Conservation of built heritage is a key planning process and goal which shapes urban development outcomes across European cities. In Ireland, conservation of the built heritage is a key part of the planning framework, albeit one that is, in comparative terms, only recently established. While it is widely recognized that the underlying rationale for conservation of built heritage varies considerably (from cultural priorities to place marketing), the literature suggests that heritage and conservation professionals perform a key role in controlling decision-making through an official or “authorized” heritage discourse (AHD), emphasizing expert values and knowledge and based around selective heritage storylines often reflecting elite tastes. Drawing on policy and practice in Ireland, in this paper, we contribute to these debates by further unpacking the AHD, exploring tensions within the heritage policy elite through examination of competing views and representations relating to the purpose of built heritage protection. Based on a discourse analysis following interviews with key national actors, we identify two key narratives—a “museum-curatorial” discourse and an “inclusive heritage” discourse—which in turn frame conservation practices. We argue that subtle variations of heritage meanings have the potential to either reproduce (museum-curatorial discourse) or challenge (inclusive heritage discourse) conventional modes of practice, particularly relating to the relationship between built heritage and identity and the role of public engagement. 相似文献

Like other Eastern European countries, Hungary has undergone processes of societal and economic restructuring since 1990. This has given rise to a changed cultural‐political context shaped by forces such as (re)privatisation, strengthening of local government and growth of civil movements. This has led to new opportunities as well as challenges for managing conservation of the built heritage. In Budapest, protection of the built heritage is achieved either through state protection of outstanding ‘monuments’ or through conservation objectives dictated by planning authorities within a two‐tiered local government system. These different levels of conservation authority can sometimes lead to conflicting approaches, as in the case of recent urban renewal in the Old Jewish Quarter. This paper examines the approach to urban conservation taken in Budapest at the various official levels, as well as organised initiatives by the voluntary sector in the light of post‐socialism and associated cultural change. 相似文献

Intangible cultural heritage, according to a UNESCO definition, is ‘the practices, representations, expressions as well as the knowledge and skills that communities, groups and in some cases individuals recognise as part of their cultural heritage’. Using a case study of Shirakami‐sanchi World Heritage Area, this paper illustrates how the local community's conservation commitment was formed through their long‐term everyday interactions with nature. Such connectivity is vital to maintaining the authentic integrity of a place that does not exclude humans. An examination of the formation of the community's conservation commitment for Shirakami reveals that it is the community's spiritual connection and place‐based identity that have supported conservation, leading to the World Heritage nomination, and it is argued that the recognition of such intangible cultural heritage is vital in conservation. The challenge, then, is how to communicate such spiritual heritage today. Forms of community involvement are discussed in an attempt to answer this question. 相似文献

AbstractThe parish church of St John the Evangelist at Shobdon (Herefordshire) was built by Oliver de Merlimond around 1130, and represents the earliest appearance of the Herefordshire School of sculpture; one of the most important and dramatic schools of sculpture in 12th-century England. In 1752 the Romanesque building was pulled down and replaced with a new church in the fashionable Gothick style associated with Horace Walpole's Strawberry Hill, and the richly carved doorways and chancel arch of the old church were salvaged and incorporated into a striking folly on a nearby hill. Over the last 250 years the actions of weather and vandals have taken their toll on the folly, so that some sculpture is lost and much of it is practically unreadable. As a romantic ruin, however, it grows ever more attractive. In this paper I will introduce some of the issues involved in conserving this conflicted structure. 相似文献

This essay provides historical perspective to Senator Bernie Sanders’ appropriation of elements of the Nordic model in the 2016 campaign by studying how Scandinavia was used as a political image in 1930s United States. Departing from previous scholarship, this essay argues that accounts of Scandinavian achievements were variable in their ideological outlook and sometimes deliberately challenged the existence and goals of New Deal policies. Moreover, this essay explores the usage of Scandinavia in New Deal social legislation by examining the policymaking rhetoric of the Social Security Act and its 1939 amendments. The surprising plasticity of the Scandinavian image amongst policymakers ultimately reveals the fluid nature of both New Deal-era politics and the Scandinavian images it appropriated. 相似文献

Abstract: In this paper I emphasise the financialisation of environmental conservation as 1. the turning of financiers to conservation parameters as a new frontier for investment, and 2. the rewriting of conservation practice and nonhuman worlds in terms of banking and financial categories. I introduce financialisation as a broadly controlling impetus with relevance for environmental conservation. I then note ways in which a spectacular investment frontier in conservation is being opened. I highlight the draw of assertions of lucrative gains, combined with notions of geographical substitutability, in creating tradable indicators of environmental health and harm. I disaggregate financialisation strategies into four categories—nature finance, nature work, nature banking and nature derivatives—and assess their implications. The concluding section embraces Marx and Foucault as complementary thinkers in understanding the transforming intensifications of late capitalism in environmental conservation, and diagnosing their associated effects and costs. 相似文献

AbstractCultural heritage preservation has formed a key component of Turkish Social Studies instruction since the curriculum first was introduced in the 1960s. In this article, we trace changes over time in the way cultural heritage has been presented to students in Turkey. For this study, Turkish Social Studies textbooks for fourth through seventh graders (ages 9–10 to 12–13) published from 1974 to 2011 were examined, including both their texts and illustrations concerning cultural heritage and the closely related topic of tourism. Over nearly four decades, the textbook presentation of cultural heritage has shifted from a national focus to a focus on world cultural heritage, both tangible and intangible. The textbooks illustrate the high value placed on monuments and artwork that demonstrate the accomplishments and progress of Anatolian civilizations, specifically, the Seljuk and Ottoman Turks. Notably, the textbooks emphasize the economic value of monuments and sites for tourism revenues. 相似文献

The production of archaeological knowledge is embedded in a long-standing tradition of colonial encounters. This paper asks how political-economic interests impinge on archaeological work, specifically in the event of armed conflict. To answer this question I discuss commodification of cultural heritage and analyze it as a form of structural violence. I argue that the attitude that allows treatment of archaeological artifacts as saleable items with international owners is part of a strategy of global cultural imperialism. Exemplified by the case of the US-led invasion of Iraq in 2003, this paper shows how the clash of global ‘heritage’ politics with local practices of memorializing the past results in a tension: because capitalist governments consider the locales whose glorious pasts are studied by archaeologists to be culturally inferior, the nexus between (trans-)national actors and local communities is an asymmetrical one. In order to overcome the hegemonic role of archaeology within these dynamics, I propose an ‘activist archaeology’ that enables a political activism grounded in recursivity. 相似文献

Increasingly, local cultural communities are called upon to support global mega‐events such as the Olympic games with the promise that this global occurrence is a ‘once in a lifetime opportunity’ for an urban artistic community. What evidence exists to support the premise that hosting a Cultural Olympiad provides a professional arts sector with positive and substantive legacies, sustained material and financial benefits, or increased national and international profile? Data collected on the Vancouver 2010 Cultural Olympiad suggest that the local arts sector did not enjoy any of the claimed global benefits. However, it is also clear that some arts organizations, by virtue of the artistic and operational decisions they took, were able to exert influence over and upon the outcome; this outcome ultimately depending on whether they elected to play for a global or a local stage. 相似文献

Archaeology plays a fundamental role in the Israeli–Palestinian conflict. The practice of archaeology in Israel is embedded in the national identity construction discourse and has severe repercussions on domestic politics. From archaeological remains it is demanded to give proof of precedence and legitimate claims over land. The relation between nationalism and archaeology is a topic that became increasingly popular in scholarly works of the past 20 years. Abstract Rewilding is a strategy for the conservation of complete, self-sustaining ecosystems, primarily involving the protection and, where necessary, reintroduction, of populations of keystone species in large, connected reserve networks. A potential method of preserving ecosystem functions and biodiversity, it is now receiving a great deal of practical and political attention, particularly in North America. In Scotland, where many native species have been extirpated in the relatively recent past, rewilding has clear relevance and may provide an overarching set of objectives for current programmes of native woodland restoration and species reintroductions. Nevertheless, rewilding is not widely used as a term or strategy in Scottish conservation. This review considers the development of the concept and its possible application in Scotland, and identifies substantial scope for rewilding, in terms of the restoration and protection of large areas of wild land, and of the reintroduction of native species which have been driven to extinction by human activity. As the environmental, social and economic benefits which are likely to result from a programme of rewilding in Scotland outweigh the potential drawbacks, the adoption of rewilding is recommended as one aim of environmental policy. 相似文献

AbstractMarine borers constitute a great danger to historical shipwreck in marine environments as they are able to decompose wood material in just a few years. Recently, there have been indications that the marine borer Teredo navalis is spreading into the brackish Baltic sea, where thousands of invaluable historical wrecks for centuries have had unique preservation conditions. The WreckProtect project was a coordination and support action funded by the European Commission within the 7th Framework Program. The main objective of the project was to develop tools for predicting the spread of marine borers into the Baltic and to evaluate methods for in situ protection of the historical wreck and submerged settlements.
