基于重庆市武陵山区和秦巴山区贫困农户与非贫困农户的调研数据,运用双重差分模型检验精准扶贫政策对贫困农户收入增长的影响。结果表明,贫困农户在精准扶贫政策的支持下,家庭人均纯收入增长显著,与非贫困农户相比差距进一步缩小;家庭主要收入来源,由单一渠道向多渠道转变,人均种植业收入和人均养殖业收入增长最明显,二者贡献率合计达到61.87%;农户的年龄、家庭人口数量、老人小孩数量、耕地面积、耕作半径、是否发展特色产业等因素对贫困农户家庭人均纯收入影响显著。因此,发展特色产业,解决贫困农户的教育、医疗、住房和土地撂荒问题是保障贫困农户脱贫后稳定增收的关键。  相似文献

基于精准识别的一手调查数据,运用最小二乘法的多元线性回归模型,评估西南连片特困地区235个村庄乡村旅游的整体减贫效果,并进一步考察交通设施建设、旅游产业项目建设和旅游就业参与等不同开发环节对减贫效果的具体影响。结果发现:乡村旅游开发的整体减贫效应明显,但是交通设施建设、旅游产业项目建设以及旅游就业参与等不同开发环节的减贫效应存在显著差异;乡村旅游扶贫开发有助于贫困户脱贫增收,针对不同开发环节的具体问题要精准滴灌、靶向治疗,实现乡村旅游扶贫开发的精准发力、精准施策和精准帮扶。  相似文献

基于问卷调查和GIS空间分析,深入剖析贫困户的致贫原因与帮扶需求,识别不同地区的主要致贫原因与帮扶需求类型,探明二者的空间分布特征及其内在关联,并提出相应减贫对策。结果显示:①贫困具有多维性和多重内涵,贫困户的致贫原因类型多样、程度不等,但总体上收入和社会保障不足是其最普遍的致贫原因。贫困地区的主要致贫原因差别显著,同一致贫原因的致贫程度呈现明显地域特征。②贫困户帮扶需求类型多样化,但加大资金帮扶力度、提高基本公共服务水平是其最迫切的需求。贫困地区最主要的帮扶类型差别明显,对同一帮扶类型的需求程度不尽相同。③致贫原因在较大程度上影响着帮扶需求的类型及其空间分布,但不起决定性作用,二者存在错位现象。  相似文献

This is a discussion of the work of the Rural Women Development Council for poor rural women in Cameroon. The concept of absolute poverty involves the measurement of the quantity and quality of necessities required to maintain the average well-being of an individual or group of individuals. The standards are considered to be relative to a particular time and place. Subjective poverty is a state of acceptance by the person who is poor that he or she is poor; it is independent of the perspective of onlookers. Income levels vary resulting, and as a result, poverty exists. Under those premises, the Rural Women Development Council (RWDC) is helping to alleviate poverty in rural women through microcredit schemes. Over 200 women have engaged in farming and small trades. Increased equity, enhanced opportunity, peace and security, participation and sustainable future, in addition to increased income, help to defeat poverty. Strategies for eradicating poverty include enhancing the ability of local communities to adapt to stress, overcome emergencies and improve long-term productivity. The RWDC have observed that loanees are today economically above other rural women.  相似文献

本文运用FGT指数法和AF多维贫困测度法对西安市主城区收入贫困和典型贫困区多维贫困特征进行研究。主要结论:(1)主城区收入贫困空间与城市发展相对较晚的地区、城乡交错的边缘区、内城衰退区、城中村及老工业区耦合;(2)住房维度的贫困发生率最高,其次依次为暖气、电器资产、教育、职业、给排水、卫生设施维度;教育指数对多维贫困的贡献度最大,是主要的致贫因素;(3)老城衰退区(解放门)和外来人口聚集区城中村(鱼化寨)是多维贫困最严重的地区,退化的国企老工业区(纺织城)相对较轻。经济发展历史格局、城市发展政策导向、转型期社会制度变迁等是贫困形成的主要原因。  相似文献

旅游扶贫作为促进贫困地区经济发展的主要手段,在产生经济效益的同时亦存在众多社会矛盾,然而以往研究更多强调主体利益,而未从空间的本质去探讨社会矛盾的表现及过程。本文从多维贫困视角,以施秉喀斯特世界遗产地的牌楼冲社区为例,通过深度访谈等研究方法,探讨旅游扶贫产生的空间非正义的问题。研究认为,旅游扶贫对社区产生的效应有经济收入增加但不均衡、村民参与旅游但机会不平等和旅游服务技能提升但参与能力欠缺三方面,这是由资源不公正分配、村民自主决策权缺失和社区参与边缘化等空间非正义过程导致的。本研究对中国传统乡村向旅游乡村转型的空间再组织过程中,由经济制度、旅游政策、资本、发展话语与实践所带来的社会冲突与风险提供了一个新的分析视角,也促进对旅游扶贫的效应及其空间正义问题的反思。  相似文献

本文通过城市贫困家庭的收入情况、消费情况、社交情况以及城市贫困的社区分布分析中国城市贫困的基本特点。提出三条形成城市贫困的相互影响的机制链条,即由于产业结构调整和经济体制的转轨、社会保障不完善和政府财政实力较弱以及人力资本偏低和市场需求高三方面引发城市贫困。并构建了城市贫困脱贫模式,分析了脱贫过程以及将"内外结合、标本兼治"作为脱贫模式的核心。得出了四个解决措施:一是加强政府反贫困建设,完善社会保障体系;二是提高贫困主体自身素质,强化脱贫意识;三是积极推进再就业工作,完善再就业服务;四是发展非政府组织的扶贫事业,拓宽救助渠道。  相似文献

随着我国的经济发展,出现了收入两极分化的现象,主要表现在贫富人口的收入之比过高、城乡居民收入差距持续扩大、各地区间两极分化加剧等。产生两极分化既有主观原因也有客观原因,其中客观原因主要是价值规律、按劳分配规律、资本积累规律作用的结果,主观原因则在于以往认识的偏颇与政策的不到位。因而在今后的经济工作中,应重视价值规律、按劳分配规律和资本积累规律的消极作用,市场与价值规律不是万能的,不能覆盖全社会。同时,政府必须保证社会公平,既不能越位,更不能缺位。  相似文献

In the context of the continuing and lively debate on the estimates, trends and determinants of rural poverty in India, this article examines the sharp decline, since the late 1970s, in the incidence of rural poverty in the state of Kerala, well known for its record of social development. It is argued that, given the slow rate of growth of the Kerala economy in general and agriculture in particular since the mid-1970s, the ‘trickle down’ theory cannot explain the decline in poverty. Similarly, the fact that rural wages have increased faster than the consumer price index does not constitute a sufficient condition for crossing the poverty line. Expansion of state-directed programmes is seen to be the single most important determinant in reducing rural poverty. The effect of public intervention programmes is roughly estimated to be equal to one fifth of the consumption of rural labour households. The lesson of Kerala for poverty alleviation is that social protection expressed in terms of meeting the basic consumption requirements of the poor, especially the vulnerable among the poor, should be a necessary component of development policy. However, this is not a sufficient condition: there should also be a growth strategy which would provide adequate employment to all members of the labour force from the poorer sections of the population. The current line of official thinking in India, in the context of economic liberalization, is hardly conducive to such a strategy.  相似文献

Abstract:  The soaring expansion of the US prison population is transforming the geographies of both urban and rural landscapes. As the trend in mass incarceration persists, depressed rural spaces are increasingly associated with rising prison development and the increasing criminalization of rural communities of disadvantage. Drawing on in-depth archival and interview research in rural communities in the Northwestern states of Idaho and Montana, this paper explores how cultural productions of poverty and exclusion intersect with rural prison development. I examine how representations of poverty and criminality are entangled with processes of economic restructuring and the localization of economic development and social welfare. I explore the ways in which the rural prison geography of the Northwest is linked to the material and discursive construction of those in poverty and how these narratives are produced through local relations of race, ethnicity, and class. I suggest that the mobilization of these constructions legitimates rural prison expansion, increasingly punitive social and criminal justice policies, and the retrenchment of racialized and classed inequality. Further, I argue that these discursive imaginations of the poor work to obscure the central dynamics producing poverty under the neoliberal restructuring of rural economies and governance.  相似文献

Meghnad Desai of the London School of Economics recently suggested that, rather than ‘giving fifty billion dollars of overseas aid’, we should simply ‘find the poor and give them one dollar a week … That would probably do more to relieve poverty than anything else’. Two experiences in Mozambique of simply handing out money show this is possible. Payments to demobilized soldiers over a two year period and single payments to flood victims were of the order of magnitude suggested by Desai. Rural people had no difficulty cashing cheques and used the money prudently. The money stimulated the rural economy and thus had a development impact. Administrative costs were between 5 and 10 per cent, much less than in other aid projects. Using the Mozambique experience, this article concludes by suggesting that Desai's proposed one dollar per person per week could be paid as a family grant bi‐monthly, which would keep administrative costs low.  相似文献

Even in the current economic situation, in developed countries, rhetoric about cutting "poverty" is misleadingly outmoded—because it implicitly suggests that government income transfers can be the vehicle for achieving substantial reductions in poverty. Almost all Americans already live far above subsistence poverty: most because of their earnings, and the rest because of government transfer programs. This decline in material poverty is obscured by weaknesses in how the official U.S. poverty measure counts income. What is now called poverty is really "income inequality." Reducing income inequality is also a vitally important social goal, but it cannot be accomplished through income transfers alone. The authors argue that, although income transfers have a role to play in lessening the impact of material deprivation, real progress in raising incomes will require building the human capital of the economically disadvantaged. This means both increasing the earnings capacity of lower-income workers and reducing the number of female-headed families.  相似文献

以街道办事处为研究单元,以居民收入数据为基础,采用FGT指数法和矢量数据符号法,分别从收入等级、收入差距、贫困程度等方面对西安市主城区的收入及贫困空间格局展开研究。结果表明:①1收入等级空间特征为"南高北低,西高东低"、"中心城区,高低交错";②街道办之间平均收入差距不大,街道办内部个人收入差距较大;③贫困地区主要集中在老城衰退区、老工业区、城中村棚户区及近郊城乡交错区;④收入高低、收入差距分别与贫困程度呈现反比和正比关系。本文的研究为政府部门从街道层面制定脱贫对策提供参考。  相似文献

Linguistic and social analysis, however, suggests that the crusaders of 1212 were not children, but rather were poor persons on the margins of rural society who were thoroughly imbued with the ideals of the cult of apostolic poverty. As part of the World Bank's poverty reduction strategy, Poverty Assessments have been carried out for a number of countries which analyse who the poor are, the causes of poverty and poverty reduction policies. This article reviews what can be learnt from the twenty-five Assessments prepared for countries in sub-Saharan Africa up to 1996. Whilst other factors are acknowledged in identifying the poor, the Assessments over-emphasize income-poverty defined against an inevitably arbitrary poverty line. The Assessments are shown to be weak in addressing the causes of poverty, often ignoring the historical perspective, political context, and international dimensions such as debt and commodity price trends, focusing instead on the lack of growth in recent years as the main cause of poverty. Weak understanding of the causes of poverty undermines the basis for country-specific poverty reduction strategies: policy recommendations are usually an uncritical presentation of the World Bank's three-pronged strategy of growth, investment in human capital and social safety nets. Although the Assessments do not explicitly acknowledge the point, they suggest that the number of poor people in Africa will continue to rise; nor is there any basis for confidence that policies are being put in place to redress the situation.  相似文献

Over the years, there has been a spirited debate over the impact of the welfare expansion associated with the War on Poverty. Many analysts have maintained that public assistance expansion during this period decreased poverty by raising the incomes of the poor (an income enhancement effect), while others have contended that welfare expansion increased poverty by discouraging the poor from working (a work disincentive effect). There has been considerable empirical research about the historical effect of welfare on poverty, nearly all of which relies on the poverty rate (i.e., the percentage of persons with income less than the “poverty threshold”) as an indicator of the extent of poverty. However, this work has not employed designs that allow researchers to sort out distinct income enhancement and work disincentive effects. We develop a model of poverty rates in the American states that permits estimation of these distinct effects—based on state‐level time‐series data observed annually for the years 1960–90—and we find that welfare had both effects during our period of analysis. We also calculate the net impact of increases in welfare benefits on the poverty rate—taking into account both work disincentive and income enhancement effects. Our results indicate that this net impact is dependent on three variables: the initial level of cash benefits, wage levels for unskilled workers, and the share of the benefit increase provided through cash rather than in‐kind assistance. Because of historical trends in these variables, since the 1970s welfare spending has become increasingly less effective in reducing the poverty rate. However, the significance of this result for policymakers must be tempered by evidence that flaws in the poverty rate as an indicator of poverty make it so that any finding about the net effect of an increase in welfare benefits on the poverty rate underestimates welfare's ability to lessen the true extent of poverty.  相似文献

This paper examines the relationship between size of land holding and family income, based on a recent survey of rural households in Poland. In general, the results indicate a positive relationship between income and size of land holdings, suggesting that successful Polish farmers are expanding their farm holdings through land market transactions. Constraints to efficient functioning of these land markets in Poland are investigated as well, which include high government-determined land transaction costs, complex registration procedures, poor access to mortgage facilities, and a bias against larger farms built into the unemployment benefits system. 科学划分贫困区有助于强化政府反贫困战略实施的针对性、实效性,有助于贫困人口尽快脱贫。本文在综述国内外贫困区划分方法的基础上,运用量图分析法,从动态的角度、省级行政区的层次,划分了中国的贫困省区,并根据贫困省区的经济社会发展特点和变化,分析了导致其贫困的原因,提出了中国贫困省区脱贫致富的措施。分析表明,中国经济社会发展呈现东中西梯级分布的空间特征,贫困省区集中在西部地区;贫困省区的贫困不但表现为收入低、生活条件差,而且还表现为市场化发育程度低、财政基础薄弱、受教育程度低;中国内部区域差距有进一步扩大趋势。  相似文献

村级尺度上探索农村基本公共服务与区域贫困之间的关联特征以及二者耦合作用机理,是实现精准扶贫与乡村振兴战略有机结合的重要一环。本文分别建立农村基本公共服务和多维贫困综合发展监测模型,结合时空探索性分析和耦合协调分析方法,综合揭示两者的时空发展分布特征及其耦合关联关系。2015—2018年研究区内58个行政村的实证结果表明:①研究区内农村基本公共服务的发展呈中段高、南北段低的空间非均衡性分布,整体发展差异呈缩小趋势;②研究区内贫困村的多维贫困状况在空间分布上呈现出中北段地区贫困程度较轻、南段贫困程度较深的格局;③农村基本公共服务与多维贫困存在空间负相关性关联与明显耦合,且自实施乡村振兴战略以来,贫困村多转为同步型发展。研究结果可为现阶段乡村振兴战略的实施提供科学的决策依据和参考。  相似文献
