When military conflict and economic disruption in the river Plate region led to a British naval occupation of the river Paraná in 1845–46, traders from many nations followed the warships upstream hoping to conduct business in the Argentine interior and with Paraguay. Since the 1920s historians have uniformly disparaged this Paraná expedition as a commercial failure, insisting that the foreign intruders found neither trade nor welcome among the local populations. In Argentine historiography, the episode is consistently presented as a successful assertion of national identity in the face of European imperial assault. Research here, however, demonstrates not only the expedition's economic success but, again contrary to established opinion, its military and strategic achievements, before the British government abandoned its policy of armed intervention. The Paraná was eventually opened to foreign navigation by international treaties in 1853.  相似文献

This paper seeks to understand the construction of a broad alliance between the Sandinista National Liberation Front (FSLN), a socialist inspired guerrilla group, and various Latin American liberal and authoritarian governments, mainly Venezuela, Costa Rica, Panama and Cuba, between 1977 and 1979. I will seek to understand the construction of this unusual partnership, as well as the deep conflicts and mistrust that existed between the parties during the revolutionary upheaval in Nicaragua. This process will be examined by analysing the way Cold War politics and Latin American regional tensions shaped the events leading to the Sandinista revolution.  相似文献

The under-appreciated role of the press as a tool of public diplomacy was rooted in its origins as a Qajar state project in the nineteenth century, but also cultivated by a shared impulse of Iranian journalists and statesmen to represent Iran effectively in the court of world opinion. Moreover, foreign governments often reacted to the Iranian press generally, not just the official newspapers and not just newspapers produced in Iran, as a forum though which to advance or protect their interests in Iran. The Pahlavi state integrated the press as part of a larger state-run mass communication policy in the 1930s that would eventually include new technologies such as radio, and retained public diplomacy as an essential purpose of the media. At the end of the eighteenth century, the Orthodox Patriarch of Constantinople was a religious leader of global stature, exercising direct authority over millions of Christians in the Ottoman Empire and a primacy of honor in the wider Orthodox ecumene. By the 1830s, however, the Patriarchate confronted a new international order that was broadly hostile to its claims. Tensions became particularly bad between the Patriarchate and the British government as both sides asserted their right to control religious affairs on the Ionian Islands, a British-administered protectorate lying off the western coast of Greece. A dispute over who had the power to regulate family law in Ionia escalated in the late 1830s into a minor international incident, with the British government demanding that the Ottoman government depose the reigning patriarch, Grigorios VI. These demands sparked a broader discussion among all the Great Powers as to what the legitimate bounds of the Patriarchate's authority might be. One of the more striking aspects of the incident was the determination of the Powers not to recognize any ‘Orthodox Pope’ in international affairs, illustrating the impact of the modern state system on transnational religious organizations beyond the borders of Europe.  相似文献

Euroamerican scholars mark Latin America as a site of utopian revolutions, foreign intervention, troubled economies, military repression, and a failed modernist paradigm of development. Four recent books critically assess this construction by addressing its source in the international imaginary. They advocate a subaltern perspective on colonial difference and argue that postmodernity as promulgated by Euroamerican scholars may become yet another intellectual trend ignorant of Latin America's particularities and complexities. Latin American scholars have embraced postmodernity far longer than their Euroamerican counterparts, whose relatively recent applications remain problematic.  相似文献

Latin America witnessed the election of ‘new Left’ governments in the early 21st century that, in different ways, sought to open a debate about alternatives to paradigms of neoliberal development. What has this meant for the way that human rights are understood and for patterns of human rights compliance? Using qualitative and quantitative evidence, this article discusses how human rights are imagined and the compliance records of new Left governments through the lens of the three ‘generations’ of human rights — political and civil, social and economic, and cultural and environmental rights. The authors draw in particular on evidence from Andean countries and the Southern Cone. While basic civil and individual liberties are still far from guaranteed, especially in the Andean region, new Left countries show better overall performances in relation to socio‐economic rights compared to the past and to other Latin American countries. All new Left governments also demonstrate an increasing interest in ‘third generation’ (cultural and environmental) rights, though this is especially marked in the Andean Left. The authors discuss the tensions around interpretations and categories of human rights, reflect on the stagnation of first generation rights and note the difficulties associated with translating second and third generation rights into policy.  相似文献

Abstract

Despite the fact that the Franciscan and Dominican Orders arrived in Latin Greece well armed with a specific mandate to engage and evangelize the Orthodox population in order to facilitate the implementation of Church union, little if any effort was made in this regard by the members of either order. Rather, reliant as they were on the Latin secular authorities for protection, support and sustenance, they appeared content to spend their tenure in Greece ministering almost exclusively to the Latin segment of the population, becoming deeply involved in the political, economic and cultural life of the Latin states. This was to the utter detriment of their original mission to the Orthodox. Thus, this article examines the role of mendicants in Achaia as contributors to the Latin cultural identity, especially in the episcopal context.  相似文献
