This article critically examines the predominant narratives which emanated from party political discourse in relation to the 2014 Scottish independence referendum. Utilising a methodological approach centring on political discourse analysis (Fairclough and Fairclough 2012), this paper analyses party manifestos and constitutional policy documents produced by the three largest political parties represented in the Scottish Parliament, namely, the pro‐independence Scottish National Party, and two pro‐union parties, Scottish Labour and the Scottish Conservative and Unionist Party. The emergent discourse of each party is interrogated by drawing upon pertinent theoretical concepts from previous academic analyses of Scottish nationalism, with particular attention given to those which have deployed modernist and ethnosymbolist theoretical approaches when analysing the Scottish context. This facilitates a critical reflection on the contrasting and nuanced narratives of the Scottish nation's past and future espoused by each political party vis‐à‐vis modernist and ethnosymbolist theory, illustrating the ways in which contrasting theorisations of nationalism are empirically tangible within political discourse and are thus not simply theoretical abstractions.  相似文献

The discourse over federal versus state jurisdiction was ingrained into American politics at the nation's inception. It has been the premise of our most historically significant rivalries—between Thomas Jefferson and Alexander Hamilton, Andrew Jackson and Henry Clay, and Daniel Webster and Robert Hayne. Though this debate remains a contentious topic in contemporary political discourse, the U.S. Supreme Court settled the legal controversy on the eve of America's bloodiest conflagration. Unanimously, the Court ruled that the federal union was of greater importance than the authority of the individual states. The 1859 Ableman v. Booth 1 decision was wrought from moral controversy, legal precedent, and political necessity, coupled with the full force of law, and has endured as a compelling pronouncement on the need for continuity and stability in uncertain times.  相似文献

Australia and New Zealand have always been close, and the adoption of the Closer Economic Relations Agreement has brought them closer. In the context of public debate in Australia about constitutional reform it is appropriate to discuss the possibility of political union between the two countries. This article looks at some of the processes and politics involved with five scenarios under which union might or might not take place. They are: New Zealand as one or more Australian states; the Canadian model; an Australasian Parliament like the European Parliament; the abolition of the Australian states; and the secession of the Australian states.  相似文献

Political contestation within liberal democratic states is an important, albeit limited, guide in defining how these states domestically implement their international human rights obligations. While often ritualistically endorsing human rights standards, political actors allow themselves a limited policy space with their domestic political contest circumscribed by more pervasive influences, often at odds with the state's international commitments. This article examines recent health and housing policy initiatives by Australia's two major political parties and assesses them against its international commitments. Applying a social constructivist approach, this article argues that the dominant neoliberal political discourse and the state's institutional structure set contextual boundaries to the parties’ policy contestation and reveal the limited influence of domestic political contestation in determining Australia's rights implementation.  相似文献

传统观点认为,虽然古典时期的雅典人创造了民主制,但并未发展出相应的民主政治话语,贵族的传统价值观和意识形态始终在民主政治中居于主导地位。然而,对"刺杀僭主"叙事的分析表明,贵族发明的话语传统可以在公共空间内被大众转化为城邦的政治话语,进而在新的历史语境中被民主化,为民主政治话语提供符号、仪式和形象,成为民主制的有机组成部分。这说明,古典时期雅典民主政治对旧时代政治符号的继承,并不等于贵族话语对民主政治的胜利。能够在新的政治语境中对旧叙事进行创造性改编,反而说明民主政治有能力利用旧传统的养分,创造出属于自身的政治话语。  相似文献

The importance of maps in the construction of national territories has already received much attention from scholars; however, the discussion has mostly centred around the creation of political boundaries in emerging regions or states. Ethnic cartography, on the other hand, remains little studied, despite the fact that it also produced powerful symbolic meanings, advanced science and became a tool for various political ideologies. Political geographers have produced extensive and valuable bodies of knowledge on both international boundaries and geopolitics. However, an emphasis on discourse study means that these literatures are in danger of becoming both repetitious and lopsided, relegating or even erasing people's experiences and everyday understandings of the phenomena under question. This article suggests that ethnographic participant observation, a method largely neglected by political geographers, could be used to address these imbalances and open new research directions. This argument is demonstrated by a study of the impact of the partial closure in 1999–2000 of the Uzbekistan–Kyrgyzstan Ferghana Valley boundary. Post-Soviet time was hyper-accelerated by the belated imposition of the logic of nation–states onto the existing social geographies of kinship practice. The legal–constitutional division of the Valley in 1991 only ‘caught up’ with the lived experiences of borderland dwellers in 1999. The sudden collapse of this ‘political geographical time-lag’ forced upon them the traumatic realisation that Uzbekistan and Kyrgyzstan really were two separate countries. In this context, using ethnography to highlight discrepancies between elite and everyday political geographical imaginations informs a critique of state violence that is parallel to, but not a replacement of, textual analyses informed by critical social theory.  相似文献

This article addresses the relationship between political mobilisation by raising hope for change and the increasing loss of confidence in democratic order in the Romanian transformation process after the First World War from a regional perspective. The survey focuses on the political discourse of the Transylvania-based National Party (from 1926 the National Peasants’ Party), which gained governmental power in 1928 through regionalist activism, benefiting from a multi-stranded discourse of permanent crisis caused by living conditions that could not meet the expectations of social advancement raised by the general enthusiasm about the emergence of ‘Greater Romania’. Unable to fulfil its promises of fundamental political change and economic recovery after a century of failed transformation, the Transylvanian-led government’s failure marks the moment of another profound disappointment, which saw the public discourse on political order turn more and more towards strengthening the concept of ‘authority’.  相似文献

As a series of related processes, all bearing on the political autonomy of nation states, globalisation has clear implications for parties, historically accustomed to acting within the framework of the nation state. Yet little has been written on French political parties in this context. This survey of their understanding of and responses to globalisation finds a highly differentiated pattern, in accord with old ideological traditions, with the most articulate critiques coming from the liberal Right and the communists. Europe is seen as the major site of resistance to globalisation, but not by the most ideological forces (Greens and national-populists). Traditionally, research on political preference has primarily focused on adults within their local political context. This research attempts to show that the perceived political preference of children is part of their national identity, and encompasses not only local politics but also the global and regional discourse. The present study surveyed 1187 Palestinian adolescents attending school, grades 5–7, in the West Bank to examine whether children's future political party preference is grounded in local/global discourse. The findings revealed a discrepancy between participants' perceptions of the local dominant political party and their projected political party preferences. This research argues that political party preference is facilitated through the transcendence of national identity embedded in children's geopolitical agency. The significance of the findings emphasizes that territorial boundaries are artificial; therefore, children's geopolitical agency is impacted by extraterritorial discourse and is able to transcend the local and regional context into a global politics.  相似文献

In a year from now, eleven of the current fifteen member states of the EU will, in all probability, sign up to European Monetary Union. In this article Pierre Jacquet looks at the reasons for widespread EMU support and at the economic as well as the political rationale for the single currency. Weighing up the cost-benefit analysis of monetary union and comparing it to alternatives, the author argues that EMU is a worthwhile gamble and that the task should now be to make it a success. This implies the willingness of member states to undergo overdue structural reforms and to be more forthcoming in promoting an effective coordination of economic policies.  相似文献

Disasters create spaces for the political to unfold. This paper contributes to the recurring debates on space and the political in geography by providing a novel empirical focus: following a fire in Lærdal, Norway in 2014, contesting discourses on how emergency services should be spatially organized revealed themselves. A scalar discourse of the local, situated in discourses on periphery and rurality in Norway, emerged to contest a neoliberal discourse promoted by the government. I illustrate the scalar discourse of the local through four identified narratives in Norwegian newspapers that emphasize different aspects of the local. This demonstrates how scalar categories are meshed with everyday vocabulary, and hence are important to study. Although a space of the political was realized following the fire, in the last part of the paper I reflect on why the scalar discourse of the local has not gained recognition as legitimate contestation, as reforms aiming to centralize and/or merge continue to be rolled out in Norway.  相似文献

Although the convergence has been little noted, for several years after Napoleon's defeat in 1814, the moves to extend abolition of the African slave trade internationally following Britain's unilateral declaration in 1807 were joined with efforts to interdict the taking of European captives by the Barbary corsairs of the Ottoman Empire's North African Regencies. Examining the conjunction of the two campaigns consequently deepens our understanding of the development of each. At the same time, study of the combined negotiations and lobbying efforts sheds significant light on several important developments in international history during the congress era, including the extension of a liberal order of political economy and diplomacy beyond Europe, the universalization of humanitarian norms, the internationalization of humanitarian interventions and the emergence of new institutions of collective security following the Vienna settlement of 1815. Analysis of the politics surrounding abolition and Barbary also illuminates the nature of the relationship between power, ideas and institutions in the nineteenth-century international system.  相似文献

Foreign policy is a concept that has been neglected academically in recent years. Politically it has been given more attention, but mostly as a vehicle for ethical projects. This is a pity given that the content of foreign policy has expanded, through domestic and foreign affairs becoming more intertwined, that public interest is growing and that the area always involves multiple goals and complex trade-offs. It is argued here that foreign policy is in fact a crucial site for political argument and choice in the moden world, especially for democratic states, and that it is not enough to take a systemic view of international relations, such as those provided by neo-realism or globalization. Foreign policy provides us with a focal point for the debate about political agency—that is, how we may act on the world, and with what effects—which we avoid at our peril. This article analyses the nature of the political space represented by foreign policy, and the diverse kinds of strategy—some highly extrovert, others introverted and cautious —which states pursue in its name. Three cases arising out of the UK's experience, in relation to rogue states, the 'ethical foreign policy' and EU enlargement, are considered before a final brief discussion of the importance of foreign policy to the lives of the wider public.  相似文献

Research on political violence and terrorism is usually focused on the origins and the dynamics of violence. This article attempts to overcome the neglect of ways of leaving terrorism. One important hypothesis of this article is that terrorism should be understood as a strategy of communication. How did states and societies face the ‘communicative challenge’ posed by terrorism? This question will be applied to the cases of left-wing terrorism in 1970s and 1980s West Germany and France. In the 1970s, in West Germany, a political dialogue with the left-wing group RAF (Rote Armee Fraktion) seemed to be impossible, whereas in France violent groups engaged with the wider public through public communication. By this way an escalation of violence could be avoided, but in the 1980s French terrorist groups such as Action Directe modelled themselves on the West German RAF: as a consequence, any communication with the state or society was interrupted. At the same time, in West Germany, the question of whether a dialogue with the RAF should be started was at the core of public discussion. Some stated that it would be the only possibility to make them give up, while others rejected any idea of communicating with terrorists. The West German and French cases show us that the communicational situation, especially the degree of integration of the concerned left-wing groups in public discourse, had an important impact on the outcome of violence.  相似文献

ABSTRACT. All the historical moments in which the Basque debate reached political protagonism in contemporary Spain coincided with political contexts of institutional democratisation. The debate on patriotism in the Basque Country is connected with a uniform narrative regarding the Basques and their moral distance from the Spanish nation: the ‘Basque problem’. This narrative has fostered a confrontational discourse between Spanish and Basque nationalism. It has also promoted recourse to specific stereotypical images of the Basques, which bind ethnicity to collective identity. Such representations reveal that the invention of the Basque country as a uniform ethnic collective had much more to do with the internal contradictions of Spanish national identity – and later of Basque identity – than with the existence of a secular conflict between Basques and Spaniards. The Basque case shows that every ‘ethnic conflict’ requires adequate contextualisation in order to avoid simplifying its origins and past pathways to make it conform to present uses.  相似文献

This article interprets the politics of asylum in Australia in light of what James Hollifield calls ‘the liberal paradox’; that is, the trend amongst contemporary states towards greater transnational open-ness in the economic arena alongside growing pressure for domestic political closure. It begins with an outline of Australia's recent history of economic reform and of the discourse of globalisation that has been employed to legitimise the changes wrought by this transition. Focusing on the period from the late 1990s to the early 2000s, the article provides an account of anxieties associated with these changes and an analysis of government strategies to secure the support of disaffected sections of the electorate. Asylum policy is analysed in this context. The article shows how the policing of asylum seekers constitutes performances of political closure designed to assuage those made vulnerable by Australia's neoliberal economic trajectory. It argues that these politics of asylum are indicative of the tensions between transnational engagement and territorial closure faced by neoliberal states more generally.  相似文献

Abstract. The nationalisms faced by Gorbachev after 1985 were an outcome of Soviet policies, and most of them were not secessionist. Why, then, couldn't the Soviet state accommodate them? This article puts Soviet attempts to manage ethnic diversity into a comparative perspective, and looks at some of the ways in which the ideology and political structures of the USSR contributed to its failure to overcome its ethnic problems. Like other authoritarian states, the Soviet state was not based on consensus, and some of its policies exacerbated rather than diminished differences between ethnic groups. Moreover, the absence of intellectual and political pluralism, and the inflexibility of Soviet political structures made it difficult for the Soviet leadership to reconcile differences between the centre and the union republics and between ethnic groups, and this rigidity contributed to the disintegration of the USSR.  相似文献

This article contributes to the literature on the role of advocacy groups in political processes by exploring militarism within women's advocacy organizations. Specifically, I bring together theories of banal nationalism and banal militarization to inform my analysis of pervasive militarized discourse in 13 women's advocacy groups in the state of Pennsylvania, USA. Discursive analysis of organizational websites and in-depth interviews with organizational leaders reveals that the use of militarized discourse is commonplace among state-level women's advocacy groups. I ultimately argue that advocacy groups' use of militarized discourse is inherently problematic as it reinforces hegemonic privilege and detracts from progressive organizing. I also account for the role that discourse plays in the creation of place/space (and vice versa) in my discussion of how Pennsylvania's unique political culture affects advocacy for women's rights. Grounded in feminist geopolitical work, I offer some potential solutions to militarism within political advocacy: namely a re-focusing of advocates' attention on the lived experiences of their constituents.  相似文献

This paper tries to show the main thread of Scottish national identity in the nineteenth century and how Scotland's close connection with the empire did not asuage Scottish desires to retain a national identity. The paper tries to illustrate that the interpretation of the union connection by the Scottish political classes was central to the understanding of Scotland as a nation during the period. Examples are also provided of the way in which the union could be questioned in this century, but this was with the caveat that this would necessarily be limited; for such was the extent to which national identity was played out on an imperial stage. Although Scots never lost sight of their distinctiveness, any extension of the critique of union would have ultimately worked against their ability to confidently display their identity as they did quite successfully in the nineteenth century.  相似文献
