There is growing geographical interest in the nature of the 'real' regulation of the food system. The food 'scares' of the late 1980s in the UK encouraged new legislation relating to food hygiene and safety. Its local implementation created tensions which were exacerbated by the legislative consequences of the Single European Market. In response, national-level regulatory adjustments followed, which introduced new codes of practice and techniques of hazard analysis for implementation at the local level. The result was a consolidation of a system of food regulation that can be applied differentially across the 'tiers' of retailing. This paper explores the regulatory contentions of the early 1990s in the food policy arena and the nature of food regulation at the local level. It advances our understanding of the 'construction' of food quality and safety within the UK. Moreover, we argue that its depiction of the dialectical response between policy formulation and implementation confirms the need for local, as well as national level, exploration of the nature of the contemporary state.  相似文献

Abstract

Why did the fascist regime adopt racial laws in the 1930s? The laws were aimed first atnon-Europeans and people of mixed race in the colonies, and then at the Jews. This article reviews recent studies on the racial laws, which took a variety of forms, within which the specificity of the anti-Semitic legislation has to be acknowledged even though the legislation against the Jews came at much the same time as the other racial legislation. Were these laws an attempt to imitate Nazi Germany, and hence in some form an off-shoot of foreign policy? Or were there seeds of racism already present in Italian politics and society that found fulfillment in the racial laws? These issues have for some time been the subject of major debate, in which different historiographical traditions have come into conflict, while attention has been drawn to the need to counter attempts to blame others for what remains the responsibility ofItalians.  相似文献

ABSTRACT

In 2011, Ireland's National Tourism Development Authority (F?ilte Ireland) announced a plan to increase the number of food tourists to the country. According to the plan, Irish food will be recognized for the quality of its regional food experiences that evoke a unique sense of place. To further the plan, it created a program entitled ‘Place on a Plate’ which encourages restaurant owners/chefs to offer fresh locally sourced seasonal food and list the names of local suppliers on their menus. This paper examines the effectiveness of this ‘Place on a Plate’ strategy by examining 53 restaurant menus along the West Cork Food Trail in southwest Ireland to determine whether they contain: (1) a statement as to the origin of their food supplies, (2) a listing of local food producers, and (3) geographical place name references on individual menu items. The study found that the majority of restaurants do not include a statement as to the origin of their food supplies, indeed only three out of the surveyed restaurants provided complete food supply listings. The largest number of menu items to be connected with a place were linked with Ireland followed by West Cork and the Atlantic. The results suggest that the ‘Place on a Plate’ strategy has had a limited impact and that more education needs to occur about its potential to contribute to West Cork's gastronomic identity.  相似文献

This article traces a history of the queue in post-war Britain,both in relation to its changing social organization and itsshifting symbolism. In the immediate post-war period, with thecontinuation of rationing and shortages, the queue was exploitedfor its political capital by Conservative politicians like WinstonChurchill, who equated queuing with meddling socialism. As queuingceased to be an explicitly political issue in the 1950s and1960s, it began to be linked implicitly with the issue of national‘decline’, which dominated political discussionand social commentary from the late 1950s onwards. The queuesin banks and post offices, in particular, were seen as a symptomof the ‘British disease’ of badly trained, poorlymotivated employees and mediocre management. In the 1970s and1980s, the ‘dole queue’ also became part of a politicizedmythology of decline, although much of its imagery was borrowedfrom the 1930s. In the Thatcher era, queuing was increasinglytransformed by queue management theories and technologies. Beingprimarily market-led, this queuing revolution was an unevenphenomenon. In low-status public spaces, such as bus stops,people were still left to improvise their own queue discipline;and organizations like banks used queueless services to focuson valued clientele. Many immigrant professionals have difficulty securing the appropriate licenses required to practice their professions in Canada. Complex licensing procedures managed by professional regulatory institutions compose what a former federal immigration minister called an 'arcane infrastructure'. This article draws on a discourse analysis of historical professional periodicals to investigate the origins of these institutions, using the regulated engineering profession in Ontario as a case study. Within a conceptual framework based on institutional cultural capital, cultural regulation of labour and habitat, the article analyzes the justifications employed by Canadian engineering societies to establish institutional qualification standards. We conclude that these standards represented a strategic effort on the part of engineering society members to protect their professional, social and economic interests by excluding non-members and foreign engineers. Passage of engineering licensing legislation in Canada in the 1920s and 1930s institutionalized these processes of exclusion and established the professional regulatory framework that is still in place today.  相似文献

ABSTRACT

The Au Vaine (‘several women’ in Cook Islands Māori), grassroots women’s committees, worked to promote agricultural efforts and food security in Rarotonga during the 1920s and 1930s. A unique organization, the Au Vaine actively encouraged the growing of commercial crops alongside subsistence plantings at a time when women were being pushed towards the home and hearth, and men pulled to wage labour jobs. These women illustrate the powerful and often unheard voices Pacific women retained throughout this period, as well as the critical role of food in Pacific history. In this article I examine the context within which the Au Vaine emerged, discuss what distinguished them from other women’s committees in Polynesia, highlight their purpose and impact on Cook Islands foodways, and explore some of the reasons they declined by the 1940s.  相似文献

Abstract

This article reviews the introduction of the 2015 Law on Associations and Non-governmental Organisations in Cambodia (“NGO Law”) from 2011–17 and explores its connection to the rule of law. After outlining the content, definitions and regulatory environment related to the NGO Law, it provides a commentary on its initial application, and examines its potential articulation with other legislation (such as defamation and libel, telecommunications law and land law). I argue that the NGO Law should be characterised as a carefully crafted piece of legislation, developed and defended over time by the ruling political party to increase control and intimidation by invoking adherence to the “rule of law”. Narratives of national security, terrorism, neutrality and cultural cohesion have been interwoven with new regulatory requirements to obfuscate overt political interference. The article argues that the NGO Law intersects with, and consolidates, the recent trend of the government’s use of legislation as a political tool to control and manipulate political opponents and government critics. This is not to deny that there are areas of civil society action and service provision that require greater government control via regulatory compliance. Nevertheless, the state’s attempts to tighten civil space are being met with resistance and “work around” strategies from the plethora of diverse organisations functioning in Cambodia.  相似文献

The article examines the enactment of the British NationalityAct, 1948. The legislation created a legal status—Citizenshipof the UK and Colonies—that included Britons and ‘colonial’British subjects under a single definition of British citizenship,and entrenched their right to enter the UK. Between 1948 and1962, some 500, 000 non-white British subjects entered underthe legislation, despite documented evidence of elite suspicionof non-white Commonwealth migration. The article argues thatthis apparent contradiction can only be understood by examiningthe legislation in the context of past migration patterns andBritain's international position in 1948. It is generally believed that the reputation of Sir Edward Elgarexperienced a disastrous reversal of fortune after the GreatWar. This has conventionally been explained by the changingmusical tastes of the public and by a postwar reaction againstthe unappealingly ‘Edwardian’ character of Elgar'smusic. Both claims, I argue, have been exaggerated. Examiningevidence from concert programmes, gramophone record sales, andBBC broadcasts, this article demonstrates that Elgar continuedto enjoy estimable popularity after 1918. The article also considersthe way in which Elgar came to be seen as an archetype of ‘Englishness’and ‘Edwardianism’ in music. With a legacy of virulentattacks on the composer's ‘complacency’ and ‘jingoism’,critical attention by the 1930s had been refocused onto a perceivedrural nostalgia within Elgar's music. This atavism complementedinterwar visions of the Edwardian period as a prelapsarian ‘goldenage’. The implications of these changing perspectiveson Elgar are twofold. In the inter-war era international cartels and oligopolies dominated several industries. At the same time trade barriers were increasing. This article explores the fate of two small nickel producers, the Canadian company Falconbridge and the Norwegian Raffineringsverket. Falconbridge operated a nickel refinery in Norway from 1929 onwards. The article shows that small firms could act as ‘free riders’ in the nickel market provided that they had sufficient ore resources, were vertically integrated and had low marginal costs. The article also demonstrates that the Great Depression, widespread rise of protectionism and the move towards autarchy had surprisingly limited impact on the international nickel industry. Somewhat similar developments can be found in several industries. The article thus offers some new perspectives on the growth of the Norwegian exports of metallurgical products and thereby on Norwegian economic performance in the 1930s.  相似文献

The article surveys the findings and debates about “technological unemployment” carried out in the 1920's and 1930's in the United States. The huge productivity increases of the 1920's had sizable labour‐displacing effects, which were not matched by the job‐creating trends of prosperity. Unemployment was therefore a sizable and observable phenomenon as early as the late 1920's, while manufacturing employment shrank. After 1929, it was found that the Depression had hit production and investment hard, but productivity per man‐hour continued to increase. This meant that, because of the increases in population of working age and because of technological progress, in the late 1930's it would have been necessary to outgrow the levels of investment and production of 1929 in order to bring unemployment down to the 1929 rate. Even the recovery of 1937 remained much below those levels: the cause was seen in the behavior of large, concentrated industrial firms that administered prices and only applied technological advances in order to reduce costs. Their limited spending did not foster enough demand to move the economy out of the slump. The recovery was eventually brought about not by spontaneous, market‐driven economic behaviour, but by the deus‐ex‐machina of war‐induced Government spending.

This article analyzes brain scientists’ attempts to trace morality in the brain in Germany from 1930 to 1960. The debate around Karl Kleist's localization of the Gemeinschafts-Ich [community-I] in the 1930s is depicted in order to illustrate the central arguments for and against localizations of morality. The focus of this article is on the period 1936–1960 in which experts put forth specific ideas on morality's cerebral underpinnings that mirror the larger theoretical shift from strict localization doctrine to a more holistic understanding of the brain. As a result of this shift, experts avoided exact localizations of morality. Instead, they posited correlations between brain areas and morality. The analysis illustrates the dependence of neuropathological research on morality on general theories of brain functioning and marks a first contribution to the history of the neuroscience of morality for the time after 1930.  相似文献

Building a cultural landscape involves deep political and social processes. Discussions relating to decisions about preservation reveal cultural values at a particular moment and explain the character of the surviving landscape. This study analyses how one community in Western Australia defined its sense of place and identity. In the 1930s, on a wave of historical consciousness, Western Australians sought to enshrine the desire to preserve a range of historical materials in legislation, and conducted debates about the very survival of the buildings and documents. This paper investigates why legislation to preserve buildings and documents failed, and how the community understood the relationship between these two forms of heritage. Bringing together the two series of discussions, about the values inherent in and surrounding documents and buildings, highlights the way in which meanings are invested in places and things, and the values and processes through which the cultural landscape is shaped.  相似文献

Placing Christina Rossetti's ‘Goblin Market’ (1862) within the rich context of children's London guidebooks establishes a literary tradition in which readers are counseled to be wise urban consumers. During this period of rapid industrialization, exotic foods appeared on English tables amid public fears about food adulteration. Rossetti's poem and contemporary guidebooks transmit the anxiety surrounding food selection and consumption. From Aunt Busy-Bee's New London Cries (1852) to Aunt Louisa's London Alphabet (1872), London is depicted as an urban sounding board for commercial opportunities and moral choices. Removed from agrarian sites of production, urban readers are urged to select food according to the moral character of the vendor. In Rossetti's famous poem, Lizzie's and Laura's choices are immediately relevant to readers who hearkened to similar cries shouted daily in their neighborhoods. Rossetti herself would have heard them growing up in London, and these traditional cries bear semantic and metaphoric similarities to the goblins' cries. Apart from serving as inspirations for Rossetti's work, guides to the cries are also important documents in their own right, part of the corpus of near-forgotten work penned for children to amuse them in their idle hours as well as to instruct them in proper practices of commercial enterprise and moral consumption. The child reader is invited to know London and to absorb lessons by piecing together the letters and sounds of the metropolis.  相似文献

Although China is one of the world's largest producers and consumers of genetically modified (GM) crops and derived food products, little is known about the level of Chinese consumer awareness, understanding and acceptance of GM food. Initially, China pursued relatively aggressive policies for biotechnology development, but in recent years, the central government has become more sensitive to the potential environmental risks of transgenic food crops. To protect domestic biotech industries, the state plays a critical role in the politics of biotechnology, and does not allow GM food to become a prominent public issue. This contribution reports on a survey of 1,000 urban respondents. It demonstrates that most consumers lack the most basic understanding of biotechnology and its potential risks. The majority of the respondents (60 per cent) were either unwilling to consume GM food or were neutral about the idea, but when given neutrally‐worded information about potential GM food allergenicity, the willingness to buy dropped sharply. This might point to future scenarios of consumer resistance against GM food as has happened in European Union member states. This effect demonstrates the malleability of the Chinese consumer in a context of limited understanding and inadequate access to information.  相似文献

This paper examines points during the 1930s in which the colonial state in Nyasaland attempted and failed to bring groundnuts more into the colonial export economy. Nyasaland colonial officials, the Department of Agriculture, European export companies and the British Colonial Office attempted to establish the groundnut as an ‘economic crop’ for African smallholder farmers in the Northern Province of Nyasaland in the 1930s. Their failure was in part due to competing and conflicting interests: payment of hut taxes, reduction of millet production, improvement of food security, payment of railway costs, and reduction of migration. Farmers actively resisted colonial efforts to sell groundnuts to European buyers. The paper addresses the question: how can we understand the nature of colonial state power in relation to Nyasaland peasant agricultural practices in the 1930s? I argue that conflicting interests within the colonial state, as well as external constraints led to efforts to both stabilize and exploit the Nyasaland farmer in the Northern Province. These competing agendas helped lead to a failed effort at groundnut promotion. Colonial officials' actions were linked to ideas about gender, ethnicity and migration. Lack of colonial scientific knowledge about groundnuts, including their gendered role in the local food system contributed to the failure. The focus on groundnuts is a lens through which to understand the nature of colonial power in Nyasaland and the role of agricultural science in the colonial state. The paper contributes to broader discussions about multiple historical geographies of colonialism, the nature of African colonial states, and the relationship of African farmers to colonial states.  相似文献

Supermarkets in Great Britain have joined the country's Ethical Trading Initiative (ETI) in order to demonstrate their commitment to social welfare and environmental standards in their supply chains. They have been particularly concerned to enforce ethical as well as food safety standards in the African horticultural industry, which has historically depended on cheap labour to produce high-value vegetables. The supermarkets' 'ethical turn' appears to signal an important change from forms of commodity fetishism that obscured exploitative relations of food production in the South. This paper, however, argues that in an era of high food anxiety for both retailers and consumers, ethical standards are themselves fetishized. It also shows how the effort to impose such standards on Zambia's horticultural export industry resembles the colonial 'hygienic mission', and faces a similar contradiction.  相似文献

Alternative food systems (AFS), which are known for their reduced food supply chain and have positive benefits for health, the environment, and local communities, offer an alternative to the conventional (industrialized) system of quality food. However, several studies question the accessibility to these food systems, especially when food insecurity remains a significant issue for many communities in North America. This article examines the accessibility of AFS among lower-income populations by taking into account the urban context, including the food environment and proximity to production areas. Using the case of a borough of Montreal and the medium-sized city of Victoriaville (Quebec), we carried out a mixed methodology combining mapping and observation of the food environment and semi-structured interviews. We show that the price of AFS (economic dimension of its access) is moderated by factors specific to each territory such as temporality, relationships to food and agriculture, and proximity to producers. The Montreal borough and the medium-sized city also stand out for their way of (re)connecting to agricultural producers. These results could help optimize public policies that focus on access to quality food and thus make AFS more accessible.  相似文献
