The paper examines a group of engineers and scientists in Sweden in the 1930s and 1940s that worked to gain political support for what they called ‘technoscientific research’. Following their own terminology and the ideas of close relations between engineers, scientists, industries, and politics it implied, I call these actors ‘technoscientists’. Critical to their approach was the strategical use of the concept of ‘basic research’, constructed by the technoscientists to associate knowledge production with economic development and demarcate an area of responsibility for public support of industrial research. The technoscientists promoted this strategy by linking basic research to the technical exigencies caused by World War II and by integrating it with politics of welfare, defense, and trade. The technoscientists were thus important political reformers that laid the foundations of public support of science and technology before the 1950s and 1960s when science policy emerged as an institutionalized political practice in Sweden.  相似文献

This paper draws on a study of gender and politics in the Australian parliament in order to make a contribution to methodological debates in feminist political science. The paper begins by outlining the different dimensions of feminist political science methodology that have been identified in the literature. According to this literature five key principles can be seen to constitute feminist approaches to political science. These are: a focus on gender, a deconstruction of the public/private divide, giving voice to women, using research as a basis for transformation, and using reflexivity to critique researcher positionality. The next part of the paper focuses more specifically on reflexivity tracing arguments about its definition, usefulness and the criticisms it has attracted from researchers. Following this, I explore how my background as a member of the Australian House of Representatives from 1987 to 1996 provided an important academic resource in my doctoral study of gender and politics in the national parliament. Through this process I highlight the value of a reflexive approach to research.  相似文献

Abstract

The growing call for problem-oriented and practice-relevant research in the public and political debate has its origins in complex problems, for which society expects solutions. This call is echoed in parts of the science community and uses the key argument that complex real-world problems demand cooperation between science and society in terms of inter- and transdisciplinary research. Using the example of urban research at the Helmholtz Centre for Environmental Research, I sketch my experiences in developing scientific cooperation between researchers coming from a variety of disciplinary backgrounds and by stakeholder involvement. The target is to deepen mutual understanding of the scientific challenges and to provide system solutions adequate to the societal context. After over twenty years of facing the need for collaboration among a variety of social and natural scientists as well as with relevant stakeholders, and recognizing its advantages and limits, the topic of inter- and transdisciplinarity has, finally, become mainstream in environmental research.  相似文献

As the political economy of social science research has shifted, subcontracted research assistants have taken over an ever growing part of the research process. In this article, we report on a case study of the experiences of local research assistants employed on UK‐directed research projects on Syrian refugees in Lebanon. While refugee research is framed in the UK as a noble project of helping the world's most vulnerable, these assistants speak critically of their sense of alienation, exploitation and disillusionment with the research they work on. Such problems arise, we argue, not just from subcontracted labour relations in the workplace itself, but also the broader political economy of how overseas social science research is currently produced. Addressing these problems requires giving better recognition to the work, interests and concerns of research assistants, but also rethinking and restructuring the global production of social science research more generally.  相似文献

Like public administration before it, public policy has an uneasy place in the discipline of political science. The stress is most obvious in the distinction between theories that attempt to explain the policy process and theories that are useful to those who seek to operate within the policy process. The Israeli political system has recently undergone dramatic and significant structural changes, including the introduction of a new method of candidate selection known as primaries. This article focuses on this new method of candidate selection, which drastically reshaped the connection between the parties and their members, their voters and their representatives, and as a result completely undermined the organizational infrastructure of the parties that adopted primaries. This article describes the reforms that were enacted, assesses their ramifications and focuses on the geographical significance of the innovative aspect of constituency representation by individual parliamentarians, which the primaries injected into the unitary political parties, electoral system and political infrastructure in Israel during the 14th Knesset, 1996–99. In doing so, this article points to a lacuna in the political science literature concerning the relevance and consequences of candidate selection—i.e. intra-party elections—on political geography. The article argues that intra-party electoral reform is not only significant, but, from a political geography perspective, can prove to be as meaningful and consequential as systemic electoral reform.  相似文献

Abstract

In an age where the trend towards secularization has been slowed down, new religions and ideological movements are competing with the more traditional positions to be found in society. Those who are anxious to justify their own particular position share only one criterion for comparison with those holding other positions: a belief in the epistemological efficacy of science. A new priesthood of scientist has emerged to offer justification in the name of science for a variety of ideological positions and to explain to a bewildered public what the real relationship is between the various disciplines of science and those of theology or moral and political philosophy. This paper describes the variety of positions taken up by the new priesthood, typifying these as Fundamentalism, Orthodoxy; Liberalism, Modernism, Agnosticism and Atheism.  相似文献

Governments produce vast and growing quantities of freely available text: laws, rules, budgets, press releases, and so forth. This information flood is facilitating important, growing research programs in policy and public administration. However, tightening research budgets and the information's vast scale forces political science and public policy to aspire to do more with less. Meeting this challenge means applied researchers must innovate. This article makes two contributions for practical text coding—the process of sorting government text into researcher-defined coding schemes. First, we propose a method of combining human coding with automated computer classification for large data sets. Second, we present a well-known algorithm for automated text classification, the Naïve Bayes classifier, and provide software for working with it. We argue and provide evidence that this method can help applied researchers using human coders to get more from their research budgets, and we demonstrate the method using classical examples from the study of policy agendas.  相似文献

Abstract

Political philosophy has a “curious” place in intellectual affairs. It wants to know whether philosophy has a place in the city. It also is aware that once political things have accomplished their purpose, the major issues of what-it-is-to-be-a-human-being remain. Aristotle warned that politics was not the highest science as such, but an understanding of politics that saw no place for anything but the political would end in a tyrannical exclusion of the human good from public life. Politics would claim that its definition of the good was the only definition. This exclusion meant that there was no natural or transcendent order to which man was open. The discipline of political philosophy, at its best, is open both to human and, indirectly, to divine things, as Artistotle intimated.  相似文献

Few laws have a profound and lasting impact on an entire political system. The Affordable Care Act (ACA), despite its incremental nature and bipartisan heritage, has been one of those remarkable landmarks. Even a decade after its passage, the political struggle is far from over, as the ACA is still facing near constant threats from the incumbent president, Congress, the courts, statehouses, attorneys general, and governors across the nation. How have political scientists responded to the continued struggle? This article provides an overview of the effects of health reform and the ACA on political science research since 2008. While political scientists have written much about the subject, coverage has been distinctly uneven within the discipline. Indeed, it has almost been entirely confined to scholars of public and health policy. Nonetheless, there have been important contributions across disciplinary fields. This article provides an overview of contributions embedded within the study of federalism, policy feedback effects, and political framing. It concludes by emphasizing the need for more engaged scholarship on health policy issues from across the entire discipline, and by highlighting other areas of study that could benefit from broader attention by political scientists.  相似文献

Recently legal theorists have pointed out that whereas members of their profession often assume that post-war scholarship had broken with the past completely, political theorists have paid far more attention to questions of influences and continuities in their discipline. This also holds regarding the legacy of Carl Schmitt whose case both as a jurist and political writer is particularly pressing not only for intellectual historians, but also for discussants across a broad range of fields in law and political science. It is in this context that my paper examines Hannah Arendt's immediate critique of the Declaration of Universal Human Rights in 1948. I will juxtapose Schmitt's and Arendt's critiques, arguing that these display more than superficial parallels and yet conflict in their basic contentions. I also hope to show that discussing Arendt's critique in conjunction with Schmitt's allows us to pose some more general questions about the relevance and meaning of intellectual backgrounds and influences.  相似文献

Survey research on public confidence in political and other organisations can be used to evaluate popular endorsement of their performance. Without examining proximate factors in detail, this paper considers the value of predictions about the constituents of confidence and mistrust in Australian institutions. These predictions derive from theories about political, social and cultural causes of dissatisfaction with government, and are linked to notions of a crisis of democracy, 'new politics', the impact of economic change on different social groups, traditional political divisions, and accumulation of 'social capital'. This paper is an examination of science, as it is understood and contested between conservationists and developers in an application to construct a salt mine in Western Australia. If the salt mine were to go ahead, it would have become the largest salt mine in the world, adjacent to a World Heritage Area. Thus, the application triggered significant local interest in the potential environmental impacts on surrounding ecological systems. As the only means for the public to have an impact on decision‐making is through the environmental approvals process, much of the debate revolved around the validity and legitimacy of knowledge gained through ecological science. This paper focuses on the ways in which the conservationists and developers moulded and shaped scientific knowledge to fit their opposing beliefs, values, and aims. However, rather than focus on the overtly political manipulation of science, I examine why particular interpretations of science are considered legitimate by some participants in the dispute, while others are not. In particular, I ask, what does it take for particular scientific ‘facts' to be considered legitimate? To do so, I examine how the conservationists and developers came to conceptualise and frame science within the dispute. I argue that for members of either group to consider any scientific knowledge legitimate, it is first judged on its ability to resonate with their own worldviews, experiences, and aim.  相似文献

ABSTRACT

Journal rankings for political science have been regularly published, from the 1970s onwards, by the American Political Science Association’s ‘state of the discipline’ journal. Politics journals have also been officially ranked by the Australian Political Studies Association into four bands (A*, A, B and C) from 2007 onwards. This article shows, first, that the assumption grounding these exercises (namely, that disciplinary journal rankings can serve as proxies for the quality of articles in their pages) is undermined by the findings of the broader research evaluation literature, especially with respect to sub-disciplines (like political theory, Australian politics, and some types of qualitative comparative politics) that bear certain characteristics. Next, outlining the findings of a 2018 survey, it is argued that the disciplinary use of journal rankings in political studies not only has damaging effects on research in political theory, but also advantages other sub-disciplines. This paper explores the spatial practices of public engagement through the consideration of an audio walk project that took place in Ebbw Vale in the summer of 2010. In the current political climate public engagement is often seen as a universal good, a way of demonstrating the productive dialogues that exist between ‘experts’ and their manifold publics. As studies in science communication have shown, however, this is a little misleading, for the term ‘public engagement’ masks a great diversity of projects and initiatives, which vary in the degree, methods and effectiveness of their engagement. In this paper, we argue that what is missing from many of these critiques is an attentiveness to the ‘placing’ and ‘spacing’ of our public engagement practices: where we work, who we work with and how we work all affect the nature, meaning and effectiveness of public engagement. Drawing on the idea of spatial practices, this paper explores the situated doing of the Ebbw Vale audio walk project.  相似文献

This article considers the current debate about economic rationalism in Australia which has in large part been generated by the work of Michael Pusey. It draws on contemporary political philosophy and argues for a more encompassing approach. It argues, first, the merits of preferring discourses of prudent deliberation over discourses of rationality; second, it criticises Pusey's grounding in the thought of Habermas; third, it considers the relevance of contemporary reassessments of Machiavelli's thought; and fourth, it concludes that wise government requires a public space for lively and prudent deliberation of many policy alternatives for dealing with the endless contingencies of political life.  相似文献

Where policy goals can be achieved through regulation of private firms, private provision of public services allows governments to separate public policies from their political costs by shifting those costs to the private sector. Over the past three decades, financial decoupling has emerged as a regulatory strategy for promoting conservation, especially in the energy sector. Decoupling refers to the separation of a firm’s revenues from the volume of its product consumed, which allows companies to pursue resource efficiency free from financial risk. Similarly, when private firms provide public services, they separate public policies from their political costs. This political decoupling allows governments to pursue controversial policies while avoiding their attendant political risks. Applied to environmental policy, this theory implies that potentially unpopular conservation policies are more likely to be adopted and succeed when implemented through private firms. As an initial test of the theory, we analyze California water utilities and their responses to that state’s drought from 2015–2017. Analysis shows that, compared with those served by local government utilities, private utilities adopted more aggressive conservation measures, were more likely to meet state conservation standards, and conserved more water.  相似文献
