Third Anniversary of the Beijing to Lhasa Train

On July 1stof 2006, the Beijing to Lhasa train accepted its first passengers. Later, train services commenced from Guangzhou to Lhasa, Chongqing to Lhasa and Chengdu to Lhasa, Shanghai to Lhasa. Within three years, the total number of passengers reached millions. This greatly accelerated economic growth and the tourist industry of TAR.     

Beijing Tibet Middle School

The year marks the 20th anniversary of the Central Government decision to run Tibet middle schools in the hinterland. At present, there are such schools or Tibetan classes in 26 provinces and municipalities directly under the Central Government. They work to train technical personnel and teachers for Tibet. Launched in 1987, the Beijing Tibet Middle School has since trained more than 2,800 middle and high school students for Tibet. Many of them returned to Tibet for construction.

关于“十七条协议”“附件”之研究——为西藏和平解放60厨年而作

作者认为国内外对“十七条协议”之“附件”的描述与实际情况不符。“十七条协议”共有两个“附件”,附件一和附件二首次向社会公开的时间分别是1991年和1995年。西藏和平解放期间达赖喇嘛居住地问题（去留问题）与人民解放军能否进军西藏密切相关,也是“附件”产生的直接原因。制定“附件”的目的是为了达成和平进军西藏的“十七条协议”。“附件二”的内容比起“协议”的第四条更能体现中央政府对达赖的最大诚意、宽容和忍耐。“附件”的制定有效促进了“十七条协议”的签订。

Regional Financial Arrangements in the Global Financial Safety Net: The Arab Monetary Fund and the Eurasian Fund for Stabilization and Development

The so‐called global financial safety net provides backstop insurance during financial crises. The three elements of the global safety net — the IMF, regional financial arrangements (RFAs) and bilateral swap agreements — underwent substantial changes after the global financial crisis. How have these changes influenced their use? What role do RFAs have in the safety net? This contribution addresses these questions by examining the timeliness, volume and policy conditionality of liquidity provision of each of the three elements, using a data set of 50 RFA member countries from the period 1976–2015. The article presents case studies of the Arab Monetary Fund (AMF) and the Eurasian Fund for Stabilization and Development (EFSD) to create a deeper institutional understanding of the governance mechanisms of regional funds. The authors find that today's global financial safety net produces inequalities in emergency liquidity provision. In terms of volume, RFAs improve the safety net only for small member countries — about one‐third of the countries in the sample can access sufficient liquidity regionally. The experiences of AMF and EFSD demonstrate that intra‐regional asymmetries of RFAs play a contradictory role: while the participation of large economies leverages liquidity provision, it simultaneously creates difficulties for the governance of the regional body.     

Celebrations for the 20~(th) Anniversary of the Founding of the China Tibetology Research Center(CTRC) in Beijing

May 20,2006 marks the 20th birthday of CTRC. On May 18, 2006, CPPCC Chairman Jia Qinglin made an inspect visit to the Center to extend cordial greetings to Tibetan study workers of CTRC as well as the whole country on behalf of General Secretary of the CPC Central Committee Hu Jintao. Mean while Jia made a speech in which he fully affirmed the achievements made by the CTRC over the past 20 years and put forward new demands on Tibetan studies.
