Indirect or delegated governance engages private organizations, tax expenditures, or service users to deliver programs that would otherwise be provided by the government directly. This paper explains the rise of indirect governance in terms of policymakers’ strategic use of “attenuation” to avoid political and legal challenge. Attenuation is the process by which a government obscures its role in promoting a particular policy goal, through communication strategies (attenuating rhetoric), or by utilizing private third parties and the tax system to deliver a benefit (attenuated design). Deploying policy‐maker interviews and an original historical database of private school choice programs and their legal and political defense, 1953–2017, I argue that pursuing both attenuated design and attenuating rhetoric at once helps policies pass and spread by publicly dissociating the government from legally contentious policy outputs.  相似文献

ABSTRACT

This article contextualizes, explores, and compares a selection of writings on party government and the modern State authored throughout the 1880s by two major representatives of post-Risorgimento Italian liberalism – Silvio Spaventa (1822–1893) and Marco Minghetti (1818–1886). Its comparative analysis unveils two alternative paths for taming factionalism and securing political freedom in modern representative governments: the strategy of monism pursued by Spaventa, revolving around the primacy of the State and its unity; and the strategy of pluralism championed by Minghetti, praising self-government and the multiple associations that enliven civil society. It connects these strategies to the intellectual background of the two authors – the importance of Hegel’s ideas for Spaventa; the implications of Tocqueville’s anti-Hegelianism for Minghetti – and maps them onto their visions of party government. In doing so, it retrieves an important chapter in the Italian debates on parties that has received scarce consideration among Anglophone scholars. It also helps to pluralize our understanding of Italian liberalism(s) in the aftermath of the Risorgimento. Finally, it draws the attention of Anglo-American political theorists and historians to Minghetti’s seminal book I partiti politici e l’ingerenza loro nella giustizia e nell’amministrazione (1881), which offered the first systematic analysis and defense of parties, and their difference from factions, in the history of modern Italian political thought.  相似文献

Political contestation within liberal democratic states is an important, albeit limited, guide in defining how these states domestically implement their international human rights obligations. While often ritualistically endorsing human rights standards, political actors allow themselves a limited policy space with their domestic political contest circumscribed by more pervasive influences, often at odds with the state's international commitments. This article examines recent health and housing policy initiatives by Australia's two major political parties and assesses them against its international commitments. Applying a social constructivist approach, this article argues that the dominant neoliberal political discourse and the state's institutional structure set contextual boundaries to the parties’ policy contestation and reveal the limited influence of domestic political contestation in determining Australia's rights implementation.  相似文献

Women’s public lives in Pakistan are often presented through tropes of oppression and restricted mobility. While women do struggle with all kinds of limitations that curtail their movement in the public sphere, they also negotiate their way and find their place in the public realm through various means that remain understudied in this context. In this article I track women’s movements in public space in the historic quarters of Karachi, Pakistan’s largest and most populous city. What emerges in the study is that a key aspect of women’s movement through their neighbourhood is their membership in or attachment to various sovereign arrangements – political and religious, formal and informal – that seek to rule and govern the space of the quarter. These arrangements include political parties and groups, religious organizations and the shrines of Sufi saints. Ultimately I argue that women’s public lives are driven not so much by the assertion of an individualized citizenship as by an attachment to and association with collective arrangements that allow a participation in the making of political and religious imaginaries.  相似文献

ABSTRACT. This article relies on cases from new EU member states in postcommunist Europe to integrate two overlapping debates about majority–minority relations. Since the Second World War, political theorists and international institutions have tended to discourage group‐rights approaches in favour of individual rights; meanwhile, policy‐makers who achieved interethnic peace in postcommunist Europe have often opted for group‐rights approaches. On the basis of political theory, international norms and the conduct of political elites in this region, we argue that both the individual‐rights and group‐rights approaches can be differentiated internally along the dimension of pluralism – that is, their willingness to accommodate multiple processes of cultural reproduction. Moreover, both group‐rights and individual‐rights approaches can offer justifications for restricting minority cultural opportunities; furthermore, restrictive group‐rights approaches sometimes cloak their efforts behind ‘Western‐sounding’ individual‐rights rhetoric. Likewise, both group‐rights and individual‐rights approaches can permit group accommodation that can lead to political integration. We find that de facto pluralist approaches to minority accommodation – often spearheaded by moderate parties of the majority in coalition with minority‐group parties – encourage ethnic peace, regardless of their foundation in individual or group rights.  相似文献

This study addresses a key knowledge-gap by exploring the role of electoral politics in shaping public policy on the arts. Analysis of the prioritisation and use of language in party manifestos in state-wide and regional elections in the UK reveals that over recent decades there has been a sharp increase in the attention parties give to arts policy as they compete for the political centre-ground. It also shows how the framing of arts policy has broadened from an initial concern with social policy objectives to emphasise economic benefits and boosting international standing. However, parties have generally failed to advance comprehensive arts strategies raising accountability issues in relation to future government policy. Against the backdrop of a global trend of state restructuring, the analysis reveals how devolution is leading to the territorialisation of policy – as framing is contingent on ‘regional’ party politics, including nation-building by civic nationalist parties.  相似文献

This paper explores the prominence of rhetorics of home in UK politics. Through the analysis of key prime ministerial speeches, I trace the lineage of home in political rhetoric, paying particular attention to the ways in which the imaginary of the homespace has been moralised through tenure type. The paper examines the ways in which both of the country’s major political parties have utilised rhetoric that places homeliness and homemaking at the centre of citizenship construction and nation-building, whilst simultaneously introducing housing policies that contribute to class-based acts of home unmaking. The final section of the paper examines the case study of the bedroom tax as an example of the power and influence of rhetorics of home. I draw on interviews with social tenants affected by the policy to highlight some of the consequences of the moralisation of the home, and the everyday impacts of home unmaking policies. Conceptually, the paper makes a dual contribution to social and cultural geographies. Firstly, I highlight the need for a stronger dialogue between critical geographies of home and geographies of housing literature. Secondly, the paper utilises home unmaking as an integral, and yet relatively underexplored, means of extending critical geographies of home literature.  相似文献

The relationship between strategic culture and defence policies has not yet been much explored. Australia and New Zealand provide some evidence of the impact of strategic culture on defence policy. Australia has a dominant strategic culture which is strong enough to prompt both the major political parties to adopt realist defence policies, even though Labor has a traditionally ‘idealist’ outlook. Until the 1970s, New Zealand had a similar dominant strategic culture which influenced both major political parties, but it was always less strong than Australia's. In recent years, the Labour Party has rejected that culture, and allowed an alternative strategic culture based on its ideology to influence its defence policies. The result has been that on the last two occasions when Labour has been in government, New Zealand's defence policy has changed dramatically.  相似文献

This work takes existing justifications for Australian asylum seeker policy at face value. For the past five years now both major parties have articulated themselves using the rhetoric of consequentialism, arguing that the policies of offshore detention and boat turn backs are all about securing the safety of refugees. This work puts the personal opinions of each member of parliament aside and examines whether these rhetorical justifications are internally consistent. What will become clear is that the utilitarian framework used in this debate does not sit on terra firma. Rather, its foundations lead to conclusions many might find uncomfortable – suggesting that existing theoretical justifications for Australian asylum seeker policy are ultimately implausible.  相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship.

All three ‘durable solutions’ developed by the international community in the twentieth century – repatriation, resettlement and local integration – are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation–state territories. However, it is the exclusionary consequences of national controls over political membership – and through this of access to citizenship rights – that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights?

This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled.

Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation – or more accurately liberal resistance to non-voluntary refugee repatriation – became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’.  相似文献

A common criticism of the minerals resource rent tax (MRRT) was that it would ‘kill the goose that laid the golden egg’ for the Australian economy. Mining companies, their industry associations, and the Liberal–National Coalition all argued the MRRT would reduce Australia's attractiveness for mining investment, and lead to ‘capital flight’ as resource firms shifted towards lower-taxing competitors. To evaluate this claim, it is necessary to compare Australia's resource policy regime – including, but not limited to, its taxation elements – against those of its principal competitors. This article undertakes such an evaluation by comparing Australian resource policies with those of nine of its major mineral and energy competitor countries. This survey reveals that Australia's comparatively high mining tax rates are partially offset by its ‘non-interventionist’ approach to resource policy, and that it has retained good rankings on international political risk surveys. There is some evidence of short-term market response to the mining tax, but there is little evidence of sustained capital flight occurring due to the MRRT. These data collectively suggest that the MRRT did not significantly undermine Australia's attractiveness for international mining investment, despite widespread perceptions to the contrary.  相似文献

In this paper through the analysis of the access to culture issue in the Croatian cultural policy agenda, we illustrate the current cultural policy developments in Croatia in the broader European context. Taking the differentiation between explicit and implicit policies at both macro and micro level we analyse discourses on access to culture in the Croatian cultural policy at the constitutional level, parliamentary political parties’ level, the governmental level and the level of cultural organisations. On the one hand the policies regarding access to culture remain mostly implicit and revolve around traditional models connected to instruments dating back to socialism; while on the other selected cultural organisations develop instruments for fostering it where European projects have an influence. The orientation more towards cultural production issues and less to access to culture and cultural participation issues draws similarities of cultural policy developments in Croatia with the general European cultural policy framework.  相似文献

Abstract

This article focuses on greening cultural policy within a sustainable development context. We examine shortcomings of major public-policy responses to the ecological crisis, linking this to the ambivalent philosophical heritage of anthropocentric worldviews that underpin ideas about the relation of culture to non-human nature. This ambivalence is reflected by weak environmentalism in the cultural policy arena, exemplified by surprisingly non-green cultural platforms espoused by green political parties. Green thinking is further hampered by the widespread adoption of digitisation within cultural organizations, which we contextualise in the broader political economy of digital capitalism and the attendant myth that high-tech culture is a low emissions business. Green cultural policy necessitates intensive self-examination of cultural institutions’ environmental impact, at the same time these institutions deploy art, education, entertainment, sports, and news to raise awareness of ecological crisis and alternative models of economic activity. We cite the efforts of activist artists’ resistance against fossil fuel corporations’ sponsorship of arts and cultural organizations as a welcome provocation for greening cultural policy within cultural organizations and green political parties alike.  相似文献

Since the arrival, or the attempted arrival, of millions of refugees in Europe, the performances of the Center for Political Beauty – a Berlin-based collective of artists and activists – have had a huge impact on public and political debates about Germany's migration policies. In this paper, I analyze the performance “The Dead Are Coming” in which the artists buried refugees who drowned in their attempt to enter the European Union. Drawing on Judith Butler's political philosophy of performativity, I assess “The Dead Are Coming” as a “doing” rather than a “describing” of dignity. I argue that the integration of God into the practices of mourning enables both the activists and the audience to resist the differential distribution of dignity in Europe's migration policy. Ultimately, I advocate a re-thinking of political theology in which art learns from theology and theology learns from art in order to promote dignity under de-dignifying conditions.  相似文献

In India, movements and parties representing the lowest ranking dalit caste groups have followed different strategies in their struggle against social, economic and cultural discrimination. In this article, a new dalit movement making use of a ‘transnational advocacy network strategy’ will be compared to a more ‘classical’dalit political party. The main policy target for the new movement is an extension of existing affirmative action policies, while the dalit BSP party focuses more on emancipatory issues. Based on an analysis of the impacts of the BSP and of the new movement at the grassroots level, it is argued that the achievements of the new movement are tempered by the fact that in order to make use of international discourses and political pressure, the movement has had to develop a strategy and policy proposals compatible with existing mainstream neoliberal discourses. This depoliticizes the policies, and hence makes them of less importance strategically. It is argued that this is likely to be a difficulty for transnational advocacy networks in general.  相似文献

The availability and “readiness” of culture as a mode of governmental control makes cultural policy a matter of great importance in any contemporary society. This is true not only in liberal democracies with established arts councils or cultural policies, it is also proactively pursued by a technologically advanced yet illiberal regime like Singapore, eager to position itself as the global “Renaissance City” of the twenty‐first century. What this “renaissance” model entails remains highly cryptic, not least because cultural terms and political markers are often elusive, but also because the very concept of “cultural policy” shifts along with the political and economic tides in Singapore. Drawing on a rarely cited essay by Raymond Williams, this article offers an historical look at cultural policy in Singapore – from its first articulation in 1978 to its present standing under the rubric of “creative industries” (2002). It considers some of the problems encountered and the societal changes made to accommodate Singapore’s new creative direction, all for the sake of ensuring Singapore’s continued economic dynamism. This article contends that cultural policy in Singapore now involves extracting creative energies – and economies – out of each loosely termed “creative worker” by heralding the economic potential of the arts, media, culture and the creative sectors, but concomitantly marking boundaries of political exchange. In this regard, culture in Singapore has become more than ever a site for governmentality and control.  相似文献

In this paper, I challenge the conventional view that trade agreements act as a major constraint on Australia’s industry policy options. Through a comparison with South Korea – a country with similar trade obligations to Australia – I find that the Australian government retains significant room to move in the industry policy sphere. However, Australian policy-makers appear far less willing than their foreign counterparts to use that space. To explain Australia’s comparative industry policy in-activism, I move beyond broad-brush explanations centred on ‘liberal ideology’ to explore the ideational, institutional and structural obstacles to the pursuit of a more proactive industry policy approach on the part of Australian policy-makers.  相似文献

Why do policies change dramatically? Most prominent theories and many empirical studies of policy change address that question with attention to external shocks to policy systems or focusing events. These shocks or events are usually described as unplanned, unpredicted jolts such as global crises or natural disasters. I assert a role for focusing projects. These planned activities continue traditional priorities in an issue but do so to a degree perceived as excessive by enough people to shatter seemingly stable policy systems. I then propose a theoretical framework to explain the varying impacts from such projects. The framework uses two dimensions: one that accounts for the mobilization of pro‐change forces and one that assesses policy learning by members of pro‐status quo coalitions. I examine this framework in the context of changes to dam‐building policies in four diverse political settings: United States, Australia, Canada, and China. I find intriguing similarities between the focusing projects in these different contexts but also considerable variation in the extent to which they produce policy change.  相似文献

The ethnic‐civic framework remains widely used in nationalism research. However, in the context of European immigrant integration politics, where almost all ‘nation talk’ is occurring in civic and liberal registers, the framework has a hard time identifying how conceptions of national identity brought forth in political debate differ in their exclusionary potential. This leads some to the conclusion that national identity is losing explanatory power. Building on the insights of Oliver Zimmer, I argue that we may find a different picture if we treat cultural content and logic of boundary construction – two parameters conflated in the ethnic‐civic framework – as two distinct analytical levels. The framework I propose focuses on an individual and collective dimension of logic of boundary construction that together constitute the inclusionary/exclusionary core of national identity. The framework is tested on the political debate on immigrant integration in Denmark and Norway in selected years. Indeed, the framework enables us to move beyond the widespread idea that Danish politicians subscribe to an ethnic conception of the nation, while Norwegian political thought is somewhere in between an ethnic and civic conception. The true difference is that Danish politicians, unlike their Norwegian counterparts, do not acknowledge the collective self‐understanding as an object of political action.  相似文献

Where policy goals can be achieved through regulation of private firms, private provision of public services allows governments to separate public policies from their political costs by shifting those costs to the private sector. Over the past three decades, financial decoupling has emerged as a regulatory strategy for promoting conservation, especially in the energy sector. Decoupling refers to the separation of a firm’s revenues from the volume of its product consumed, which allows companies to pursue resource efficiency free from financial risk. Similarly, when private firms provide public services, they separate public policies from their political costs. This political decoupling allows governments to pursue controversial policies while avoiding their attendant political risks. Applied to environmental policy, this theory implies that potentially unpopular conservation policies are more likely to be adopted and succeed when implemented through private firms. As an initial test of the theory, we analyze California water utilities and their responses to that state’s drought from 2015–2017. Analysis shows that, compared with those served by local government utilities, private utilities adopted more aggressive conservation measures, were more likely to meet state conservation standards, and conserved more water.  相似文献
