The European contribution to global environmental governance   总被引:1,自引:0,他引:1  
The European Union has become an increasingly central player in international environmental politics. Its role, especially as a protagonist to the United States, has been highlighted by the way in which it successfully led the campaign for ratification of the Kyoto Protocol. The 2005 UK presidency has made climate change one of its twin priorities along with African development, and it is with this in mind that the article discusses the way in which the Union can be considered an international environmental actor in its own right and the various contributions that it makes to global environmental governance. While the EU is well known as a trade actor the complexities of its role as an environmental actor, operating under shared competence between the member states and the Community, are less well understood. Despite the inherent difficulties it has been surprisingly effective, although in areas such as climate change there is a need for strong presidential leadership.
The EU's most evident field of activity has concerned the many multilateral environmental agreements in which it has come to play a leading role. However, this does not exhaust its contribution to global environmental governance that extends to the dissemination of norms and the incorporation of partners in its accession and neighbourhood policies. Sustainable development is also a key area of internal and external Union endeavour at the WTO and elsewhere, although there are continuing contradictions arising from its agricultural and fisheries policies. Finally, the Union's credibility will rest upon its ability to implement its environmental commitments and this is nowhere more evident than in its new emissions trading system. This is the centrepiece of the EU's commitment to the Kyoto Protocol and it is the need to co-ordinate the Union's diplomacy in the extension of the climate change regime, to include the United States and the developing countries, that the UK presidency must address.  相似文献

In September 2015, Australia, along with 193 member states of the United Nations, signed the United Nations Sustainable Development Goals. The facilitation of international trade and increasing foreign aid for developing countries were emphasised as crucial means for achieving the Sustainable Development Goals. An important role was assigned to the international Aid for Trade initiative, which is about stimulating economic growth in developing countries through removing constraints to trade. Australia has been a strong supporter of the Aid for Trade initiative since it was launched at the World Trade Organization’s Ministerial Conference in Hong Kong in 2005. Aid for trade has become a central plank of the ‘new development paradigm’ of Australia’s international aid program. This article analyses the conceptualisation and practice of aid for trade in Australia’s aid, with a focus on how it links to ecologically sustainable development. It argues that Australia’s aid for trade is reinforcing the neo-liberal development paradigm in which environmental dimensions are overall neglected and private sector development and free trade are prioritised. In order to achieve international and national development goals of poverty reduction and sustainable development, environmental sustainability needs to be fully integrated into the growing aid for trade portfolio of Australia’s international aid.  相似文献

环境管制是指各国在国际贸易中为了实现环境与贸易的协调关系,以环保为目的而采取的贸易限制措施,主要包括课征环境进口附加税、限制或禁止进出口、推行国内加工和生产方法、实行环境标志制度、政府环境补贴等5种类型。本文总结了在全球化背景下环境管制措施产生的原因及施行内容,在此基础上就其对区域环境与贸易的约束效应做了分析,旨在为我国突破"绿色壁垒"提供警示和借鉴。  相似文献

The cooperation of China and India in replacing chemicals that damage the stratospheric ozone layer is critical to the success of the world's first environmental agreement, the Montreal Protocol. China's leaders accepted the agreement more readily than did their Indian counterparts. These divergent responses are attributed to the nature of the policy issue in question, the impact of regime type upon state leaders' environmental policies, and dissimilar linkages between international and domestic actors and forces.  相似文献

One of the predominant issues on the agenda of diplomats and politicians is how to address the consequences of shifts in perception about threats to the environment and the actual short and long‐term characteristics and effects of environmental degradation. Another challenge is that such issues as climate change impact on many areas including trade, economic and fiscal policies, employment, transport, agriculture and regional development. Furthermore, decisions taken at a national level cannot be isolated from international concerns, as in the case of the Kyoto Protocol.

This article maps out some of the differences between Australia and the European Union in relation to the role of developing countries in tackling climate change, the use of market mechanisms to tackle environmental problems and the implementation of punitive compliance systems. We explore the challenges facing Australia and the EU in sustainable development, why the EU has a reputation as a leader in this field, how Australia has engaged the challenge and why the similarities in the approach of Australia and the EU are more striking than the differences.  相似文献

The European Union's influence on defense industry mailers has increased in recent years. This is plaiting because the Treaty of Rome permits member stales to maintain armaments production and trade issues at the national level. The argument presented in this paper is that the predominant theories of European integration cannot adequately explain this shift in policymaking from the national to the regional level. Signing the North American Free Trade Agreement (NAFTA) liberalized trade policy and reduced tariffs between Mexico, the United States, and Canada, but activists opposed to the treaty predicted an environmental disaster. This article seeks to analyze the dynamics of environmental spending and changes in companies' profiles following NAFTA. Our results suggest that these predictions have not come true. Through an econometric model, we explore how 2,438 industries in the 1994–2002 period made environmental decisions and how much they spent on cleanup. Estimates were made with a dynamic panel model using the generalized method of moments (GMM) method. Our results suggest that environmental investment decisions depended on business size, their technological capabilities, sales performance, and the need to comply with the standards required by customers in the international market. The last section explores policies to improve compliance with Mexico's environmental regulations and to develop sustainable, eco‐friendly manufacturing.  相似文献

经济全球化背景下,国际"贸易-交通-旅游"(3T)互动日益增强。采用1982-2011年时间序列数据,分析国际贸易、交通和旅游总量的发展历程,从进、出口分量视角考察三者相关关系,运用最小二乘法构建回归方程。结果发现:①30年来国际贸易、交通和旅游的发展呈持续增长态势。国际贸易和旅游日益重要。②国际贸易、交通和旅游增长过程具有同步性,表现为波动周期同涨同落。③所构建的回归方程决断系数R2均在0.99以上,国际贸易、交通和旅游存在显著相关性。国际货运与国际贸易,国际客运与国际旅游之间具有确定、直接的因果关系;国际贸易与国际旅游的因果性尚待探究。  相似文献

The trade–conflict model claims that one state, designated as the ‘actor’, is deterred from initiating conflict against a trading partner, designated as the ‘target’, for fear of losing the welfare gains associated with trade. This article extends the trade–conflict model to examine the effect of country size on the trade gains among countries. We derive three propositions with regard to international interactions that pertain to the links between trade, conflict and country size. These hypotheses all imply that a country with an improvement in its terms of trade with a large country will decrease conflict more than it would with an improvement in its terms of trade with a small country. A 30‐country sample from the Conflict and Peace Data Bank (COPDAB) is used for empirical tests. The empirical analyses support the derived hypotheses. The model predicts that a country's ability to influence domestic consumption in a trading partner is an important determinant of international interactions.  相似文献

Abstract: As part of the post‐tsunami reconstruction effort in Aceh, international labour movement organizations “jumped scale” in an attempt to revitalize a moribund local labour movement. This article provides a close analysis of the four internationally sponsored trade union building projects undertaken as part of that process. This unique intervention sheds light on the crucial role of local context and the extent to which the principles of international solidarity and the pragmatics of trade union diplomacy are mediated through money, institutions, individuals and day‐to‐day activities. The Aceh case underscores the importance of contingency and the agency of individuals in shaping an international intervention of this kind. In doing so it demonstrates how circuits of labour activism can be affected by constraints and opportunities unrelated to trade union politics or the relations of production.  相似文献

福州是福建省会,帆船时代福州国际贸易是"海丝"文化的重要组成部分,其特色是以朝贡贸易为主。福州官方主导的朝贡贸易始于后汉,发展于唐五代,明清时期福州作为郑和下西洋重要基地和中琉朝贡贸易唯一官定港口而鼎盛。郑和船队驻泊长乐和中琉贸易定点福州,奠定了福州在海外贸易史上的历史地位。国际贸易兴盛带动港口建设,贸易港从福州内河向滨江滨海发展,先后出现东冶港、甘棠港、河口港、太平港、马尾港等名港,成为"海上丝绸之路"的核心港和出发地之一。福州人有精湛的帆船制造技术,熟知天文地理,并掌握高超的航海技术。他们从事海外贸易,穿洋过海、贸迁四方,形成代代相传的海洋文化传统,这是福州国际贸易发展的重要人文因素。  相似文献

In this paper, we map the international trade in electronic waste (e‐waste). We quantify the directions and magnitude of this trade at the global scale and examine the utility of the pollution haven hypothesis for explaining the observed trade patterns. Our results demonstrate four key findings: the international trade in e‐waste is a more complex story than being one about ‘rich’ countries dumping waste in ‘poor’ countries; the trade in e‐waste is highly regionalized, with intra‐regional trade accounting for most of the total trade flows; the pollution haven hypothesis is an important, but partial, explanation of observed trade patterns; and there is a need to conceptualize the trade and traffic of e‐waste as open ended and contingent processes facilitated by situated practices of wasting and valuing that rely on geographic difference and mobility for the exchanges between the domains of waste and value to occur.  相似文献

Historians have represented the movement for the abolition of the slave trade as a turning point in international law, either characterising the formation of mixed commissions to adjudicate slave ship captures as elements of early human rights law or interpreting the treaty regime supporting the ban on the slave trade as marking a decisive shift towards positivism in international law. A closer look at the legal history of abolition suggests that such perspectives omit an important dimension: the ties between abolition and imperial legal consolidation. In exploring such ties, the article first examines prize law and its direct and indirect influence on calls for intra-imperial regulation of the slave trade, especially its effective criminalisation. Across the empire, efforts to ban the slave trade reflected and reinforced pressures to strengthen imperial legal authority by regulating and restricting planter legal prerogatives.  相似文献

The “Pollution Haven Hypothesis” is the prediction that trade liberalization will lead to the movement of polluting industries from high income/stringent environmental regulation countries to low income/lax environmental regulation countries. This prediction has led to concerns that NAFTA would be an environmental disaster for Mexico. The three articles included in this collection investigate the post‐NAFTA environmental performance of Mexico using both aggregate data on pollution emissions as well as firm‐level data on environmental abatement efforts. In this article, I summarize the contribution in the context of the trade/environmental literature and provide some suggestions for future work.  相似文献

ABSTRACT This paper investigates the connection between economic agglomeration and trade patterns within the United States at the industry level. On the consumption side, industry‐ and state‐specific international imports and elasticities of substitution are shown to be systematically connected to consumption agglomeration effects, while on the production side, industry‐ and state‐specific international exports and intermediate input trade are shown to be systematically connected to production agglomeration and specialization effects. Industry structures play an important role in the determination and magnitude of these effects.  相似文献
