Despite granting permission for limited Jewish emigration to Palestine in the 1930s, the ideology and policy of the Nazi regime never supported establishment of a Jewish state in Palestine. During World War II, Hitler's ideologically consistent view that such a state would be a branch of an international Jewish conspiracy converged with shorter-term efforts to gain Arab and Islamic support for the Third Reich's military goals in the Middle East. The ideological convergence of anti-Semitism and anti-Zionism found expression in the works of Nazi propagandists as well as in the speeches and radio addresses of Amin al-Husseini, the Grand Mufti of Jerusalem, broadcast from wartime Berlin to the Middle East. Examination of the lineages, similarities and differences between Europe's totalitarian past and its aftereffects in the Arab and Islamic world remains an important task for comparative historical scholarship.  相似文献

On 3 May 2010, a ‘Call to reason’ (Appel à la raison) was presented to the European Parliament in Brussels by a number of prominent figures from European Jewish political and intellectual classes, launching JCall, which is supposedly the European version of the US J Street. JCall explicitly positions itself as pro-Israel on one hand but against the Israeli state's occupation and increased settlement of Palestine, including East Jerusalem, on the other hand. The ‘reason’ it calls for is thus a negotiated two-state settlement to the Israeli–Palestinian conflict and the organisation urges EU governments to apply pressure on both Israel and the Palestinian Authority to this end. This article looks at JCall within the French context, first in distinction to J Street in the USA, with which JCall shares a political position but not organisational links, and second in relation to the broader French political debate about Jewishness, Muslimness and the Middle East. Criticised by the right for its supposed disloyalty to Israel and even ‘anti-Semitism’, and by the left for its non-support of boycott, divestment and sanctions and its ongoing support of the Israeli state, JCall at first appears as somewhat middle-of-the-road in the French context. It also, from this writer's point of view, regrettably lacks a strong female presence or gendered perspective. It has, however, emerged as a serious political voice in the debate over the Middle East and could be less of a lightweight in the French political battles over Israel and Palestine than it may have first appeared.  相似文献

Muhammad Rashid Rida, the editor of al-Manar and one of the preeminent Muslim thinkers of the twentieth century, published between 1898 and 1935 dozens of reports, analyses, and Quran exegesis on Jews, Zionism, and the Palestine question. His scholarship greatly influenced the Muslim Brothers and still reverberates in the Arab political discourse today. Based on the first systematic reading and contextualization of al-Manar's pertinent texts, this article examines and explains the radical shifts in Rida's views: from describing Zionism as a humanitarian enterprise of a virtuous nation to depicting it as a plan for ethnic cleansing; from expressing doubts about the ability of the Arabs to prevail against the Jews to proclaiming certainty that they would; and from condemning French anti-Semitism to embracing hateful theories about Jewish conspiracies and vices.  相似文献

Over several decades, the East German stance towards Israel was marked by condemnation of Zionism, a unilateral position on the Arab-Israeli conflict and denial of reparations and restitution claims. This position had its ideological background in the communist approach to the “Jewish question,” anti-Semitism and nationalism, while the most important criterion in shaping attitudes towards Israel was the incorporation of the German Democratic Republic's Middle East policy into the foreign policy of the Soviet Union and the Warsaw Pact. In addition, the East German political elite followed its own political interests when it tried to break through the West German Hallstein doctrine with the help of some Arab countries.  相似文献

This article examines the question: why and how the wave of democratization in the Middle East has receded, giving way to the prioritization of security in the post‐Arab Spring by conducting analyses at three levels: societal, state, and international. By applying the main concepts and theories found in the literature on democratization and securitization and by analyzing the Bertelsmann Stiftung's Democracy Status Index, the Arab Barometers Survey, and the Arab Opinion Survey, the article concludes that: at the societal level, the tragic unfolding of events after the Arab Spring prohibits the public from pushing a reform agenda; at the state level, the post‐Arab political environment raises doubts among the ruling elite about how far political reforms should be extended; and at the international level, with the rise of new security threats, international pressure on Middle East countries to democratize has been restrained, giving way to security cooperation as the top priority.  相似文献

Abstract. This paper examines the Zionist national mission to mobilise Jewish ethnic communities in Arab countries, in the period preceding the establishment of the state of Israel. It draws on archival texts to trace a phenomenon known in Jewish historiography as ‘Shadarut’; a voluntary religious practice of fundraising which was widespread in the Jewish world for hundreds of years. The paper shows how this pre‐national religious practice (to be labelled ‘the cloak’) was adopted and incorporated into the Zionist national project (‘the cage’), first generating tension between the Jewish religious establishment and the Zionist ‘secular’ movement, and then blurring the distinction between Judaism as a religion and Judaism as a national identity. The paper shows how secular emissaries of European origin arrived in Arab countries as religious emissaries (‘shadarim’) and aspired to discover a strong religious fervour among members of the Jewish communities there. This is because in the eyes of the Zionist (ostensibly secular) movement, being religious Jews in Islamic countries was a criterion that demarcated them from their Arab neighbours. This analysis entails two main conclusions: (a) that contrary to the experience of the European Zionist national movement in which secularism and the revolt against the Jewish religion played a central role, in Islamic countries it was particularly the Jewish religion, and not secular nationalism that was used to mobilise the Jewish community into the Jewish national movement; (b) that the ‘shadarut’ practice refuses to yield to the epistemological imperatives and the common divisions that arise from the binary distinction between ‘religiousness’ and ‘secularity’, particularly in the Middle East. Some implications for contemporary Israeli society are discussed.  相似文献

The field of Refugee Studies is relatively unfamiliar to Middle East area specialists despite the significance of refugees in the region. The strong policy orientation of much of the work in the field has often shaped the way refugee issues are framed by scholars as well as practitioners. Concerns and discourses about refugee‐producing regions in general, and the Arab Middle East in particular, have tended to reflect Western notions of belonging, citizenship, and the state; and in recent years, have been seen through a lens of securitization in the region. This article addresses the development of the field, the subject of displacement and dispossession in the Arab Middle East from a Western perspective, the significant role that Arab cities play as sites for hosting refugees, and the challenges presented by the continued existence of Palestinian refugees.  相似文献

This article demonstrates that US beliefs concerning racial identity guided the Eisenhower administration's encounter with Egypt, Gamal Abdel Nasser, and Arab nationalism during the 1950s. It establishes that US texts propagated certain racial-identity assumptions about Arab peoples. The most important of these included the assertions that Arab peoples were irrational and easily manipulated or deceived. Policy-makers utilised these beliefs to explain and contextualise Arab actions, especially those of Egypt and its Arab nationalist government. Officials within the Eisenhower administration believed that Arab irrationality prompted Egyptian leaders to adopt a neutralist position in the cold war. The assumption that Arabs were susceptible to deception and manipulation convinced policy-makers that this position was unacceptable. The Soviets would ultimately, they believed, prey upon Arab manipulability and subjugate Egypt, the Arab nationalist movement, and the entire Middle East. These concerns made the Eisenhower administration's decision to contain Egypt, Gamal Abdel Nasser, and the Arab nationalist movement seem logical and necessary.  相似文献

In 1898 the Russian Empire opened a consulate in Tangier, its first formal diplomatic mission in Morocco. This article examines the reasons behind Russia's approaches to the Sultanate in the wider context of Russian relations with the Arab Middle East. Russia's policy toward Morocco reflected a desire to build influence in the Arab world through ‘soft’ power - peaceful diplomacy laden with benevolent cultural and economic values. Strikingly, much Russian diplomatic rhetoric emphasized or pretended to cultural commonalities between Russia and the Middle East, focused on shared experiences of Islam, to position Russia as an influential ‘honest broker’ between Morocco and encroaching Western imperialist powers. This did not prevent France's establishment of a protectorate in 1912, but Russian goals in Morocco remained consistent through the First World War and up to the time of the Revolution of 1917, and mirrored efforts elsewhere in the Arab world.  相似文献

Despite the fact that the Arab revolutions that swept important Arab countries by the beginning of 2011 from North Africa to the Middle East were the result of precarious economic and social conditions, still the causes and roots of these uprisings at that very moment indicate some inherent potential drives that are the result of years of simmering. The United States had long supported the expansion of democracy in the world, but the Arab world had always been seen as an exception. The September 11 events destroyed that approach to the Middle East. Accordingly, all attempts to explain the uprisings have been overwhelmed and distorted by the concurrent conditions of the Arab world in relation to its social, political, and cultural deficit. However, the underpinnings of the Arab revolutions can be traced to a distrust of people in their governments and a deep understanding of the new world order triggered by the 9/11 events and the invasion of Iraq. This article traces the impact of the 9/11 events on the Arab mindset ever since the Iraq war and how it resulted in the turmoil of the Arab revolutions.  相似文献

This article examines how a resurgent clash of Arab and Israeli nationalisms created tensions within New Labour as the leadership sought to reconcile claims of duplicity in its Middle East policy after 9/11 while retaining party unity and an international consensus for a war in Afghanistan. It argues that as European and international pressure to prioritise Middle East peace before pursuing a war with Iraq increased, Tony Blair’s emphasis on economic progress as a prerequisite to creating a state of Palestine was expanded to determine that Palestinian national rights also be considered on the evidence of fundamental reform and modernisation across the spectrum of political, civil and cultural life. These objectives, however, were not to be achieved following the deployment of a UN peace-keeping force, but the prevailing conditions of the Israeli occupation, provisos later inscribed in the US-led goal-driven, performance-based Road Map for Peace. This focus ran in parallel with his assumed role as a transatlantic ‘bridge’, and collectively helped to transform the multilateralist template of the Quartet into a classic trilateralist negotiating model—bilateral Arab-Israel talks, unilaterally overseen by the US—enacting the further exclusion of key European partners.  相似文献

In this article I seek to apply the notion of anti-Semitism as a cultural code, which I initially developed 25 years ago with relation to the antimodernist trends in late-nineteenth-century Germany, to the phenomena of anti-Semitism and anti-Zionism today. From the 1960s anti-Zionism and anti-Semitism formed part of a larger ideological package consisting of anticolonialism, anticapitalism, and a deep suspicion of US policies. In the eyes of members of the developing countries, Jews became a symbol of the West and legitimate targets for hatred. Thus, the position on the Jewish question, even if not in itself of paramount importance, came to indicate a belonging to a larger camp, a political stand and an overall cultural choice. The question is whether the position towards Israel today, which has become a central issue for the European left, can still be considered a cultural code or whether it rather indicates a more direct anti-Jewish attack, above all as a result of the Israeli-Palestinian conflict.  相似文献

Abstract

The topic of this article is the historical evolution of Greek foreign policy in the Middle East over the past thirty-five years. It essentially seeks to explain the broad framework of conditions and objectives within which Greek foreign policy has been made towards the Arab Middle East and Israel. It argues that the amount of involvement of Greek foreign policy in the area was relatively little. Though much has changed in Greece's approach towards the Middle East since the 1990s, there is also a significant continuity of attitude, in the sense that serious attention has not been paid to this part of the world.  相似文献

In spite of fierce British protests, Israel supplied Argentina with arms both during the Falklands war and with greater intensity after the fighting. While the weapons sales were vital for Israel's economy and its arms industry, recently declassified papers suggest that the Begin government viewed the arms supplies to Argentina as a bargaining chip to exert pressure on Britain to halt its own sale of weapons to Israel's Arab adversaries and to end London's arms embargo against the Jewish State. Britain's restrictions on arms sales had long cast a shadow over Anglo-Israeli ties, and Israeli resentment towards Britain was exacerbated by anger over London's strong condemnation of Israel's invasion of Lebanon and its leading involvement in the EEC Venice Declaration of June 1980 which recognized Palestinian self-determination and a role for the Palestinian Liberation Organization. The Israelis also perceived the arms supplies as a means to influence the junta in its treatment of Argentina's Jews. Yet, there was actually a rise in the level of anti-Semitism in Argentina during the period in question. At the same time, Britain's approach in attempting to dissuade its allies from selling arms to Argentina was riddled with inconsistencies and ultimately misconceived.  相似文献

Zionist thinkers assumed that the establishment of a Jewish state, which entailed a fundamental change in traits that non-Jews found contemptible, would bring an end to anti-Semitism. Yet after the 1967 war, the Soviet Union, the Western left and Third World governments, previously supportive of Israel, placed Israel in the camp of Western imperialism, while the emerging New Left identified Israel as imperialistic and racist. Against the background of the change in the international climate, debates in Israel over anti-Zionism and anti-Semitism were shaped by domestic politics. While the right saw anti-Semitism as the cause of hostility to Israel, the left argued that anti-Zionism, rooted in political arguments about the Middle East conflict, fanned the flames of anti-Semitism. The attitude to anti-Zionism and anti-Semitism became a cultural code, highlighting the divide between left and right, and between religious and secular.  相似文献

The article aims at studying the reasons for the new way of looking at the Palestinian-Israeli conflict by the Italian political world: the mutual recognition of Israel and the Vatican, the visit to Jerusalem by the leader of the formerly fascist party, Mr. Gianfranco Fini, and the beginnings of a movement of interest towards the Jewish State also within the political left. From a historical viewpoint, anti-Semitism in Italy found its origins in the Church's attitude toward the ‘deicide people’. Beginning with WWI, to this position was added the worry that the Holy Places might fall under Jewish control. From those times dates the Holy See's evermore manifest liking for the Arab populations of Palestine. Nowadays the line of conduct of the Church has as its basic objective the defense of Christian minorities in the Middle East, and for this reason it maintains dialogues with all actors in the region. The weight of the Church influenced also the attitude of the Italian State, even though from its inception the latter had to make adjustments because of other international requirements. This multiple subordination caused the different republican governments to always keep an official equidistant stance among the conflicting parties in the Near East. Behind this apparent neutrality, however, the feelings of benevolence for the Arab countries and the Palestinians have gradually intensified. Italian leaders have been trying to conduct a Mediterranean policy on the borders of the Western alliance, and their feelings have been oriented in consequence. During the 1970s, the governments went as far as to conclude a secret pact with Palestinian terrorists, to avoid terror acts on the Peninsula in exchange for some freedom of action. And in the mid-eighties the Craxi government did not hesitate to challenge the US in order to guarantee the continuity of that line of conduct. On that occasion Craxi, speaking in Parliament, compared Arafat to Mazzini. The end of the Yalta-established order has modified the traditional data of Italian foreign policy. However, the increased attention paid to Israel has also other causes: the changed attitude of the Church after the civil war and the Syrian occupation in Lebanon, events which both caused difficulties for the consistent Christian minorities; the hope that the Oslo process could reward the Italian ‘clear-sightedness’; last, but not least, the quarrelsome internal politics that make the Palestine conflict a mirror of the Roman conflicts. Lastly, the article connects the recent goodwill for Israel with the threats of Islamic terrorism in Italy. A political opinion trend would revisit the Middle Eastern conflict as the upturned perspective of a ‘clash of civilizations’ already existent nowadays. And a possible act of terrorism in Italy might give to this opinion a mass basis.  相似文献

ABSTRACT

This article reports on recent findings from the ongoing archaeological project at the single- component early seventeenth-century Huber phase site, Middle Grant Creek (11WI2739), located at Midewin National Tallgrass Prairie in Will County, Illinois. Excavations and geophysical surveys conducted over the past four years are yielding valuable data that are expanding our understandings of this critical period just prior to European colonialism. Findings have revealed a wide range of protohistoric activities, including foodways, skilled craft production, and ceremonial activities as well as far-flung trade relationships that illustrate the endurance of Indigenous trade networks into at least the early seventeenth-century. This article introduces the latest findings from Middle Grant Creek and brings them into discussions of this key period in Midwestern archaeology.  相似文献

This article examines Fred Halliday's research and writing on the politics of the Middle East. It classifies Halliday as a ‘high modernist’, who organized his work around a constant commitment to a universal rationality, historical progress and an opposition to relativism and a particularist reading of the Middle East. The article identifies the two dominant units of analysis that shaped Halliday's work on the region throughout his life. These were the transformative capacity of capitalism and the role of a comparatively autonomous state. The article then examines how the content of each unit was transformed as Halliday moved from an overt Marxism to a more diffuse liberalism. It then goes on to argue that Halliday's ideological affinities and his deployment of these units marginalized the role and importance of ideology, specifically both nationalism and Islamism. Finally, it traces the influence of this approach and the deployment of these units in Halliday's work on Iran, Iraq and the Arab–Israeli conflict.  相似文献

Abstract

The Suez Crisis of 1956 is generally seen in historical research as a moment both of Great Britain’s imperial decline and of Egyptian and Arab political self-determination in the Middle East. Yet the humanitarian aspect of this crisis is still neglected, even though it provoked important humanitarian engagements from different sides, Arab as well as Western. By focusing on the Red Cross and the Red Crescent Movement, this article investigates not only motives, forms and structures of humanitarian relief, but also analyses the successes and difficulties of transnational co-operation between Western and non-Western agencies with a special focus on the application of the Geneva Conventions of 1949. Finally, the article addresses the political dimension beyond concrete forms of help by arguing that the Suez Crisis attested to both the persistence of post-colonial structures and the institutionalisation of new, transnational patterns of co-operation.  相似文献
