In 2010 the Australian Labor Party selected Julia Gillard as leader, making her Australia’s first female Prime Minister. Between 2010 and 2015 there was a renewed focus on issues of gender inequality in the way that women politicians have been treated in Parliament and in the media. Specifically, women in positions of political and institutional power such as Julia Gillard, Julie Bishop, and Quentin Bryce, were critiqued on their clothing choices in the Australian media. In this article, I argue that the Australian media’s attention to the fashion choices of women in politics is problematically gendered, because it subordinates aesthetic features that do not conform to hegemonic masculinity. I argue that in response to the dominant masculine aesthetic norm in politics, women politicians are using their sartorial choices to challenge this marginalisation of femininity in the political sphere.  相似文献

Born in 1919 in Dominica and educated in Grenada, Canada and Britain, Eugenia Charles became the islands first female barrister, head of a political party and in 1980, Prime Minister. With political views on the right of the spectrum, her close alliances and friendships with Margaret Thatcher and Ronald Reagan as well as her own defiant personality, Charles gained the title of ‘Iron Lady of the Caribbean’. This moniker, however, obscures more than it reveals, especially when it relates to Charles's gender politics. This article examines her speeches, interviews and policies and argues that a politics of contradiction and ambivalence characterised Charles's gender politics. This ambivalence partly explains the resilience of andocentric masculinist ideologies present in Caribbean political structures. Moreover, it demonstrates the continuity of ‘first-wave’ Caribbean feminism in the late twentieth century and the pragmatism of women in politics.  相似文献

Over the last decade television advertising has become a central feature of the campaign strategy of the major Australian political parties. The 1980 federal campaign affords a glimpse of this. During the campaign details of the advertising schedule initially prepared by the Masius agency for the Liberals in Victoria were leaked to the press. These, set alongside similar details of the ALP's Victorian campaign, provide a profile of the place of electronic media‐based marketing in contemporary Australian politics. As details of the purchase of time on commercial radio and television for political advertising provided to the Senate by the Minister for Communications confirm, Liberal advertising in 1980 was far more extensive and expensive.  相似文献

Miss Raje appeared crowned and mounted on a lotus throne, from which she showered an assembly of parliamentarians, legislators and ministers gathered below with rays of light and golden coins. The poster sent ripples of nervy amusement through the Anglophone press, which saw in this a spectacle of all that is ludicrous and embarrassingly backward about India's popular politics today. Speaking to Anastasia Piliavsky, whose narrative is featured in this issue, the priest turned out to be neither a kook nor a serf, but a man strikingly astute, witty, assertive, and conspicuously sane. He explained that he depicted Miss Raje as the bread‐giving Goddess because she expanded the midday meal scheme in primary schools. ‘In India’, he said, ‘we respect seniors and people who have the power to bring good to people. This is an old Indian tradition. Worship is a way to show our respect’. Indeed, the worship of politicians as kings, heroes and gods is widespread in India: Congress Party President Sonia Gandhi; the head of the People's Party Mayawati; Bengal's Chief Minister Mamata Banerjee; and the Tamil Chief Minister Jayalalitha have all attracted colourful forms of mass devotion. External observers and India's cosmopolitan elite see this as a sign of a political malady, a degeneracy of their most cherished political values, most of all the equality and autonomy on which modern democracies ought to rest. But the very citizens who worship their political representatives as gods and goddesses have proven exceptionally good at democracy, both in the scale and the intensity of their involvement, and in their remarkable political choosiness. Their story – full of colour and fun as it is – holds serious political and intellectual lessons whose implications reach far beyond the subcontinent. Back cover LAW IN MYANMAR Open‐air displays of cartoons and caricatures are new to Myanmar since press freedom was introduced in 2012. Recently, Aung San Suu Kyi, the ‘icon of democracy’, has become a favourite target. This cartoon, which was displayed during a cartoon festival in 2013, depicts Suu Kyi staring at the country's constitution while a famous love song plays in the background. With parliamentary elections due later this year and presidential elections next year, the former prisoner of conscience has devoted much of her energy – so far, unsuccessfully – to campaigning for an amendment to the 2008 constitution, which in its current form prevents her from being nominated as presidential candidate. The army, which dominates the legislature, has refused to accommodate her demands. Aung San Suu Kyi is the daughter of much‐loved General Aung San, who played a crucial role in the country's independence from British colonial rule in 1948. Having spent much of her life under house arrest in her family home in Yangon, she returned to the political sphere in 2010 as the head of her party, the National League for Democracy. Since then, the Nobel Peace Laureate has pushed for legal reforms. Meanwhile, in spite of some hard‐won liberties, human rights violations continue. In this issue, Judith Beyer examines the difficulties citizens experience in locating the specifics of their legal rights amidst a confusing array of legal texts, many of which they do not have access to.  相似文献

The 2004 Australian federal election established the Australian Greens (Greens) as the third largest political force in the country behind the Australian Labor Party (ALP) and the Liberal Party in electoral terms. Despite the Greens’ electoral achievements, the party has been largely dismissed as a radical single-issue political party. This paper will argue that while radicalism is an institutionally entrenched feature of the Greens in both organisational and programmatic terms, there are also strongly pragmatic aspects to the party's modus operandi. It suggests that the Greens are astute political operators who use radicalism in a highly pragmatic way to achieve their political objectives.  相似文献

In contemporary Australian politics, challenges to the Prime Ministerial role have become more common. Australia saw five Prime Ministers from 2010 to 2015 including Australia’s first ever woman Prime Minister, Julia Gillard. A stark contrast is evident in media portrayals of Gillard and her male counterparts, apparent most recently in the response to Malcolm Turnbull’s ascension to the Prime Ministership. A range of evidence has been produced, in disciplines including political science and media studies, suggesting the existence of systemic gender bias in the mainstream media in English-speaking democracies. This article is the first to compare the media portrayals of Gillard and Turnbull’s respective ascensions to leadership, which it does drawing on Judith Butler’s concept of gender performativity and using a content and discourse analysis. It contributes further evidence of gender bias in the coverage of political leaders.  相似文献

Between c.1796 and 1809, Lady Harriet Ponsonby, Countess Bessborough and Lord Granville Leveson Gower were embroiled in a passionate affair. Their liaison created tensions in aristocratic society because they belonged to rival political parties, the Whigs and the Tories respectively. In the early years of their relationship, Leveson Gower was emerging on the political scene, while the countess was already well-versed in the complexities of party politics. Leveson Gower thus solicited her advice and support and Bessborough duly shared her knowledge and insight into the political world, which created an unusual dynamic that scholars have yet to explore. This article examines several letters that Bessborough wrote to Leveson Gower to analyse how she supported her lover's fledgling parliamentary career and how she navigated their political differences. I argue that Bessborough adapted a rhetoric of affection, deference, duty, and loyalty, that was typically used by aristocratic wives, to justify her interest in her lover's career and her passion for parliamentary politics. This article contributes to scholarship that explores aristocratic women's political participation by examining the strategies a political mistress could employ to exert influence over men. It also illustrates the value of using methodologies from the history of emotions to investigate the drives and passions that shaped interactions in the late 18th-century political sphere.  相似文献

On the occasion of the Conference on the State of Italy, held at Brown University's Watson Institute for International Studies on 29–30 October 2013, David Kertzer interviewed former two-time Italian Prime Minister Romano Prodi. Their focus was on the evolution of Prodi's involvement in Italian government and politics. This first in what is planned to be two such interviews examines Prodi's initial move from an economics professor at the University of Bologna interested in the study of political economy and industrial policy, to a major figure in implementing industrial policy in Italy. It looks at his brief stint as Minister of Industry under Giulio Andreotti, his founding of the influential industrial study group Nomisma, and then his presidency of the Institute for Industrial Reconstruction (IRI), Italy's giant holding company. With the crisis of the Italian political system in the early 1990s, Prodi was central to the creation of a new centre-left coalition, named L'Ulivo (the Olive Tree), an experience he recalls here, along with his first experience as Prime Minister, from 1996 to 1998.  相似文献

It is good to see more work being done on the institutionalising of ‘identity politics’, as in Elizabeth Fells' article ‘The Proliferation of Identity Politics in Australia’ in the March 2003 issue of this journal (Fells 2003). However, some assumptions in that article result in seriously misleading conclusions. I examine these here, taking the example of women's portfolios. Fells uses allocation of ministerial portfolios as an indicator of government responses to identity politics and, following Moon and Fletcher (1988), of policy innovation and policy substance. She acknowledges that governments may respond to demands that they be active in a particular area by creating portfolio responsibilities without establishing separate ministries. She suggests, however, that failure to establish a separate ministry to support the portfolio could be seen as a failure to ‘institutionalise a long-term commitment’. Hence she announces her intention to exclude from her analysis the creation of portfolios without ministries, such as the Commonwealth Status of Women portfolio, for which both the Prime Minister and a Minister Assisting the Prime Minister have responsibility (Fells 2003, 104).  相似文献

Vere Gordon Childe (1892–1957), the foremost prehistorian of his day, was an active socialist intellectual within the Australian Labor Party between 1917 and 1921. Unable to accept that intellectuals could be active as intellectuals in the Labor Party, commentators have misconceived the argument of How Labour Governs and distorted Childe's political position. Some have argued that Childe set out with a Second International model of the Labor party (a conduit for working class interests) that he was forced by the end of his book to renounce. Socialists, on the other hand, have seen the book as Childe's rejection of labourism in favour of syndicalism. The four rediscovered political essays by Childe considered in this paper show continuities and an important change in Childe's thought Before and after the publication of How Labour Governs Childe advocated a positive role for the Labor party in socialist politics. Moreover he came to understand that the party played an active role in the formation of the class, a role that could either bring forward or set back the prospects for socialism.  相似文献

The Scottish writer Robert Louis Stevenson visited the Hawaiian Islands from January–June 1889, in the middle of one of the most turbulent periods in its history. While staying on the islands he became associated with King Kalakaua's royalist faction, which was then involved in a struggle for power against the Reform Party, whose members were responsible for leading Hawai‘i first to republican rule (1893) and then to American takeover in 1898. This article examines Stevenson's encounter with the Reverend Sereno Bishop, author of a pamphlet enquiring into the causes of indigenous depopulation, within the context of significant social and political change on the islands. While evidencing the growing politicisation of Stevenson's later years, his experience also bears witness to the development of Americanism in the Reform Party, who prepared the way for annexation by aligning themselves ideologically with sympathetic elements in the United States.  相似文献

This article examines the conflict over the legalisation of women's boxing in Mexico City in the 1990s. In 1995, Laura Serrano's Women's International Boxing Federation world boxing title put pressure on the legal system that had banned women from professional boxing in the Mexican capital since 1946. As the visibility of women's boxing grew in Mexico, Serrano publicly fought to end the ban in her home city. The Mexico City Boxing Commission's moral arguments and medical discourses about the female body became increasingly untenable as politics of gender equality won in importance. Using a range of sources, including Mexican newspapers and magazines, government gazettes, congress proceedings, and an autobiographical text by Serrano, this article illustrates the interplay of gender ideologies and institutional structures during an important period in Mexican political history. After seven decades of uninterrupted Institutional Revolutionary Party rule, power of the Mexican capital shifted to the Party of the Democratic Revolution (PRD) when Cuauhtémoc Cárdenas became the city's first elected governor in 1997. Although the PRD politically claimed the end of the prohibition in 1998, the shift in power cost Serrano the best paid boxing event of her career. It took another legal reform that outlawed discrimination in sports to force the Commission to finally regulate women's boxing in 1999.  相似文献

In November 1959, India's Prime Minister, Jawaharlal Nehru, turned seventy. Having led his country since Britain's departure from South Asia in August 1947, Nehru's seventieth birthday stimulated debates, both inside and outside the Indian subcontinent, on India's future in a post-Nehruvian world. In the early 1960s, with the Indian premier's health deteriorating and Sino-Indian relations under strain, British and US policymakers evidenced increasing concern with whom, or perhaps more pertinently, with what, forces would govern the world's largest democracy after Nehru. This article, which draws upon recently released British and US archival records, provides the first assessment of Western involvement in the struggle to succeed Nehru which occurred within India's ruling Congress Party between 1960 and 1964. Moreover, it offers insights into Anglo-American concern that Nehru's health adversely affected Indian policymaking; the involvement of foreign intelligence services in India's domestic politics; and the misplaced expectations of British and US officials that the appointment of Lal Bahadur Shastri as India's second Prime Minister, in May 1964, would herald the beginning of a new and more productive relationship between India and the West.  相似文献

This article provides a general political review of recent High Court decisions that have significant implications for Australian constitutionalism. In examining the Court's judgments on issues such as cross-vesting schemes, immigration and Native Title, it seeks to articulate major themes in the Court's jurisprudence and delineate the important and changing role of the High Court in Australian politics. The 13th National Congress of the Chinese Communist Party (CCP), held in Beijing 25 October‐1 November 1987, continued the general re‐orientation of Chinese politics evident during the last decade. This paper discusses some of the main preparations for and proceedings of the Congress. It then focuses on two key aspects of the Congress: authoritative expression of the Party's overall orientation or ‘line'; and treatment of ‘reform of the political structure’. These themes are consistent with the reformist programme dominant within the Party and are central to the Chinese political agenda established by the Congress.  相似文献

In 1922–1923, Fascist Party leaders hoped to define a sharp break from previous approaches to colonial rule and imperial expansion in Italy's Libyan territories. Mussolini's nomination of Luigi Federzoni, a leading figure of the Italian Nationalist Association, as the Minister of Colonies at the end of 1922 signalled a new era in Italian colonial administration focused on aggressive expansion and the institution of what was known as a ‘politics of prestige’. This definition of a fascist style of colonial rule appealed to the enthusiasm for violence among blackshirt militias and early fascist supporters in the Libyan territories. This definition of a fascist style of colonial rule, however, inspired immediate reaction from both colonial officials, with stakes in maintaining a measure of continuity and stability, and from those within the nascent Fascist Party who wanted to promote an alternative model of fascism in the colonies. This article examines contests to define fascism and fascist colonial rule in the Libyan territories through the employment of voluntary militias, the competing voices of Fascist Party outposts, and various programmes for the development of a colonial culture.  相似文献

Studies of gender and politics have typically been studies of women and politics. In contrast, this paper places men at the centre of its inquiry by drawing on interviews with 15 current federal male politicians. Of concern is exploring the ways in which men conceptualise the question of gender equity in the Australian parliament. Three frameworks are identified in the men's narratives. These are that the parliament is a masculinised space but that this is unavoidable; that the parliament is now feminised and women are advantaged; and that the parliament is gender neutral and gender is irrelevant. It is argued that collectively these framing devices operate to mask the many constraints which exist to marginalise women from political participation and undermine attempts to address women's political disadvantage as political participants. The paper concludes by highlighting the significance of the paper beyond the Australian context and calling for further research which names and critiques political men and their discourses on gender and parliamentary practices and processes.  相似文献

This article examines critically the systemic 'professionalism' which has overtaken Australia's defence and security community in the 1990s. It focuses on the unhealthy convergence of academic security studies at the Australian National University with an overriding foreign policy priority of the Australian Government: the formation of a new regional identity based on themes of 'engagement' and 'enmeshment' with Asia. It argues that the main consequence of this 'professionalist' trend is a mode of inquiry that expunges politics, ethics and responsibility from academic discourse on security. The article also addresses briefly an emerging postmodern politics of dissidence in the disciplines of security studies and political geography which has transformed our understanding of the role and social responsibility of security intellectuals.  相似文献
