Far‐right parties are on the rise across Europe. Their shared populist rhetoric, emphasis on sovereignty and policies that promote a ‘national preference’ has facilitated the term ‘the new nationalism’. According to an emerging consensus, this new nationalism is primarily a demand‐side phenomenon triggered by cultural grievances, i.e. a cultural backlash, driven by those on the wrong end of a new transnational cleavage. This explanation we argue tends to overlook important variations across countries and across time. As such, in this article, we contest the view that the ‘new nationalism’ is a linear and coherent phenomenon best understood as a cultural backlash. Specifically, our argument is threefold: (1) it is important to conceptually distinguish between populism, nationalism and the far right in order to draw meaningful conclusions about the extent to which this phenomenon is linear, coherent and comparable across cases; (2) voters' economic concerns remain pivotal within the context of the transnational cleavage, entailing that voting behaviour is structured by two dimensions of contestation; (3) the explanatory power of nationalism is in the supply, i.e. the ways in which parties use nationalism strategically in an attempt to broaden their appeal.  相似文献

This paper systematises the framing of the terrorism issue in the programmatic agenda of the Front national (FN) by focusing on nationalism. We argue that the FN's position on terrorism constitutes part of its strategy to justify its anti‐immigrant agenda by offering ideological rather than biological rationalisations for national belonging. To test our argument empirically, we operationalise four categories of nationalism, including ethno‐racial, cultural, political‐civic, and economic, and code official FN materials published in reaction to seven terrorist attacks on French soil during the period 1986–2015. We find that whilst older documents draw on all four categories, Marine Le Pen documents draw almost exclusively on the cultural and political‐civic categories, confirming our argument. Building on the “normalisation” or “de‐demonisation” approach, our nationalism framework presents a distinct theoretical advantage by allowing us to conceptualise the shift in the party's programmatic agenda.  相似文献

The rise of the populist right in the West is emerging as the most discussed manifestation of nationalism in the world today. In this paper, I argue that this ‘new nationalism’ is largely driven by immigration, which affects ethnic majorities within nation‐states. This in turn alters the ethnic character of the nation, challenging what I term the ethno‐traditions of nationhood. Our inherited concepts of ethnic and civic nationalism were developed in an earlier period when immigration was limited and territorial revisionism animated nationalist movements. Only on the furthest reaches of the extreme right is the worldview one of ethnic nationalism. In our demographically churning yet territorially static western world, we need a new term to describe the cultural nationalism of the anti‐immigration right. I characterise this as ethno‐traditional nationalism, a variety of nationalism which seeks to protect the traditional preponderance of ethnic majorities through slower immigration and assimilation but which does not seek to close the door entirely to migration or exclude minorities from national membership.  相似文献

This article emphasises the non‐economic goals of economic nationalism and in particular its often overlooked political goals. Drawing parallels between economic nationalisms in Central Europe and East Asia, it focuses on Poland and Hungary and asks why did these countries turn to economic nationalism. The article traces this turn to ideational foundations developed by right‐wing intellectuals over the last two decades, arguing that right‐wing intellectuals believed that liberalism has failed what they conceived of its most important (political) purpose, the need of a radical break with the communist past. Based on a study of the writings and careers of leading Polish and Hungarian right‐wing intellectuals, the article draws attention to the nature of the perceived threat to the nation. It contributes to the sociology of nationalism an analysis of how such a threat emerges and translates into a guiding idea of illiberal economic policies.  相似文献

Are ‘white nationalists’ really nationalists? This label is one that right-wing, white activists themselves have chosen, and as such, compels rigorous investigation to avoid simply adopting the preferred nomenclature of these activists and their ambitions. The nation and nationalism are concepts with rich scholarly histories, and this paper seeks to examine the discussion, activities and statements of so-called white nationalists in light of this literature. We argue through a three-fold concept of the nation—based on territoriality, population and symbolic and/or cultural content—that the vision of the political community and ambitions of these activists falls short of the standard of a nation and that their aspirations do not conform to what the literature lays out as nationalism. We argue, therefore, that using the language of ‘white nationalism’ to describe these groups obfuscates and sanitises their motives and lends undue legitimacy to their standing in public discourse.  相似文献

Is there evidence of significant ethno-linguistic/ethno-national rallying around the nation in Ukraine—as social science would have us expect in times of conflict? And, if so, might we expect this ethno-linguistic/ethno-national identity to rise with the prolongation of war? Or instead, is Ukrainian “civic-ness” the primary rally call that shaped and shapes collective identity in Ukraine? And if this collective identity is not ethno-linguistic in orientation then what values and political dispositions are bringing Ukrainians together in a time of crisis and war? Whilst political science might suggest that violence and extended periods of war can produce rallying to ethno-linguistic/ethno-national identity—original panel survey data collected among the Ukrainian population in March/April 2019, January/February 2021, and 2 December 2021/16 February 2022 coupled with a cross-sectional nationally representative survey collected 19–24 May 2022 provide evidence that ongoing regional war, crises, and now all-out invasion by Russia have shored up civic and not ethno-linguistic/ethno-national identities. Moreover, this civic identity is bounded to pro-European pro-democratic orientations.  相似文献

ABSTRACT. In several respects, the European Union (EU) represents both a novel system of quasi‐supranational governance and a novel form of political community or polity. But it is also a relatively fragile construction: it remains a community still in the making with an incipient sense of identity, within which powerful forces are at work. This article has three main aims. Firstly, to analyse the reasons and key ideas that prompted a selected elite to construct a set of institutions and treaties destined to unite European nations in such a way that the mere idea of a ‘civil war’ among them would become impossible. Secondly, to examine the specific top‐down processes that led to the emergence of a united Europe and the subsequent emergence of the EU, thus emphasising the constant distance between the elites and the masses in the development of the European project. Finally, to explain why the EU has generated what I call a ‘non‐emotional’ identity, radically different from the emotionally charged and still prevailing national identities present in its member states.  相似文献

This article examines transnational activism by coalitions of national minorities in Europe from the early 20th century to the present, setting this within the broader ‘security versus democracy dilemma’ that continues to surround international discussions on minority rights. Specifically, we analyse two organisations – the European Nationalities Congress (1925–1938) and the Federal Union of European Nationalities (1949–) – which, while linked, have never been subject to a detailed comparison based on primary sources. In so far as comparisons do exist, they present these bodies in highly negative terms, as mere fronts for inherently particularistic nationalisms that threaten political stability, state integrity and peace. Our more in‐depth analysis provides a fresh and more nuanced perspective: it shows that, in both cases, concepts of European integration and ‘unity in diversity’ have provided the motivating goals and frameworks for transnational movements advocating common rights for all minorities and seeking positive interaction with the interstate world.  相似文献

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration.  相似文献

This article presents the results of a study conducted in 2006 among a representative sample of immigrants from the former Soviet Union, aged 18 and over, who arrived in Israel between 1990 and 2005. It examines the changes over time in their collective identity, focusing on the relative weight and meaning of the local, Israeli component of their identity, as compared to the Jewish and Russian components. Unlike studies conducted in other concentrations of Russian Jewish emigrés (in the United States, Canada, and Germany), which found that an increase in the intensity of the local component of their identity was held in check by the enduring strength of the Russian component, this study revealed that in Israel the local identity component grew much stronger while, correspondingly, the Russian component declined. In addition, significant similarities between the immigrants and the veteran population were found with regard to how they conceive of the Israeli narrative. These changes over time in the immigrants' identity, which were not observed in the first years of their integration into Israeli culture and society, require a reexamination of the generalizations that dominate the research literature and the professional relationship with this group, concerning its supposed social and cultural self-segregation and low potential for cultural change.  相似文献

ABSTRACT. In this study the authors analyse Czech national identity after the break‐up of Czechoslovakia and before accession to the European Union. National identity is understood here as a construct consisting of several elements, four of which the authors analyse: territorial identity (localism, regionalism, patriotism, and Europeanism), the image of the nation – the cultural nation (ethno‐nation) and the political nation (state‐nation), national pride (in general, and in cultural performance and in the performance of the state), and love for the nation – nationalism (or more precisely, chauvinism) and patriotism. To create a more complex picture of Czech national identity the authors compare it with national identities in eleven other European countries. To conclude, the authors analyse the attitudes of Czechs toward the European Union, and national identity is used as an important explanatory element of the support for EU governance.  相似文献

The fundamental aim of the cultural policy of the European Union (EU) is to emphasize the obvious cultural diversity of Europe, while looking for some underlying common elements which unify the various cultures in Europe. Through these common elements, the EU policy produces ‘an imagined cultural community’ of Europe which is ‘united in diversity’, as one of the slogans of the Union states. This discourse characterizes various documents which are essential to the EU cultural policy, such as the Treaty of Lisbon, the European Agenda for Culture and the EU’s decision on the European Capital of Culture program. In addition, the discourse is applied to the production of cultural events in European Capitals of Culture in practice. On all levels of the EU’s cultural policy, the rhetoric of European cultural identity and its ‘unitedness in diversity’ is related with the ideas and practices of fostering common cultural heritage.  相似文献

Three EU-based human geographers argue for the need to contextualize the meaning of the current economic crisis in Europe, pointing to precedents in European history. More specifically, they view Europe (as both a set of practices and ideas) as a product of successive crises that have yielded an unexpectedly resilient structure for the European Union, which retains sufficient flexibility to permit different EU members to adapt their economies to the crisis on their own terms without descending into the disintegrative pull of protectionism. The authors also show how the uneven effects of the economic crisis threaten a renewed east-west divide, and highlight the ongoing relevance of the European Union as a transnational fiscal regime with important implications for EUrope's future. In this article I will analyse the role of antisemitism for the construction of a national identity and an exclusive national in‐group in the discourse of the Austrian Freedom Party (FPÖ). The analysis will show that this discourse of the FPÖ, one of the most successful extreme right‐wing parties in Europe, utilises various forms of Holocaust inversion and victim perpetrator reversal in order to delegitimise political opponents. The analysis of these incidents and of the legitimising strategies used by the FPÖ when criticised involves discussing the increasing abstraction of the codes characteristic of latent antisemitism and forms of post‐Nazi antisemitism. I will focus on how the FPÖ's use of the term Holocaust and other terms referring to Nazi atrocities against the Jews corresponds to a universalisation of the term Holocaust in social constellations that are permeated by the culture industry.  相似文献

The study of migratory movements, with all their changing features in the context of post-1989 political, economic and geographical restructurings, offers a prime site for reflection on the gendered meaning/s and content of mobilities and borders. Particularly in human geography, new questions and different approaches to established themes in migration research are elaborated in this ‘era of globalisation’. Negotiations of geographical and social borders and boundaries, the speed and ease of movement, but also gender inequalities in choice and cases of immobility and/or enclosure, emphasis on agency and the importance of space and place are some such themes and questions. This article is based on research with migrant women in Athens; it follows the trajectories of an Albanian woman from Elbasan to Athens as a starting point for the discussion of gendered practices and perceptions of migration, (im)mobility and border-crossings. In these trajectories, space is involved, in its material aspects but also in terms of representations and codings. Notions of place, local/global relations and gender identities are re-worked in the efforts to set up bearable everyday lives ‘here’, while maintaining links ‘there’. At the same time, ‘here’ (in Athens) and ‘there’ (in Elbasan) come out as open and temporary while borders are (re)produced, negotiated and challenged in multiple ways and at various spatial scales.  相似文献

Abstract: As undocumented migration becomes more difficult, migrants' journeys become longer and more fragmented. This is a response to new spatialities of migration control which are continually reconfigured in an effort to eliminate clandestine movement. In the trans‐Saharan region, this pattern of fragmented journeys also arises from a network of transnational social organisations that depend upon newly available technologies. Migrants' social networks provide both the means and the motivation for continued movement, even as destinations become more elusive. This paper investigates the imbalanced conflict between the social organisation of Sahara transit migrants and the developing spatial logic of control. It is based on recent research with undocumented migrants in Morocco.  相似文献

A prominent American geographer and observer of political currents shaping modern Europe provides an introduction and background for three following papers on the nature and impacts of European Union's 2004 enlargement in different macroregions along the EU's eastern frontier. He outlines three major dimensions (economic, social-political, and institutional) that may be used to evaluate claims supporting and opposing enlargement, surveying the evidence to date for each. Concluding sections highlight the importance of scale in assessing the impacts of enlargement, the persistence of state nationalism as a curb to EU "deepening," and changes in the nature of the EU itself over time.
