The US–Republic of Korea (ROK) alliance had significantly developed asset specificities and common social identities attached to it during the cold war period. If institutional features and ideational factors originating from the cold war threat can account for alliance resilience in the post-cold war period, the US–ROK alliance should be a ‘most likely case’ to support those causal links. This article shows that such is not the case. This article, instead, argues that the US–ROK alliance went beyond being an instrument of threat response to becoming a more complicated mechanism for serving ‘general interests’ in relation to North-East Asian regional order maintenance and order-building, which drove the US–ROK alliance between 1998 and 2008.  相似文献

In 2011, Australia communicated a clear choice about its strategic future. It would continue to cleave tightly to the US alliance, expand its military links and work to advance the USA's conception of regional order. Given its economic interests, why has Australia bound itself to the US alliance? What lies behind this strong commitment and what would it take for Australia to change its relationship with the USA? This article presents an analysis of the current state of the US–Australia alliance and argues that Canberra's pursuit of close relations with the USA reflects the interaction of a rational calculation of the costs and benefits of the alliance with a set of resolutely political factors that have produced the current policy setting. The article first assesses the security cost and benefit behind the alliance. It then argues that the move also derives from the strong domestic support for the US alliance, a sharpened sense that China's rise was generating regional instability that only the US primacy could manage and the realisation that the economic fallout of such a move would be minimal. It concludes with a brief reflection on what it might take to change the current policy settings.  相似文献

ABSTRACT

Why do university students participate in extra-curricular activities in China? What do they seek in a meaningful education? This paper explains the rising interest in extra-curricular activities by looking into students’ frustration about classroom-bounded education in China’s universities. A transforming socio-economic landscape and increasing imagination about global modernity have inspired new neoliberal demands for practical knowledge and personal meaning. And yet, China’s universities have failed to keep up with students’ changing visions of education, success, and productive personhood. This paper explores students’ agentive pursuit of sociability and emotional sensitivity through extra-curricular activities as a lens to examine the fluidity of meaning-making in contemporary China. In the process, I discuss why self-reported aspirations in skill cultivation cannot encompass the range of motivations that have driven students to extra-curricular participation, and explain how the ethnographic method can help to address gaps of knowledge in inquiries about youthful aspirations.  相似文献

United Nations (UN) demands for the unconditional ending of colonial rule troubled British officials confronted by local political difficulties impeding their efforts to establish self-government for Fiji, alarmed Indigenous Fijian leaders who initially resisted that reform, and encouraged the polarizing demand by Indo-Fijian leaders for a common franchise. India was initially at the forefront in maintaining UN pressure on Britain to move Fiji rapidly to independence with this franchise. Yet in the last two years of British rule, as ethnic tension in Fiji rose dangerously, India assumed the lead in urging moderation at the UN. India’s volte-face from antagonist to ally of the British helped open the way to the political accord on which Fiji’s independence constitution was based. The article highlights the major part played by the pre-eminent Indigenous leader Ratu Kamisese Mara in winning India’s support for a cautious approach to reform.  相似文献

This article traces the semantics of “life” and “vitality” in Carl Schmitt up to the 1930s. It shows that Schmitt deploys these vitalist elements against the modern “spirit of technicity” in his attempt to combat the lack of substantial ideas in modern politics. However, Schmitt himself cannot escape a fundamental political relativism. There remains an unstable tension at the heart of his thought between the quest for substance and the quest for order. The latter is relativist because it is a quest for order as such, any order. Although Schmitt's semantics of life and vitality is not drawn from a biological register, it adopted a völkisch meaning in 1933. Anti-Semitism becomes a form of life and racial homogeneity fills in for substance. The article concludes that, while there are good reasons for criticizing the modern “spirit of technicity,” Schmitt's critical model is fundamentally flawed.  相似文献

Choosing individual private entrepreneurs to be members of the People's Congress (PC) or the Chinese People's Political Consultative Conference (CPPCC) is one of the most important mechanisms for ‘cooperative capitalism’ in China. This article aims to answer two questions: First, what are the differences between factors for winning a seat at the PC and a seat at the CPPCC, respectively? Second, is there any difference between factors that have a significant impact on winning a seat at the county-township level and the prefecture-and-above level of the PC or CPPCC? Based on empirical findings, I have coined the term ‘wealthy-gentry politics’ to conceptualise the fact that behaving as a member of the socially responsible ‘gentry’ plays an increasingly significant role at the higher level and in the PC compared to the lower level and the CPPCC, while economic wealth is just a threshold and party membership is not a guarantee.

Scholars often consider the mostly positive representations of China by Italian visitors in the 1950s as the false and embellished depictions of political pilgrims. This article challenges this oversimplified interpretation. Based on evidence from commonly cited travel accounts, this article argues that Italian writers’ leftist political sympathies did not necessarily lead to self-censorship or intentional embellishment of China, nor did the host country’s control and surveillance over foreigners simply make Italian visitors willing to cooperate or produce positive feedback. Putting these travel accounts in their social and historical contexts, the article shows that Italian intellectuals’ positive representations of China in the 1950s, as well as the severe criticisms that were raised in the 1960s and 1970s, were rooted in reality and reflected the radical changes in Chinese society and Sino-Italian relations over the course of the Maoist era (1949–1976).  相似文献

The connections between authoritarianism, populism and environmental politics have recently attracted scholarly interest. Yet less attention has been given to the ‘hegemonic’ struggle that populist forces wage in the field of the environment in order to reproduce their power under challenges of environmental mobilizations. This study is an attempt to contribute to filling this gap. Combining the insights of Stuart Hall and Ernesto Laclau on populism, it scrutinizes the ways the authoritarian populism of the AKP (Justice and Development Party) government in Turkey was performed against the counter-hegemonic challenges of environmental mobilizations. I demonstrate that the AKP tried to restore its challenged hegemony by securing popular support to its environmentally exploitative and authoritarian practices in two ways. One is the construction of an antagonistic frontier between environmental actors and those interpellated as ‘the people’, and the other is the appropriation of environmentalism. With the former, the AKP aimed both to legitimize the exercise of coercive force against environmental mobilizations, and to obscure the inequalities, injustices, and uneven relations created by its exploitative use of the natural and urban environments, whereas with the latter it endeavoured to rob environmentalism of its subversive potential. The examination of the AKP case shows that populist forces, which come to power by capitalizing on the crises of the previous hegemonic status quo, may also have the capacity to survive the crises during their rule by reshaping their populisms.  相似文献

ABSTRACT

Arendt’s work on civil disobedience sets out an optimistic portrayal of the possibilities of such forms of action in re-energising the spirit of American politics in the late twentieth century. Civil disobedience should not simply be tolerated, she argued, but incorporated into the legal structure of the American political system. Her work is usually seen to promote an idea of civil disobedience that is thus bound to existing constitutional principles and essentially nonviolent. However, by looking at Arendt’s discussion and critique of various practices of civil disobedience in 1960s and 1970s America, specifically in relation to the nonviolence movement influenced by Martin Luther King, and on the other side, the more militant Black Power movement, a different idea of civil disobedience emerges. This paper argues that whilst, for Arendt, civil disobedience within America certainly possesses the constitutionally restorative potential she assigns to it, in a broader sense – theoretically, globally, and even in terms of alternative ideologies within America – her conception of civil disobedience is in itself neither necessarily constitutional, nor nonviolent. It is, instead, a form of revolutionary action, whose limits are set only by politics itself, and specifically, Arendt’s criterion of publicity.  相似文献

This article examines British popular and media reactions to America's Bravo test shot in April 1954 and Coventry City Council's subsequent decision to abandon civil defence. The article finds that three key motifs emerged which relate to Britain's broader sense of national identity in the 1950s. First, the controversy formed part of a cultural battle for national identity between a conservative and potentially militaristic culture, and one which was more progressive and opposed war and nuclear armaments. Second, opponents labelled the councillors as Moscow stooges and this revealed underlying anti-communism. Third, reactions engaged with a secular strain of Cold War apocalypticism.  相似文献

‘I am Tower of Hamlets, as I am in Tower of Hamlets, just like a lot of other people are’ (2011–2012) was an artwork by Argentinian artist Amalia Pica, and involved a pink-granite sculpture touring around different homes in the London Borough of Tower Hamlets for one year. This paper offers a geographical investigation into the type of encounters and relations created by this artwork. Rather than assume the progressive role of such art encounters, the paper casts a critical eye on to the actual forms of association that they foster and the normative social logics they may perpetuate. In doing so, it suggests that while enchanted, ‘meaningful’ encounters did occur between participants and the sculpture, these occurred within a pre-existing art community, something which compounded problematic class boundaries. Thus, the paper utilises this artwork to identify how encounters can be meaningful whilst maintaining embedded social and cultural divisions. It concludes with a discussion on the relationship between art and the geographies of encounter.  相似文献

Settler colonialism eliminates Indigenous sovereignty, enthrones itself, and thereby makes Indigenous land ‘ours’. It may do this meta-politically, by absorbing ‘them’ into ‘us’. This article explores three recent lawsuits brought by settlers against Indigenous demoi in US Pacific territories. I show that in each lawsuit, settlers brandished a novel ‘tool of elimination’: individual voting rights. I trace how settlers wielded this tool to deliver a ‘one-two punch’, first condemning as ‘illiberal’ restrictive voting laws flowing from Indigenous sovereignty and then championing race-neutral laws that would in effect enthrone settlers. I show that courts hearing these cases were faced with choosing the appropriate ‘framing of justice’ – with whether the relevant rights-bearer was the universal individual voter or the ‘constitutionally prior’ Indigenous demos. Finally, I show that, because the courts ultimately framed these disputes as individual-rights cases, settlers extended control of meta-politics on the US Pacific frontier.  相似文献

In this article, we examine the transnational and international discourses and initiatives focused on and/or carried out by the so-called ‘mountain women.’ Tracking the growing reference to ‘mountain women’, we analyze the way in which the construction and the claim of a gendered identity has developed within the general debate on the international recognition of the global importance of mountain environments that emerged about 20 years ago. Drawing on documents, a survey and interviews, our main objective is exploring how such a reference could lead to the making of an imagined community of ‘mountain women’ offering opportunities for political action. This article concludes that, though women are identified in international discourses as essential contributors to sustainable mountain development, the social identity ‘mountain women’ has not yet evolved into a collective identity around which political solidarities and strategies coalesce to ultimately ground collective action. Indeed, women's organizations have other themes on their agendas and are active at other scales apart from the global one. Indeed, few are willing to identify themselves as ‘mountain women.’ For the time being, ‘mountain women’ remain silent partners in the global agenda for sustainable mountain development.  相似文献

Bacon’s Sylva Sylvarum and his New Atlantis both appeared soon after his death, edited by his chaplain, Rawley. The works are, on the face of it, dissimilar, and have been treated as unrelated, on the assumption that Rawley was merely attempting to rush out (in the wake of his employer’s death) two works that had occupied his last years. In order to establish just what their relation is, we need to establish, first, whether New Atlantis was simply a last‐minute addition to the Sylva volume; second, what Rawley says about their association and how he effects it; and third, whether the two works have other concerns in common that would have led Bacon himself to consider them as companion pieces. Such an examination shows that there were intrinsically connected pieces, and can be used to throw light on the aims of both works.  相似文献

This article discusses how Japan and Australia could contribute to a liberal and inclusive order in the Asia-Pacific region. Critics argue that closer ties between Japan and Australia could undermine the stability of regional security, dividing Asia into ‘mutually hostile armed blocs’ consisting of US allies and China. Contrary to such a view, this article argues that deepening and enhancing Japan–Australia security cooperation could, if carefully managed, help to maintain an inclusive regional order based on institutions, norms and values, as well as a stable balance of power relations. In particular, the article contends that Japan and Australia can contribute to regional order by strengthening their ‘middle-power cooperation’ through regional capacity-building, institution-building, rule-making or norm-setting, and coalition-building, while supporting the US military presence in the region. It then concludes that, despite differing attitudes towards Beijing, Tokyo and Canberra can further contribute to the longevity of the current regional order by inclusive institutional architecture and liberal norms and values.  相似文献

This paper seeks to explore the internal driving forces behind the emergence and prosperity of China’s cultural industries. The paper traces the Chinese Communist Party’s radical transformation from stressing the class stand and ideological nature of culture to concluding with the concept of ‘cultural industries’ so as to expand an orthodox Marxist/Leninist/Maoist notion of culture. The Chinese party-state legalizes ‘cultural industries’ by extending the market mechanism into the cultural arena, and acknowledges the triple statuses of culture as a public service provider, a market profit contributor, and an essential builder of the ‘socialist core value system.’ By doing so, the Chinese Party-state is able to take advantage of the economic power of the market while retaining the ideological control function of culture. As such, cultural industries become a mode of governance for the CCP to maintain cultural security and national identity, and a source of soft power to maneuver.  相似文献
