From Hanover to Gibraltar: Cato’s Letters (1720–23) in International Context

Originally composed as a series of polemical essays to a weekly newspaper called The London Journal, appearing from November 1720 to July 1723, John Trenchard and Thomas Gordon's Cato's Letters (1724 in book form) had a lasting influence on the development and evolution of Country ideology. It was, as is well known, one of the most widely read and influential books in Revolutionary America. Because of the enduring influence it had on the dissemination of the civic humanist tradition from Britain to North America, Cato's Letters has been more often than not taken out of historical context. This article revisits Cato's Letters by placing it against the background of the War of the Quadruple Alliance of 1718–20. What Trenchard and Gordon strove to do was to construct a distinctively Whig vision of Britain's maritime future that in a fundamental way rested on the Hanoverian Succession of 1714 and justified the conduct of foreign policy under George I and, more especially, the controversial alliance with France in 1716. The focal point of Cato's foreign-policy platform was Gibraltar. But were it not for the timely burst of the Mississippi Bubble in 1720, Trenchard and Gordon could not have retrained their civic humanist association of libertas and imperium with such assurance and confidence.

Liberalism in Progress—From Equal Rights to Global Participation

Abstract

Michael Walzer defends a political liberalism that upholds the right to share in substantive goods as well as to enjoy civil liberties, and that supports the value and rights of particular ethnic, cultural, and religious communities. But Walzer tends to see the political sphere as one in which conflict continually threatens, and particular commitments must be suppressed or constrained. I propose what might be termed a "progressive" politics, in which particular identities and relationships are appreciated as the bases of meaningful social agency, and in which particular communities come together around problems of mutual concern to establish common ground and working relationships in a participatory democracy.

From Domus to Polis: Hybrid Identities in Southey’s Letters from England (1807) and Blanco White’s Letters from Spain (1822)

ABSTRACT

Robert Southey’s fictive travelogue, Letters from England, by Don Manuel Alvarez Espriella (1807), inspired several imitators, most importantly José María Blanco White with his Letters from Spain (1822). These works rejuvenate a fictional device popularised by Montesquieu’s Persian Letters—the “familiar stranger”—at a crucial juncture when British involvement in the affairs of Europe provoked a reassessment of pre-Revolutionary cosmopolitanism. The stranger as home-interpreter calls attention to an emerging emphasis in European Romantic thought on the contingency of freedom with hybrid, mobile identities, prefiguring the psycho-social-historical terrain in which Jean-François Lyotard and Dean MacCannell link modernity with travel and tourism. This essay argues that the Romantic figure of the foreign traveller expresses a condition of travel, reflecting Lyotard’s critique of human contingency in his essay “Domus and the Megalopolis.” Southey’s sympathetic stranger modulates a conversation with Wordsworth about the nature of modern subjectivity, historically contingent yet paradoxically liberated from historical particulars. Blanco White’s Letters from Spain demonstrates how displacement, emigration, and expatriation become refigured as conditions of the modern psyche, especially visible in moments of political crisis, when the cosmopolitan polis is immobilised by the myth of the domus.
