Based on a relational concept of regional analysis this contribution emphasizes that European Union (EU) Eastern enlargement will primarily lead to a restructuring or intensification of interregional economic relations. However, it rejects the widespread view that at first the border regions at the present EU Eastern boundary would be affected by Eastern enlargement. This view relies on the problematic assumption that the regions' transnational relations are subject to a logic of geographical nearness. The most important nodes of transnational economic relations in an enlarged EU are not the border regions, but certain regional development centres in the interior of the European economic space. Thus the regional impact of EU Eastern enlargement should be differentiated with regard to different types of regions: Particular advantages come towards the structurally strong regions in the interior of the present EU as well as the accession countries, whereas the structurally weak regions at the present EU Eastern boundary can gain advantages from Eastern enlargement only to the extent that they manage to overcome their endogenous blockades concerning cross-border economic cooperation and a positive attitude of the regions' population towards European integration.  相似文献

This paper raises questions of centralisation versus decentralisation in European Union policy making, especially regarding regional policy. Shifts towards multi-level governance in the 1990s increased the partnership principle with sub-national governments. However, while regional disparities between countries has lessened, that between regions on some measures has increased. This will undoubtedly be an increasing feature in the context of EU enlargement. A history of centralisation in many such countries makes development of intermediary networks and institutions imperative if regional disparities are, again, to be reduced.  相似文献

过剩通勤是衡量城市居民职住空间组织和通勤效率的重要指标。本文以快速工业化城市中山市为例,采用2012年中山市交通调查数据,分析中山市职住空间平衡与过剩通勤状况。通过线性规划模型计算发现,中山市居民的通勤距离、过剩通勤率(E)、通勤容量(Cu)使用率均普遍小于国内大城市和西方城市。城市空间结构与土地利用、产业结构与就业结构对中山市的通勤特征的形成有重要的影响。过剩通勤各项指标与户籍、职业类型和家庭收入有显著的相关性。表现为家庭收入越高,过剩通勤率相对较高。机关事业单位和企业行政办公人员通勤效率较低,而产业工人通勤效率较高。非本市户籍人口通勤效率高于本市户籍人口。  相似文献

地理时空大数据为通勤行为和城市空间结构研究带来了新的机遇。基于一周地铁刷卡数据,采用出行链(trip-chain)数据模型对用户一天的出行进行描述,建立通勤识别规则,识别出上海市域的职住空间和通勤格局。上海市域平均通勤时间为35 分钟,通勤主流向是向心流,说明上海市域依旧表现出强单中心结构。市域就业单中心与居住郊区化并存,中心城区多核心就业已经形成。在此基础上进一步分析中心城区13 个就业(次)中心的吸引范围、模式以及在整个市域的影响力,讨论多中心发展对职住平衡与通勤消减的意义。结果表明:多中心发展有利于城市通勤的合理分配,虽然次中心的平均通勤时间不一定减少,但是就业(次)中心已经表现出对邻近地区的通勤吸引和对主中心的通勤分流。  相似文献

建立低碳城市发展模式和都市空间结构是当前城市规划的重要实践内容之一。结合对南京市江宁区典型居住区的调研数据,文章初步分析了城市居住区周边土地混合度对通勤交通碳排放的影响。结果表明:①城市中心区土地混合度与通勤交通碳排放呈高度负相关;②在通勤交通碳排放中,私家车通勤碳排放占主导地位;③不同小区居民通勤交通碳排放呈现明显差别,城市中心区居民低碳排通勤交通方式特征显著,而城郊居民通勤方式呈现高碳排特征;④城市中心区土地混合度与低碳出行比例呈高度正相关。未来,应适当提高各城市功能区土地混合度,改善居民的通勤结构,进而减少通勤交通产生的碳排放,构建低碳城市。  相似文献

The development problems of a largely agricultural rayon directly south of Tbilisi are described. The author cautions against supporting planned urban development in the rayon center (Marneuli) at the expense of rural labor and resources because: (a) agriculture here is by nature labor-intensive and functions relatively effectively in its present form and (b) the problems created by an exodus from the countryside should not be intentionally repeated here. Rather, the use of rural labor from other areas and reverse commuting from Tbilisi is advocated, as is the dispersion of new development more widely across the rayon, within a Marneuli “rural-urban agglomeration.” The proposal seeks both to keep a functional system of agriculture intact and to ensure controlled growth of the rayon center, arguing against a mechanistic approach to spatially concentrating resources and productive potential (translated by Andrew R. Resource towns often exist on a knife‐edge, largely depending upon global demand for their resource/s and, at the same time, playing a critical role in the development of a nation. The transition from single resource towns to diversified economies has been modelled on several occasions, but their application to other resource locales is difficult given the unique interplay of geographic, political, social, and economic factors. Nonetheless, Innis' Canadian staples theory may explain the political motivations of resource extraction and exportation, not least in relation to the Western Australia Goldfields. This paper seeks to explore the theory's potential in this context by examining the implications of high labour mobility. It employs a two‐step process using, first, a social network analysis to map the entire Australian labour commuting network and, second, a regression analysis of commuting, regional wealth, and population size against population change. While the Goldfields historically grew in line with processes described by Innis' theory, contemporary high labour mobility has created a variegated landscape of different development dynamics and trajectories. This finding carries implications for network patterns of residence and work. Labour acts to extend the distribution of wealth by sending incomes to the metropolitan core and to amenity‐rich regional towns across the State and nation. In such light, regional development scholars must view the resource town in its broader urban system of distinct but interlocked, and sometimes overlapping, activity nodes.  相似文献

North American cities have undergone dramatic changes over the last century. Locations that were once inconvenient have become accessible through extensive road networks leading to population decentralization from the traditional urban centre to suburbia, creating polycentric sprawls from once monocentric communities. Hamilton, Ontario is one such city. The decentralization and urban decline of the city is widely attributed to sprawling development. This change in the sociospatial structure creates challenges for transportation planners as we see greater automobile dependency, greater commuting distances and increased congestion. Smart growth policies such as urban residential intensification (URI) aim to increase population densities in the urban core. This exploratory study estimates the benefits of such policies from a transportation aspect. It is predicted that the City of Hamilton will experience household growth of approximately 80,000 households over the period 2005–2031. Using IMULATE, an integrated urban transportation and land‐use model, a variety of development scenarios model this anticipated growth. Changes in vehicular emissions, traffic congestion and energy consumption as a result of URI are examined. Models of the land‐use/transportation relationship demonstrate how increasing population densities within a city's urban centre drastically reduce congestion, emissions and gasoline consumption.  相似文献

幸福不仅是个人的心愿,也是城市管理者的执政目标之一,因此,对于城市中普遍存在的通勤时间过长所带来的心理影响研究十分必要。本文采用中国家庭追踪调查(CFPS)数据,考察了通勤时间对于个人主观幸福感的影响。实证结果显示,通勤时间对于个人幸福感存在显著的负向影响,随着个人通勤时间的增加,个人幸福感也随之降低。通勤时间与生活满意度也同样呈现显著的负相关,这也证明了结论的稳健性。通过进一步考察通勤时间负面影响的异质性发现,通勤时间对幸福感的影响在不同社会群体间存在差异,对于个人收入高、教育程度高、家庭收入高的居民而言,通勤时间所造成的负面心理影响更大。因此,政府应重视通勤对居民幸福感的影响,并致力于提高交通效率。  相似文献

改革开放以来,工业化与城镇化成为我国经济快速增长和社会全面发展的主要驱动力。城市现代化与交通运输网络体系的建立促进了城乡一体化发展,缓解了城乡二元结构矛盾。但由于我国人口众多,基础设施建设不足,城市发展面临的主客观因素复杂,发展协调性问题日益突出。大城市尤其是百万人口以上的特大城市,城市盲目蔓延,生态环境污染与破坏严重,发展严重不协调。针对我国特大城市发展协调性问题,对其发展背景、挑战、研究的必要性和创新模式构建等根本性问题进行初步的探索研究,以全面促进我国城市健康可持续发展。  相似文献

Commuting is defined as journeys to work or study that cross the administrative boundaries of minor civil divisions. This poses problems in the statistical analysis of some metropolitan areas, such as Baku, where large suburban territories are administratively under the jurisdiction of the central city government. Time series on commuting exist for trips from rural to urban areas, and help distinguish oblasts and major economic regions of varying levels of rural population mobility. This mobility is highest around large cities that exert a strong pull (Moscow, Leningrad, Kiev, Minsk, Khar'kov, L'vov). Rural population mobility is low in Siberia and Kazakhstan, which have a sparse network of industrial centers and low rural population density, and in Central Asia, where the indigenous population is distinguished by low social mobility. Census data for commuting in 1970 yield a typology of cities in terms of the character of commuting. Commuting distances and means of transportation are analyzed for different city size classes.  相似文献

Research on regional economic development increasingly embraces more nuanced perspectives on the evolution of clusters, industries and agglomerations. The extent to which the emergence and decline of clusters can be directed with intentional regional development strategies is, however, a major point of discussion. The article links the cluster life cycle concept to regional development strategies in order to examine the trajectory of Europe’s largest chemical complex in and around the Port of Antwerp (Belgium). This chemical cluster has matured and currently is in a state of stability. Although the cluster did not experience growth over the last decades in terms of new entrants, it did transform internally and maintained its importance as a production centre. Thus, whereas lock-in mechanisms hampered growth, they also prevented the cluster from going into a state of decline. We argue that while regional development strategies stimulated new emerging clusters in the Flemish region, vested interests in the port and associated lock-in mechanisms have resisted such developments in Antwerp. New growth trajectories based on the chemical cluster were therefore difficult to recreate in the Antwerp region.  相似文献

Globalization has had an enormous impact on traditional industrial structures. It almost seems that everything is everywhere the same. And yet, in reality, some regions in a single industrialized country enjoy rapid economic growth while others are downsizing or stagnating. Thus there must be some remaining regional competitive advantages—even in the “Age of Globalization”. This paper engages in a quest to discover what these modern location factors might be and how and why they are necessary in creating dynamics and regional growth. In doing so, we link the driving forces behind these modern location factors with regional performance and eventually arrive at a concept of a regional lifecycle and its key dynamics. Using data that paint a comprehensive picture of industry and regional development in Germany we try to find empirical evidence for our approach.  相似文献

ABSTRACT

Periods of ongoing growth in the economy and demographics have come to a halt for many European regions for various reasons, challenging their economic development prospects. Despite the heterogeneous nature of stagnation, decline, peripheralization or even stigmatization to be found there, these configurations ‘beyond growth’ have in common that short-term ‘fire-fighting’ policy approaches aiming to foster regional economic growth face some important limitations. We argue that this has to do, among other things, with the overall direction of established and orthodox planning approaches that are predominantly based on growth-oriented paradigms and implicitly or explicitly work with dichotomous categories such as core–periphery and metropolitan versus non-metropolitan spaces; these do, however, not capture local realities in these cases. Using the notion of non-core regions, we plead for conceptualizing non-core regions and their regional economic development trajectories in different ways: thinking ‘beyond growth’. Such alternative ideas should be informed by alternative understandings of growth, development and sustainability in order to influence theories and concepts, but also to support new approaches to planning practice. To this aim, we discuss non-core regions from a social constructivist perspective, elaborating some points of departure for conceptualizing and practising regional planning ‘beyond growth’.  相似文献

Over the past 25 years social scientists attempting to explain the dramatic changes in the relative distribution of urban and rural population growth have gravitated toward two competing explanations. The regional restructuring hypothesis holds that changes in the spatial distribution of employment opportunities have been dominant whereas the deconcentration hypothesis attributes these changes to changes in residential preferences of workers and consumers. We develop an empirical test of these two explanations based on whether commuting and migration are positively or negatively related after controlling for other economic factors. Our econometric results support the deconcentration hypothesis.  相似文献

网约车的普及重塑了居民的通勤行为。城市建成环境作为居民通勤出行的制约因素,是交通地理学的重要研究议题。采用海口市滴滴出行订单数据,刻画格网尺度的居民通勤时间与通勤距离的空间分异格局,并运用地理探测器分析城市建成环境对居民通勤出行的影响。结果表明:(1)早晚高峰通勤时间在空间上表现为中间集聚、四周分散的分布特征;早晚高峰通勤距离呈现梯度递增的圈层结构。(2)不同维度的建成环境因素对通勤时间和通勤距离的影响程度不一;其中距公交站距离、距市中心距离、职住比、道路邻近度是核心影响因素;人口密度、就业可达性、路网密度产生较为显著的影响。(3)从影响效应看,交通区位优越、职住趋于平衡、道路邻近度高、就业可达性好能引导网约车与多元交通协同发展。结果可为改善交通出行环境、优化居民通勤结构提供借鉴。  相似文献

保障性住房建设解决了大量城市低收入家庭的住房问题,但大多区位偏远、交通不便,远离城市就业中心,导致低收入人群的通勤成本上升,进而对其就业和收入产生影响。本研究以昆明市为样本城市,选取廉租房、公租房和经适房3类保障性住区,利用通勤距离、通勤时间、通勤方式、工作地点等指标,从居住-就业空间匹配角度,揭示保障性住区居民就业空间特征;并通过建立包含空间虚拟变量的多元回归方程,揭示了保障性住区居民就业空间特征对其收入的影响。  相似文献
