和现代化意识,而且中国作为一个后起的现代化国家,具有诸多的后发优势。但是,中国工业化启动时间晚,经济发展起点低下,工业基础薄弱,物质和资本资源短缺;人口数量多、增长快,城乡差异巨大,各地区发展极不平衡,教育事业落后,医疗卫生条件差,科学技术水平低,缺乏启动工业化的技术创新力量和吸收新技术的能力。由于中国工业化和现代化的初始条件与发达国家差异很大,决定了中国的现代化将是一个由不断量变的积累进而部分质变的长期过程,中国至少要花100年的时间甚至更长的时间才能逐步缩小与发达国家的绝对差距。  相似文献

自20世纪90年代开始,日本政府为推进入境旅游发展所采取的政策措施主要有:制定完备的旅游相关法律,成立专门行政管理机构制定并实施观光立国战略,规划建设广域国际旅游特区,加强国际旅游合作,积极申报世界遗产,发展生态旅游与产业观光游等。这些政策措施已经取得较为显著的成效,其中一些成功经验对我国发展入境旅游具有借鉴作用。  相似文献

During the last decade, in many European countries and cities, area‐based Urban Development Programmes have been initiated, in response to major problems of poverty and social exclusion. Urban Development Programmes are usually developed in a complex interplay between different governmental levels, and implemented by a wide variety of public and non‐public parties. This paper addresses the organisation of these programmes, concentrating in particular on the form and extent of ‘public‐public partnership’, i.e. on the role that the different levels of the public administration play, both through the administrative system and through policy‐making. The ‘empirical’ basis for the paper consists of case studies, derived from the UGIS project (‘Urban Governance, Social Inclusion and Sustainability,’ a research project financed by the European Commission, DG RTD). The short analysis makes clear that both the model of public administration, in terms of the extent and form of decentralisation, and the presence (or lack) of a national policy framework determine the extent to which UDPs can be planned, approved and implemented at the local level. One of the main findings is that the central influence over UDPs depends more on the urban policy framework of the central government than on the model of public administration of a country. Countries with strong national (regional) urban policies, sufficient decentralisation of public administration to the municipal level and the use of governance methods at the local level open up possibilities for successful UDPs. Without upper‐level urban policy frameworks UDPs might be successful as well, but their replicability and the control over their external effects will not be ensured.  相似文献

New TFP estimates drawn from the neglected census of 1831 for Lower Canada are used to test the controversial (but still dominant) traditional “poor French farmers” explanation for a prolonged economic crisis. The new evidence shows that French-speaking areas were equally as productive as English-speaking areas, something that upturns the established consensus and reinforces the minority viewpoint that culture had little to do with the crisis. Using a broad range of controls, the researchers find that this conclusion is robust and that other variables such as settlement recency, environment, and economic structure were much more significant determinants of TFP. These results warrant the abandonment of the cultural explanation and a shift toward other explanatory channels.  相似文献

Debates around diverse economies have flourished in geography in recent years, challenging the consistent and limiting hegemonic framing of the economy as singularly capitalist and global, through making visible the vast array of economic practices that are taking place alongside and beyond capitalist ones at multiple sites and scales. Bringing together debates around community economies, (relational) approaches to scales and place, and Actor Network Theory, in this article we focus on the narrative of Mama Bokolo, a healer/gardener/diverse economic actor in Cape Town. Grounded on her lived experience, we suggest that allegedly local, marginalised actors like Mama are actively contributing to enact liberatory diverse economic arrangements beyond‐the‐local, by articulating networks across places and scales and fostering relations with a range of diverse, human, natural and supernatural actors. In doing so, we elucidate why precisely these more‐than‐local and more‐than‐human elements can be instrumental to enable transformative economic spaces of hope.  相似文献

Current decision‐making in natural resource use and management aims at delivering ecologically‐sustainable development to achieve conservation and economic benefits. The process of guiding natural resource use requires the integration of social, economic and biophysical information on which to base management decisions. This paper discusses the integration of socio‐economic information for natural resource management (NRM) planning and decision‐making in the Australian context. A comprehensive resource of socio‐economic data is the Census, which is undertaken every five years by the Australian Bureau of Statistics (ABS) for the whole of Australia. Unfortunately there are qualitative and quantitative issues stemming from the use of ABS census data maps for NRM decision‐making, as they are at a different scale to and the boundaries do not coincide with biophysical information. These issues include the variable shape of collection districts, the use of enumerated data for population‐based statistics, the large size of collection districts in low populated areas, and the averaging of socio‐economic information over the collection districts. Examples highlight these issues and show a way forwards in improving data integration, which includes simple spatial overlay methods and regression modelling.  相似文献
