‘Indigenous’ is a colonial category, and it is always related to particular colonial configurations of diversity and in relationship to particular colonial/national states. In this paper, the many historical configurations in which the terms ‘Indian’ and ‘Indigenous’ have figured are traced, including the Spanish colonial state and the Argentine state. The ways in which these successive systems of categorization are juxtaposed is described. Finally, post-Western understandings of what it could mean ‘to be Indigenous’ are explored.  相似文献

In the literature, the ‘Overview Maps of Imperial Territories’ or Huangyu quanlan tu 皇輿全覽圖, is mostly referred to as ‘the Jesuit atlas of China’. The reason is that this early eighteenth-century atlas of all Qing China’s territories plus Korea and Tibet is assumed to have resulted from European missionaries importing European cartographic practices. In this essay, I argue that this view is outdated and can no longer be sustained. By revisiting the background of the missionaries’ involvement in cartographic exchanges between Asia and Europe, the techniques used for surveying Qing territories and the production of the resulting atlases, I show that the mapping project behind the ‘Overview Maps of Imperial Territories’ is best understood as a creative answer to the unique needs of Qing frontier management and imperial control, made possible by the integration, in mensurational and in representational terms, of European and East Asian cartographic practices.  相似文献

ABSTRACT. The study of nationalism in Egypt has often focused on Arab nationalism and its relevance to the post‐colonial state building process. The current article shifts the focus to the Egyptian state's strategic use of nationalism as a mechanism for survival and for shoring up its failing legitimacy. In particular, the case of the human rights debate is chosen to show the regime's most recent attempt to ‘nationalise’ a rising movement which promotes universalism and poses a threat to the notion of the nation's homogeneity. By misrepresenting human rights organisations as mouthpieces of Western imperialist powers, the regime has managed to create an image of these organisations as posing a threat to Egypt's national security and undermining its international ‘reputation’. More recently, however, the state has refined its discourse on human rights by promoting an image whereby it is the ‘official agent’ of a more nationalistically defined human rights movement.  相似文献

Abstract. The point of departure of this article is a conception of nations as discursive constructions of ‘us’/‘here’ in relation to ‘them’/‘there’. The empirical analysis examines three national discourses in Rehoboth, Namibia: (1) a discourse on the ethnic Baster nation; (2) a discourse on the Namibian nation‐state and (3) a discourse on the nation‐state containing a variety of ethnic nations (‘the rainbow nation’). The first discourse is characterised by a primordial belief about Rehoboth Basters, their homeland and their ties to this homeland. This conception is challenged by the discourse on the Namibian nation‐state. Here, it is argued that ‘ethnic nations’ are the creation of colonialism; with Namibia's new independence, it is seen as necessary to tear down previous ‘ethnic nations’ and build up a new, united nation‐state. The rainbow discourse attempts to integrate the other two discourses through ideas about overlapping nations, where the boundaries that separate ‘us’/‘here’ from ‘them’/‘there’ overlap and are inclusive rather than exclusive.  相似文献

During the first week of the Second World War around 400,000 companion animals in London alone were killed at their owner's behest. This was not a state directive. Little is known of this event although details of what was called at the time the pet ‘Holocaust’ or ‘Cat and Dog Massacre’ were not suppressed. Far from the Home Front of the Second World War in Britain being a ‘People's War’, as popularly described, in different ways the animal–human relationship was prominent. The massacre – and subsequent animal–human relationships – tends to undermine the notion of both a positive and exclusively human ‘People's War’.  相似文献

Europe has a ‘problem’; it is becoming a ‘less cultural continent’ as fewer Europeans are ‘engaging in cultural activities’. This conclusion has been reached due to the findings of the latest cross national cultural participation survey. This paper questions the existence of this ‘problem’ and instead suggests that there is a shared problematisation across Europe sustained by common discursive archaeology that employs various discursive strands in relation to a dominant institutional discourse. The argument is that the ‘problem’ of ‘non-participation’ legitimates a ‘solution’ that predates its emergence: the state subsidy of arts organisations. The paper recaps the comparable problematisations that the researchers have previously identified in the policy texts of their respective countries. It progresses to consider three distinct but interwoven discursive strands upon which the problem representation in both countries, and potentially across Europe, appears to rely.  相似文献

Abstract. This article will address the assumption that the essential definition of nationalism is parliamentary political. By highlighting the solitary Scottish nationalist movement in the mid-nineteenth century, the National Association for the Vindication of Scottish Rights, this article asks whether a ‘centralised’ state for the Scottish nation should be the model against which nationalism is interpreted. By developing the concept of ‘civil society’ as both ‘container’ and ‘director’ of nationalism, this article will show the influence of a ‘decentralised’ state to conceptions of ‘best-governing’. By stressing the contradictions in the legitimacy of the British state mid-century, it will be argued that Scottish nationalism can not be regarded as merely romantic, nor, as its outcome, can Scottish culture be presented as somehow weak. This article will argue that intellectual thought regarding the state meant that the only form of nationalism at this time was ‘Unionist-nationalism’, more union with England, not less.  相似文献

In this paper, we question an often-unchallenged assumption that we all talk about the same ‘thing’ when talking about water. Taking the Salween River in Myanmar as a case study, we draw on a growing body of hydrosocial literature to analyze the multiple ontologies of water. Conceptually, we take each ontology to be constituted of – and enacted within – a human-more-than-human assemblage, the spatiotemporal dimensions of which demarcate a ‘hydrosocial territory.’ We present three illustrations, namely: the role of the Union Government's National Water Resources Committee and how it manifests and is situated within an ontology of ‘modern Water’; a Karen indigenous initiative to establish a Salween Peace Park and an associated revealing of an ‘indigenous’ ontology; and plans for the construction of mainstream hydropower dams and electricity export to neighboring Thailand, where different water ontologies and their hydrosocial territories collide. We examine how multiple ontologies of water are contested through ‘ontological politics’, whereby human actors compete to further their own interests by naturalizing their ontology while marginalizing others. While not downplaying the role violent conflict plays, we argue that in the Salween basin ontological politics are an underappreciated terrain of contestation through which political authority and the power relations that underpin it are (re)produced, with implications for processes of state formation, territorialization and the ongoing peace negotiations.  相似文献

Abstract

This is a study of the prefects, the arm of central government in the provinces, under the Fascist regime. Using the author's own survey of those appointed prefects after the decision to establish the ‘totalitarian’ state, it considers the phenomenon of the ‘Fascist prefects’ in relation to the progress of career officials, methods of recruitment and the prevailing bureaucratic culture, in order to assess the extent of the ‘Fascistization’ of the Interior Ministry. It then looks at how both career and ‘Fascist prefects’ actually operated on the ground and their relations with the Fascist Party in the provinces. The article concludes, on the evidence of continuing party‐state conflict throughout the 1930s, that there was a ‘totalitarian’ regime in the making.  相似文献

Planning systems developed through the period of ‘normative’, ‘third way’ neoliberalism were critiqued as being ‘post-political’. Planning systems were developed that bypassed political conflicts through technocratic and consensus-seeking approaches following a so-called ‘end of history’ in which left/right ideological conflicts were deemed settled. Following the North Atlantic financial crisis of 2007/8 though, scholars have begun to question whether this is a suitable critique of planning, and state institutions more generally, as political and economic conditions shift. This paper examines a case of an exemplar post-political planning system: England. The paper identifies three key logics of a ‘post-political regime’ for planning: techno-managerialism, consensus and participation. Through an analysis of texts and interviews of contested planning decisions made over shale gas fracking sites, this paper shows a ‘post-political regime’ for planning facing a crisis of legitimacy as it is challenged by an anti-fracking movement and reactionary interventions from central government. The paper provides an institutional level analysis of the crisis of post-political planning, which has lost legitimacy amidst the slow collapse of normative neoliberalism.  相似文献

ABSTRACT. This paper aims to explore the (re)construction of identities in three regions adjacent to the Russian–Ukrainian border. The article analyses the areas' historical and political development and argues that placing such areas within a mega‐region term such as ‘eastern Ukraine’ fails to recognise important differences between them. Content analysis of regional history textbooks reveals that the ‘official’ state historical narrative found in school history textbooks is heavily negotiated, with regional elites in each area ‘picking and choosing’ which parts of the ‘official’ state narrative to accept and which parts to reject. In this way, the article demonstrates how the notions of ‘inclusion’ and ‘exclusion’ are highly debated topics in the Ukrainian classroom as the central and local state elites are both part of the dynamic process of (re)definition of national identities.  相似文献

Among the ceramic vessels recovered from the burial mounds of Bahrain, a small percentage represents Mesopotamian imports or local emulations of such. In this paper two overall horizons are distinguished in these Mesopotamian ceramics. These are significant because both coincide with major stages in Mesopotamia’s interaction with the populations of the ‘Lower Sea’. The first import horizon is comprised of a vessel type found exclusively in the scattered mounds of Early Type which pre‐date the rise of the Dilmun ‘state’ proper. The distribution of these vessels outside their areas of production demonstrates how they circulated widely in a network elsewhere considered to reflect the orbit of Mesopotamia’s late third‐millennium ‘Magan trade’. Here it is consequently concluded that this particular type represents an important fossile directeur of the ‘Magan trade’ and pre‐Dilmun florescence. The vessels that make up the subsequent horizon of Mesopotamian imports are found exclusively in the compact mound cemeteries and thus coincide with the heyday of Dilmun. On these grounds it is argued that the two horizons are the product of, respectively, the Ur III network of ‘Magan trade’ and the contracted Isin‐Larsa network of ‘Dilmun trade’.  相似文献

Abstract

In the American political imagination, there is a longstanding and wide-ranging discussion about the separation of church and state. Though Americans argue about whether it should be a ‘‘high wall,’’ or whether certain ‘‘breaches’’ in it might be desirable, they all take ‘‘separation’’ to describe an institutional arrangement. From Giorgio Agamben's perspective, however, ‘‘separation’’ is an image that conceals much more than it reveals about the religious character of the state and the global economy. Agamben traces ‘‘the migrations of glory’’ from church, to state, to global capitalism. For part of this task, Agamben accepts Michel Foucault's diagnostic approach to power. By one reading, certainly, governmentality has us in its grip. But now government itself is overshadowed by the power of global capitalism. While Foucault sought only to make us ‘‘a little less governed,’’ Agamben is interested in a deeper iconoclasm and a greater emancipation. According to Agamben, our less-than-free condition can be illuminated by reflection on: (1) the state of exception and the camp, which are only made possible by a form of idolatry in which the sovereign assumes to themself a power that they should not have; (2) On another of the ‘‘maps’’ drawn by Agamben, however, there is a further ‘‘migration of glory,’’ away from national sovereignty, toward postmodern global capitalism; (3) The Coming Community provides the barest sketch of Agamben's hope for a remedy, while his reading of Paul's Letter to the Romans in The Time that Remains brings a more visible kind of messianic expectation or vocation back into the discussion of political life. A concluding section discusses five sorts of questions that might be put to Agamben about the overall shape of his project.  相似文献

This paper puts forward an anarchist political ecology critique of extreme energy extractivism by examining corporate and state responses (or ‘political reactions from above’) to anti-fracking resistance in the UK. The planned drilling for unconventional gas and oil through hydraulic fracturing has triggered unprecedented opposition, with protest camps, direct actions, and legal challenges disrupting operations and slowing down planning and exploration development. Drawing on green anarchist thought, critiques of extractivism, statism, and industrialism, and a (corporate) counterinsurgency framework, I examine the strategies adopted by drilling companies and state actors to manage resistance and win the ‘hearts and minds’ of the population, deploying tactics from greenwashing in local schools to harsh policing of dissent. The latter has included the criminalisation and stigmatisation of land defenders, targeting campaigners as ‘domestic extremists’, physical abuse, targeting protesters with disabilities, and entering public-private security partnerships with local police forces which involve the ‘outsourcing’ of police communication to drilling companies. Such actions are complimented by the contracting of PR firms, lobbying, sponsorships of sports clubs and school competitions, ‘astroturfing’, and influencing local so-called democratic procedures. This has gone hand in hand with political efforts to classify operation sites as ‘Nationally Significant Infrastructure projects’ to facilitate the suppression of protest. These strategies are embedded in a recently well-documented history of police infiltration and corporate spying, laying bare an unapologetic commitment to sacrifice human and nonhuman wellbeing for industrial growth, commitment to extractivist ideology and centralisation of power at the cost of further eroding local autonomy and control.  相似文献

Despite long-standing calls to rethink the state ‘as a social relation’, reified understandings that view the state as a differentiated institutional realm separate from civil society are notably persistent in academic and political debate. By contrast, this paper focuses on the myriad ways in which everyday life is permeated by the social relations of stateness, and vice versa. The paper reviews the conceptual difficulties in defining ‘the state’ and suggests that these can be addressed in part through a focus on the mundane practices that give rise to ‘state effects’. It considers how the concept of prosaics, based on the work of Mikhail Bakhtin, might provide a fruitful approach for studying such practices, their geographies and the geographies of state effects. A case study of the governance of anti-social behaviour in the UK is used to show the potential application of this approach in empirical research. The paper concludes with some reflections on possible future avenues of research.  相似文献

The purpose of this paper is twofold. It aims first to provide a critical overview of the literature on the history of technology as it relates to colonialism, decolonization and development in the extra‐European world during the 20th century. Second, it seeks to identify changing perspectives and emerging research issues in the history of technology in the European colonies and ex‐colonies of Asia and Africa, and thus to trace a move away from earlier ‘diffusionist’ arguments and discussion of polarization and conflict between ‘Western’ and ‘indigenous’ technologies, toward a more interactive, culturally‐nuanced, multi‐sited debate about how technology functions within specific parameters of time, place and culture. Body, land and state are identified as major ‘triangulation’ points for the critical investigation and contextualization of these issues.  相似文献

The linking of living rooms across state borders by al‐Jazeera and other pan‐Arab satellite television channels has prompted claims that a ‘new Arabism’ that undermines state nationalism is emerging. Until now, analysts have mostly focused on the ‘hot’ Arabism in the news coverage of politicised events such as the Israel–Palestine conflict. This article offers a new dimension by suggesting that as important to satellite television's construction and reproduction of Arab identity is the everyday discourse found in less overtly political programmes such as sport. To demonstrate this, it offers an analysis of al‐Jazeera's coverage of the 2008 Beijing Olympics showing how the broadcasts address viewers as a common Arab audience who are simultaneously encouraged to be nationalistic towards their separate nation‐states within a given ‘Arab arena’ of states with whom they should primarily compete. This suggests that new Arabism should in fact be considered a ‘supranationalism’, not a revived Arab nationalism as it simultaneously promotes Arab and state identities in tandem. Finally, it aims to expand our understanding of ‘everyday nationalism’ by adapting Michael Billig's theory and methodology of ‘banal nationalism’ in British newspapers to facilitate the study of sport on supranational Arab identity on satellite television.  相似文献

The paper will investigate the growing importance in the late nineteenth century of civic identity in helping nurture a sense of ‘local patriotism’ during an imperial crisis. In doing so it will challenge recent studies that suggest working-class patriotism was a ‘top-down phenomenon’ or simply a devotion to nationhood and empire cultivated by state institutions and imperialist mass commercial leisure. This study will adopt a more nuanced approach and argue that working-class patriotism characteristically prioritised local identity over the national. In contrasting three English communities during the Boer War, it will be argued that, by the end of the nineteenth century, changes in the local press, the development of civic identity and a growth of a popular local patriotism became fused, at key moments, with grand imperial adventures. Viewed within this context, the great desire to celebrate the volunteers was not so much an example of successful state hegemony but more an amplification of local patriotism within an imperial setting.  相似文献

Thomas Fitzherbert's two-part Treatise concerning Policy and Religion (1606, 1610) was a rebuttal of unidentified Machiavellians, statists or politikes and their politics and policies. The work was apparently still well-regarded in the following century. Fitzherbert's objections to ‘statism’ were principally religious, and he himself thought the providentialist case against it unanswerable. But for those who did not share his convictions, he attempted to undermine Machiavellism on its own ground. Like both ‘Machiavellians’ and their opponents, he argued by inference from historical examples, but with a particularly copious knowledge of historians ancient, medieval and modern to draw on. Equally, however, he deployed the principles of speculative (principally Aristotelian) ‘political science,’ as well as theology and jurisprudence, to demonstrate that the kind of knowledge that Machiavellians required to guarantee the success of their ‘reason of state’ policies was simply unobtainable. A particularly striking strategy (perhaps modelled on that of his mentor and friend Robert Persons) was Fitzherbert's attempt to demonstrate, on the Machiavellians’ own premises, that they advocated policies which were very likely to fail, and would be visited with divine punishments sooner as well as later, whereas policies that were compatible with faith and morals were also much more likely to succeed, even judged in purely human and ‘statist’ terms.  相似文献
