This article critically evaluates the relationship between public opinion polling and foreign affairs. It plots key trends in public opinion polls of Australian attitudes towards Indonesia from the 1940s to the present day. Despite variations in polling companies and questions, Australian attitudes to Indonesia appear surprisingly stable, especially since the 1970s. Reading across multiple polls over this period reveals that, both as a mass and among individuals, Australians held complex views in which positive appraisals of Indonesian people and culture co-existed with an underlying fear of Indonesia as a potential military threat. Yet rather than accepting these findings at face value, this article calls for nuanced scrutiny of the role played by polling companies and the media in the construction and representation of so-called “public” opinion. Sensitive to recent developments in the historiography of public opinion polling, it suggests that public opinion polls not only attempted to measure Australian attitudes towards Indonesia, but also helped construct Indonesia as an object of popular and political concern. 相似文献

This article explores the idea that a citizen's relationship with their polity is contingent on and liable to change under certain conditions. The assessment of the prospects for political reform requires an understanding of the contingent nature of political engagement. Drawing from a survey of a representative sample of Australians three insights emerge. First, although many Australian citizens are not directly engaged in political actions beyond voting most do present a ‘standby’ role that suggests potential to engage. Second, willingness to shift patterns of engagement may depend on general orientations towards the polity and we find extensive evidence of negative understanding of the political system as well as more positive endorsement of representative political practices. Our third finding is that citizens might be prepared to change their relationship with the polity depending on the kind of politics that is offered; hence providing a creative space for political reform. 相似文献

This article1 investigates public opinion on New Zealand's foreign policy, drawing on the findings of a comprehensive poll of general public and elite opinion conducted in 2008. It analyses what New Zealanders think about a range of foreign policy issues and whether public opinion matches actual foreign policy. It argues that the majority of the public support the broad parameters of official policy, but that there are significant differences of opinion in some specific areas, particularly trade agreements and defence. These differences correspond in particular to political orientation and age, gender and income level. The article also outlines the key differences between public opinion and the opinion of the positional elite. Overall, it is argued that the New Zealand public does have clear opinions on foreign policy issues and that these are generally consistent. The article proposes more frequent polling and more public debate over foreign policy. 相似文献

Abstract Contemporary democratic theorists focus on democratic processes to the exclusion of the substantive goods which motivated their predecessors. This undermines the legitimacy of democracy, especially in an era of emerging democracies. This article critiques underlying deficiencies in contemporary theory and prescribes revisiting early modern, natural-law-based democratic theory exemplified by John Locke. Locke argued that the ultimate legitimacy of democratic processes depends on their serving the good of the people, as distinct from the will of the people. The authors argue that this conclusion is unavoidable, because it is impossible for democratic legitimacy to rest ultimately on any kind of process at all, even a democratic process. Legitimacy must rest on a substantive norm used to govern (create or repair) processes. Contemporary democratic theory seems unwilling to revisit this important problem. 相似文献

The Nordic countries – including Iceland – have been portrayed in the political-science literature as consensual democracies, enjoying a high degree of legitimacy and institutional mechanisms which favour consensus-building over majority rule and adversarial politics. In this explorative article the author argues that consensus politics, meaning policy concertation between major interest groups in society, a tendency to form broad coalitions in important political issues and a significant cooperation between government and opposition in Parliament, is not an apt term to describe the political reality in Iceland during the second half of the 20th century. Icelandic democracy is better described as more adversarial than consensual in style and practice. The labour market was rife with conflict and strikes more frequent than in Europe, resulting in strained government–trade union relationship. Secondly, Iceland did not share the Nordic tradition of power-sharing or corporatism as regards labour market policies or macro-economic policy management, primarily because of the weakness of Social Democrats and the Left in general. Thirdly, the legislative process did not show a strong tendency towards consensus-building between government and opposition with regard to government seeking consultation or support for key legislation. Fourthly, the political style in legislative procedures and public debate in general tended to be adversarial rather than consensual in nature. 相似文献

ABSTRACTIn the 1930s Loewenstein responded to the ease with which the Nazi Party rose to power within parliamentary democracy. In America Lerner echoed Loewenstein’s call for a ‘militant democracy’, but identified a different ‘enemy within’ – rogue capitalist interests. Loewenstein’s response to populism was an ‘authoritarian democracy’, whereas Lerner wished to embrace the people in a public engagement. This paper seeks a middle path towards a conception of democracy that avoids the vicissitudes of transient majorities without yielding the ground to either transient or entrenched minorities. In its modern guise of ‘neoliberalism’, corporate capitalism has made inroads into the sensibilities of democrats, and needs to be confronted by a notion of ‘strong democracy’ expressed through the engagement of whole populations. 相似文献

雅典的陪审法庭创建于梭伦改革时期,最初附属于公民大会。公元前5世纪中期,陪审法庭从公民大会中分离出来,成为雅典民主制的核心机构之一。从形式上看,它从单一的法庭转变成多个陪审法庭;从职能上看,陪审法庭新增了官员的任职资格审查和账目审计等职权;从性质上看,陪审法庭不仅仅是接受上诉案件的终审法庭,还是一审的法庭;另外,陪审津贴的颁行给每一个公民以出席陪审法庭的机会。陪审法庭的这些变革是雅典民主化进程的需要,也是人口增长和雅典帝国事务增多的结果。 相似文献

民族主义是现代性的政治共同体意识与行动,民族主义塑造出了民族。民族主义强调他者意识,强调民族的政治权利,也强调民族内部的平等。民族主义推动了民族国家的创建。民族国家被证明优于之前的政权组织模式,因此民族主义又成为现代国家合法性的来源。民族国家创建之后,民族主义依然存在,还会以爱国主义、分离主义等形式表现出来。对那些只具备了民族国家外表而没有实现对民族国家的认同超越其他认同的国家而言,缔造或者深化民族主义在其未来的发展中显得尤为重要。 相似文献

This is a response to Adam Danel's critique of my model of ethnic democracy. Danel argues that the model fails as an ideal type and as a comparative tool because ethnic democracy does not exist anywhere. I show, however, that there are indeed quite a few cases of ethnic democracy, although some are partial and some historical, including Estonia, Latvia, Northern Ireland from 1921 to 1972, Macedonia from 1991 to 2001, interwar Poland, Slovakia, and Malaysia. Danel does not address the real functions of the model as a theory of the emergence and stability of ethnic democracy and as a conceptual scheme for the comparative study of ethnic democracies. The theory accounts for the developments of ethnic democracy in these states and for the conditions for its success and failure. Danel also tries to show that Israel is a Western liberal democracy by overstressing its liberal traits and the non-liberal characteristics of Western democracies. I argue that Israel's ideology, design, policies, and practices as the homeland of the Jewish people, most of whom are not its citizens, and as the “property” of the Israeli-Jewish majority, means that it has a second-rate ethnic democracy and as a state and society does not qualify as Western. 相似文献

Museums in New Zealand are not a homogeneous group in terms of their level of incomegenerating activity or the nature of those activities. The gap of knowledge consequent on this situation led to the National Services unit of the Museum of New Zealand Te Papa Tongarewa, commissioning primary research into the revenue‐generation activities of the sector. This paper presents the results of that research, specifically the data gathered through a questionnaire. The results provide a profile of respondents in relation to their operating contexts, the sources of financial and non‐financial support they received (from the local community, local authorities and central government), and the types of income‐generating activities they undertook. The results contribute to a better understanding of both how organisations within the sector generate income (from traditional sources and new, more innovative activities) and what factors influence their ability to do so. 相似文献

This collection seeks to provide some key coordinates for thinking through the linkages and disjunctures between the theological and the political in formulating new conceptual frameworks that obtain a critical purchase for understanding the multiple meanings of democracy in the (post)modern world. AbstractThe democratisation of heritage through digital access is a well-documented aspiration. It has included innovative ways to manage interpretation, express heritage values, and create experiences through the ‘decoding’ of heritage. This decoding of heritage becomes democratised, more polyvocal than didactic exhibitions, and less dependent on experts. However, the decision of what ‘heritage’ is and what is commissioned for digitisation (the encoding) is not necessarily a part of this democratisation. This paper will consider how digitisation reinforces the Authorised Heritage Discourse through the lens of Stephen Lukes’ three (increasingly subtle) dimensions of power: conflict resolution, control of expression and shaping of preferences. All three dimensions have an impact on how public values are represented in heritage contexts, but the introduction of digitisation requires more resources, expertise and training within established professional discourse. Social media may have a positive impact on the first two dimensions, but can reinforce hegemony. Alternatives are subject to epistemic populism. The role of digitisation and social media in the democratisation of heritage needs to be better understood. Questions regarding the nature and process of digital interaction, in terms of whose heritage is accessible, affect the very issues of democratisation digitisation appears to promote. 相似文献

This study examines the emergence of information and communications technology (ICT) in facilitating political protest in the Middle East, with a focus on the Iranian experience. With the rise of ‘emancipating technology’ to mobilise popular support, many had hoped that the incumbent regime in Iran would be steered towards a more democratic and less authoritarian path. At the same time, the Iranian regime itself has shown an increasingly sophisticated technical nous, constructing a centralised censorship network and using available technology to proliferate propaganda and control and subdue cyber-protest. As such, ICT has acted as a complex dual-edged sword in both mutually supporting and suppressing political activism in modern-day Iran. 相似文献

Archaeologists have explored how politics affect the way we see the past. They have investigated how constructions of the past naturalize present political conditions, and have explored uses of the past in current politics. Few have examined how politics in archaeology can relate to the future. In this article I develop ideas on a transformational politics in archaeology that focuses on critiquing oppressive relations in the past and present, and works towards building more just relations for the future.
