The entry into force of the Lisbon Treaty invites and enables Europe to develop elements of a common foreign policy. Europe should resist the tendency of listing all issues calling for attention, and be aware that it will have to address three agendas, not just one. The first agenda is the Kantian one of universal causes. While it remains essential to European identity, it presents Europe with limited opportunities for success in the 2010s as could be seen at the 2009 Climate Summit in Copenhagen. The ‘Alliance’ agenda remains essential on the security front and would benefit from a transatlantic effort at rejuvenation on the economic one. Last but not least, the ‘Machiavellian’ agenda reflects what most countries would define as their ‘normal’ foreign policy. It calls for Europe to influence key aspects of the world order in the absence of universal causes or common values. While Europe's ‘Machiavellian’ experience is limited to trade policy, developing a capacity to address this third agenda in a manner that places its common interests first and reinforces its identity will be Europe's central foreign policy challenge in the 2010s. A key part of the Machiavellian agenda presently revolves around relations with Ukraine, Turkey and the Russian Federation, three countries essential to Europe's energy security that are unlikely to change their foreign policy stance faced with EU soft power. Stressing that foreign policy is about ‘us’ and ‘them’, the article looks at what could be a genuine European foreign policy vis‐à‐vis each of these interdependent countries, beginning with energy and a more self‐interested approach to enlargement. The European public space is political in nature, as majority voting and mutual recognition imply that citizens accept ‘foreigners’ as legitimate legislators. At a time when the European integration process has become more hesitant and the political dimension of European integration tends to be derided or assumed away, admitting Turkey or Ukraine as members would change Europe more than it would change these countries. Foreign policy cannot be reduced to making Europe itself the prize of the relationship. What objectives Europe sets for itself in its dealing with Ukraine, Turkey and Russia will test whether it is ready for a fully‐fledged foreign policy or whether the invocation of ‘Europe’ is merely a convenient instrument for entities other than ‘Europe’.  相似文献

In this contribution, I reassess the opposition between Saint-Pierre's idealism and Rousseau's realism. Rousseau accuses Saint-Pierre of having a defect in his analysis and political judgement which, if he had been consistent, would have led to a revolutionary position in the strong sense – a position of which the author of The Social Contract himself disapproved. In short, not only was Saint-Pierre far from being a convinced absolutist; Rousseau's own writings on the Abbé do not advocate a ‘republican solution’, which he regarded as impracticable for the Europe of his time.  相似文献

Archaeology over the past fifty years has shown that in the early 9th century Western Europe experimented with a coalescing of states affirmed by a common reform ideology and with it increased communication to regions beyond. At different speeds, regions of Western Europe adopted this new strategy known as the correctio. Within a generation, the correctio gave rise to a new ‘feudal’ economy and significantly a new regionalism. The archaeology of Europe shows that there were winners and losers in these fast‐changing regions. The losers, in many cases, controlled the written narratives and ascribed their altered socio‐economic condition to the Others of the time, not least because the Others were leading exponents of the post‐correctio economic agenda. This paper revisits Klavs Randsborg's groundbreaking book, The Viking Age of Denmark, in the context of post‐war approaches to Europe's post‐classical narrative.  相似文献

The protracted crisis in Ukraine has exposed fundamental political differences between leaders in western Europe and their counterparts in Russia. The very existence of the European Union was meant to have refuted geopolitics as a useful theoretical lens through which to view power relations in Europe. After all, the European project is based on the idea that boundaries no longer matter and that national sovereignty is obsolete. And yet, geopolitics remains critically important—certainly for Europe's potential enemies, but also for Europe itself. It is poignant that to advance our understanding of this new constellation we are well served to turn to the insights of a classic, if hugely controversial, German political thinker: Carl Schmitt. Schmitt's political philosophy is relevant in three aspects. First, as a source of inspiration—even if only indirectly—for the contemporary Russian political establishment. Second, the behaviour of Putin's Russia, particularly since 2008, can be best understood through some of the key concepts that preoccupied Schmitt: sovereignty, the political and geopolitics. Third, Schmitt's philosophy can serve as a point of departure for reflecting on the possibility of a more robust response by Europe to the Russian intervention in Ukraine. What Europe needs is a more hard‐nosed realist approach, which recognizes that Russia's expansionist ambitions can only be constrained by its own readiness and willingness to deploy power both politically and, if necessary, even militarily.  相似文献

European leaders are increasingly conscious of their heavy dependence on energy supplies from Russia. In an attempt to articulate a strategy to improve energy security, the European Commission issued an EU Energy Security and Solidarity Action Plan in November 2008. This essay examines Europe's energy vulnerability and the role Iran can play in diversifying the EU energy supplies. I argue that a rapprochement with Iran aimed at greater utilization of its oil and gas reserves would contribute to Europe's (and the world's) energy security.  相似文献

Abstract

Rousseau seems to exemplify an understanding of the philosophic life in general and the quest for self-knowledge in particular as a solitary enterprise. An examination of the Confessions, however, reveals that Rousseau holds that the most important discoveries about ourselves are made not in solitude, but with others. It is furthermore the case that, for Rousseau, the philosophic quest to truly know oneself entails the public articulation of one's self-understanding as a part of a comprehensive account of human things, a social activity fraught with political implications. Therefore, the problem of self-knowledge in Rousseau's thought should be understood as a social and political problem (albeit not a problem with a political solution). That this is so even for the famously solitary Rousseau tells us something important both about the thought of that philosopher and about the quest for self-knowledge as such.  相似文献

The war in Ukraine is revelatory of a malaise in Europe's security order created by Russia's resistance to western institutions on the one hand and the western desire to maintain these institutions while partnering with Russia on the other. Absent a sense of priorities, western policy risks contributing to the erosion of Europe's security order that Russia seeks in opposition to western ambition. Europe's order is premised first and foremost on a distinctively western concert of nations—whereby Euro‐Atlantic states coordinate policy according to a common purpose layered into both NATO and the EU—that forms part of a wider balance of power between Russia and the West. Western policy should aim to strengthen the concert and clarify the balance. However, the prevalent desire to include Russia in the concert confuses matters in a major way, eroding both the underlying sense of priorities and the foundation for order. This article examines this threatening erosion and traces it to three underlying trends: political contestation with regard to the meaning of ‘restoration’ post‐1989; military instability following from the unpredictability of ‘hybrid war’; and moral equivocation on the part of the West when it comes to defending the Euro‐Atlantic security order. The article concludes that given the depth of contestation, western allies should learn to distinguish concert from balance and act on the condition that the former, a vibrant western concert, is a precondition for the latter, a manageable continental balance.  相似文献

SUMMARY

Why did Rousseau cast the substance of the Second Discourse in the form of a genealogy? In this essay the author attempts to work out the relation between the literary form (genealogical narrative, as the author calls it) of the Discourse's two main parts and the content. A key thesis of Rousseau's text concerns our lack of self-knowledge, indeed, our ignorance of our ignorance. The author argues that in a number of ways genealogical narrative is meant to respond to that lack. In the course of his discussion he comments on Rousseau's puzzling remarks in the Second Discourse about his expository method. Further, given the thesis that we lack self-knowledge, Rousseau owes us an account of his genesis as self-knowing genealogist. He attempts to do so in part through his narrative of the ‘illumination of Vincennes’. The author examines that narrative as well, reading it and the Discourse in light of each other. Can Rousseau resolve the problems of self-reference that the philosophical use of genealogy often leads to? The article discusses this complex metaphilosophical problem, along with views about the value of genealogical accounts, in light of recent work by Robert Guay, John Kekes, Alasdair MacIntyre, and Frederick Neuhouser, among others.  相似文献

This article argues that Dmitry Medvedev's term in office, despite the continuity in Russia's foreign policy objectives, brought about a certain change in Russia's relations with the European Union and the countries of the Common Neighbourhood. The western perceptions of Russia as a resurgent power able to use energy as leverage vis‐à‐vis the EU were challenged by the global economic crisis, the emergence of a buyer's market in Europe's gas trade, Russia's inability to start internal reforms, and the growing gap in the development of Russia on the one hand and China on the other. As a result, the balance of self‐confidence shifted in the still essentially stagnant EU–Russian relationship. As before, Moscow is ready to use all available opportunities to tighten its grip on the post‐Soviet space, but it is less keen to go into an open conflict when important interests of EU member states may be affected. The realization is slowly emerging also inside Russia that it is less able either to intimidate or attract European actors, even though it can still appeal to their so‐called ‘pragmatic interests’, both transparent and non‐transparent. At the same time, whereas the new modus operandi may be suboptimal from the point of view of those in the country who would want Russia's policy to be aimed at the restoration of global power status, it is the one that the Kremlin can live with—also after the expected return of Vladimir Putin as Russia's president. Under the current scheme, the West—and the EU in particular—does little to challenge Russia's internal order and leaves it enough space to conduct its chosen course in the former Soviet Union.  相似文献

In a framing comment embracing the preceding four papers devoted to the enlargement of the European Union in 2004, a prominent American geographer reviews some of the major problems confronting the European continent. The paper, which begins with the author's view of Europe's dilemma in late 2006, covers a number of geographic implications of the May 2004 expansion. Noted are Russia's overland access to Kaliningrad, the addition of ca. 8 million underprivileged Roma (presently the Union's largest minority population), the potentially divisive new boundary with Russia, the future candidate states emerging from the former Yugoslavia, the prospects of Ukraine's possible membership, and the challenge of Turkey's quest for admission to the EU. This essay, which is part of an ongoing monographic study of the Société Européenne de Culture, looks at the SEC's relationship with Europe's communist intelligentsia during the first phase of the Cold War. European intellectual life during this period is generally associated with the Congress for Cultural Freedom. Yet the SEC, the membership of which included some of Europe's most eminent figures, ranging from Camus and Jaspers, to Adorno and Merleau-Ponty, to Lukács and Sartre, can be seen as having provided a reference point particularly for the European left, not least because of its unique openness to communist participation. Giving special attention to the Dialogue Est-Ouest (Venice, March 1956), one of the earliest encounters between Europe's eastern and western intellectuals since before the war, this essay considers how the SEC's engagement with contemporary Marxist theory there not only embedded the dialectic as the SEC's operational method. It also provided an early indication of that institution's imminent shift from a preoccupation with universal values to an awareness of cultural difference and diversity, as a result of the critique of current western liberal ideology and its cultures, undertaken by the SEC in light of the Thaw.  相似文献

ABSTRACT

Sir Edward Grey is remembered largely as Britain's Foreign Secretary when ‘the lights went out all over Europe’ in the summer of 1914. His record remains contested. From David Lloyd George's crafty deception in his wartime memoirs to more recent revisionist historians, writers have sought to blame Grey for the outbreak of the First World War. Drawing on substantial research in private and official, British, and foreign archives, this paper will reconstruct Grey's career as Foreign Secretary with an emphasis on his objectives and the means which he employed to obtain them. Crucially, it places Grey's stewardship of British foreign policy within the broader international context, defined by the steep decline and subsequent renaissance of Russian power in the years between 1905 and 1912/13, with the aim of establishing the limitations of British power. More especially the shift in the international balance around 1913/14 shaped towards Russia, and away from Germany, shaped Grey's calculations during Europe's last summer. The July Crisis showed both the strengths and the limitations of Grey's diplomacy, this persistent and subtle pressing for mediation, but also his misreading of Austro-Hungarian policy.  相似文献

ABSTRACT

What did Rousseau's readers mean when they called him an ‘Epicurean’? A seemingly simple question with complex implications. This article attempts to answer it by reconstructing Rousseau's contemporary reception as an Epicurean thinker. First, it surveys the earliest and most widely read critics of the second Discourse: Prussian Astronomer Royal Jean de Castillon, Jesuit priest Louis Bertrand Castel, and Hanoverian biblical scholar Hermann Samuel Reimarus. These readers branded Rousseau an Epicurean primarily to highlight his atheism, his anti-providential and materialist natural philosophy. Then, it discusses Genevan pastor Jacob Vernet's positive assessment of Rousseau as a critic of ‘fashionable’ Epicureanism, before reconstructing Rousseau's critique of the reception of Alexander Pope's Essay on Man as an Epicurean text. These sources elucidate Rousseau's engagement with a range of ideas and argumentative positions that would inform his later self-identification as a ‘refined’ Epicurean. In particular, they highlight his interest in how a sentimental awareness of beauty might mitigate the potentially vicious effects of hedonism. The article concludes with novelist Mme. de Genlis’ critique of Rousseau's Wise Materialism, using his thoughts on the imagination to suggest some of the ways the neglected aesthetic dimensions of Rousseau's reception of Epicureanism might be developed.  相似文献

In 2009, the remnants of Her Majesty's Queensland Ship Mosquito, a 2nd‐class torpedo‐boat built in 1883, were relocated. Purchased by the colonial government of Australia in response to heightened tensions between Great Britain and Imperial Russia, Mosquito was assigned to Queensland's capital, Brisbane, where it had a largely uneventful career. Following removal from active duty it was stripped and abandoned on the foreshore of a tributary of the Brisbane River. This paper discusses Mosquito's historical background, and chronicles the rediscovery of the vessel, and the archaeological investigation and identification of its remains. © 2010 The Author  相似文献

One of Europe's leading international economists compares the economies of Russia and China by tracing the evolution of their transformation from central planning to market-oriented systems. The paper singles out the respective structural and policy constraints and the importance of political decisions in moving ahead with reforms in crucial years when the dangers of reversals have materialized. It analyzes, inter alia, the reasons for present growth in both countries, which is robust in Russia and impressive in China. While macroeconomic performance indicators are commonly used to compare success and work out projections, the author argues that underlying structural and political contexts as well as institutional problems of a different nature in each country provide the key to our understanding of the respective obstacles to sustainable growth.  相似文献

The European Union (EU) spreads its norms and extends its power in various parts of the world in a truly imperial fashion. This is because the EU tries to impose domestic constraints on other actors through various forms of economic and political domination or even formal annexations. This effort has proved most successful in the EU's immediate neighbourhood where the Union has enormous political and economic leverage and where there has been a strong and ever‐growing convergence of norms and values. However, in the global arena where actors do not share European norms and the EU has limited power, the results are limited. Consequently, it is not only Europe's ethical agenda that is in limbo; some basic social preferences across the EU seem also to be unsustainable. Can Europe maintain, let alone enhance, its environmental, labour or food safety norms without forcing global competitors to embrace them? The challenge lies not only in enhancing Europe's global power, but also primarily in exporting rules and norms for which there is more demand among existing and emerging global players. This means that Europe should engage in a dialogue that will help it to establish commonly shared rules of morality and global governance. Only then can Europe's exercise of power be seen as legitimate. It also means that Europe should try to become a ‘model power’ rather than a ‘superpower’, to use David Miliband's expression. The latter approach would imply the creation of a strong European centre able to impose economic pains on uncooperative actors. The former would imply showing other actors that European norms can also work for them and providing economic incentives for adopting these norms. To be successful in today's world, Europe needs to export its governance to other countries, but it can do it in a modest and novel way that will not provoke accusations of ‘regulatory imperialism’.  相似文献

Vattel's Mélanges de littérature, de morale et de politique (Thoughts on literature, morals and politics) was published at Neuchâtel by the Editeurs du Journal Helvétique in 1760 and this is the first English translation. It was republished under the title, Amusemens de littérature, de morale et de politique in 1765. Vattel's text provides evidence of his response to the issues facing Europe's states in the 1750s, and in doing so provides another perspective on his best known work, Le droit des gens (Law of Nations) of 1757. Vattel emerges as a reformer steeped in debates about the future of the European state system, and particularly Europe's small states and republics like Switzerland.  相似文献

Abstract

William Cavanaugh's The Myth of Religious Violence raises important questions about the role of religion in society. It challenges all-too-common misunderstandings about the relationship between religion and politics and, most valuably, warns against any assumption that religion is peculiarly prone to violence. This essay nevertheless takes issue with his attempt to disprove what he calls “the myth of religious violence” with evidence from the Wars of Religion in sixteenth-and seventeenth-century Europe and his claim that “the story of these wars serves as a kind of creation myth for the modern state” (10). The essay emphasizes the importance of understanding the religious dimensions of early modern Europe's wars but also of recognizing that, in both historical and contemporary situations, religious motivations are best understood not as independent variables but rather as catalysts that could exacerbate-or relieve-tensions rooted in other sorts of divisions or quarrels.  相似文献

What are the chronopolitics of global–local relations? This article reconsiders the oversymmetric portrayals of identity and nationalism in Benedict Anderson's Imagined Communities, and reopens questions about chronopolitics raised by Johannes Fabian in Time and the Other. Anderson relies heavily on Walter Benjamin, but seriously misunderstands him, in his portrayal of nations as parallel communities in ‘homogeneous, empty, time’. Against Anderson's premise that homogeneous, empty time is real, this article argues that calibrated asymmetries in global time were made real by colonial practices, that we have forgotten that glory and hierarchical self-assertion, not horizontal comradeship, were central to Europe's Rome-fantasizing imperial nations, and that élite diaspora have replaced imperial conquests precisely in the wake of decolonization and the rise of UN ideology.  相似文献
