This paper presents an analysis of the referendum on Native land claims that took place in British Columbia (BC) in the spring of 2002. The province's Liberal Government claimed that the referendum was needed in order to secure a public mandate for a set of negotiating principles that would breath new life into the supposedly stalled treaty process. Drawing evidence from government press releases, politicians' statements and media coverage, we argue that the BC Government and its supporters employed a discourse centred on neo-liberal economic logic in order to justify the exercise. Furthermore, we charge that this discourse relies on an erasure of the historical–geographical contexts of Native–newcomer relations in the province. By drawing on Cindi Katz's socio-spatial metaphor of 'topographies', we suggest that Native space in British Columbia needs to be understood as a series of situated and grounded experiences of colonialism and capitalist production. Then, extending the metaphor, we highlight the ways in which the referendum supporters' rhetoric contains a vision of future topographies of Native experience that adhere to the private property ethic of neo-liberal economics. We conclude that the politics surrounding the treaty process must be understood as a contest over the terms of Aboriginal citizenship and not merely as a conflict over the allotment of land and resources.  相似文献

Wetlands are common in Coastal Western Hemlock forests yet the hydrologic processes that generate runoff from small swamps are not completely understood. Direct field observations, hydrologic, and electrical conductivity data were collected from a gently sloping forested swamp complex from July to November 2009. Swamps occupied depressions between raised mounds (0.1 to 3 m high) and were connected by an ephemeral creek. Runoff was controlled by antecedent moisture conditions and influenced by basin microtopography. Two hydrologic regimes occurred during the study period and different runoff processes dominated each regime. Runoff was generated by subsurface flow during dry antecedent conditions as swamps remained hydrologically disconnected from each other. Runoff was generated by surface outflow from hydrologically connected swamps during wet antecedent conditions as ponded water spilled out of the depressions. The forested swamp complex produced a faster but limited hydrologic response during dry antecedent conditions compared to a slower but greater hydrologic response during wet antecedent conditions. Stormwater runoff and runoff ratios were up to two orders of magnitude higher in wet conditions than during similarly sized events in dry conditions. These factors should be considered when designing monitoring programs or runoff models in forested swamps with significant microtopography. Field surveys and estimates of hydrologic inputs and outputs may be useful in predicting the potential hydrologic connectivity of isolated forested swamps.  相似文献

Societies produce the space in which they operate through social practices that visualize, administer, and use lands and resources. Because Native peoples have held relatively little political power, their ability to influence the production of space has received little attention. Yet the superimposition of Euro‐Canadian social practices onto Native spaces rarely erased native spatiality, but rather created a territory made up of shared and hybrid spaces which resulted from the interaction of Native and Euro‐Canadian societies. This paper suggests that the social processes involved in the production of space are perhaps most visible when two parties are negotiating the allocation and management of lands and resources. In the 1970s the Tl'azt'en engaged in negotiations over the construction of a railway through their territory. Through the negotiations Tl'azt'en social and economic goals were inscribed to a significant degree in the spatial organization of the territory. Like current treaty negotiations, the 1970s negotiations involved compromises by both parties, and resulted in the creation of new hybrid social spaces which reflected the goals and strategies of both groups. Parceque les peuple Natifs ont eu relativement peu de pouvoir politique, leur capacitéà influencer la production de l'espace a reçu peu d'attention. Cependant, l'imposition de pratiques sociales Euro‐Canadiennes sur les espaces Natfs a rarement effacé la spatialité indigené, mais a plutôt crée un territoire composé d'espaces partagés et hybrides, résultat de l'intéraction des sociétés indigènes et Euro‐Canadiennes. Cet exposé suggère que les procédés sociaux impliqués dans lá production de l'espace sont peut‐être plus visibles quand deux partis négocient l'allocation et la gestion des terres et des ressources. Dans les années 70, le peuple Tl'azt'en s'est engagé dans des négociations au sujet de la construction d'un chemin de fer à travers leur territoire. Dans ces négociations, les buts sociaux et économiques du Tl'azt'en furent inscrits à un degré significatif dans l'organisation spatiale du territoire. Comme les présentes négociations de traité, les négociations des années 1970 ont impliqué des compromis par les deux partis, et ont résultéà la création de nouveaux espaces sociaux hybrides qui reflétaient les buts et stratégies des deux groupes.  相似文献

This article examines stereotypes of Filipina and British nannies presented by nanny agents in Vancouver, Canada in a series of interviews conducted in 1994, and then considers the influence of these stereotypes in structuring the work conditions of each group of domestic worker. Working with Bhabha's concept of ambivalence and Kaplan's ideas about the 'impossibility' of the concept, 'mother', the agent interviews are then reread for signs of inconsistency and ambivalence. The British nanny is portrayed as both superior in terms of training and temperament, but cold and controlling. The Filipina nanny is both uncivilised and poorly motivated, and well-educated. These ambivalences are read in terms of anxieties about maternal substitution, colonial pasts, racial difference, and working mothers. Some implications of the inconsistency in agents' portrayals of Filipina nannies for political practice are briefly outlined.  相似文献

In an effort to add to our understanding of why government chooses to take actions in certain situations and not others, this article applies competing theories of agenda building to a specific environmental issue, forest policymaking in British Columbia (BC), Canada. Clearly, how well BC and the rest of Canadian provinces manage their forests and other natural resources will contribute to the ability of Canada as a whole to become a sustainable society. In the 1990s the BC government enacted the Forest Practices Code, a comprehensive approach to managing the province's forests. This study relies on several different theoretical approaches to explain how such an ambitious program was developed and implemented. How difficult and complex environmental issues manage to reach the political agenda is crucial to our understanding of policy change and is addressed in this study.  相似文献

An inventory of provincial lakes and reservoirs has been developed to characterise and assess the distribution and morphometry of standing water bodies in British Columbia. In the province, there are over 241,500 lakes and reservoirs greater than 1,000 m 2 in size. These water bodies cover 2.37 percent of the province area and contain an estimated 521 km 3 of water (312 km 3 in natural lakes and 209 km 3 in reservoirs). A hypsometric relation suitable for order-of-magnitude estimates of lake volume from lake area is presented. Based on the distribution and morphometric attributes of lakes, several distinctive limnologic regions were identified, including the northeastern Alberta Plateau (highest proportion of circular lakes), the southwestern Alberta Plateau (lowest lake density/coverage and highest proportion of irregularly shaped lakes) and the Milbanke Strandflat (highest density of lakes). Observed regional and scale-related patterns in lake distribution/morphometry appear to be largely related to geomorphic controls, particularly tectonic and glacial history. Large-scale hydrologic implications of these standing water bodies and potential ecosystem/water resource management applications of the provincial inventory are also discussed.  相似文献

This paper explores the emergence of early childhood education outdoor programs in British Columbia, Canada. The story told follows paths not dissimilar from how one might observe children on a walk to the park. While the park is the destination, it is the journey to the park, of picking up pebbles, looking at flowers, and finding sticks, that enlivens and binds the journey. Through our consideration of stories from a number of outdoor programs, we weave patterns that join their emergence and consider how their stories might sustain and encourage educational action.  相似文献

This article investigates the spatial dimension of automotive theft, break and enter, and violent crime in Vancouver, British Columbia in 1996. The article uses and synthesizes social disorganization theory and routine activity theory as a theoretical backcloth and employs a spatial autoregressive regression procedure that accounts for spatial autocorrelation between crime rates and socio-economic characteristics at the census tract level. Strong support is found for synthesizing these two most common spatial theories of crime. In particular, high unemployment (social disorganization theory) and the presence of young populations (routine activity theory) are the strongest predictors of criminal activity.  相似文献

This paper analyzes the political dynamics between a newly elected, right‐leaning provincial government and a left‐leaning public sector union that resulted in the privatization of 4000 health support housekeeping jobs in southwestern British Columbia in less than a year. The article documents how government set the stage for privatization, the struggle that ensued when the union resisted concessionary bargaining, and the new challenges that emerged for both union and management once housekeeping and other support services were taken over by multi‐national service corporations. This case is significant because the size and scope of this privatization and the legislation that facilitated it are unprecedented in Canadian history.  相似文献

Aboriginal peoples in Canada are gaining influence in post‐secondary education through Aboriginal‐directed programs and policies in non‐Aboriginal institutions. However, these gains have occurred alongside, and in some cases through, neoliberal reforms to higher education. This article explores the political consequences of the neoliberal institutionalization of First Nations empowerment for public sector unions and workers. We examine a case where the indigenization of a community college in British Columbia was embedded in neoliberal reforms that ran counter to the interests of academic instructors. Although many union members supported indigenization, many also possessed a deep ambivalence about the change. Neoliberal indigenization increased work intensity, decreased worker autonomy and promoted an educational philosophy that prioritized labour market needs over liberal arts. This example demonstrates how the integration of Aboriginal aspirations into neoliberal processes of reform works to rationalize public sector restructuring, constricting labour agency and the possibilities for alliances between labour and Aboriginal peoples.  相似文献

The successful integration of immigrants into a new society is based on their attainment of several basic needs, including access to adequate, suitable and affordable housing. While this has long been a concern in Canadian cities, such as Vancouver, Toronto, and Montréal, it is also increasingly an issue in growing mid-sized cities such as Kelowna, in the interior of British Columbia. While Kelowna's real estate market is one of the most expensive in the country, there is little published data or literature on the housing experiences of immigrants in the city. This study examines the housing experiences and stresses of a small group of immigrants in Kelowna's rental housing market. This study uses data from five focus groups with 34 new immigrants and 20 interviews with key informants, conducted in Kelowna in summer 2008. The evidence indicates that for this group of immigrant newcomers, the housing search process in Kelowna's rental housing market met with significant barriers in locating affordable rental housing. Of these barriers, the most commonly cited were: (a) high housing costs; (b) lack of reliable housing information, including lack of access to organizations that provide housing help (government or not); and (c) prejudice by landlords based on the immigrants' ethnic and racial background.
This study points to the need for more comparative studies on the housing experiences of immigrants in mid-sized cities in Canada to better understand which groups of immigrants are more successful than others in finding affordable housing in these mid-sized cities, and why.  相似文献

In the span of a few years, Premier Gordon Campbell transformed himself from a strong political critic of Aboriginal peoples in British Columbia to their apparent champion within a “new relationship.” The subsequent sudden collapse of Campbell's alliance with First Nations is a window into federal‐provincial relations, constitutional change, Aboriginal political organization, and the consequences of decisions made more than a century ago. Drawing on Nietzsche, we argue that Campbell's intentions, either to control or support Aboriginal peoples, were almost irrelevant; our focus should be on the “will to power” and efforts to stabilize power through territory. As a result of the collision of Aboriginal political mobilization, the expansion of natural resource development, and a series of court decisions, the unresolved nature of Canada's territorial claim to most of the land that is now British Columbia has finally reached a point where it can no longer be ignored, either politically or legally. However, the province lacks the legal authority to recognize or deny Aboriginal title, leaving the provincial government and indigenous peoples in British Columbia equally held hostage by the federal government.  相似文献

In the late nineteenth and early twentieth centuries, a new order was imposed on the land and inhabitants of present-day interior British Columbia. From one perspective this was a story of human progress and improvement – the advance of colonizing Europeans into lands that they considered underutilized and unproductive and that they sought, often successfully, to bring within the growing orbit of global trade and world capitalism. Yet for many people and creatures the story of resettlement was far from a story of progress. In relatively short order – less than a century – the grasslands of interior British Columbia were swept and transformed by many of the most powerful currents of western modernity. The results of this transformation were uneven and often deeply inequitable. By the late nineteenth century native peoples had been dispossessed and struggled to survive on small resource-poor Indian Reserves; a few corporate and family-owned cattle ranches controlled the best range leaving small-scale immigrant ranchers with more or less marginal land; and many types of grassland had been heavily overgrazed. This paper explores these darker sides of European resettlement in present-day interior British Columbia by emphasizing the role of ranching in colonial resettlement, by describing the stratified rural society that ranching, in part, produced, and by revealing the different ways that cattle and ranches interacted with natural and economic processes to remake an environment.  相似文献
