Moyes,Menzies, and the Vietnam War: New Insights Into the Public Correspondence Between the Prime Minister and the Bishops

In March 1965 a group of Anglican bishops signed an open letter to the prime minister of Australia, Sir Robert Menzies, expressing its concerns about the rapid deterioration of the situation in Vietnam. The letter had been composed by the retired Bishop of Armidale, John Stoward Moyes. The bishops urged Menzies to use his influence with the United States Government to ensure that the possibility of a negotiated settlement of the conflict could be explored to the full. The letter, and the prime minister's public response, thrust John Moyes and his episcopal co‐signatories into the centre of a national debate on Vietnam. Following Menzies's brusque reply, Moyes composed a second and more critical open letter. The prime minister then issued a more detailed response one week before he committed Australian combat troops to the Vietnam War. The initiative taken by Bishop Moyes constituted the first major instance of public debate in Australia concerning the wisdom and morality of the government's policy on Vietnam.     

The Impact of Urbanisation on the Bed Sediments of South Creek,New South Wales

The textural and geochemical characteristics of the bed sediments in South Creek are examined. The bed substratum in the urbanised reaches differs from that of the rural reaches, in terms of the volume and size of the fine matrix sediment and the concentration of heavy metals. The impact of urbanisation on the river-bed sediment is variable, with less matrix than ‘expected’ within the substratum of the urban reach and more than ‘expected’ in the below urban reach. The urban matrix sediment is also significantly finer in comparison to the rural reach matrix sediment. Heavy metal concentrations within the urbanised matrix sediment are up to 800 times greater than background levels and are considered to be indicative of extreme contamination despite only SO years of urbanisation.

Justice in River Management: Community Perceptions from the Hunter Valley,New South Wales,Australia

Dealing with differing and sometimes conflicting criteria for priority‐setting is an essential part of sustainable natural resource management. However, all too often, these ethical and political considerations are neglected within a planning regime based upon apparently ‘objective’ biophysical assessment techniques. Input into associated decision‐making processes is also frequently restricted to a narrow range of ‘stakes’ based upon historical and geographic circumstances. This paper reports on the findings of interviews and discussion groups in the Hunter Valley, New South Wales, which aimed to canvass the diversity of perceptions of distributive and procedural justice in river rehabilitation. A range of biophysical and social criteria for setting priorities in rehabilitation work was identified. Participants also had differing ideas on the composition of decision‐making bodies and on decision‐making processes. The key implications of these findings are that sustainable river management policy needs to openly address differing conceptions of justice and that rehabilitation practice should be holistic, transdisciplinary and concerned with both outcome and process.
