Abstract

This article examines the territorialization of party support in the Republic of Georgia as political parties in Georgia try to territorialize by aligning themselves to existing societal cleavages. The article specifically focuses on the case of the United National Movement (UNM), which from its inception in 2001 was led by Georgia’s former president, Mikheil Saakashvili, and was the country’s governing party from 2004 to 2012. While in power, the UNM enjoyed nationwide support. After being unseated, instead of nationalizing countrywide, the UNM has based its support in national elections on specific areas populated by ethno-linguistic and religious minorities. By analyzing the results of the most recent five national elections and the 2014 national census, the article shows that continuing support for the UNM and the subsequent territorialization of the party is dictated by these existing societal cleavages.  相似文献

After enjoying considerable success among French scholars, the concept of regulation has now become one of the main political arguments for explaining and justifying policy. Paradoxically, the success of regulation owes more to its ambiguity than to its suitability to actual policy and political goals. In order to understand the elements comprising the French regulation discourse, it is necessary to examine both its historical roots and the conditions for its diffusion and hegemony. It is also important to distinguish at least two very different domains within which such discourse is applied. The first relates to macroeconomic policy that, for several reasons, faced the most fundamental ideological and practical transformations. The second relates to territorial policy, which is simultaneously confronted with the reform of public intervention and new spaces of European regulation. The focus on French structural policy implementation will highlight France’s peculiar way of negotiating between two new norms of regulation: subsidiarity and regionalisation. The story behind these two concepts shows general similarities, but also reveals interesting differences such as the methods employed to legitimise new regulations, their linearity and ruptures, and the degree of coherence of the new dominant discourses. This paper draws some lessons from the French case to assess the new role set for European regulation.  相似文献

ABSTRACT

Satisfaction with democracy has declined rapidly in Australia, reaching the lowest level recorded since the 1970s in 2019. Whereas Australian citizens used to be among the most satisfied democrats in the world, there is now evidence of widespread dissatisfaction. What explains this rapid decline in political support? Comparative studies emphasise the role of government performance, both political and economic, in shaping citizens’ attitudes towards the political system. This paper examines the role of government performance in shaping satisfaction with democracy in Australia, using Australian Election Study data from 1996 to 2019. The results demonstrate that frequent changes of prime minister, which a majority of voters disapproved of, and rising economic pessimism contributed to the decline of democratic satisfaction in Australia.  相似文献

ABSTRACT

When all citizens vote, the influence of radical parties decreases. Despite this being a central justification for compulsory voting in the past, it has been absent from contemporary debates. I examine the normative and empirical premises of the ‘moderation thesis’ in relation to radical right-wing populist parties today and suggest that, under certain conditions, compulsory voting can limit these parties’ appeal. First, it replaces the excessive mobilisation of discontented voters with a more universal mobilisation. Second, it addresses the problem of underrepresentation offering a more pluralist type of representation than the populist one. And third, it reverses socioeconomic inequalities that drive support for populism through the egalitarian effects that compulsory voting has on policymaking. My central thesis is this: because compulsory voting embodies inclusivist, pluralist and egalitarian values, it addresses some of the grievances that drive support for right-wing populist parties without carrying the same normative costs as populism.  相似文献

Numerous studies have shown that Australians have little confidence in their political parties. This article presents the results of a study investigating whether the responsiveness of Australian parties to what their voters want drives this lack of confidence. It analyses two aspects of party responsiveness: programmatic responsiveness in electoral manifestos and perceived responsiveness that centres on Australian voters’ assessment of how well their parties meet their demands. The analysis finds that programmatic responsiveness has no significant influence. Instead, how Australians perceive their parties to be responsive has a modest effect on their confidence in those parties. The study suggests that, however, it is incumbency which has the most powerful effect on voter confidence.  相似文献

It is frequently suggested that ‘micro parties’ are opportunist organisations out to ‘game the system’. These parties are regularly compared with supposed minor parties. There are two problems with this approach. First, attempts to operationalise ‘micro party’ have been ad hoc. Second, comparisons between ‘micro’ and minor parties are erroneous as a party type is being compared with a classification based on the relevance of parties in the party system. In rethinking small parties, the term ‘micro party’ should be discarded as it lacks utility. Parties referred to as ‘micro parties’ should be re-classified, and the classification of parties in the party system needs refinement. In particular, we should include an additional class of party in these classifications, peripheral parties.  相似文献

Australia’s constant experimentation with electoral system design, and its effects on voter behaviour, have been consistent themes in the Australian Journal of Political Science and its predecessor, Politics, for half a century. This article examines this research in the context of three areas: electoral institutions; election campaigns; and voter behaviour. Three distinct stages in the research are identified, starting with basic fact-gathering, then progressing to the application of rigorous methods and evidence to real-world questions. In the third stage, scholarly attention has been devoted to placing Australia within a comparative framework. An underlying theme in the research is Australian exceptionalism in electoral politics.  相似文献

This article argues that the standard model of political representation mischaracterises the structure of representation. After surveying the classical types of representation and their application to non-humans, the basic nature of representation is shown to have been unduly centred on interests, responsiveness and unidirectional protocols. It proposes a different structure by drawing inspiration from recent scholarship and developments in political philosophy, as well as the representation of non-human actors. It proposes an ontological grounding of representation in ‘irreducible multiplicity’, and a structural analysis based on the concepts of claim and relation. This abstract form of representation can take into account both human and non-human cases, and works to ground different typologies. The relational structure of representation creates interests and preferences, subjects and actors, power dynamics and seemingly immutable identities.

This article assesses religion and voting in Australia since 1987 and examines how Tony Abbott's status as Liberal leader corresponded with changes in leader evaluations and voting, and with significant changes in Australian parties and the electorate. Religious attendance became associated more strongly with Liberal voting in 2010. Catholics voted Liberal significantly more from 2010, in significantly higher numbers they viewed the Liberal leader more positively in 2013, and they viewed the Labor leader significantly less so. Evaluations of Abbott were structured by attitudes about abortion and same-sex marriage, whereas evaluations of Kevin Rudd were not. The article discusses how these results are not unique to Australia, but fit patterns observed with centre-right parties in other western democracies.

Scholarship on political party development in nineteenth-century America has focused on the relationship between elites and voters on the influence of policy proposals. The question is how elite perception of voter demands influenced parties’ ideological development. This study addresses this question by assessing the dynamic between cultural and socioeconomic concerns in party ideological formation and policy articulation. A content analysis of national and state party platforms from 1840 through 1896 sheds light on this dynamic. Ultimately, party leaders set the political agenda by referencing economic concerns to a greater degree than cultural concerns in their platforms.  相似文献

The presidentialisation debate centres on the question of whether contemporary political leaders in parliamentary systems are more powerful than their predecessors. This article applies the presidentialisation thesis of Poguntke and Webb (2005) to the period in which Kevin Rudd led the federal parliamentary Labor Party in Australia. Their model identifies three distinct faces of presidentialisation: the executive face, the party face and the electoral face. This article argues that the evidence of presidentialisation under Rudd's leadership is mixed. The most compelling evidence is reflected in how Rudd interacted with the Labor Party, rather than his interaction with the executive or impact on voting behaviour.

ABSTRACT

The Liberal–National Coalition success in the 2019 Australian federal election surprised many observers, with the opinion polls consistently predicting a Labor victory. The election was notable for Labor’s proposals for wide-ranging tax changes, a historically unpopular Labor leader, and the fourth change of prime minister outside an election since 2010. Using the 2019 Australian Election Study, we test the influence of two models of voting, the first based on ideology together with an emphasis on policy, and the second on performance. The results show that performance was the dominant explanation for the result, with evaluations of party competence and leader popularity playing a major role in explaining voting behaviour in the election, both of which benefitted the Coalition.  相似文献

Political parties in Australia and the United Kingdom have begun to experiment with primary elections, similar to those in the United States, to select candidates for public office. Primaries, or ‘community pre-selections’, mark a distinctive shift away from previous methods of candidate selection that have typically privileged party members and elites. They extend participation in a process of selection that has traditionally been closed to members of the public. In this article, I analyse the implementation of primaries in these democracies through the broader lens of party organisational reform. I identify the key characteristics of these trials (such as the selectorate, method and turnout), the actors involved in the process and their motivations for advocating change. I adopt a three-level approach, showing that reform is driven by factors at the level of individual parties, party systems and by elite perceptions of changes at the level of the political system.  相似文献

Whether Americans have “sorted” into politically like-minded counties and to what extent is hotly debated by academic and journalists. This paper examines whether or not geographic sorting has occurred and why it has occurred using a novel, dynamic analysis. Our findings indicate that geographic sorting is on the rise, but that it is a very recent phenomenon. In the 1970s and 1980s, counties tended to become more competitive, but by 1996 a pattern of partisan sorting had emerged and continued through the present. Results suggest this pattern is driven by Southern re-alignment and voting behavior in partisan stronghold counties. Lastly, we find evidence that migration can drive partisan sorting, but only accounts for a small portion of the change.  相似文献

Abstract

This article is a first attempt to explore how a politics of place has manifested itself in Dutch electoral culture since the middle of the nineteenth century. It aims to move beyond a narrow interpretation of a politics of place as an ‘old-fashioned’ feature of electoral politics to be associated with a distinct, long-gone era of political representation. Instead, this article shows how it was continuously negotiated. This gives us a better understanding of the changing nature of political representation in the Netherlands. Compared to Britain at the turn of the nineteenth century, local senses of community and their clash with ideology-based party politics were far less prominent. There was, however, on-going debate about the degree to which Parliament should reflect the various regions of the country, so that local party associations and voters could feel represented and address ‘their’ MP for issues pertaining to their locality. Moreover, after 1918 parties were concerned about the need to maintain political communication on the spot to counter lack of political involvement and feelings of alienation among the electorate. The article ends with a call for further reflection on the nature of clientelism in the Netherlands by exploring direct interaction between voters and their representatives.  相似文献

This article examines the issue of political commemoration, focusing on the commemorations organized by different political parties in the two sides of divided Cyprus. It suggests a new analytical framework for the study of ritual in contemporary nation‐states that moves beyond the usual examination of any single ritual on its own terms. The use of comparison, both within each side and between the two sides, reveals how political actors stage commemorations of different historical events in order to propose contesting historical narratives. Hence, the meaning of any commemorative ritual can be understood only as part of the broader story that each narrative proposes. The historical narratives proposed by different political actors share certain common characteristics by virtue of all employing the narrative form: a beginning, a plot, certain categories of actors, the spatial location where history unfolds, the moral centre through which events are to be evaluated and the end. However, each narrative suggests a different story through which issues of identity and “otherness”, self‐justification and blame are negotiated in order to define the “imagined community” of the nation, its enemies and its pertinent history.  相似文献

The theory of social construction and policy design is insightful for exploring the circumstances in which the allocation of policy benefits and burdens is attributed to the feed‐forward effect of degenerative policy that institutionalizes bias and reinforces the prevailing categorization and embedded social meaning regarding target populations. However, this theoretical framework has not been broadly adopted to analyze the environment‐related phenomena. With a nationwide, block‐group‐level sample, this study examines the extent to which degenerative policies pertaining to immigrants influence state agencies' environmental regulatory outputs for predominantly Latino communities. Results show that in the states with moderately to most restrictive immigrant policy and high levels of Latino representation in legislatures, the rigorousness of government agencies' compliance monitoring activities decreases for Latino neighborhoods of environmental justice concern, as states' policy stance toward immigrants becomes more unfavorable. More Latino elected officials do not bolster policy implementation efforts for the vulnerable communities or offset the backlash effect of immigrant policy.  相似文献

In this article, we present the estimates of the party policy positions derived from two surveys: an expert survey and a voter survey, which were conducted in the Canadian province of Newfoundland and Labrador immediately prior to the October 2011 provincial election. The experts and the sample of voters were asked to situate the major political parties on eight policy dimensions and to rank the importance of each policy area. The results of the study present not only a map of party policy space and voter preference in Newfoundland and Labrador but also an indication of party policy awareness in the province.  相似文献
