Working at the intersection of political geography and international relations, this article does two things. First, it theorises the relationship between geopolitics and anxiety. Second, it uses this conceptual lens to analyse and critique the discourse of ‘hybrid warfare’. The conceptual part draws on Lacanian political theory and contributes to critical geopolitics, ontological security studies, and the literature on politics of anxiety. It is built around the notion of anxiety geopolitics, which denotes a discourse that promises to deal with social anxiety by providing geopolitical fixes to it, yet also ultimately fails in doing so. We then move to argue that ‘hybrid warfare’ is a prime case of such discourse. Using examples from the Czech Republic, we show how the discourse of ‘hybrid warfare’ successfully connects different sorts of anxieties together and creates a sense of ontological security by linking them to familiar East/West civilisational geopolitics that points to Russia as the ultimate culprit. Yet, at the same time, the discourse simultaneously subverts itself by portraying ‘hybrid threats’ as too insidious, invisible and constantly shifting to be ever possibly durably resolved. We conclude that this makes ‘hybrid warfare’ self-defeating, normatively problematic, and strategically impractical.  相似文献

The decision of the UK to withdraw from the EU's political and legal structures can be understood as a form of regional dis-integration. This had the potential to revive territorial power politics and geo-economic rivalry within Europe. In particular, it implied a major change to the status quo on the island of Ireland, where the existing border had been rendered invisible, partly due to European integration.This paper analyses how the Irish government framed this as a threat and how it was able to set the agenda in the crucial phase 1 of the negotiations. It applies a content analysis and a qualitative framing analysis to study how the government framed issues of territory and power in its language on Brexit . It considers in particular how it enacts different discourses of liberal internationalism, nationalism and Europeanism with reference to the multi-scalar power dynamics of Brexit.The Irish reaction was not to echo the nationalism and populism reverberating throughout Europe. Rather it asserted its place as an EU member and aligned itself with EU discourse and interests to protect the all-Island socio-economic space. Its eventual proposal to keep Northern Ireland aligned with the EU customs union and single market was politically controversial. It stressed that this was not a national territorial claim but if anything a transnational territorial claim (‘claiming’ Northern Ireland as a part of the integrated pan-European space). However as the negotiations developed the dispute took on some of the forms of a classic territorial dispute. Within a year Irish-UK relations had been transformed.  相似文献

Against the background of the broad intellectual response to the events of 9/11, the paper examines the complicity of the media in the West's so-called War on Terror. Rejecting erroneous conceptions of a conspiratorial state control of the media (and consequent distortion of the picture of a given reality), the paper focuses primarily on the form of the media: its role in distorting the nature of reality itself. By elucidating problems with the kind of media analysis that portrays the media as a propaganda machine, the significance of the mediasphere itself is highlighted. The paper considers the media's role in promulgating the myth of antagonistic collective identities (‘Us’ vs. ‘Them’); in promoting a desire that subjugates the individual to the social formations that feed off it; in sustaining a range of fundamentalisms; and in characterizing terrorism as Evil incarnate. The paper thus offers a sympathetic reassessment of Baudrillard's consistent attempt to engage with the geopolitics of the real, measured against a contrasting range of responses from Badiou, Latour, Žižek, and others.  相似文献

The Thai-Myanmar border represents one of the most protracted displacement situations in the world, while the Myanmar-Bangladesh border is now home to nearly one million displaced Rohingya, making it the world's most populated refugee camp. During the period of “democratic transition,” pre-emptively terminated by the February 2021 military coup, foreign direct investment continued to flow into Myanmar despite ongoing humanitarian crises. Rather than being presented as exacerbating ethnic tension, economic development was frequently deployed as a panacea for conflict in ways that rendered borderland residents increasingly precarious. In this article, we draw on multi-sited ethnographic research carried out between 2014 and 2020 in Myanmar's borderlands and along the China-Myanmar Economic Corridor to examine how aid donors' support for displaced ethnic minority populations is supplanted by widespread geoeconomic hope for the ameliorating effects of capitalism. We home in on the role of aid flight, special economic zones, and China's Belt and Road Initiative to argue that geoeconomic hope surrounding Myanmar's deepening integration into circuits of global capital obscures processes of surplus precaritization in which populations progressively approach the point at which they become absolutely surplus or beyond reabsorption into labor markets. The article contributes to emerging scholarship on migrant labor exploitation, supply-chain capitalism and the geoeconomics of BRI in Myanmar's borderlands and beyond.  相似文献

Geopolitics and geoeconomics are often addressed together, with the latter seen as a sub‐variant of the former. This article shows the usefulness of differentiating them at a conceptual level. By juxtaposing traditional geopolitics and geoeconomics, we suggest that they have remarkably different qualities and implications for their targets, on both national and international levels. Importantly, these include the formation of alliances, and whether they are driven by balancing, bandwagoning or underbalancing dynamics. An analysis of Russia's shifting geostrategy towards Europe shows these differences in practice. Russian geoeconomics has long been successful as a ‘wedge strategy’, dividing the EU. As a result, the EU has underbalanced and its Russia policies have been incoherent. The observable tendencies in 2014–15 towards a more coherent European approach can be explained by the changing emphasis in Russia's geostrategy. Russia's turn to geopolitics works as a centripetal force, causing a relative increase in EU unity. Centripetal tendencies due to heightened threat perception can be observed in the economic sanctions, emerging German leadership in EU foreign policy, and discussion on energy union. The analysis calls for more attention to the way strategic choices—geopolitics versus geoeconomics—affect the coherence of threatened states and alliance patterns.  相似文献

In this paper, we discuss what is at stake in appropriating the thought of reactionary figures, such as Heidegger and Schmitt, for critical geography. We will argue that Heidegger and Schmitt were beholden to an arcane geopolitics shaped by supposed gnostic insights into the deeper currents of world history. This (geo-) political theology of Heidegger and Schmitt has not yet been given sufficient attention by geographers engaging their work. However, it is only in approaching their work in a theological key that the gnostic political theology that undergirds their arcane geopolitics can be fully understood. At the core of this arcane geopolitics is the conviction that modernity and all those identified as its agents is a force for ill, setting the world towards catastrophe. In this paper, we excavate this gnostic disposition in the thought of Heidegger and Schmitt in order to raise questions about how their work ought to be mobilized in and for critical, emancipatory, progressive thought so that this appropriation does not bring unwanted residues along with it.  相似文献

Understanding cooperation among authoritarian regimes remains a puzzle for researchers; in particular, those working in post-Soviet Eurasia. Research suggests that autocrats are becoming increasingly coordinated in their efforts to thwart democracy, with authoritarian-led regional organizations offering an effective vehicle to extend autocrat time horizons. In contrast, older studies, including insights from failed regional integration among former Soviet states, suggest that the absence of democracy limits cooperation, although in both cases there is a lack of detail on the mechanisms enabling or constraining relations between autocrats. This article addresses this shortcoming by developing a theoretical framework based around autocrat survivability or “regime security” and applying it to the important case of the newly formed Eurasian Economic Union (EAEU), drawing on original interview data with experts and stake-holders in Belarus, Kazakhstan, and Russia. The argument forwarded in this article is that concerns over regime security create antagonistic cooperation drivers. In the case of the EAEU, regime security provides a strong explanation for the inability of member states to coordinate policy. The implication is that future studies should pay close attention to the way the material and ideational aspects of authoritarian rule combine to drive, but also limit relations between autocrats.  相似文献

The article deals with the problem how Estonian geocultural difference (Estonia as a small, economically vulnerable post-socialist country in the borderlands of Europe) constructs Estonian feminism(s) both in today’s and historical context. The geocultural location has had a great influence upon Estonian society and culture, and the Estonian situation can be understood as a state of being somewhere in-between (see Koobak and Marling 2014 Koobak, Redi, and Raili Marling. 2014. “The Decolonial Challenge. Framing Post-Socialist Central and Eastern Europe within Transnational Feminist Studies.” European Journal of Women’s Studies 21 (4): 114. doi:10.1177/1350506814542882.[Crossref], [Web of Science ®] [Google Scholar]), not only geographically but also socio-culturally. Estonian feminism began in close connection to the Estonian national movement in the second half of the 19th century. The Soviet period in Estonia (1940–1991; from 1941 to 1944 Estonia was occupied by Nazi Germany) which interrupted the feminist tradition had a controversial meaning considering the gender aspect. Although the idea of gender equality was an integral part of Soviet ideology, it was not implemented in reality. Estonia was regarded as the Soviet republic both economically, geographically (the neighborhood of Finland) and culturally closest to the West. Thus, Estonian gender ideas consisted of a mixture of Soviet gender equality rhetoric, the ideas of Estonian nationalism, some Western influences, puritanical attitudes toward sexuality and the female body. Feminism reappeared in Estonia after the restoration of independence. The Estonian experience belongs to those small stories set in a specific local context (see Lykke 2010 Lykke, Nina. 2010. This article investigates legal performativities of grievability in contemporary child migration and argues for a scalar approach to analyse and understand the cultural politics underpinning current debates on the ‘moving’ child. I turn to two court cases in the Dutch context that involve alleged child trafficking in international adoption on the one hand and the threat of deportation in child asylum on the other. These two forms of child migration have rarely been investigated in tandem although both concern the transnational movement of children from the global South to the wealthy North. By focusing on the legal concept of ‘the right to family life’ and ‘the best interest of the child’ I point to the performativity of law and the ways in which cultural constructions of the child, childhood, kin and humanitarianism intervene in our work of justification. My contention is that placing these ‘different-but-same bodies’ within a scalar dimension – one that takes into account spatio-temporal conditions of grievability – enables us to understand modern investments in child-bodies and the complexities of justice in globalization.  相似文献

In this article, we focus on how a variety of illiberal discourses construct a scene for new geopolitical and geocultural imageries of the post-Soviet space, Europe, and Eurasia. Academically, our approach falls into disciplinary niches known as popular geopolitics (when it comes to territories) and biopolitics (when it comes to people). More specifically, we try to see how Russian artistic personalities and public intellectuals contribute to the re-imagination of the post-Soviet space along the lines of Russian illiberal – and largely anti-Western – thinking. Among our protagonists are Valery Gergiev, Iosif Kobzon, Yulia Chicherina, Gleb Kornilov, Ivan Okhlobystin, and Zakhar Prilepin. All of them are important cultural figures who produce cultural justifications for imperial foreign policy in general, and Russia’s annexation of Crimea and de facto occupation of Donbas in particular. Our main argument is that the illiberal imagery of the post-Soviet world drastically reduces the validity of the major pillars of international society, such as state territorial borders, national jurisdictions, citizenship, and legal obligations and commitments. Instead of the rule of law Russian performative illiberalism puts a premium on a series of loosely defined yet foundational for this type of imagery concepts such as patriotism, national spirit and pride, and “natural,” “organic” bonds defining the sense of belonging to Russia as a trans-border political community.  相似文献
