Our study proposes a housing location choice model where a household faces a trade‐off between proximity to place of employment and proximity to amenities. We consider subsamples of high amenity cities and low amenity cities and households with and without children. We show that the roles of gender, education, homeownership, household composition, and public transportation vary significantly depending on level of amenities. Households with a female head of household, those with a working spouse and with older children prefer locating closer to downtown amenities. Female workers with and without children locate closer to work, in high and low amenity cities.  相似文献

The service hub concept is strongly associated with deprived areas of North American inner cities, where agglomerations of low‐cost housing and service providers form a space of survival for marginalised populations. In this paper, we contend that service hubs can take other forms, including as small‐scale sites of housing and service provision, informally networked across an urban region. We develop this argument with reference to suburban campgrounds in Auckland, New Zealand—a city experiencing a severe housing affordability crisis. Both individually and collectively, campgrounds enable vulnerable households, as well as tourists, to inhabit an increasingly exclusionary urban environment. Drawing on interviews with 24 resident campers and eight managers, we highlight the role of campgrounds in supporting residents through the provision of informal housing and on‐site services. This provision also benefits the facilities' owners and managers, by creating a year‐round rental income stream. We find that campgrounds are critically important for those whose lives are rendered precarious by the housing market.  相似文献

This paper compares the intent of three Australian social housing policy interventions in the decade to 2011 with outcomes shown in time series data from the Australian Bureau of Statistics Census. The three policy interventions are the supply stimulus that occurred in 2009 with funding to construct almost 20 000 new social housing dwellings by 2012, the push to diversify social housing supply through the transfer of public housing stock to community not‐for‐profit housing providers, and the physical renewal of public housing estates to reduce concentrations of social deprivation. Its aims are threefold: to understand how the supply and geography of social housing dwellings has changed over the past decade; to relate these changes to the objectives of social housing policy in the time period; and to identify issues for the future of social housing in Australia emerging from identified disparities between policy rhetoric and supply reality. The paper employs quantitative analysis of social housing supply for all of Australia and mapping of social housing supply changes in the east‐coast mainland state capital cities. This analysis reveals the overall stagnation of social housing supply in Australia over the previous decade, combined with evidence of stock loss in areas of renewal in some cities.  相似文献

The intercensal period (2006–2011) was a time of significant policy and population change in Indigenous affairs. The aim of this paper is to document the changing distribution of Aboriginal and Torres Strait Islander population and housing geographies over that period. We use the Indigenous Region structure developed by the Australian Bureau of Statistics to show that Indigenous Australians grew at a rate that significantly outstrips the non‐Indigenous population with an increasing concentration of the Indigenous population on the urban eastern seaboard and particularly among older people. We present results that show that for certain measures, the housing situation of the Indigenous population in 2011 had improved relative to the Indigenous population in 2006. A smaller proportion of Indigenous households were estimated to live in an overcrowded dwelling compared with Indigenous households in 2006. There were also significant increases in the per cent of Indigenous households that owned or were purchasing their own home. Other results might be seen as less positive with community housing (a tenure type identified as having benefits in both qualitative and quantitative analysis) declining in importance. In net terms though, Indigenous households continue to experience a high degree of housing need. Compared with other households, they were 3.7 times as likely to live in an overcrowded dwelling.  相似文献

Sweeping changes in national policy aim to radically transform public housing in the United States. The goal is to reduce social isolation and increase opportunities for low income tenants by demolishing ‘worst case’ housing, most of which is modern, high‐rise buildings with high vacancy and crime rates, and replacing it with ‘mixed‐income’ developments and tenant based assistance to disperse current public housing families. Transformation relies on the national government devolving more decision‐making power to local government and public housing authorities. The assumption here is that decentralizing the responsibility for public housing will yield more effective results and be more efficient. This paper explores the problematic nature of decentralization as it has been conceptualized in policy discourse, focusing on the underlying assumptions about the benefits of increasing local control in the implementation of national policy. As this paper describes, this conceived space of local control does not take into account the spatial features that have historically shaped where and how low income families live in the US, including racism and classism and a general aversion by the market to produce affordable rental units and mixed‐income developments. As a result, this conceived space of local control places the burden on low income residents to make transformation a success. To make this case, Wittgenstein's (1958) post‐structural view of language is combined with Lefebvre's view of space to provide a framework in which to examine US housing policy discourse as a ‘space producing’ activity. The Chicago Housing Authority's Plan for Transformation is used to illustrate how local efforts to transform public housing reproduce a functional space for local control that is incapable of generating many of the proposed benefits of decentralization for public housing tenants.  相似文献

Mexico represents the largest market for residential mortgage‐backed securitization (RMBS) in Latin America. Despite its significance to questions of development, there has been no critical analysis on the social implications and power dimensions of RMBS with regard to low‐income housing in Mexico. This essay fills this gap by demystifying the technical and thus apolitical nature of RMBS as well as by explaining how and why state‐sponsored securitization schemes subsidize financial and construction interests in the name of expanding home ownership for the poor. In so doing, the analysis employs a historical materialist approach that, first, places RMBS within the contradictory nature of capital accumulation processes in Mexico and relations of class‐based power therein, and second, views RMBS as an integral feature of housing policy that is inextricably linked to the nerve centre of capital accumulation, namely: the credit system.  相似文献

Access to adequate, affordable housing is an essential first step in the re-settlement process for immigrants and refugees. It is the basis from which newcomers look for jobs, language training and other services. Without such housing, newcomers may have limited security of tenure, compromised health, jeopardized education and employment opportunities and impaired social and family life. Refugees generally face the greatest challenges of all newcomers and find their housing choices constrained by many factors. This article presents the results of a study of refugee housing circumstances in Winnipeg. Key socio-economic, housing and neighbourhood characteristics important to successful re-settlement are documented and analyzed. The longitudinal nature of the study facilitates exploration of trajectories in a variety of indicators over time. The picture that emerges is one of the improving trajectories in many key indicators but also of very difficult circumstances that negatively affect the re-settlement process and the effective integration of refugee households. The article ends with suggestions for policy and program changes that would improve the housing circumstances of newly arrived refugee households.  相似文献

Homelessness is a risk for growing numbers of immigrants. Largely as a result of low incomes, newcomers are more likely than the Canadian-born to spend over 50 percent of total household income on housing costs. Many newcomers suffer 'hidden homelessness'. They do not use shelters and other services, but share accommodation, couch-surf and rely on their social contacts for temporary and precarious housing. The adverse impact of low incomes on the housing experiences of Canadian newcomers is exacerbated in the outer suburbs of metropolitan areas where the supply of affordable housing is limited. This study explores the social backgrounds and housing experiences of immigrant households that are vulnerable to homelessness in outer suburbs through analysis of special tabulations from the 2001 census for York Region and interviews with representatives from local community organisations serving immigrant and low-income populations. The initial findings confirm that a high proportion of newcomers in York Region are at-risk of homelessness during the first 10 years of residence in Canada. Although renters are more vulnerable than homeowners, a substantial percentage of newcomers who are homeowners pay more than 30 percent of their total income on housing costs. The shortage of affordable rental housing in the outer suburbs exacerbates the impacts of low incomes, immigration status, household size and ethnoracial identities on immigrants' housing.  相似文献

Japan has experienced a particularly sharp decline in marriage in recent decades and a subsequent increase in ‘never-marrieds’ and single-person households. Social fragmentation has been associated with prolonged economic instability and neoliberalization that has restructured employment, housing and policy contexts. A particular social concern has been the difficulties facing those who do not follow conventional married life-courses. While marriage has been important to progress up a housing ladder and property asset ownership, singledom constrains housing choices and shapes very different life-chances over the life-course. This is especially true for single women who are disadvantaged in both housing and labour markets. This article examines the ongoing restructuring of housing opportunities that are helping reshape gender differences and experiences, as well as the new housing careers being followed by the growing number of urban single women in Japan. Based on interviews with female singles in metropolitan Tokyo, as well as secondary data from national surveys, the article considers how housing opportunities and choices are being renegotiated in regard to changing expectations of marriage, life-courses and home. We also reflect upon relationships between housing choices, social policy, single life-courses and processes of individualization.  相似文献

ABSTRACT This paper examines the extent to which populations experiencing low homeownership rates in the U.S. also experience high homeownership exit rates. We determine whether low‐income Hispanic and black households that achieve homeownership are as likely as white and high‐income households to sustain it. Using the Panel Study of Income Dynamics spanning the years 1970–2005, we find that low‐income homeowners consistently have higher homeownership exit rates, Hispanic households have higher raw exit rates prior to but not subsequent to 1997, and a black/white sustainability gap appears to arise post‐1997.  相似文献

Housing problems, such as affordability, poor quality of condition, or damp, are key determinants of health and wellbeing. Importantly, though, a growing body of research has shown that unhealthy housing is the combined result of multiple housing problems acting together. Although the spatial distribution of discrete housing problems is well established, little is known of Australia's geography of unhealthy housing. We have previously defined and validated an Australian Index of Housing Insults, which captures the multiple ways in which housing adversely influences individual health—including, but not limited to, people's tenure security, affordability, quality, and neighbourhood characteristics. Using the Household Income and Labour Dynamics in Australia (HILDA) dataset, a nationally representative longitudinal survey of Australian households, this paper describes Australia's geography of unhealthy housing. The analysis examines the prevalence, characteristics, and distribution of the population who are vulnerable to unhealthy housing. Our findings reveal both a worsening landscape of households at risk because of their accommodation and a changing pattern of unhealthy housing in Australia over time. The paper considers how these findings may impact future policy settings and the potential to improve the health of Australia's population through targeted housing interventions.  相似文献

ABSTRACT This paper develops a general multimarket hedonic model appropriate for a national, interregional study of wages, housing prices, and location-specific amenities. The model encompasses the effects of interregional location, intraurban location, and city size. Typically, hedonic studies focus on a single market such as labor or housing and ignore interactions implicit in a more global compensation mechanism. Examination of the comparative statics of our model indicates that single-market differentials are partial prices and are unreliable measures of amenity values in an interregional context. Unbiased amenity values are estimated for a comprehensive set of amenities using data on housing prices for 34,414 households and wages for 46,004 workers from the 1980 Census of Population and Housing. Statistically significant differences in housing prices and wages are found due to amenities.  相似文献

长期以来,我国租赁住房市场被严重边缘化,“十三五”规划明确提出建立租购并举的住房制度,彰显了让住房回归“居住属性”特征。住房租赁市场成为研究热点,而居民的租赁住房可支付能力是其关键。本文将保障性租赁住房与商品性租赁住房合为一体作为研究对象,从我国住房租赁市场的现状出发,客观评价不同人群的家庭可支配收入、最低非住房消费标准、住房补贴比例等指标,在此基础上定义人均租赁住房可支付能力指数,用于评估不同人群的可支付能力。结合目前的租赁住房市场的供给情况,运用GIS软件分析居民可支付能力的空间特征,分析北京市现有租赁住房与居民租房可支付能力匹配情况,对于合理制定多层次租赁住房市场政策具有参考意义。  相似文献

Can a state re-assertion of power to override local exclusionary zoning practices “open up” the suburbs for low and moderate income households? Such an approach, tried in Massachusetts over the last ten years, has had some notable, though limited results. Some 14,000 units of LMIH have been proposed under the innovative provisions of the Massachusetts “Anti-Snob Zoning” Law, but only about 3,600 have actually been built. The foremost factor limiting the impact of the law has been persistent resistance to it by suburbanites. While much suburban opposition undoubtably stems from racial prejudice and fears, some is based upon rational concern over the costs to local communities of providing services to the residents of subsidized housing. Offsetting these costs with state and/or federal subsidies could lower major barriers to the creation of more housing opportunities in the suburbs for low and moderate income persons.  相似文献

In the presented paper, we estimate the impacts of three distinct housing policy interventions to deal with distressed and abandoned residential properties: leaving vacant buildings in their current state, remodeling/rebuilding residential structures, and razing vacant structures. We show that vacant structures negatively impact nearby housing up to 4.1%, but when demolition is followed by complete reconstruction, neighboring housing can be appreciated by as much as 14.1%. In addition, negative spillover effects from foreclosures and vacant buildings are primarily observed in low‐income and middle‐income Census tracts, whereas positive spillover effects generated by remodeling are seen in high‐income Census tracts.  相似文献

The geographic determinants of social and economic opportunity have received much scholarly attention. A missing link in this body of research is an emphasis on the range of factors influencing low‐income households’ exposure to neighborhood poverty over time. This paper examines the dynamics of exposure to neighborhood poverty for Moving to Opportunity (MTO) program participants. Our paper is unique in its emphasis on the role of vehicle access as it shapes exposure to neighborhood poverty. We find that vehicle access is an important factor shaping residential spells and transitions to low‐poverty neighborhoods over time. We also find that the combined influence of a geographically‐targeted residential mobility requirement and vehicle access substantially elevates a household's likelihood of accessing and staying in a low‐poverty neighborhood. These findings suggest that residential mobility programs and similar efforts to spatially deconcentrate poverty should pay particular attention to the transportation needs of low‐income households.  相似文献

ABSTRACT The structured inequalities of capital investment and disinvestment are prominent themes in critical urban and regional research, but many accounts portray ‘capital’ as a global, faceless and placeless abstraction operating according to a hidden, unitary logic. Sweeping political‐economic shifts in the last generation demonstrate that capital may shape urban and regional processes in many different ways, and each of these manifestations creates distinct constraints and opportunities. In this paper, we analyze a new institutional configuration in the USA that is reshaping access to wealth among the poor – a policy ‘consensus’ to expand home‐ownership among long‐excluded populations. This shift has opened access to some low‐ and moderate‐income households, and racial and ethnic minorities, but the necessary corollary is a greater polarization between those who are able to own and those who are not. We provide a critical analysis of these changes, drawing on national housing finance statistics as well as a multivariate analysis of differences between owners and renters in the 1990s in New York City. As home‐ownership strengthens its role as a privatized form of stealth urban and housing policy in the USA, its continued expansion drives a corresponding reconstruction of its value for different groups, and inscribes a sharper axis of property‐rights inequalities among owners and renters in the working classes.  相似文献

We propose an urban search‐matching model with land development. Wages, unemployment, prices of housing and land are endogenously determined. We characterize the steady‐state equilibrium and then discuss the issue of efficiency. To explore interactions among markets, we implement comparative static analysis. We also consider three policies: an entry‐cost policy that reduces firms' entry, a transportation policy that reduces commuting costs, and a housing policy that decreases rental prices. We find that the transportation and housing policies are more efficient if the unemployment rate is low, while the entry‐cost policy is more efficient if the unemployment rate is high.  相似文献

Predatory home mortgage lending has become a central concern for housing research, public policy and community activism in US cities. Regulatory attempts to stop abuses, however, are undermined by claims that ‘predatory’ cannot be defined or distinguished from legitimate subprime lending, and claims that the industry performs a public service by meeting the needs of low‐income, high‐risk consumers (many of them racially marginalized) who would have been denied credit in previous years. We evaluate these claims in historical‐geographical context, drawing on David Harvey's theory of class‐monopoly rent to analyse what is new (and what is not) in contemporary financial exploitation. We use a mixed‐methods approach to (1) provide econometric measures of subprime racial targeting and disparate impact that cannot be blamed on the supposed deficiencies of borrowers, (2) qualitatively assess the rationale for judging particular subprime practices and lenders as predatory, and (3) trace the connections between local practices and transnational investment networks. The fight against predatory lending cannot succeed, we argue, without a renewed analytical and strategic emphasis on the class dimensions of financial exploitation and racial‐geographical discrimination.  相似文献
