ABSTRACT. The concept of the Other is increasingly popular in nationalism and ethnicity literature, which usually proposes the existence of one significant Other for any national Self, and that this Other is usually threatening and negative. This approach is one‐sided and in need of revision. I suggest that any nation may have many simultaneously existing Others, and more importantly, these Others need not be negative – they may also be positive. By exploring how (1) ‘the Other’ matters in identity construction; (2) there can be several Others at any one time; (3) the Other can be positive as well as negative; (4) the role of any given Other can change during various phases of national identity construction and maintenance; and (5) the particular ‘otherness’ of the Other has social and political consequences, this article will reconsider the role of otherness in the construction, transformation and maintenance of Estonian national identity.  相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship.

All three ‘durable solutions’ developed by the international community in the twentieth century – repatriation, resettlement and local integration – are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation–state territories. However, it is the exclusionary consequences of national controls over political membership – and through this of access to citizenship rights – that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights?

This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled.

Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation – or more accurately liberal resistance to non-voluntary refugee repatriation – became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’.  相似文献

This article examines the challenges of sustainability faced by community archives and museums that are concerned with the preservation and display of the material culture of popular music’s recent past. The sustainability of grassroots sites of popular music heritage is of great concern due to their role in making accessible cultural artefacts that have limited representation in the collections of more prestigious institutions. Drawing on three sites that have ceased operation – Jazz Museum Bix Eiben Hamburg, Mutant Sounds and Holy Warbles – the article highlights difficulties faced by the founders and volunteers of physical and online archives in sustaining their ‘do-it-yourself’ heritage practices in the medium- to long-term.  相似文献

Debates on how to address societal challenges have moved to the forefront of academic and policy concerns. Of particular importance is the growing awareness that to deal with issues such as ageing, it will be necessary to implement concerted efforts on technological, social, institutional or political fronts. Drawing on a number of theoretical perspectives – including socio-technical transitions and embedded state theory – the aim of this paper is to identify and understand different approaches to the governance of such system innovations by comparing state responses to assisted living in two contrasting national systems of care, namely that of the UK and Norway. Its findings highlight that state-supported and funded experimentation projects have been instrumental in designing and implementing system innovation: through their emphasis on co-design and co-creation, these projects demonstrated the value of early implementation pilots to explore the ‘fit’ between novel technologies and prevailing practices and institutional structures in national systems of care. Still, competition, biases or conflicting interests should not be ignored between well-established agents and institutions and experimental solutions whose efficacy remains relatively untested and which involve a combination of new technical, social, organizational and institutional solutions.  相似文献

It is a core element in Richard Florida’s popular theory on growth to be able to attract the creative class to a geographical area. But Florida is not very specific on which kind of amenities are important for attracting and keeping the creative class. The purpose of this paper is to analyse which kind of cultural activities the creative class is actually using. Which kind of cultural activities does the creative class use more intensively than other groups in society? This paper presents new empirical results on preferences for leisure and culture. Richard Florida’s theory can be, and has been, criticised – especially on the issue of causality. The analyses presented in this paper show that being part of the creative class has an independent and significant role in explaining preferences for leisure and culture.  相似文献

Using depictions of ‘Miss Canada’ in editorial cartoons and political campaign posters published in English Canada between 1867 and 1914 as a case study, this article argues that the repetitive deployment of feminised and eroticised images of the nation summoned particular gender, sexual and political identities into being and entangled viewers’ psychic investments in masculine, heterosexual and nationalist subjectivities. It also considers how Miss Canada's normative representation as white conflated racial whiteness and Canadian‐ness, and how images hailed viewers into racial subjectivities that were leashed to national identity. Rather than querying how or why the woman‐as‐nation trope elicited nationalist sentiment in an already‐constituted subject, this analysis examines how imagery provoked viewers’ identification with subject positions that were co‐constituted with nationalism. Impassioned and even violent nationalism becomes more comprehensible when we consider that the woman‐as‐nation was capable of producing attachments to national identity that, for some, were inseparable from and tantamount to psychic investments in gender, sexual and racial identities. While Canadian scholars have recognised that Miss Canada was a significant popular culture icon during the long nineteenth century and acknowledged this icon's embeddedness in gender, sexual and national discourses, studies have tended to describe Miss Canada's role in consolidating hegemonic ideologies and power relations and underestimate visual culture's constitutive capacities. The extent of Miss Canada's hetero‐erotic coding has also largely escaped historians’ notice. Although a few scholars have explored visual culture's role in Canadian national identity formation during this era, this study makes a unique contribution by foregrounding the productive work of popular imagery in co‐constituting and entwining national and sexual subjectivities.  相似文献

For a long time in Scotland, diasporic – and popular – heritage with its imaginary emphasising kinship, stylised images and ritualised practices was either overlooked or discredited. The term ‘diaspora’ itself to define Scotland’s vast overseas population has been scrutinised for its usefulness. However, since devolution, it has gained currency in public discourse and policies and has led to the ‘re-diasporisation’ of Scotland. Yet, the ‘diaspora’ had long been identified as an important niche market in relation to heritage perceived as an economic resource. This article explores the changing perception and place of diasporic heritage in Scotland since the 1970s through two case studies. Focusing on processes of remembrance of nineteenth-century Highland emigration materialised through monuments and museums, it highlights the conflicting and shifting relationships that different communities – home and diasporic – have with their past, place and the meanings ascribed to them. The transnational memories increasingly promoted in Scotland act as a means of re-energising nationhood and initiating revisions and re-reading of popular and diasporic culture.  相似文献

Prior to its recent, much discussed international ‘assertiveness’, China's attitude to the West had deteriorated, as reflected in official discourse of national identity. Drawing from political science and social psychology literature on identity studies, I argue that the discursive pattern of national identity can shift as a function of an elite strategy to exclude internal others through opposition to foreign others. Internally exclusionary nationalism, often employed by elites during major crises, is instrumental to consolidating control and maintaining order. But when targeting internal opponents alone is politically inconvenient or lacks public resonance, elites will accentuate ethnocentric national identity discourse vis‐a‐vis foreign nations in order to reinforce internal battles and divert popular discontent externally. An interpretive analysis of the official texts of Chinese national identity discourse during the Hu Jintao decade, supplemented by quantitative data, shows a significant correlation between the regime's fear of internal instability and bottom‐up political opposition on the one hand and the timing and intensity of ethnocentric identity discourse regarding the West on the other. The party‐state negatively framed the West in order to shift the blame for domestic troubles onto foreigners and discredit internal resistance.  相似文献

In this article, I investigate the surge of scholarly interest in Ottoman minorities since 1980s - a surge that acts in defense of a national culture. What distinguishes the nationalist-cum-Ottomanist historiography of the Turkish historians under study here is the heavy emphasis on notions of tolerance and multiculturalism with direct reference to the imperial era of 15th and 17th centuries. This emerging discourse has been striving to rebut the Orientalist stigmas attributed to Turkish-Ottoman culture and civilization—such as barbaric, despotic and authoritarian—and construct its own tolerant and multicultural historical imagery. Drawing upon the urgent lessons of postcolonial experience, theory and history, I analyze the pitfalls of uncritically clinging to such an imaginary. The emergence of this new Turkish-Ottoman imaginary and its discourse of a Turkish nativism and Occidentalism that emphasizes minority rights, tolerance and the harmonious coexistence of a plurality remains an under-explored territory for postcolonial criticism. The analysis of nostalgic Ottoman literature can illuminate how the ‘Occident/Western’ and ‘Oriental/Derivative’ (i.e. the Ottoman and Turkish) formations of the national imaginary are constructed, remembered and contested in the contemporary global order.  相似文献

Front and back cover caption, volume 27 issue 5 Front cover TERRORISM IN NORWAY At the Blue Stone Monument in the centre of Bergen, Norway's second city, a young couple mourns the 77 Norwegians killed by a right‐wing extremist in Oslo and Utøya on 22 July 2011. A cut‐and‐paste manifesto published on the internet and sent to his contacts all over Europe revealed that mass murderer Anders Behring Breivik targeted government buildings in Oslo and the Labour Party youth camp at Utøya in an attempt to instigate a civil war in Europe, aimed at effacing the presence of Muslims in Norway and Europe. As Thomas Hylland Eriksen argues in his editorial in this issue, Norwegian social democrats were a target of Breivik's violent ire because he believed them to have paved the way for a Muslim ‘conquest’ of Europe. Also in this issue, Sindre Bangstad's account of media representations of Muslims in Norway points to a widespread sense among mainstream Norwegian media of a radical incompatibility between so‐called ‘Norwegian values’ and ‘Islamic values’, especially in the field of women's and gay rights. As Norwegians struggle with the aftermath of the terrible events of 22 July, these profoundly problematic exclusionary religious and ethnic categories may face a challenge from the other Norway, a place of compassion and solidarity in suffering. Back cover THE GREEK CRISIS Right, a poster satirically depicts Greek Prime Minister George Papandreou as the IMF's favourite employee. Under increasing pressure from international institutions – especially the IMF and the European Union (of which it is a member) – Greece has been experiencing an upsurge in street clashes between protesters and police, as well as acts of petty crime. At least since 2008, already rampant stereotypes about the Greeks have greedily fed on the images of unbridled violence. Greece was once so crime‐free that the national newspapers reported acts of pickpocketing in Athens; today, such a scenario seems the very stuff of nostalgic dreams. But does the current situation really mean, as the media repeatedly suggest, that Greece has become a violent country? In this issue, Michael Herzfeld – who was first tear gassed and then mugged in Athens in July – argues that such claims are a gross misrepresentation and indeed are part of the problem. Greece – which certainly has acted with financial insouciance in the past – has now become the punchbag for the more generic frustrations of its European partners and of international finance. In the resulting vicious circle, its financial woes threaten to drag the whole European Union into final collapse. Meanwhile, severe austerity measures and rising unemployment have provoked simmering unrest, while competition for jobs feeds anti‐immigrant resentment (especially as Greece has agreed not restrict the onward travel of undocumented migrants, thereby increasing their numbers). In the resultant stereotyping, Greece is treated as a naughty child. Its young people, many of them well‐educated and painfully aware of the corruption that has hitherto protected a privileged few, face a precarious employment environment. Under that pressure, Herzfeld argues, traditional forms of violence and ideas about reciprocal moral obligation now shape the debates that are agitating the country and the world. Anthropologists, he suggests, can help correct the often misleading media representations of what is happening and why.  相似文献

The changing economic and technological conditions often referred to as ‘globalization’ have had a deep impact on the very nature of the state, and thus on the aims, objectives and implementation of cultural policy, including film policy. In this paper, I discuss the main changes in film policy there have been in Mexico, comparing the time when the welfare state regarded cinema as crucial to the construction of national identity, and actively supported national cinema at the production, distribution and exhibition levels (about 1920–1980), and the recent onset of neoliberal policies, during which the industry was privatized and globalized. I argue that the result has been a transformation of film production, from the properly ‘national’ cinema it was during the welfare state – that is, having a role in nation building, democratization processes and being an important part of the public sphere – into a kind of genre, catering to a very small niche audience both domestically and internationally. However, exhibition and digital distribution have been strengthened, perhaps pointing towards a more meaningful post-national cinema.  相似文献

This paper builds on the assumption that cooperation between higher education institutions (HEIs) and creative and cultural industries (CCIs) stimulates innovation and economic growth at the regional level. It further assumes that HEIs and CCIs hold different perspectives on their intention to cooperate with external actors and, thus, there is a need for joint arenas to develop and integrate knowledge and practices among stakeholders across academia and industry. With this rationale in mind, the paper’s main objective is to discuss how universities’ roles in the establishment and development of locally embedded CCIs change or evolve over time. Taking a process economics perspective and building on a case study from the South of Norway, two questions are addressed: (1) What are the barriers – structural and cognitive-cultural – hindering cooperation between HEIs and CCIs in Southern Norway? and (2) How can long-term win-win cooperative arrangements between HEIs and CCIs be enhanced? Different knowledge bases, combined with lack of knowledge and understanding of the other sector’s expertise or knowledge content, and thus the lack of common language, were found to be the biggest barriers that must be overcome to stimulate strategic cooperation between HEIs and CCIs in Southern Norway. The findings support the need for a diverse and flexible policy where target initiatives are adjusted to CCIs’ needs and academic departments’ fields of knowledge to decrease barriers to cooperation, with the ultimate aim of moving from a situation of ‘lock-in’ towards the creation of new innovative and valuable relationships.  相似文献

Abstract

This article explores China’s attitudes towards the regulation of key natural resources by international law, domestically and at the trans-boundary and international levels. It considers the impact of international law on China’s own practices, and the contribution of China towards shaping international law. The article suggests that popular conceptions of a relatively isolated, sovereign absolutist China do not accord with contemporary legal realities, including in its dealings with natural resources. While China’s construction of strong sovereignty shapes its attitudes towards legal regulation, practice also suggests that China adopts a nuanced approach which includes legal compromise, and a commitment to multilateral regulation or bilateral diplomatic settlement of issues previously within the competence of national governments. China is often an active and constructive participant in contemporary law-making, even if – like all countries – it also seeks to instrumentally use international law.  相似文献

One of the first box-office successes of Mexican cinema, the 1919 ‘El automóvil gris’ (dir. Enrique Rosas) fictionalized a case that exemplified a national crisis of political legitimacy – a series of robberies committed by the ‘Grey Automobile Gang’ with the complicity of military officials – using the narrative and visual conventions of French and North American crime film. Evoking cosmopolitan iconographies of crime cultivated in the police blotter, serial literature, and cinema, the film casts criminality as a thrilling and threatening sign of local urban modernity, glossing over the problem of corruption by distorting real-life events. Capitalizing on cinema's claims to topicality and authenticity, even as it extends the use of visual reproduction technologies as a means of social control, ‘El automóvil gris’ exemplifies a sensationalistic visual culture fueled by the dissemination of photochemical images and the expansion of the popular press. By incorporating ostensibly unstaged footage of the real criminals' execution into its fictionalization of the case, ‘El automóvil gris’ throws into relief the political uses of the cinematic image's reality effects. The film foregrounds visual reproduction technologies' role in registering the violent costs of industrialization, urbanization, and civil war, processes that defined the contested trajectory of modernization in early twentieth-century Mexico.  相似文献

ABSTRACT. This paper presents a comparative study of two key contenders for Serbian anthem‐hood, the royalist song ‘God of Justice’ and the pan‐Slavic hymn, ‘Hey Slavs’. Drawing on the theorising of nation and representation, as developed by Benedict Anderson, Michael Billig and others, the purpose of the study is to compare the self‐images these songs present to those they enjoin in unison, and to consider the role of those images and the identities they suggest in national/ist ideologies. Neither of the songs discussed in this paper was originally intended to be a national song. Both are in this sense ‘accidental anthems’. The paper will discuss the history of the accidents which have at various times given, and deprived, these songs of anthem status, in Serbia. ‘God of Justice’, originally a song in a patriotic stage play of the 1870s (commissioned to legitimise a young prince's accession to the Serbian throne), was the national song and later the official national anthem of the Principality of (later Kingdom of) Serbia from 1872 to 1919 and then, in a changed form, part of the national anthem of the Kingdom of Yugoslavia from 1919 till 1941. It was resurrected in 2006, in a changed – republican – form to become the national anthem of the Republic of Serbia. The pan‐Slavic ‘Hey Slavs’, written in 1842, emerged, a century later, first as a national song of the Communist‐led resistance movement in Yugoslavia in 1942 and then became an unofficial national anthem of the Communist‐ruled Yugoslav federation; it survived the violent disintegration of that federation in 1991 to serve (once again unofficially) as an anthem of the rump Yugoslavia from 1992 to 2006. Why have these particular songs been chosen for the purpose of representing the Serbian nation to itself and to the world? How has each succeeded and failed in that task? Abstract. Like many Norwegian elite, Jacob Aall (1773–1844) lived between two national identities – Norwegian and Danish. On the one hand, he was a subject of the Danish crown, educated in Denmark in the refinements of European knowledge and high culture; on the other he was a loyal provincial son of Norway, engaged in building the political and economic autonomy of his homeland. This article examines the two sides of national identity in Jacob Aall's life and work by focusing on the evolution in his understanding of the concept of the Norwegian nation. It argues that the patriotism central to Aall's understanding of modernity and the coming‐to‐age of Norway contains two disparate, but equally necessary sides. The one is characterised by an abiding sentiment of national romantic cultural belonging, the other is a learned commitment to the Enlightenment utilitarian principles that gave force to the Norwegian national movement.  相似文献

Richard Oastler (1789–1861), the immensely popular and fiery orator who campaigned for factory reform and for the abolition of the new poor law in the 1830s and 1840s, has been relatively neglected by political historians. Few historians, however, have questioned his toryism. As this article suggests, labelling Oastler an ‘ultra‐tory’ or a ‘church and state tory’ obscures more than it reveals. There were also radical strands in Oastler's ideology. There has been a tendency among Oastler's biographers to treat him as unique. By comparing Oastler with other tories – Sadler, Southey, and the young Disraeli – as well as radicals like Cobbett, this article locates him much more securely among his contemporaries. His range of interests were much broader (and more radical) than the historiographical concentration on factory and poor law reform suggests. While there were periods when Oastler's toryism (or radicalism) was more apparent, one of the most consistent aspects of his political career was a distaste for party politics. Far from being unique or a maverick, Oastler personified the pervasive anti‐party sentiments held by the working classes, which for all the historiographical attention paid to popular radicalism and other non‐party movements still tends to get lost in narratives of the ‘rise of party’.  相似文献

Front and back cover caption, volume 32 issue 1 Front cover Greece‐German relations The Prussian goose‐step survives in Greek official ceremonies as part of the ‘traditional’ display by the famed Evzones, or presidential guards – a relic of the German‐derived monarchy and its militaristic traditions. It is combined here with a male costume popular in the European parts of the Ottoman Empire, especially among Albanians and Greeks, and nowadays associated in popular imagination with the Greek War of Independence (1821–1833). German cultural influence still lingers in Greece, most visibly in the remnants of 19th‐century neoclassical architecture in Athens and other cities. The brutal Nazi occupation of Greece and Germany's role in Greece's current economic turmoil together represent another side of a tormented historical relationship between the two countries and their peoples. In an essay of which Part I appears in this issue, Michael Herzfeld argues that the mutual stereotyping by Greeks and Germans – a habit deeply rooted in these complex interactions – has become a major cause of Greece's difficulties, perpetuating its ‘crypto‐colonial’ status within the European Union. He suggests that the only possibility for escaping this destructive downward spiral is through a determined attempt to stop the stereotyping, and argues that anthropology could play an important role in that reversal of accumulated hurt and mutual distrust. Back cover FOOD POVERTY IN THE UK If, as Lévi‐Strauss suggested, food is bon à penser, how can an anthropologist interpret a lack of food in a highly developed society? Can an anthropological lens illuminate either the recent rise in food insecurity in the UK or the exponential growth of food banks? In this issue, Pat Caplan reflects on her current fieldwork on these topics in north London and west Wales. She focuses particularly on food banks, making use of interviews and participant observation with clients, trustees and volunteers, as well as local and national media reports. The author poses a series of questions: firstly, she considers who needs food aid and why, which involves a consideration of insecure employment and low wages, as well as changes to the benefit regime which have adversely impacted on food bank clients. Secondly, she discusses who provides food aid and how, by considering those giving to and running food banks and other types of organization, including their motivations for getting involved. Thirdly, she asks what kind of solution food aid offers to an apparently growing problem. Does this form of charity merely depoliticize the arguments? Finally and most importantly, she asks what this tells us about the society in which we live, about the state and its policies and the public discourse around such issues. She notes that there are many well‐honed anthropological concepts which can be brought to bear on these issues, including gifting and reciprocity, shame and stigma, entitlements and blame. Finally, a consideration of voluntarism raises important questions about rights and entitlement, including the state's compliance with the international covenants to which it has signed up.  相似文献
