This article seeks to establish that the 1892 general election marked a major change in the relative positions of the parties in the Unionist alliance. Not only did it reveal the limitations of the Liberal Unionist Party's strategy and appeal in an age of increasingly organised, mass politics, but it also acted as a brake on the ambitions of the new leader of the Liberal Unionists in the house of commons, Joseph Chamberlain. It argues that the Liberal Unionist Party suffered a more severe setback in 1892 than has been recognized hitherto and that Chamberlain's attempts to revive his party both before and after the general election were now prescribed by the reality of the political position in which the party now found itself. Rather than regarding the fluid political circumstances of the 1890s as the outcome of an emerging struggle between increasingly polarised ideologies, it seeks to reinforce the significance of local political circumstances and the efficacy of party management in the growing dominance of Lord Salisbury and Arthur Balfour and the Conservative central organisers.  相似文献

This contribution examines the relationship between the ruling Frelimo party and the state it controls in post‐socialist Mozambique. It argues that while democratic reforms may have altered state structures since the end of single‐party socialism in 1992, power remains concentrated in Frelimo, which has actually increased its hold and become more deeply entrenched during the liberal period. The party is not only the dominant political force in the nation, but its structures provide a layered form of social stratification within the nation and also one of the major routes of social mobility available to many Mozambicans. Democratization has largely allowed the party to become one of the primary ‘arenas of negotiation’ in Mozambique by channelling various demands and interests through its internal structures.  相似文献

Recent population forecasts issued by the U.S. Census Bureau suggest that by 2030 Sunbelt migration could result in two-thirds of all Americans living in the South and West. What's more, 30% of all Americans could live in California, Texas, and Florida (U.S. Census Bureau, 2005). Regardless of whether such high levels of continued Sunbelt migration occur or other patterns emerge, population movement will have electoral implications as the composition of migration streams change the balance of party identifiers at both origins and destinations. To illustrate how migration streams can exhibit very different levels of ‘political effectiveness,’ this research substantively addresses three key issues under-examined in the current literature: 1) the ability of migration to both reinforce and dilute party strength, 2) the changes in partisanship at the origin and destination of migration streams effected through processes analogous to ‘packing’ and ‘cracking’ in electoral redistricting literature, and 3) the importance of migration selectivity. This research uses an innovative, albeit far-from-precision method to suggest how recent U.S. migration trends may portend changes in Republican and Democratic partisanship. Using 2000 Presidential election exit polls by state, along with 1995–2000 PUMS migration data, individual party identification is inferred from individual migrant characteristics. This research calls attention to and argues for research to address the highly complex relationships of migration with electoral geographies.  相似文献

This article analyses the gravity and reasons for the crisis currently affecting the French Socialist Party. Going beyond the electoral disasters of 2014, it situates this crisis within the context of the destabilisation of the French party system due to growing divisions on the left and on the right caused by the evolution of the European Union in the current context of economic crisis. The left/right cleavage that structures the functioning of the political system is being called into question by an alternative cleavage that increasingly opposes the supporters of European integration against their opponents. The cross-cutting nature of these two cleavages will henceforth prevent the left from uniting on a programme of government. Within the Socialist Party itself this phenomenon is a factor of serious division and, as a result, makes the government's parliamentary base more fragile. It further deepens the long-standing differences on economic policy because of the explicit choice made by the Socialist government in favour of a supply-side approach. The Socialist Party seems to have arrived at the end of a political cycle where it will have to make choices that it has postponed for many years, with the risk of breaking up and with the threat of starting an electoral and political decline that could ultimately deprive it of its status as a party of government.  相似文献

Traditionally, research on political preference has primarily focused on adults within their local political context. This research attempts to show that the perceived political preference of children is part of their national identity, and encompasses not only local politics but also the global and regional discourse. The present study surveyed 1187 Palestinian adolescents attending school, grades 5–7, in the West Bank to examine whether children's future political party preference is grounded in local/global discourse. The findings revealed a discrepancy between participants' perceptions of the local dominant political party and their projected political party preferences. This research argues that political party preference is facilitated through the transcendence of national identity embedded in children's geopolitical agency. The significance of the findings emphasizes that territorial boundaries are artificial; therefore, children's geopolitical agency is impacted by extraterritorial discourse and is able to transcend the local and regional context into a global politics.  相似文献

日本自民党是一个特殊的复合政治结构,其对政治资金的需求不仅数量巨大,而且划分为党的正式组织、派阀和党属议员三个方面。在资本主义竞争型代议制民主政治体制下,政治资金的来源有国家供给和政党或政治家自行筹措两种基本模式,但两种模式都无法保证所谓的“公正”。在1994年《政党助成法》通过之前,日本政治资金筹措制度不仅不能保证资本主义民主政治的“公正”,还引发出政治体制的生存、执政党的组织整合以及统治效能方面的问题。日本统治集团对政治资金管理法制进行改革主要是为了维护保守政治统治,提高其效能。  相似文献

The article argues that the European Union, despite being a different kind of polity, has political myths that are similar to those that have characterised nation‐states. It examines two types of political myth – foundation and exceptionalism – and demonstrates that they have been used in an attempt to make the European Union understandable and acceptable as a form of governing. The article also argues that political myths about the EU have had limited success not only because they are based on the same content as national myths but also because they do not always conform to recognisable narrative forms. The EU, with its ambiguous aim of creating ‘an ever closer union’, does not provide the basis for sacred narratives that become normative and cognitive maps that make the new polity ‘normal’ and provide the EU with ontological security.  相似文献

This paper highlights the geographical contributions made to academic debate about democracy, representation and the role of the political party. It argues that while geographers have made important arguments in relation to the structure and operation of representative democracy, there is scope for paying greater attention to the internal spatial dynamics of the political party. A successful political party requires a balance between the national party machine and its local membership base. This paper draws on research to explore the way in which the British Labour Party sought to renew its local membership base by adopting community organising techniques and establishing a new arms-length organisation, Movement for Change (M4C), between 2010 and 2015. It uses this research material to highlight the importance of the internal balance of power within any political party, and the need for a multi-scalar approach to understanding the successful operation of any political party.  相似文献

This article compares the impact of globalization on the political systems and political economy of Russia and China since the beginning of their respective reform periods. Overall, it argues that both should now be viewed within the paradigm of ‘developmental states’. The article first presents some comparative economic statistics on the changes that have taken place. Second, it looks at the converging attitudes of the two regimes towards industrial restructuring and privatization, highlighting the continued role that they both reserve for state direction. This includes an orientation towards national industrial champions. Third, the evolution of policies of both states towards guided democratization are discussed leading to an assessment of the importance of nationalism in their responses to globalization, particularly in the recent doctrine of ‘sovereign democracy’ of Putin's United Russia party. Finally, the article argues that a greater wariness towards western recipes for political and economic development will frame the efforts of both states to construct a more cooperative bilateral relationship.  相似文献

The Greens at the 2004 Queensland State election almost trebled their primary vote from 2001, an increase suggesting the party has already filled the vacuum left by the declining Australian Democrats as the State's principal Left-of-Centre minor party. This article argues, first, that much of this growth in support can be attributed to the substantial interstate migration to the State's southeast, a pattern that has contributed to a partial transformation of Queensland's traditional political culture to one more disposed to Green support. Second, given that this growth is set to continue, it is argued that the Queensland Greens are yet to maximise their vote. This article analyses the 2004 Queensland State election results to determine the impact of Green preferences under the State's Optional Preferential Voting (OPV) system, and to locate where geographically, and among whom demographically, Green support was strongest. A rudimentary profile of the ‘typical’ Queensland Greens voter is also offered.  相似文献

By-elections have the capacity to result in political outcomes beyond simply filling casual vacancies when they arise. This paper examines data pertaining to federal by-elections in Australia since 1949 in order to ascertain the extent to which there have been changes in these special electoral contests. This paper argues that, although the rate of representational change has not been great in federal by-elections, there has nonetheless been an evolving notion that these contests give non-major party candidates greater scope to influence the political debate. However, it is also argued that this enhanced scope for non-major party 'trouble-making' has been the product of an emerging feature in Australian by-elections-specifically, the increasing incidence of strategic absenteeism by the major political parties.  相似文献

Based on fieldwork and archival study in a small north Puglian town, this article explores the complex interrelationship between kinship and politics. In the context of a recent local election, it seeks to show how ties of kinship and affinity provide a moral framework and idiom for civic cooperation, and how shared political ideologies and a common political heritage define and reinforce a sense of lineage identity. It argues that a failure to engage with the implications of 'kinship beyond the household' has both detracted from the analysis of Italian local politics and impeded our understanding of the long-term resilience of wider kinship forms,especially in periods of acute system change.  相似文献

As part of the renewed emphasis on national identity and citizenship, interest in civic education in Australia has increased. Although both Labor and Liberal national governments have been committed to introducing civic education, there is little research to show that the politically knowledgeable citizen is the more sophisticated and competent citizen. This paper uses survey data collected in 1996 to examine the extent of political knowledge in Australia and to analyse its consequences for political literacy, competence, and participation. The results show that the median citizen could answer two out of seven factual questions correctly, with women, the young and those with less education being more likely to provide incorrect answers. The relationship between knowledge and attitudes and behaviour shows that factual knowledge increases political literacy and, to a lesser extent, competence. However, knowledge has little effect on political participation, a major goal for civic education among politicians. Overall, the increased political knowledge that civic education creates is more effective in generating positive views of democratic institutions, and less effective in shaping political behaviour. The democratic citizen is expected to be well informed about political affairs to know what the issues are, what their history is, what the relevant facts are, what alternatives are proposed, what the party stands for, what the likely consequences are. In November 2008, voters in Victoria participated in local government elections under a system that has been subject to significant reform since the 1980s. This paper seeks to discern trends from the outcomes and identify significant structural features of the reformed system. With regards to outcomes, the paper highlights the high success rate amongst incumbent councillors and the strong sense of successful candidates being independent of political parties. The paper argues that these outcomes have been particularly influenced by the proliferation of electoral districts with relatively small voting populations or by the use of multimember electoral systems in larger districts. The variety of systems used underpins a localised and ‘clientelist’ politics that militates against the dominance of political parties over the contest. The paper also draws attention to the comparatively low rate of voter participation in an election in which compulsory voting applies. It argues that voter absenteeism was particularly noticeable in municipalities with large numbers of residents renting properties and might be explained as a form of ‘renters’ illusion’ impacting on voting behaviour.  相似文献

There is little doubt that political leaders are more important, and more visible, than at any time since democratisation. This article uses monthly public opinion poll data collected since 1973 to test four hypotheses concerning the relationships between leader approval, economic and political performance, and government support. The findings show that Prime Ministerial approval is based on public perceptions of both political and economic performance, with minis terial resignations, by-election defeats and the party complexion of State governments forming the major components of political performance, and unemployment and GDP being the major contributors to economic performance. There is support for the hypothesis that Prime Ministers mediate the effects of political performance on government popularity, but no support for the hypothesis that economic performance has a direct impact on government popularity. Overall, the results emphasise the extent to which the leader has absorbed the functions once exercised by the party, a pattern now common across the other advanced democracies.  相似文献
