ABSTRACT This paper asks whether worker utility levels—composed of wages, rents, and amenities—are being equalized among American cities. Using microdata on U.S. urban workers in 1980 and 2000, little evidence of equalization is found. Comparable workers earn higher real wages in large cities, where amenities are also concentrated. Moreover, population growth between 1980 and 2000 has not been significantly different in low‐ and high‐utility cities, suggesting that other forces are at work shaping the sorting processes that match workers and firms. We outline an alternative view of the drivers of change in the American urban system, and urban development more generally, by applying theory from economic geography.

The mega-urbanisation process in Java is reflected in the spatial patterns of urban population growth between 2000 and 2010, although there has been a small deceleration in the rate of growth recently. This process is also clearly indicated in the significant increase in the number of urban localities, which reflects in situ urbanisation and rural–urban transformation in Java. Most districts and cities located adjacent to large cities experienced much higher population growth rates, compared to the core areas in cities. The formation of urban belts with a mix of economic activities connecting large cities is greatly expanding, while the small and medium cities, those with population sizes between 100,000 to one million, have tended to stagnate as their role and functions as centres of socio-economic activities are taken over by the large cities. Java’s mega-urbanisation appears unstoppable, and is largely uncontrolled at the present time. It is a daunting challenge for the central and local governments to manage the spatial urban growth in Java in the near future.

There are several hypotheses why urban scale affects wages. Most focus on agglomeration economies that increase labor demand, especially for high‐skilled workers (e.g., dynamic externalities stress knowledge transfers, and imply the urban wage gap favors skilled workers). Others stress urban amenities that increase labor supply and decrease wages. Amenities should have a stronger influence on affluent households if they are normal goods. By examining whether urban‐scale affects net returns to education, it can be determined whether skilled workers are influenced more by urban productivity or amenities. Empirical results suggest net returns to education decline with urban scale, implying a key role for urban amenities in affecting skilled workers.

ABSTRACT This paper develops a spatially explicit model to examine how urban and suburban communities evolve differently with changes in local economic fundamentals such as rising income or falling commuting costs in the metropolitan area. The model highlights the importance of environmental amenities and the economy of scale in the provision of public services as determinants of urban spatial structure. Results suggest that urban sprawl, income segregation, and jurisdictional disparities are driven by the same economic conditions and thus tend to co‐exist. Rising incomes or falling commuting costs for high‐income households in a metropolitan area tend to increase land prices and public services in every community, while rising incomes or falling commuting costs for low‐income households can have the opposite effects.

The rapid growth of Soviet cities is converging toward a hierarchy similar to that of the United States. The numbers of aggregate populations of metropolitan centers by five size categories in the two countries are compared for growth and change from 1939 to 1976. Also, nine Soviet urban regions are identified, mapped, and correlated with comparable American groupings. Growth rates of Soviet metropolises are normalizing with less recent variation as compared to the 1939–59 period, a trend that parallels the one in the United States. Also, it appears that certain functions, such as administration and transportation, are stabilizing factors in urban growth. Governmental policies of investment in underdeveloped regions, balanced growth and diversification may be partially thwarted by five-year planning goals that have stimulated supragrowth in large cities of the South and East. However, it seems likely that increasing mobility, amenities and the expansion of consumer goods and services will produce a reversal of trends toward higher growth rates in the metropolitan centers of the West. Projections to the year 2000 suggest that Soviet metropolises will have a larger share of the national population and a more uniform growth pattern than those in the United States.

Sumatran population growth and influences

Sumatra, Indonesia's large western Outer Island region, had general, urban and rural rates of population growth during 1961–71 as much as 50% or higher than those for the remainder of Indonesia. The rapid population growth in Sumatra, continuing into the later 1970s, has been associated with a variety of influences. Among these were:

  1. New or improved economic activities encompassing large‐scale extraction of crude oil, natural gas, tin, bauxite, and forest products; some coal mining; continued fisheries, commercial small‐holder and estate types of agriculture; and new or expanded manufacturing.

  2. Large‐scale transmigration, in‐migration from elsewhere in Indonesia other than Java and Bali, and intramigration within Sumatra have led to increased populations and densities in at least five major areas. The southern area of Lampung Province and to a lesser extent eastern South Sumatra have had notable growth from transmigration flows; several coastal plains areas in Aceh, North Sumatra, West Sumatra, Riau, and Jambi provinces, from upland to lowland or other in‐ and intra‐migration flows.

  3. Traditional ethnic, religious, and regional linkages within a predominantly rural village system have remained strong. These cultural conditions provide a background for understanding the continuing overwhelming rural character of Sumatra's people.

  4. Although urban growth was more rapid than rural growth in Sumatra during 1961–71, most of this urban growth was concentrated in and around a few relatively large urban centres; the remainder of the urban growth was in the many other urban places, most having the aspect of overgrown villages.

  5. Differential growth rates for total, rural, and urban populations were associated with differing perceptions at local, provincial, Sumatra‐wide, or national levels — of the areas having the best opportunities for improved living. With a few exceptions, Sumatra's upland areas have lost large numbers of people to near‐by and only recently highly accessible lowlands. Small, but crucially important, numbers of ambitious and more highly educated people have left Sumatra for Jakarta or other areas of actual and perceived greater economic opportunity.

  6. In 1971 the sharply contrasting and increasing population densities of Sumatra emphasized several areas of greater economic development on the one hand; areas of continued limited accessibility or economic activities oil the other. If trends of the 1961–71 decade persist, the 1981 Indonesian census results for Sumatra should indicate increased populations and densities, particularly in the southern Lampung area of agricultural inflow and in the lowlands around Sumatra's large cities which also should continue to have sizeable population increases.

Creative firms are neither capital‐ nor land‐intensive in production. They predominantly rely on creative and specialized labor and, assuming a strong competition for workers, are therefore increasingly dependent on the location of their (potential) employees. If these creative and highly qualified employees are attracted by consumption amenities such as bars, clubs, and restaurants, then it follows that these same amenities may determine the location of creative service firms. I investigate this hypothesis by examining whether Berlin Internet start‐up firms locate in urban amenity‐rich places. Identification builds on the fall of the Berlin Wall. A 1 percent increase in amenity density raises the probability of a start‐up location by almost 2 percent. A comparison with other service industries suggests that amenities are significant to the location choice of creative sectors, whereas no effect can be observed for nonreative firms.

Large urban agglomerations, which have been viewed as undesirable by some authors, are described as legitimate and efficient forms of economic organization and settlement in a modern industrial society. A number of processes in the Soviet economy tend to foster the development of agglomerations; however, the trend toward agglomerations in the USSR is still at a very early stage compared, say, with the United States. If agglomerations are defined on the basis of a central city of 250,000 or more, the USSR had 75 agglomerations in 1970 compared with 240 standard metropolitan statistical areas in the United States. In contrast to the United States, where suburban development has outstripped central-city growth, three-fourths of the population of Soviet agglomerations is concentrated in central cities. In the author's view, control of the evolution of agglomerations should not be designed merely to curb big-city growth, but to foster the development of these urban clusters within the limitations of environmental constraints.

Leapfrog development is a typical form of sprawl. This paper aims at analyzing the existence, size, and persistence of leapfrogging in a dynamic urban economic model with endogenous green amenities. We analyze whether incoming households choose to settle at the fringe of the city or to jump further away depending on their preferences and the structure of the city. We first provide an analytical treatment of the conditions and characteristics under which a first leapfrog occurs and show how the optimal choice is affected by the size of the city, income, commuting costs, as well as the size of the area where green amenities are considered. We then study how further leapfrogging and multiple urban rings may appear and be maintained in the long‐run equilibrium, and how infill processes take place through time.

ABSTRACT

Many rural regions in Europe used to be characterized by weak economic performance and negative population development. While in a long-term perspective this is not any more valid for large parts of Western Europe, a number of rural regions face persistent population decline. By analysing the case of Austria, where approximately one-third of rural areas have experienced such negative population change over the past decades, this paper will examine the impact on economic performance, income levels and well-being patterns. Addressing the crucial and persistent obstacles to positive population trends, new theoretical approaches and perspectives are discussed for overcoming limitations in development. Future approaches for regional development have to go beyond strategies for targeting economic growth, but have to address issues of local participation, social innovation and establishing trust as preconditions to effectively impact well-being dimensions. Such a mobilization effort would be the result of a comprehensive social transition process which would foster an altered narrative for these rural regions compared to the current and predominant focus on compensation and growth policies. Despite strong interlinkages with other regions and actors, the needs of local people would be central and both would be a cornerstone for social innovation.

This paper addresses the study of inclusive growth from an urban perspective. It proposes to focus the relationship between urban economic growth and income distribution in cities in which manufacturing production and external demand play a central role. Opposed to the literature that considers economic growth leads to an increase in inequality in income distribution, we present some operative economic tools from Marshallian Industrial Districts theory and from urban economic theory with which to develop an economic strategy for inclusive urban growth, making possible to achieve simultaneously economic growth and improvements in income distribution. An interesting example of a metropolis with a dynamic of economic and employment growth compatible with a reduction in income inequality is provided by Barcelona. This metropolis disposes a Survey of living conditions and habits of the population since 1986 that allows an analysis in terms of inclusive urban growth.

ABSTRACT An important subset of the literature on agglomeration externalities hypothesizes that intrasectoral and intersectoral relations are endogenously determined in models of local and regional economic growth. Remarkably, structural adjustment models describing the spatio‐temporal dynamics of population and employment levels or growth traditionally do not include intersectoral economic dynamics. This paper argues and shows that allowing for economic linkages across sectors in these models adds considerable value, especially in forecasting. An econometric model of population–employment dynamics, in which sectoral variations in economic development are explicitly taken into account, is applied to a large urban planning policy proposal in the Netherlands. The empirical analyses suggest that population dynamics are largely exogenous, population changes drive employment in particular in the industry and retail sectors, and employment in all sectors depends strongly on intersectoral dynamics. Intersectoral dynamics appear as important drivers of regional sectoral employment changes; they are even more important than population changes, and their effect shows up clearly even within the Dutch institutional context where strict regulatory housing and planning restrictions are enforced.

Social cohesion always appears more frequently as a policy goal of the European strategy that promotes the integration of spatial, economic, and social dimensions of growth. This comprehensive approach also has to deal with the social consequences of demographic change, tackle urban poverty, and guarantee access to amenities in isolated neighbourhoods. Such objectives represent specific challenges for shrinking cities, where processes of population decline, job losses and economic constraints as well as financial restrictions create a much more complicated starting position and might make the achievement of the social cohesion even more difficult than in non-shrinking cities. Set against this background, this paper analyses the efforts of three shrinking cities (Ostrava, Genoa, Leipzig) to promote social cohesion under the condition of urban shrinkage, and examines which policies are being promoted to solve problems such as ethnic segregation, ageing, and socio-spatial inequalities. The results show that even though shrinkage does lead to increased challenges for social cohesion, the attempts of policies to tackle them still appear to be secondary priorities, sectoral rather than comprehensive, and involve a certain delay.

Regime theory provides a framework for exploring changes in development patterns and internal dynamics of growth coalitions. Academic debates on sport and urban development have focused on large American and European markets, where such venues are increasingly led by urban regimes that aim to leverage public goals through private investment. Based on a detailed qualitative analysis of four projects in three major Israeli cities, this work examines a different typology of sport venue development – ‘public regime’, which operates in a small market context. The Israeli public regime neither allows the private sector to assume central roles in the design, development and operation of venues nor does it stimulate real estate development anchored by the venue. The assumption that professional sports is not a viable business in small markets is used to justify the public monopoly that regards the venues as public amenities, legitimizing the lack of strategic and business plans, producing benefits for the local political elite but doing little to stabilize professional sport and secure economic returns for the public. The more affluent city of Tel Aviv demonstrates a breakout from a pure public regime, where public control is retained but more business-oriented considerations are incorporated.

Despite being a major site of recent population growth and, arguably, a key arena for sustainability concerns, the rural‐urban fringe has received relatively little attention in the literature concerning Australian cities and urban policy. To address this shortcoming the authors review post‐World War II efforts to plan the rural‐urban fringes of Sydney and Adelaide and find a number of issues for contemporary policy‐makers. First, the fringe is becoming increasingly complex due to multi‐faceted demographic change, a broadening economic base and demands for better environmental management, all within the context of an evolving understanding of sustainability. Second, water resource management, partly under the auspices of integrated natural resource management, is assuming a much higher priority than in early fringe planning endeavours, which emphasised urban containment, agricultural land protection and landscape conservation. Third, and partly as a consequence of this shift of priorities, there is also evidence of changes to the nature and focus of policy tools used in the fringe, with land management concerns now cutting across traditional land use planning. Finally, and fundamentally, these observations raise questions about how future governance of the fringe should be organised. Together these four themes pose an enthralling series of challenges for policy‐makers for which much more research and discussion are needed.
