In the wake of the collapse of 'really-existing' socialism and against a background of the growing influence of neo-liberal political thought, European socialist parties - and especially the former communist parties - have found it crucially important to reassert their liberal credentials. This explains the interest displayed by the Italian Left in liberal socialism, Dahrendorf 's New Liberalism and American liberalism, and especially in what is now called the 'Third Way'. In Italy, these developments have resulted in a genuine example of 'history's revenge'. The political ideas associated with the Action Party (PdA), which long played a Cinderella role in Italian politics and culture, have moved back to centre stage. This article examines how Italian leftist parties like the Democrats of the Left (DS) have been realigned to take into account the ideas of liberal socialism proposed by thinkers like Carlo Rosselli. It also explores how,since 1989, parties of the Italian Left have tried to appropriate the Actionist past and its mission, and why,after a long period of deliberate neglect, the Actionist agenda has again become the subject of lively debate.  相似文献

The focus of this article is the revisionist course which the Italian Socialist Party embarked upon after 1956 and which led up to the first Centre-Left government. The article challenges two quite well established views. One view is that the transformation experienced by the PSI during the 1956-64 period was simply tactically expedient and devoid of any substance and consistency. This article argues, by contrast, that these years represented, in Alessandro Pizzorno's words, a veritable 'Copernican revolution'. This period of revisionism was as important as the better-known revisionisms elaborated during the same period by other European Socialist parties such as the German SPD or British Labour. The second main argument is that 'structural reformism', the new strategy adopted by the PSI after 1956, was not, as it has often been described, an expression of 'duplicity' owing to the party's incapacity to behave like a genuinely reformist party - a phenomenon that has allegedly long characterized parties of the Left. Instead, the strategy was reflected in the changes to European socialism during the early 1960s. In particular, this period marked a contrast to the previous years which were characterized by the dominance of ideas of 'redistributive' socialism, a ¤ la Anthony Crosland. This period marked also a shift among Socialist parties towards the acceptance of greater state controls over the economy by way of public planning and ownership.  相似文献

In the 1990s the Italian political system witnessed momentous changes that have severely impinged upon the country's political parties and party system. What has been the resulting effect on the cohesion of Italian governing coalitions? Has the effect on the nature and workings of governing coalitions been a product of the changing motivations of political parties? This article attempts to tackle the following questions by using the general framework of several formal coalition theories complemented with an analysis of the specific features of the Italian political context.  相似文献

This article analyses, adopting the well-known approach of Katz and Mair, the issue of organizational change within Italian political parties since 1990. In addition to an account of trends in membership, local units, finances, staff, and of changes in party statutes, the article aims at testing the widespread view in the literature that organizational resources–hence power–are becoming more and more concentrated in the hands of party and/or parliamentary leaders, and correspondingly that the territorial presence of parties is declining. The analysis of the change over time of Katz and Mair's party organisational ‘faces’ leads to the confirmation, to a large extent, of the overall hypothesis of a decline of the party at ground level, and a concentration of party resources in the central office, and above all in the party in public office.  相似文献

This introductory article deals with the most recent contributions by Italian historians on the Italian Republic's international role. It aims mainly to demonstrate that a new generation of younger Italian historians is successfully offering new views and interpretations on First Republic Italy's role in the international system, and is also focusing on aspects such as the culture of Italy's political parties, the economic dimension, the role of public opinion, and the influence of external actors on domestic Italian politics – in short, that there has been a turn away from traditional diplomatic history based upon the archives of the Foreign Ministry.  相似文献

This article analyses the shifting ways in which Italy has been strategically represented in Albania during the different key passages of the latter's relatively recent history as a sovereign independent state. As a parallel narrative, the article also examines the way Albania has been equally strategically represented in Italy before and during the two periods in which Italy has been militarily involved in Albania, and the way this has been consistent with an attempt to elaborate and sustain a politically strategic definition of Italian identity and culture. The history of the asymmetrical relationship between Albania and Italy is deeply embedded in the social, cultural and political environments that are on the two shores of the Adriatic Sea. The cultural construction of Albania in Italy and vice versa of Italy in Albania should be linked to seemingly independent instances of domestic reforms. The dynamics of projective identification or dis-identification stemming from these instances should be seen as intertwined within two parallel processes of mutual definition encompassing both the colonial and the postcolonial relations between and within the two countries.  相似文献

This article argues that the modernization of Italian political campaigns and their relationship with the media have led parties and candidates to reconceptualize both their symbols and their rhetorical visions. In contrast to the past, Italian political communication now appears clearly 'Americanized' and candidate-centred. Candidates evoke symbolic visions stressing leadership and personal characteristics instead of referring to the ideological and party symbols that dominated the old campaigns. As in the USA, dreams and journeys are now used in Italy as political images, and communication focuses on the construction of leadership. The author argues, however, that despite these similarities, the Italian personalization of politics differs in many respects from that found in the USA, above all in the lack of institutionalization of political symbols in Italy.  相似文献

Abstract

Francesco Crispi has often appeared a paradoxical figure. In the earlier part of his life he was a revolutionary republican and a friend of Mazzini. After 1860 he accepted the monarchy, but remained very much a man of the Left and in many ways a quintessential democrat. Yet he ended his career as an authoritarian Prime Minister, a vigorous opponent of the Far Left, and an imperialist, who prorogued parliament and contemplated dispensing with representative government altogether. This article contends that Crispi's career has more coherence than is commonly suggested; it focuses on an important but hitherto neglected aspect of his thinking, namely the problem of how to achieve a sense of national consciousness in Italy through ‘political education’. The article traces the development of the idea of national political education throughout Crispi's career and argues that his two terms as Prime Minister in 1887–91 and 1893–6 can only be fully understood in the context of his long‐standing concern with this problem.  相似文献

The debate surrounding German Social Democracy during the era of the Second International represents an important chapter in the historiography of post-Second World War Italy. At the same time, it also marks some crucial moments in the political and intellectual life of Republican Italy. This article aims to show the close relationship between the investigation of the past and the ongoing political struggle that has characterised research on this issue. Study of the topic was practically monopolised by left-wing historians, who, in dealing with the history of German Social Democracy, aimed also to direct the political strategy of workers' parties. Considering the studies appearing after the 1956 crisis and in the mid-1970s, such a goal seems evident. It was only during the 1980s that the research opened itself to different perspectives – no longer influenced by ideological controversies.  相似文献

This article considers the systemic effects of the electoral reform approved by the centre-right in December 2005, and the factors that led to the crisis of the Prodi government, highlighting the way in which the issue of electoral reform and the likelihood of an electoral referendum contributed decisively to the breakdown of the fragile coalition maintaining the Prodi government in office. The article then analyses the ‘game’ surrounding possible electoral reforms, examining the interweaving of the preferences and vetoes of the various political actors, showing how these were influenced by the strategic aims of each actor and by the process of re-structuring of the party system. Finally, the new configuration of the political supply as it took shape in the run up to the 2008 general election is analysed, showing how this new format derives from the actors’ strategic adaptation to the electoral rules in force, and how the election may signal the end of a period of Italian politics marked by ‘fragmented bipolarity’.  相似文献

This article introduces our themed section on The Left(s) and Nationalism(s), which provides a comparative analysis of the relationship between nationalism and different left-wing parties in Western Europe. It highlights the innovative comparative perspectives offered by this themed section, which not only concerns a series of different geographical cases studies but also involves the ideological plurality of the Left. The larger research question that our contributors address is how different left-wing parties have dealt with the inherent ideological tension between the universality claimed by the Left and the particularism inherent in nationalism, as a doctrine and a principle of political legitimacy. The article stresses three main contributions of our themed section: (1) Western European left-wing parties do engage with the themes of nationalism and nationhood, but they often rely on convenient silence to solve some of the contradictions with their progressive ideology. (2) None of these parties have formulated thick versions of the respective national identities. (3) State-wide left-wing parties have used instrumental conceptions of nationhood to address the challenge of separatist parties, but only with mixed results.  相似文献

Summary

The paper examines David Armitage's claim that Locke makes an important contribution to international theory by exploring the place of international relations within the Two Treatises of Government. Armitage's suggestion is that the place of international theory in Locke's canonical works is under-explored. In particular, the paper examines the implication of Locke's account of the executive power of the law of nature which allows third parties to punish breaches of the law of nature wherever they occur. The corollary is a general right of intervention under the law of nature. Such a right could create a chaotic individualistic cosmopolitanism and has led scholars such as John Rawls to claim that Locke has no international theory. In response to this problem the paper explores the way in which Locke's discussion of conquest, revolution and the right of peoples to determine the conditions of good government in chapters xvi to xix of the second Treatise contributes to a view of international relations that embodies a law of peoples.  相似文献

This article examines the relationship between nationalism and liberal values and, more specifically, the redefinition of boundaries between national communities and others in the rhetoric of radical right parties in Europe. The aim is to examine the tension between radical right party discourse and the increasing need to shape this discourse in liberal terms. We argue that the radical right parties that successfully operate within the democratic system tend to be those best able to tailor their discourse to the liberal and civic characteristics of national identity so as to present themselves and their ideologies as the true authentic defenders of the nation's unique reputation for democracy, diversity and tolerance. Comparing the success of a number of European radical right parties ranging from the most electorally successful Swiss People's Party, the Dutch Pim Fortuyn List and Party for Freedom to the more mixed French Front National, British National Party and National Democratic Party of Germany we show that the parties that effectively deploy the symbolic resources of national identity through a predominantly voluntaristic prism tend to be the ones that fare better within their respective political systems. In doing so, we challenge the conventional view in the study of nationalism that expects civic values to shield countries from radicalism and extremism.  相似文献

Edited by Giuseppe Galasso, one of Italy's most distinguished historians, this large volume seeks to convey the Italian contribution to historiography and political thought from the dawn of the Middle Ages into the present century, though it is overwhelmingly concentrated on the centuries since 1400. It includes six overview essays, but over 70 percent of its bulk consists of short articles, 108 in all, the vast majority on individual figures, and most of them five to seven pages in length. Whereas the approach, through individual figures, makes the volume especially valuable as a reference work, the approach also entails limitations making it hard to delineate and assess a distinctively Italian contribution. Readers must often connect the dots on their own if they are to discern the strands of a distinctive tradition. In his introductory overview, Galasso suggests a special Italian sensitivity to history, or capacity for the philosophy of history, but the suggestion is left vague and is followed up only in the most ad hoc way in the subsequent essays. The book offers little on how Italian idiosyncrasy might have either compromised or enhanced wider impact. Although the extent of Italian international interaction is well documented, there is little attention to reciprocity and the scope for synergy. Nor is there much assessment of the implications of changes in the valences of that interaction over the centuries, especially in breeding self‐criticism and sometimes compensatory myth‐making that might have further complicated the resonance of Italian offerings. But the volume demonstrates the richness of the Italian contribution and implicitly invites us to better encompass it, perhaps through comparative work and further research on multinational interplay.  相似文献

Abstract

The third parliamentary Bicameral Committee established to reform the Italian constitution conducted its business from January to June 1997. The results have been controversial and have attracted a great deal of criticism. The Committee's recommendations are subject to amendment by parliament and must then be approved (or rejected) in a general referendum. The Committee ended up recommending what is essentially a French‐style semi‐presidential system. It is accompanied by an electoral law that offers a premium of an additional 20 per cent of the seats to the majority, 55 per cent to be elected in simple majority electoral districts, and 25 per cent to be distributed nationally on a proportional basis. PDS leader Massimo D'Alema, chair of the Committee, has claimed victory since the Commitee produced a positive outcome, yet in fact he has certainly lost since he preferred a strong ‘premier’ model and a majority runoff electoral system. The Committee demonstrated that small parties, especially the former Christian Democrats, can exert influence over larger ones, that the parries retain firm control over the process of institutional reform, that the three major party leaders — D'Alema, Berlusconi and Fini — preferred their own reciprocal legitimization over the attainment of any major reform, and that Italy's political‐institutional transition is not yet over. Indeed, the proposed reforms are likely to prove neither sufficient nor adequate.  相似文献

This article reviews the factors determining whether the ecology movement in France has been a success or a failure. Broadly speaking the French ecology move ment - l'écologisme français - came into existence to fulfil a dual ambition. First, through its incursion into the political arena - an incursion initially thought of as temporary - its purpose was to force other political parties and public bodies to pay greater attention to environmental issues. Second, in the swirl of ideas following May 1968, its ambition was to become a 'politics of the future': among other things, it would strive to displace the other parties and undermine or redefine the traditional divide between the Left and Right. These and other concerns are analysed in order to assess what role 'ecologism' plays in France today. This paper analyzes the way in which Palestine's Jewish and Arab communist parties, the PCP-Maki and the National Liberation League, acted during the 1948 war. Both groups made separate and different efforts to make the two-state solution a reality as originally conceived in the UN partition plan. Ironically, the decisive Jewish victory in the war resulted in an asymmetry between the Jewish Communists the Palestinian Communists when they were unified toward the end of the 1948 war. Despite Maki's labors for an Israeli victory, its standing in the nascent Israeli political system toward the end of the war remained marginal. The concept of Jewish–Arab cooperation under the aegis of the USSR was seen by the Zionist establishment as dangerous and subversive.  相似文献

In 2003, a presidential decree enacted legislation guaranteeing Italian voters overseas the right to postal voting as well as parliamentary representation within their respective electoral constituency. The electoral weight of the overseas-based constituent had a remarkable effect on the 2006 election results. In the tightest vote in the Republic's history, the vote of overseas Italians, which was one of the decisive features of the election, helped provide the winning centre-left coalition with a slender majority in the Senate. Election results notwithstanding, the question of whether to grant the vote to Italians overseas has faced challenges of a procedural, normative and political nature. What may have been initially seen as a democratic right may well be cast aside as it poses challenges to overseas electoral relationships with the Italian national polity, Italian citizenship and multinational allegiances, diasporic identity, electoral participation and political representation in homeland political institutions. The overseas vote for Italians may be contested further in the near future, which could translate into a radical rethink of its validity and democratic global extension.  相似文献

ABSTRACT

This article aims at focusing on four main features of the European elections that were held on 26 May 2019. Firstly, it analyses electoral turnout, both from a diachronic and a geographical point of view. Secondly, it presents electoral data and identifies winners and losers of the vote, not only by comparing 2019 E.U. results to 2014 E.U. results and 2018 political results, but especially focusing on the territorial dimension of electoral dynamics. Thirdly, it discusses flows of vote in five Italian cities (Brescia, Turin, Florence, Naples, Palermo), in order to give a clearer picture of how citizens (potentially) changed their electoral preferences from 2018 to 2019. Fourthly, it focuses on preferential vote, with the aim of distinguishing between parties characterized by ‘micro-personalization’ and ‘macro-personalization’. On many of these aspects, the 2019 European elections in Italy can be understood on the basis of the well-known ‘second-order election theory’. Yet, there are also interesting empirical findings that deviate from this pattern, among which the electoral success of the League – one of the two parties in government at the moment of the elections – merits further attention and can be mostly explained on the basis of government political action. That same electoral success, in addition, represented one of the causes that led to the end of the so-called yellow-green government in August 2019.  相似文献
