The article describes the main Italian policy instruments for innovation and how these have been used by companies located in the Region of Emilia‐Romagna. It also describes the role played by structures set up at the local level in the enactment of innovation policies in Emilia‐Romagna. In the first part, the article analyzes the current organization and legislation of Italian innovation policy; and in the second part, it examines the reasons which have led to the recognition of the importance of the local level of innovation policy, looking more closely at innovation initiatives in the Region of Emilia‐Romagna. In the third part, it draws the conclusions. In particular the article underlines that Italian local governments, even without legislative and financial autonomy, can play an important role in modernizing the industrial system through initiatives which do not require vast sums of money but which identify and meet specific local needs.  相似文献

This introductory article deals with the most recent contributions by Italian historians on the Italian Republic's international role. It aims mainly to demonstrate that a new generation of younger Italian historians is successfully offering new views and interpretations on First Republic Italy's role in the international system, and is also focusing on aspects such as the culture of Italy's political parties, the economic dimension, the role of public opinion, and the influence of external actors on domestic Italian politics – in short, that there has been a turn away from traditional diplomatic history based upon the archives of the Foreign Ministry.  相似文献

Caribbean archaeology is riding the wave of an exponential growth curve. In fact, so much has happened during the past 5 years that it is impossible to review everything in a single article. The present article is written as the first in a series. The first part of the paper provides an archipelagic overview of the regional environmental and cultural diversity in conjunction with references to recent archaeological research. The second part of the present paper focuses on recent research into the preceramic Lithic and Archaic Ages in the West Indies. Alternate theories of population movements and regional differences in artifact assemblages during the preceramic are discussed. The second article in this series will examine the early and middle ceramic periods, while the emergence and florescence of the Tainos must be postponed until the third installment.  相似文献

There has been considerable academic debate about the transition in Italian politics, which began in the early 1990s and has continued ever since. The most significant recent milestone in this transition has been the May 2001 general election and this article focuses upon one important outcome of the election - the sharp electoral decline of the Northern League. The League has been one of the principal forces of change in Italian politics, so its decline needs to be fully understood. Even though its support has declined considerably, the League is part of Berlusconi's government and therefore, somewhat paradoxically, it remains a potentially important force, raising questions about the direction in which the Italian transition is heading.  相似文献

This article examines whether Italian foreign policy has undergone significant and substantial changes under the second Prodi government. The first part identifies the variables affecting continuity and change in a country's foreign policy and addresses the question of the conditions under which one can expect changes as a result of a change in government, and the conditions under which continuity is instead more likely. The second part looks at the second Prodi government's foreign policy on a number of topical issues, most of which were also faced by the Berlusconi government, to see to what extent the Prodi government's approach to foreign policy indeed changed from that of its predecessor. The article concludes that the Prodi government did not change Italian foreign policy in any substantial manner; differences existed only in the way the new government occasionally chose to present and justify its policies publicly.  相似文献

This article stresses the longue durée features of the Italian political system. It examines the role of two historical factors: (1) the existence of some peculiar (and quite 'sophisticated') state financial institutions; (2) the influence of certain long-enduring social traits (regional differences, family values, the Catholic Church, political religion) on the relationship between state and citizens. It discusses the specificities of the Italian political system (with its historical Fascist heritage and the biggest Communist Party in Europe) and the reaction of the political elite (especially on the left) to international developments in the 1940s and the 1970s, since these years (of the economic 'miracle' and the origins of Italy's political 'landslide') offer the best comparison of Italy with other European countries. These two periods also enable us to examine the Communist Party's (PCI) crucial contribution in the two worst times of national crisis: the post-war years and the years of terrorism. The first part of the article examines the heritage of Fascism and how Italy's new political elite exploited it to strengthen the country's political and economic position after the war. The second explores how behind the Cold War the mass parties helped the country to expand in the international market by controlling social conflict. The third draws some conclusions about the 'success' of the 1940s and the heavy legacies that contemporary Italy has inherited from the 1970s.  相似文献

This essay analyses the influence of the work of Franco Venturi on Italian studies of the eighteenth century over the last fifty years. Venturi's ‘model’ has certainly been of fundamental importance in stimulating new research on the connections between Enlightenment and reform in the eighteenth-century Italian states and is still an essential point of reference for all research in the field. But the direction of eighteenth-century studies in Italy has been shaped also by the contributions of many other scholars. Starting in the 1970s Italian historians became increasingly interested in new questions that were being posed by historians in France and Britain, which contributed to a more general shift away from the biographical focus on individuals characteristic of much of Venturi's work in favour of more collective topics, new types of sources and new ways of interpreting them. This article describes the different themes around which relations between culture and politics in eighteenth-century Italy have been studied, from civil, military and ecclesiastical institutions to the administrative and reform elites, the world of salons and sociability, publishing, religious beliefs, gender differences and science.  相似文献

When Rome joined the Kingdom of Italy in 1870, its symbolic importance played a large part in its role as the new capital of the nation-state. That very symbolic weight, though, left but a small space for the Romans themselves, particularly the lower classes. While recent scholarship on Italian nation-building has explored the cultural project underlying its political developments, it still remains to be understood how the lower classes first experienced and responded to their incorporation into the nation. Courted by the new nation-state, its clerical opposition and its radical opposition alike, their Risorgimento was different from that of the Romantic tropes informing the new national politics.  相似文献

The recent identification of two original drawings of the excavated remains of the east end of St Hugh’s choir at Lincoln Cathedral adds new information to that first published in 1887. A review of this information and fresh survey of the site, which includes information from grave slabs, will enlarge our understanding of what was discovered, including the fact that the foundations had been badly damaged by grave digging. The drawings themselves are revealed to be part reconstructions rather than accurate representations of what had actually survived. Nevertheless, they do allow a more accurate plan of the remains to be drafted and a new reconstruction of the building to be attempted. This is the aim of this article.  相似文献

Abstract

The recent dramatic changes in the Italian political scene have been related to the expanding role of the judiciary. The judicialization of politics is a process at work in many other democracies, but in Italy the judicial revolution has been supported by an institutional setting of increasing independence and by the strong powers entrusted to public prosecutors. However, until 1992 judicial power was somewhat balanced by the strength of the political class. But the political crisis that came to a head in 1992 has opened a political vacuum that the judiciary has been able to fill.

The 1996 elections have brought to power a new and stronger political alliance, the Ulivo. A new political stability could lead to a containment of judicial power but it is unlikely that the Italian judiciary will be brought back to its traditional passive role. Judicialization has to be considered a permanent trait of the Italian political system.  相似文献

Until 1950, Italian fashion did not exist: there were able tailors and creative designers, but they were known only as individuals and not as part of a wider movement that identified with a specific Italian style. Despite the existence of advanced skills, with the potential to realize an Italian fashion in its own right, there was neither a cultural identity to bind them together nor an international legitimization that would allow the new form to compete with the dominant haute couture of Paris. The revival of the Renaissance and its invention as an intangible asset was fundamental in resolving this ‘dual’ absence, and it therefore became a key factor in the international success of Italian fashion. From the 1950s to today – the period of increasing international success of the ‘Made in Italy’ label – in the rhetoric of entrepreneurs, managers and marketing experts, the Renaissance has become almost an integral part of the DNA of Italian fashion, itself at times represented as the direct descendant and legitimate heir of the excellence of Renaissance taste. This is a link, now taken for granted, for which a term has even been coined: the ‘Renaissance effect’. The fundamental argument that supports this so-called Renaissance effect is in fact that of the continuity between the craftsmanship of the Renaissance age and today's fashion houses; a continuity, however, that has been elaborated through ‘manipulations’ of history which are in part simplistic and in part distorted.  相似文献

In recent years Australian nationalism has attracted considerable attention from historians, but most of the literature has been written from a secular standpoint. The present paper focuses on the contribution of the Anglican Church to the development of nationalism in the period between the coming of Federation and the attainment by the church of a new constitution that gave it autonomy. The first part of the paper examines the English character of the church and its attitudes towards empire, monarchy and "White Australia." The second part explores the emergence of a more distinctively Australian identity within the church. Although importannt, this was not strong enough greatly to influence the church whose presence helped perpetuate the hold of British cultural values in ways and to an extent not hitherto fully appreciated.  相似文献

The white-goods industry is one of the key fields of Italian economic development following the Second World War, and it represents the most resounding example of how, in just a few years, Italian entrepreneurs managed to reach the top of a market already occupied by the largest foreign multinationals. This article offers a quantitative view of the role played by foreign markets during the ‘economic miracle’, which is generally taken to be the first five years of the European Common Market (1958–63). There is a lack of an aggregate study of this subject for the Italian white-goods industry. As well as supplying some starting points for new research into the rapid international success of Italian producers, this study has allowed two inter-connected objectives to be reached. Firstly, it has highlighted how intense the inter-dependence of foreign markets was when the Common Market was set up, and therefore before the date claimed by the literature: the first important process of the rationalisation of the sector and the consequent formation of a national oligopoly was the result of the battle with competitors in foreign markets. Secondly, it seems to confirm how the process of European integration was not a substitutive factor, but the accelerant for a process of development that had already started.  相似文献

Italian government policies concerning foreign immigration have to be understood in the context of laws on nationality. Since the time of unification, Italian laws on nationality have been closely determined by policies on emigration and immigration. As a result, the laws regarding the nationality status of Italian emigrants returning from abroad, and for foreign immigrants in Italy, have on the whole been determined by the procedures adopted for the acquisition or deprivation of Italian nationality. This is a subject that has not been studied and this article reconstructs the principal stages in the development of Italian nationality laws from the early twentieth century to the present. This reveals that Italian nationality law treats Italian emigrants and foreign immigrants in very different ways. Both the legal system and government policy has in the past been extremely generous towards the former and has made both the preservation and the reacquisition of nationality relatively easy for Italian nationals, even before there were practical motives for this (e.g. the right for Italians living overseas to vote). When it comes to foreign immigrants, however, Italian law is amongst the most restrictive in western Europe. The article concludes by arguing that this underlying imbalance is a major but largely ignored weakness in Italian democracy.  相似文献

Thomas Favent’s Historia has long been recognised as an important source for the turbulent middle years of Richard II’s reign, in particular for its praise of the actions of the Lords Appellant in the Merciless Parliament of 1388. But why did Favent write the Historia and for whom was it written? In recent years the Historia has for the first time been subjected to detailed scrutiny and a case has made for regarding it as a political pamphlet written for a community of reform-minded civil servants eager to celebrate the achievements of parliament. This study offers an alternative explanation. It seeks to place the Historia more squarely within the turbulent environment of London’s factional politics. Favent’s factional affiliations are easily discerned, but his motivations for writing the Historia were complex and multi-faceted. A new reading of this text suggests, in fact, that it was written not to perpetuate divisions within London, but to draw a line underneath them. The article highlights the use of textual representation to shape and ultimately control memories of political conflict.  相似文献

It is now generally accepted that the members of the Constituent Assembly who were charged with drafting the Constitution concentrated their efforts on formulating the ideals to be expressed in it at the expense of the institutional arrangements of the new Republic. This has generally been viewed as resulting from a combination of two factors: their weak grasp of the liberal principles underpinning liberal parliamentary democracy, and a concomitant error of judgement in assuming that sufficient stress on the ideals of the Constitution would guarantee the basis of a healthy democracy. This article sets out to examine the input of the most influential Catholic group, the dossettiani, and argues, against the error of judgement thesis, that in fact their rejection of the concept of the secular state was a more fundamental denial of important principles of a pluralist democracy than has usually been supposed. The article also places their contribution within the context of the Church's aim to create a ‘Christian civilization’, and further suggests that the model of Catholic Action which inspired its collateral vision of Catholic forces was corrosive of a pluralist vision of correct institutional arrangements. The article ends by suggesting that these factors may have weighed more heavily on subsequent distortions of Italian democracy than has so far been supposed.  相似文献

This article argues that voters of the Italian Lega Nord have been radicalized in recent years, shifting from an intermediate ‘centrist’ position to the extreme right. Data from both national and European mass surveys (e.g. Italian National Election Studies and European Electoral Studies) provide additional support for this shift from left to right and the accompanying changes in criteria (i.e. immigration, democracy, civil rights, European integration, and politics), indicating that Lega Nord voters have evolved into a body that fits the new extreme-right concept well.  相似文献

The article is a survey of the impact of US political philosophy over its Italian counterpart. Such impact has not been deep, judging from the presence of Italian authors in the American debate, even though the most important American authors have been translated in Italian, and their work has been the object of essays and reviews by several Italian authors belonging to different schools of thought. There are two explanations, according to the author of the survey, of such relative inhospitality of Italian political philosophy to its American homologue. The first is a general difference over the way to understand philosophy itself. Whereas American philosophers subscribe to what might be described roughly as an analytical understanding of their discipline, the majority of Italian philosophers are still under the spell of several brands of historicist or relativistic thought. The second is the sensible difference in the understanding of liberalism, the predominant attitude among political philosophers in the USA. Whereas in the USA liberalism is understood as a political theory that deals with normative models of just institutions, in Italy, where it is far from the prevalent orientation among the political philosophers, it is conceived ‘meta-politically’.  相似文献

Although the first Persian language newspaper was published in Iran 170 years ago, Iranian journalism is a twentieth century creation, indeed a product of the 1906 Constitutional Revolution. The press played a significant part in the revolution, especially by promoting the demand for the rule of laws enacted by parliament, rather than decrees issued by the king or the religious leaders. Once a constitution had been declared, many journalists felt relieved of all restrictions and engaged in bitter, personal attacks on their opponents, including the monarch and his family. Many papers also opposed a press law that was passed soon after the revolution, arguing that it was meant to suppress their newly-gained freedom. Five more press laws have been passed in Iran since then, but the debate over press freedom and the rule of law in the country does not appear to be anywhere near resolution.  相似文献

This article examines a celebrated documentary made for Italian state TV in 1968 and transmitted in 1969 to an audience of millions. The programme – The Gardens of Abel – looked at changes introduced by the radical psychiatrist Franco Basaglia in an asylum in the north-east of Italy (Gorizia). The article examines the content of this programme for the first time, questions some of the claims that have been made for it, and outlines the sources used by the director, Sergio Zavoli. The article argues that the film was as much an expression of Zavoli's vision and ideas as it was linked to those of Franco Basaglia himself. Finally, the article highlights the way that this programme has become part of historical discourse and popular memory.  相似文献
