In 1830, members of the Belgian National Congress asserted that they would not attempt to create an ideal constitution. Rather, they wanted to frame a constitution which would take the existing order into account, which would be adapted to Belgian manners and customs. Their ‘pragmatic conservatism’, as it can be described in distinction to Burke's juridical conservatism, was to an important degree inspired by the writings of Montesquieu. Both the discussion on the monarchy and the debate on the senate were influenced by the Esprit des lois. Indirectly, the debates in the National Congress give evidence of the enormous influence of the Esprit des lois on political thought in the Restoration period.  相似文献

Republicanism has enjoyed something of a revival in recent times among political theorists. This article examines the way in which republican strains of democratic political philosophy impacted political thinkers and leaders in the case of modern Ireland. Although the Republic of Ireland was officially established in 1949, the question of its origins was a source of contention throughout the first part of the twentieth century. I argue that the intellectual origins of Irish republicanism lay in the impact of French revolutionary thought on Irish nationalist leaders in the 1790s, and then trace these republican ideas through the public debates and tracts that marked the major stages in the development of the Irish Republic. In particular, I focus on the principles informing the 1916 Declaration of the Provisional Government of the Irish Republic, as well as the central arguments employed in the debates surrounding the Anglo-Irish Treaty of 1921 and the Republic of Ireland Act of 1948. My aim is to demonstrate that republican ideas affected nationalism to such an extent that in Ireland republicanism and nationalism became, and in some respects still are, practically synonymous.  相似文献

During much of his prolific career, the late historian Jacob Talmon was preoccupied with revolutionary movements, and was especially unsettled by, and attracted to, the force displayed by the French and Russian Revolutions. The young United States’ long and bloody war against the British Empire, followed by the creation of a republican novus ordo seclorum, supposedly fitted Talmon's revolutionary model and narrative. Hence, it is hard to account for the complete absence of the American Revolution from Talmon's extensive and celebrated trilogy.

This paper examines how Talmon understood revolutions and how the major historiographical schools interpreting the American Revolution could not accommodate, for different reasons, Talmon's paradigm of the nature and essence of revolutions. The paper further demonstrates how not only the failings of different historical interpretive schemes convinced Talmon to ignore the American Revolution. Rather, since the American Revolution could be conceived either as Lockean or Machiavellian, but in any event not as Rousseauian, Talmon overlooked its Atlantic nature; he chose to focus solely on messianic Europe. The paper will thus analyze the meaning and consequence of the fact that Talmon left the examination of the pursuit of happiness to Americanists, and chose to leave 1776 out of his corpus. Nepal's adoption of a new national anthem in 2007 reflected a decision to establish a new social and political order that was republican, federal and inclusive of the country's many minority communities. It came after a ten‐year internal conflict, and was followed by the abolition of the Shah monarchy that had ruled the country since the late eighteenth century. This article describes the historical and political context of the decision to replace the old anthem, the selection of the new anthem, and the debates that arose in the Nepali media and public sphere after its lyrics and the identity of its author were made known. The discussion refers to arguments made by Karen Cerulo about the relationship between the syntactic structure of national anthems and the stage reached in the process of political modernisation of the nation‐state in question, and provides some comparative perspectives on the Nepali case.  相似文献

ABSTRACT

The English term republic and the Chinese term Gonghe (共和, “joint harmony”; i.e., “republic” in modern Chinese) stem from different conceptual origins and carry different connotations. When they first encountered the term republic, the intellectuals of China and Japan could only understand it by drawing on the political knowledge of Chinese antiquity. But soon after, two different concepts corresponding to the term republic emerged in the form of Chinese characters within the Chinese and Japanese linguistic environments—minzhu (民主, “people's rule”) and gonghe, which gradually shed their ancient Chinese significations. After its coining as an early modern political concept in the Japanese language, the term gonghe sporadically filtered into the Chinese linguistic context during the 1880s and 1890s. In 1898–1902, the concept of gonghe rapidly gained popularity in China, primarily due to its introduction by Liang Qichao (梁启超, 1873–1929) and other figures, with a clearly demarcated line separating the term from its ancient Chinese significance. As the concept of gonghe spread in China, it became embroiled in the contemporary tide of political reform, both influencing and being influenced by this trend. In the first decade of the 20th century, two competing interpretations of the term gonghe appeared. The moderates, represented by Liang Qichao, maintained that the evolution of the political system had a natural order; that their contemporary China did not yet have the conditions to adopt a republican system; and that it was necessary to first improve the citizens’ character, and cultivate the habits of self-governance among the people. The radicals, represented by Sun Yat-sen (孙中山, 1866–1925), held that China should overleap a constitutional monarchy, overthrow the Manchu emperor through violent revolution, and directly establish a republican form of government. The views of the radical party won discursive power, but their discussions and deliberations on the implications of a republic were clearly inadequate. Following the outbreak of the 1911 Revolution, a republican form of government was quickly established, but its functional results fell far short of people's expectations, causing the concept of a republic to be distrusted, criticized, and even shelved.  相似文献

In the conventional narrative of the 1911 Revolution, the reemergence of Yuan Shikai leads to a series of troubling actions. First, he bargained with the Qing court by taking advantage of the crisis at Wuchang to extract concessions for himself, and then he used the Qing military force to menace the southern revolutionaries. Eventually Yuan used the southern revolutionary threat as a pretext to force the abdication of the Qing emperor. Moreover, he traded his contribution for the position of the first president of the Republic, and thus stole the fruits of victory. This narrative is quite different from the historical facts. As one of the most important higher officials in late Qing times, Yuan played an essential role in pushing the political reforms of the late Qing. His generation of the political elite largely supported constitutional monarchy, consequently he chose to promote political reform to realize a constitutional solution after he returned to the political arena during the 1911 Revolution. Only after realizing that the goal of a constitutional monarchy had been rejected by all the political groups did Yuan follow the trend by supporting republicanism.  相似文献

SUMMARY

The Machiavellian Moment was largely responsible for establishing what remains the dominant understanding of American Revolutionary ideology. Patriots, on this account, were radical whigs; their great preoccupation was a terror of crown power and executive corruption. This essay proposes to test the whig reading of patriot political thought in a manner suggested by Professor Pocock's pioneering first book, The Ancient Constitution and the Feudal Law. The whig tradition, as he taught us, located in the remote Saxon past an ‘ancient constitution’ of liberty, in which elected monarchs merely executed laws approved by their free subjects in a primeval parliament. This republican idyll, whigs believed, was then tragically interrupted by the Norman Conquest of 1066, which introduced feudal tenures and monarchical tyranny. Did patriot theorists accept this narrative? The answer, I shall argue, is strikingly mixed. By the early 1770s, appeals to the ‘ancient constitution’ had become less common in patriot writing. And by the end of the 1770s, many patriots had absorbed a completely different understanding of the feudal past—one pioneered by Royalist historians of the seventeenth century and then adapted by Scottish historians of the eighteenth. This shift reflects a broader transformation in patriot political and constitutional theory.  相似文献

ABSTRACT

This article examines the royal acclamation ceremonies of the Portuguese crown in order to grasp the responsiveness of the institution of the monarchy and regime to the challenges of modernity throughout the delicate watershed period of the late eighteenth and nineteenth centuries. The Portuguese Catholic and absolutist monarchy of the ancien régime had a strict protocol and a set of insignia of power that acted together at the moment of the acclamation and legitimation of each new king. The purpose of this research is to assess the adaptation and reinvention of these insignia and rituals according to the revolutionary demands of social change and secularization brought about by the turbulent period of the beginning of the nineteenth century: the French military invasions (1807–11); the departure of the royal family, court and administration to Brazil (1807); the liberal constitutional revolution (1820); and the civil war pitting liberals against absolutists (1832–34). The new constitutional monarchy that came out of this revolutionary flow faced many challenges of legitimacy, including the test of its capacity to create a modern royal imaginary updated to the cultural mindset of national and secular societies, and capable of bonding rulers with their people. The authors believe that the study of the acclamation ceremonies in the Portuguese constitutional monarchy can give us an accurate perspective on the quality of the symbolic image of the crown, therefore assessing the political efficiency of rituals as one of the structural aspects for institutional legitimization.  相似文献

In 1806 more than two centuries of the republican form of government in the Northern Netherlands came to an end. For a long time, historiography had it that the Dutch were indifferent to the end of the Republic and the establishment of the Kingdom of Holland. The transformation was, however, a much more dynamic process than has been portrayed. King Louis Bonaparte had the difficult task of acquainting a republican people with monarchy. Even though republicanism had lost much of its appeal by 1806, and the usefulness of democratic institutions was put into question, many Batavians nourished anti-monarchism. The Dutch state was one of many European client states that began to experience tensions between the gains of the revolution and the Napoleonic Realpolitik that was geared towards limiting popular sovereignty and expanding the French Empire. Louis Bonaparte, and later the Restoration monarchs, tried to reconcile popular sovereignty and monarchic authority by propagating the constitutional monarchy as the ideal juste milieu (middle way) between extremes.  相似文献

Abstract

Francesco Crispi has often appeared a paradoxical figure. In the earlier part of his life he was a revolutionary republican and a friend of Mazzini. After 1860 he accepted the monarchy, but remained very much a man of the Left and in many ways a quintessential democrat. Yet he ended his career as an authoritarian Prime Minister, a vigorous opponent of the Far Left, and an imperialist, who prorogued parliament and contemplated dispensing with representative government altogether. This article contends that Crispi's career has more coherence than is commonly suggested; it focuses on an important but hitherto neglected aspect of his thinking, namely the problem of how to achieve a sense of national consciousness in Italy through ‘political education’. The article traces the development of the idea of national political education throughout Crispi's career and argues that his two terms as Prime Minister in 1887–91 and 1893–6 can only be fully understood in the context of his long‐standing concern with this problem.  相似文献

This article examines the political thought of Pierre-Antoine Antonelle, a prominent democrat during the French Revolution. In pamphlets and newspaper articles between 1795 and 1799 he put forth an elaborate theory of ‘representative democracy’ which was a novel and radical vision of political reform and republican international order. His political and economic plan for a democratic future was focused on conceptualizing a realistic transition path to a genuinely republican society. In the wake of historians who pointed out the existence and importance of the idea of ‘representative democracy’ during the Directory, this article delves into the content of this idea by placing it in the context of Antonelle and his fellow travellers’ political struggle to consolidate the Republic while avoiding both anarchy and aristocracy.  相似文献

In postwar Germany, the Allies and the German authorities moved quickly and systematically to destroy or physically remove all traces of Nazi art. No such process occurred in postwar Italy. This meant that hundreds of ideologically inspired statues, mosaics, murals and other artefacts survived into the republican period. This article uses Luigi Montanarini’s mural, the Apotheosis of Fascism, as a case study to examine the management, meaning and memory of fascist monumental art (and, more broadly, fascist monumental architecture) in postwar and contemporary Italy. To date, memory studies of fascism have largely overlooked the artistic and architectural legacies of the dictatorship. This article helps to address this historiographical lacuna and speaks to current debates and controversies in Italy surrounding the meaning and significance of historic fascism.  相似文献

The Wuming painting group opened its first public exhibition in Beijing in 1979. The hundreds of small paintings exhibited were accumulated through years of clandestine art practice stretching back to the beginning of the Cultural Revolution. This article traces the history of the Wuming group and its art – describing the social identities of the artists, exploring the historical context of the group's formation, reconstructing the underground art and cultural activities, and contextualizing the group's artistic innovations. The history of this underground art group addresses larger debates over Chinese modernity, and over the interpretation of the history of the Cultural Revolution in today's global context.  相似文献

Traditional accounts of seventeenth-century English republicanism have usually presented it as inherently anti-monarchical and anti-democratic. This article seeks to challenge and complicate this picture by exploring James Harrington's views on royalism, republicanism and democracy. Building on recent assertions about Harrington's distinctiveness as a republican thinker, the article suggests that the focus on Harrington's republicanism has served to obscure the subtlety and complexity of his moral and political philosophy. Focusing on the year 1659, and the pamphlet war that Harrington and his supporters waged against their fellow republicans, it seeks to re-emphasise important but neglected elements of Harrington's thought. It suggests that the depth and extent of Harrington's sympathy with royalists and royalism has been underplayed, while too little attention has been paid to the fundamental differences between his ideas and those adopted by other republican thinkers at the time. In addition it brings to light, for the first time, Harrington's innovative endorsement of both the term and the concept of ‘democracy’ and draws attention to his intellectual and personal affinities with the Levellers. Finally it outlines some implications of these findings for understandings of English republicanism and the republican tradition more generally.  相似文献

Abstract

There are at least two options or approaches available to those who seek to evaluate Garibaldi's life in its entirety. The first option envisages Garibaldi as a revolutionary figure firmly devoted to the cause of the people and the advancement of human rights. The second sees him as putting his popularity in the service of a sovereign monarch, but managing nevertheless to salvage something of the ideals of his youth. There are indeed double aspects to Garibaldi, who was both republican and monarchist, simultaneously a rebel and a man of order. As a rebel he fought against kings, popes and emperors; as a man of order he relied on the effectiveness of temporary dictatorship (his own in Rome in 1849 and the king's dictatorship in 1860). He broke with Mazzini when he chose to pursue national unification in collaboration with the monarchy. That choice limited his freedom of action, and he felt betrayed when he became aware of the consequences in the last years of his life. Paradoxically, it is Mazzini's death in 1872 that released Garibaldi from his subjection to King Victor Emmanuel II, and allowed him to live out the last years of his life more or less at peace with himself as a socialist who put the well being of the people ahead of everything else.  相似文献

Abstract

The ‘friend–enemy’ relation represented an essential ideological mainstay of the thought and action of the Italian Communist Party (PCI) in the years of republican Italy. This relation goes back to the aftermath of World War I when Soviet communism became established as a global revolutionary movement. The PCI’s strategy of delegitimation of political opponents underwent substantial changes over the years of republican Italy. The long period spanning Togliatti and Berlinguer’s leadership of the party saw a change in political culture destined to alter the very nature of the ‘friend–enemy’ relation. Particularly in the 1970s, with the so-called ‘moral question’, a new antiparty public discourse became established and was implemented mainly against the parties in government. This paved the way to a more radical and absolute logic of enmity that, in the long run, overwhelmed the PCI itself in the dramatic transition from First to Second Republic.  相似文献

This article considers the legacy of 1970s revolutionary thought and political action within Argentine cultural production. Liliana Heker’s 1996 novel El fin de la historia is a fictional depiction of MontoneraLucy’ Carazo, who was taken as a political prisoner, fell in love with and seduced her captor, and went on to collaborate with the military regime. Similar stories continue to arise and generate a great deal of debate in present-day Argentina, at the same time that Heker's novel itself continues to elicit controversial critical and cultural responses. This close reading of the novel thus situates itself within present-day debates regarding the ethics and politics of 1970s armed struggle as well as ongoing debates concerning individuals who abjure or betray their commitment to 1970s revolutionary causes. The analysis focuses on seduction and sexuality as a means of leading the novel’s protagonist astray from the cultural topoi of revolutionary martyrdom and heroism.  相似文献

The Italo-Ethiopian War led to an extensive debate in the Union of South Africa about the future of the League of Nations’ system of collective security. The different political and social groupings in the dominion interpreted the meaning of the war for the Union from a diversity of perspectives. The Italian aggression in East Africa reverberated in the context of concurrent debates about the Union's position in relation to the British Empire. These debates were influenced by the tensions between Afrikaners and English-speaking South Africans but also by disagreement within the Afrikaner community about South African policies vis-à-vis the British Empire. The Afrikaner-dominated Union Government had to navigate between its commitments to the League on the one hand and criticism from the extreme nationalist Afrikaner opposition on the other, which claimed that South Africa's sovereignty was diminished by Britain's leading role in the League. As a mandatory power in South West Africa, the Union was also concerned to sustain League principles in order to safeguard its sub-imperialist aspirations on the continent. The public debates were strongly influenced by a discourse on ‘civilisation’, which not only reflected ambiguous views of the status of Ethiopia as a member of the League of Nations, but also raised questions about the stability of white hegemony in a segregationist state.  相似文献

Siam’s practices of polygamy variously bemused and shocked European visitors to the kingdom in the nineteenth century; however, especially in the case of the early Chakri monarchy, there was always also a strong political rationale to such customs. Multiple liaisons would yield multiple sons who could subsequently serve as defenders of both realm and dynasty; later, as the nation evolved, they could form a pool of ministers and administrators. Multiple daughters, in turn, were always useful in shoring up support from a restive nobility. Sons in particular, however, presented a real estate challenge as they had to be housed in appropriate style and this called for a profusion of both small and large palaces, wang, throughout the old historic city of Rattanakosin. From the locations of wang and their degrees of splendour one might have been able to read the evolving politics and political economy of early Bangkok, also the always evolving role of the monarchy, except that most have been swept away for more mundane urban development. Yet enough evidence remains for the story still to be pieced together, thereby throwing some light on currently fraught debates over the political context and role of the monarchy.  相似文献
