The reconstruction of polity boundaries is essential for the study of political evolution, but few enhancements to archaeological boundary estimation methods have been proposed in recent years. New techniques of terrain modeling and geographical analysis provide the means to augment traditional methods of boundary estimation. In this paper, I review archaeological methods for estimating the spatial location of boundaries between independent polities and ways to modify these methods to explore the processes of political expansion in the evolution of complex societies. I demonstrate several of these methods using data from Postclassic polities in the Yautepec valley, Morelos, Mexico. Through time, seven independent polities were founded, expanded, and were ultimately incorporated within two levels of regional political administration. I apply new quantitative methods for the estimation of polity territories and explore the processes that resulted in the formation of a regional polity. The resulting boundaries are objective estimates of the location of borders based on energetic efficiency that can be systematically tested against theoretical models. These estimated boundaries provide a basis for exploring the social meaning of territorial divisions. Additionally, energetic boundaries provide a means for delineating local zones for landscape utilization and comparative analyses.  相似文献

Traditional institutions in Africa and their role in a decentralized administrative framework has been the subject of analysis in recent times. However, these discussions have centred largely on political power and local control of resources, to the neglect of the challenges of local government boundary setting and its consequences for local development. Therefore, in countries implementing decentralization with existing strong chiefdoms and traditional areas of jurisdictions, such as Ghana, little consideration has been given to the effects of local government boundaries on community cohesiveness and local development. This article examines the challenges of decentralization in Ghana with particular focus on district administrative boundaries. It argues that the non-coincidence of the 'traditional' ethnic boundaries, namely Traditional Areas, and the 'formal' district administrative boundaries of some districts as well as the absence of an integrative system of traditional and modern governance present a challenge to local and district development under the present decentralization process. The article concludes that district boundary setting should be a process of 'negotiated contract' between the state and communities of which the boundary is meant to create a local government territorial area of jurisdiction. This process entails that the criteria for boundary setting take into account both cultural and economic factors.  相似文献

Abstract. Globalisation, fragmentation and the emergence of identity politics challenge the myth of the homogeneous nation-state. They also lend increasing importance to processes of national boundary construction. This article argues that the dichotomy of ethnic and civic nations which traditionally informs much of social science discourse on nations and nationalism is inadequate to analyse how nations distribute membership. The same is true of the Meineckean distinction between cultural and political nations. Both typologies fail to account for some actually existing types of national boundary construction and they suggest that, in any instance, the process of boundary construction is homogeneous, universal and generic. As a consequence of these shortcomings, the ethnickivic dichotomy needs to be revised, by disentangling different organising principles at work in defining the boundaries of ethnic and civic nations: ancestry, race, culture and territory.  相似文献

Boundary studies in political geography have largely focused on the presentation of empirical case studies. There has been little development of a theory focusing on the multi-faceted nature of both spatial and group boundaries, and the interlinkages between them. An analysis of the boundary concept within the context of the Israeli-Arab conflict points to the importance of understanding both internal and external perceptions of threat. This is reflected in the dual political discourse of physical security and space purification, the former being used as a means of securing territorial boundaries, the latter in an attempt to obtain boundaries between competing national groups. Idealistic solutions to the Israeli-Arab conflict would result from an emphasis on human rights as an alternative to the traditional spatial discourse.  相似文献

Extractive activities such as oil drilling, mining and fishing often appear implicated in international maritime boundary disputes. While natural resources' crucial role as a catalyst for conflict has been well-noted in the literature, such an approach has typically assumed a contextual and passive position of natural resources with little political agency for altering the dynamics of a confrontation. This paper provides an alternative perspective in which resource activities constitute a willful agent that works in part to govern the course of the boundary dispute. Drawing on Foucault's notion of governmentality, I look at how South Korean fishing activities near a disputed maritime border between the two Koreas, called the Northern Limit Line, may be imbued with intentionality representing an indirect arm of the state's geopolitical agenda. Mobilizing the realist narrative of an immovable border and the mundane tactics of education sessions and at-sea radio communication, I suggest that the South Korean government is seeking to create subjects in fishers to reinforce the state objectives of boundary legitimization and defense of claimed waters. The analysis, however, also demonstrates an ambivalent nature of governmentality, with fishers muddling the state interventions through their own conduct and rationale. The South Korean government thus faces a delicate task of managing the fishing operation vis-à-vis the boundary dispute. Taking the seemingly innocuous resource activity such as fishing to the center stage of power relations, this paper also tables one way of engaging with maritime boundaries, one of the understudied domains in political geography.  相似文献

While scholars have described vertical nation‐building narratives that genealogically anchor a specific group to a specific territory (Smith 1981; Eriksen 2002), I argue that, in addition to vertical strategies, expressions of international solidarity constitute horizontal nation‐building strategies. Expressions of international solidarity can be used to maintain local ethnic boundaries and reinforce local divisions. By adopting an ally, expressions of international solidarity also designate an adversary, making the boundary between the two a possible incentive for solidarity. In Northern Ireland, some Unionist and Nationalist political entrepreneurs rely on expressions of international solidarity with Israelis or Palestinians, respectively, to make adversarial ethno‐national claims to the nation‐state. This study examines flags, graffiti, murals and political speech on display in Northern Ireland that advocate for either Israelis or Palestinians. Through the concept of ‘borrowed legitimacy’, I acknowledge the strategic use of the ethnic boundary in expressions of international solidarity.  相似文献

Indian trawl fishers in the Palk Bay regularly engage in cross‐border fishing to the detriment of Sri Lankan artisanal fishers whose nets are irreparably damaged. Increasing tension between Indian trawl fishers from the state of Tamil Nadu and Sri Lankan artisanal fishers from the Northern Province has resulted in the Sri Lankan government patrolling the international maritime boundary line (IMBL) more stringently and increased arrests of Indian trawl fishers. This paper argues that the present “fisheries crisis” in the Palk Bay must be understood from a political ecology perspective that takes cognizance of the circuitous nature of capital accumulation and how fisher conflict, ethnicity and the politics of the nation‐state have shaped the spatial practices of accumulation. In a changing global context where semi‐industrial vessels are increasingly crossing boundaries, it argues for more context specific studies of processes of capital accumulation.  相似文献

Boundaries are an increasing focus for academics and practitioners seeking to understand public policy dynamics. In anti-corruption policy how these boundaries are established and by whom has far-reaching implications for public trust. Drawing on interview data, this paper explores the enduring tensions and administrative conflicts at play in three key aspects of the anti-corruption boundary making process: behaviour, responses and institutions. The evidence presented demonstrates that these boundaries are unstable and unresolved. While some tensions, such as those between morality and the law, are enduring, many of the administrative conflicts indicate a sensible and purposeful balance between the important considerations of accountability and responsiveness on the one hand, and efficiency and effectiveness on the other, is yet to be achieved.  相似文献

Cartographic visualization of past changes in ownership and management of real estate provides a basis for historical research, decision-making, and political discourse. Surveys associated with land title deeds represent unique and legally valid geographic records of historical boundaries, including those of some Spanish-Mexican land grants in the American Southwest that are currently administrative subdivisions of state. Accurate representation of land grant boundaries that were surveyed during the nineteenth century is problematic due to imprecise instrumentation, error of record, and uncertainty in landmark location. This study assesses the utility of coordinate points from US Bureau of Land Management (BLM) “brass-cap” monuments (cadastral points) for cartographic reconstruction of three New Mexico land grant surveys that exhibit distinct geographic characteristics. Findings reveal discrepancies with respect to land ownership maps produced by the BLM and provide insight to decisions made during surveying. These reconstructed boundaries are also compared to boundary maps produced by the BLM, based on comparisons with the original surveys and relative to known boundary markers. This study highlights the practical importance and potential scholarly applications of reconstructing geographic boundaries of politically active community land grants in a contemporary context.  相似文献

In the South Caucasus—roughly the territory of today's Armenia, Georgia, and Azerbaijan—the transition from the Middle Bronze Age (MBA) to the Late Bronze Age (LBA) is equated with fundamental shifts in settlement patterns, subsistence economy, and political strategies. During the mid-2nd millennium BC, nomadic pastoral societies that had dominated the region began to settle down and construct stone fortresses along the foothills of the Lesser Caucasus; these fortifications largely replaced the expansive and often opulently adorned kurgan burials as the most prominent expression of political dominance on the landscape. After a decade of intensive archaeological study at various fortifications, very little remains known about the political and economic relationships among fortresses on a regional scale that might improve our understanding of the roots of these sociopolitical transformations. In this paper, we highlight the results of a recent neutron activation analysis (NAA) of ceramics from elite and non-elite contexts at a selection of LBA fortresses on the Tsaghkahovit Plain in northwestern Armenia, and offer some preliminary interpretations about political and economic organization and boundary formation. Most strikingly, the NAA data suggest that the fortresses on the Tsaghkahovit Plain appear to have isolated themselves economically from surrounding valleys, perhaps in an attempt to forge boundaries and legitimating ideologies attendant to new political formations that were quite distinct from their nomadic predecessors in the MBA.  相似文献

Municipal boundaries shape the influence of local government on patterns of development and disparities. Based on a largely qualitative assessment of initiatives to change municipal boundaries of Arab localities in Israel between the 1960s and 2001, we aim to demonstrate the tension between geographical‐administrative considerations and political, particularly geopolitical, issues at two levels: Arab claims and central government decisions. We emphasize that municipal boundary conflicts provide broader insights on societal transformations and dilemmas, as well as influencing them. Growing activism of Arabs and trends of political decentralization led not only to class‐based demands, but also to ethno‐national‐based demands. In addition to development needs with an emphasis on equality, claims of Arab municipalities also reflect aspirations to reverse consequences of the 1948 war and to redefine the Jewish essence of the state. A major dilemma among Arabs is whether to emphasize geographic‐administrative justifications or to explicitly take the ethno‐national path. Among central government decision‐makers, an explicitly political discourse has apparently given way to a professional one, which faces dilemmas of incorporating unique political‐cultural attributes of Arabs in professional assessments, and balancing them with concerns of security and state identity. Whereas professional jargon is not value free and can mask political agendas, dialogues based on a professional jargon could lead to solutions in otherwise dead‐end political disputes, although such dialogues could gain momentum only if showing results.  相似文献

When ethnicity is said to be manifest and practised through handicrafts, these seemingly innocent objects become political. They raise questions concerning who can do what handicraft, who can use what symbols or what developments are “allowed”. They illustrate the continuous production of ethnic norms and boundaries, especially when global tourism enters into the equation. Taking a social constructivist perspective, our study addresses ethnic boundaries and boundary-making in handicrafts in northern Sweden, Norway and Finland. Our findings are based on fieldwork (35 interviewees) with people of diverse local backgrounds making and selling handicrafts. Methodologically, we avoid preselecting people based on ethnicity, but instead contribute to an understanding of the constitutive processes of ethnicity by looking at how ethnic talk comes into conversations about handicrafts. Our findings demonstrate that the interviewees draw an ethnic divide between “Sámi”/“non-Sámi”, while other ethnic-choices move to the background. This divide can be seen to be amplified by tourism. The boundary for who can make a Sámi handicraft or use Sámi symbols remains significant, yet also fluid. The article deepens the understanding of the Sámi/non-Sámi ethnic categorization, here in relation to handicrafts. It also helps unravel the complexities between tourism, ethnicities and handicrafts more broadly.  相似文献

We suggest attention to policy regimes provides a fruitful means for joining the contributions of scholars who study policy processes with those who are concerned with governance challenges. Our research synthesis underscores the limits of existing theorizing about policy processes for problems that span multiple areas of policy and highlights the prospects for and limitations of governing beyond the boundaries of subsystems. We suggest new avenues for theorizing and research in policy processes based on the concept of a boundary‐spanning policy regime. We develop notions about this type of policy regime within the context of the broader literature about regimes in political science, discuss the forces that shape the strength and durability of such regimes, and provide a variety of examples. This synthesis challenges the focus of policy process scholars on subsystems and broadens the traditional focus on policymaking to consideration of the dynamics of governing.  相似文献

Beatrix Potter's classic children's book, The Tale of Peter Rabbit , offers an example of a well-entrenched view of property and its geographies. Drawing on this, and current scholarship on law and geography, I explore the ways in which the spatial boundaries of property are formally conceived. I then compare this model with the findings of a qualitative research project on people's everyday practices and understandings of their garden boundaries in inner city Vancouver. While this provides partial support for the formal model, I find more pervasive evidence for a very different view of the boundaries of property. While the dominant account assumes a determinate, individualistic and ordered view of the boundary, my findings suggest a more relational, porous and ambiguous alternative. The gap, however, proves instructive. In conclusion, therefore, I return to law and geography to reflect on the importance of thinking through the ways legal forms, such as property, are materially and spatially enacted within particular places. Finally, the study alerts us to the multivalent political possibilities of property. While property can, indeed, be individualistic and reified, it also contains more collective and fluid meanings.  相似文献

Research evidence and pleas that humans are undermining their own survival on a robust and unforgiving planet seem to be falling on deaf ears. The drive for economic and military security remains more powerful than the evidence that both of these objectives are being undermined by environmental damage, social disruption, unjust treatment and forced migration. Yet the signs are growing that environmentally and socially sound futures may be vital prerequisites for economic and military stability. So, at the heart of multi-nationalism, sustainable development is beginning to be recognized as a crucial element in reliable international agreements. The consequence of all this is that environmental science has become highly political, and geographers need to recognize and work within an expanding political process. Examples of new forms of governing via sustainability science for sustainable futures are offered in the latter part of the paper, especially at local government level. The antagonistic pressures of established power and economic hegemony are never far away. Indeed, the confirmation of these established patterns of power still pervades the politics of environmental science. But it is possible that these antagonistic political frameworks are beginning to be transcended by the more influential aspects of sustainability partnerships incorporating new arrangements between government, private capital and civil associations. These partnerships will not be easy to create, for they criss-cross boundaries of familiarity and rules of operation. But geographers can play a critical role in helping to shape them and assess the best circumstances for ensuring their success.  相似文献

This symposium draws attention to innovative and emerging research in Australian public policy exploring the interplay of governance, public policy and boundary-making. Conceptually and substantively, boundaries are fundamental to understanding policy outcomes, yet remain overlooked and undertheorised. We aim to contribute to public policy debates, in Australia and beyond, by provoking further reflection on this theme, in particular, the distributive effects of boundaries in policy-making; the blurring of boundaries implicit to governance frameworks; the crossing of boundaries, especially by policy-officials within and between institutions; the construction of boundaries to separate and marginalise; and the existence of temporal–spatial boundaries that demarcate jurisdiction and authority. In short, the study of governance and public policy-making is marked by multiple different types of boundaries but the way in which boundaries get drawn and redrawn is also suffuse with political contestation meaning they raise crucial questions about the exercise of power.  相似文献

This article investigates how expansive new security projects have gained both legitimacy and immediacy as part of the 'global war on terror' by analysing the process that led to the fencing and securitising of the border between India and Bangladesh. The framing of the 'enemy other' in the global war on terror relies on two crucial shifts from previous geopolitical boundary narratives. First, the enemy other is described as not only being violent but also as outside the boundaries of modernity. Second, the enemy other is represented as posing a global and interconnected threat that is no longer limited by geography. These two shifts are used to justify the new preventative responses of pre-emptive military action abroad and the securitisation of the borders of the state. This article argues that in India the good and evil framing of the global war on terror was mapped onto longstanding communal distinctions between Hindus and Muslims. In the process, Pakistan, Bangladesh and increasingly Muslims generally are described as violent, irrational and a threat to the security of the Indian state. These changes led to a profound shift in the borderlands of the Indian state of West Bengal, where fencing and securitising the border with Bangladesh was previously resisted, but now is deemed essential. The article concludes that the framing of the war on terror as a global and interconnected problem has allowed sovereign states to consolidate power and move substantially closer to the territorial ideal of a closed and bounded container of an orderly population by attempting to lock down political borders.  相似文献

In this paper, I deal with representations of Palestinian women and their experiences with Israeli national security. In particular I explore how the political philosophy of Agamben and feminist psychoanalytic ideas of “abjection” could assist in understanding the nature and flexibility of the power relationships between Palestinian women and the Israeli state. I pay specific attention to moments when women carry out suicide attacks or when pregnant women in labour are forced to give birth at the checkpoint. I argue that, from a Western perspective, pregnant and exploding women's leaky bodily boundary embodies Israeli fears about the leakiness of the border between Israel and Palestine, fears which necessitated the construction of a so‐called “security fence” in order to create a hermetic border. As such, I emphasize women's capacity to produce, heighten and dissolve boundaries, bodily and political, thereby advancing a radically different kind of political geography.  相似文献
