Abstract: This paper explores the current discourse about arts policy and funding and its placement within an economic paradigm. The models of “cultural industry” and “creative industry” are explored and how they affect arts funding discourse. Similarly the impact of the introduction of the language of industry and business to the arts sector is considered. If bottom-line arguments are used by funders, governments and critics to argue the merits or otherwise of arts activity, how does this affect arts practice? In recent times arts funding agencies have been restructured to reflect a market-driven agenda rather than an arts-driven agenda. The impact of all these issues is considered in the context of Australian arts' models in particular, but with reference to examples in the United Kingdom and the United States of America. The paper concludes with suggestions for a reassertion of core cultural values in future discourse.  相似文献

The year 2012 marked the centenary of the sinking of the liner Titanic. This event has been commemorated in a variety of ways, including the development of “authentic” and “created” tourist projects related to Titanic. This research presents one location's tourist response to the centenary. The heritage town of Cobh in Ireland was the last port of call for the ill-fated liner. Its commemorative activities focused on a week-long festival of cultural events from 9 to 15 April. It will be contended that its use of nostalgia and “vintage” can be interpreted more as a function of the interpretative agenda of Irish tourism policy and its heritage construction of Cobh than as a genuine symbolic expression of a town remembering its past.  相似文献

Recent dramatic events in the Asia/Pacific region have prompted a reassessment within the Australian community of the prevailing analytical and policy orthodoxies associated with our contemporary regional engagements. This paper, written well before the serious upheavals in Indonesia and Malaysia, warns of the likelihood of such upheavals taking place and of the long-term dangers faced by Australian foreign policy in relation to them. In this context it concentrates primarily on Australia's explicit and enthusiastic commitment to a neoliberal global trade agenda and its less explicit but still solid commitment to a neo-Realist security agenda. It suggests that the tensions intrinsic to this policy matrix could provoke major problems for Australia in the future. More specifically, it argues that the pursuit of traditional (elite-centred) political stability and radical (market-driven) economic prosperity in the Asia/Pacific might well accelerate an opposite scenario, as people throughout the region resist the processes of rapid free-market development and ongoing political repression. It urges less fealty to the latest grand-theory of (Western) global power and a more serious empirical analysis of the implications of it for Australia's long term future in the Asia/Pacific.  相似文献

Culture and creativity as drivers of development are established features of the urban policy agenda. This article examines the interplay of culture, creativity and city planning using the example of Copenhagen, Denmark. Denmark presents an interesting example because whilst it has a tradition for linking culture with urban economic boosterism, recent research has suggested a social emphasis in its more contemporary urban cultural policies. The paper argues that the arrival of creativity upon the urban agenda has abruptly altered this policy context. Both culture and creativity have become central to attempts to stimulate the cultural and creative industries and to promote the city at an international level, attracting investment and the “Creative Class”. In tracing this development, the article discusses potential changes to the planning system designed to facilitate Copenhagen's transformation to a creative city and points to the potential impacts of these.  相似文献

Singapore, a leading country in the Asia‐Pacific region, is currently attempting to transform its cultural industry into creative economy. Creative economies capitalise on how knowledge can be marketed by merging arts, technology and business. They ensure a nation's competitiveness within an integrated global economy. This paper critically examines Singapore's recent cultural policy developments in tourism, broadcasting and new media. It argues that new creative industries have produced new consumption patterns and identities that harness the place‐branding of “New Asia” as a form of cultural capital and a strategy of regional dominance. Cybernetics is proposed as an approach to frame creative cultural governance and consumption in Singapore.  相似文献

This paper examines the law as a mechanism for resisting neoliberal policy change through a consideration of legal challenges to welfare reform in the United States. The Welfare Reform Act of 1996 marked a sea change in both the content and scale of the American social welfare system. It has entailed a downward shift in policy creation and administration from the national to the state and local level, and conveys a heavy emphasis on the “responsibility” of single mothers to engage in waged labor. In addition to changing the scale at which the social welfare system operates, welfare reform has changed how the more oppressive aspects of this policy might be resisted. While some legal advocates are challenging welfare reform by working within the “policy scale”, others are invoking national level protections by appealing to Civil Rights legislation. By working against the scale imposed by neoliberal social policy, Civil Rights legislation presents the possibility for advocates to “re‐scale responsibility” from that of single mothers to submit to wage labor in order to survive, to the government’s responsibility to protect its citizens against identity‐based discrimination. Herein, I argue both that the law can serve as an important mechanism for re‐focusing the scale of resistance in efforts to challenge oppressive social policy; and that even in the face of policy that imposes a local scale, the national level holds potential as an important terrain of resistance.  相似文献

The Cambodian conflict and the increase of the Cold War tension following the Soviet invasion of Afghanistan posed major challenges to Japan’s Southeast Asia policy but, contrary to what is claimed in the existing research, did not halt Tokyo’s efforts to promote peaceful coexistence between the countries of ASEAN and Indochina. Declassified documents and other primary sources show that through the adoption of a twin-track diplomatic line, Japan acted as an “Asian member of the West”, committing to the anti-Soviet alignment but at the same time continuing to pursue its regional objectives. By engaging Vietnam and striving for a “regional” solution to the Cambodian conflict, Japan followed an independent diplomatic line, eventually expanding its role in Southeast Asia beyond the economic dimension to security issues. In the end, Japan’s bridging efforts in Southeast Asia, envisioned by Prime Minister Fukuda in 1977, helped Tokyo to lay the foundation for its involvement in the mature stage of the Cambodian peace process after the late 1980s.  相似文献

The basic foundations of today's framework for global economic governance were laid in the years following the Second World War. Reflecting the balance of economic power at the time, Asia did not play a major role in either designing the institutional architecture or setting the agenda for global economic governance. In more recent decades the centre of gravity of the global economy has shifted towards Asia, and this trend is likely to continue in the decades to come. Asia's growing economic weight enhances its potential to play a much stronger role in shaping twenty‐first‐century global economic governance. Realization of that potential will, however, depend upon how successfully Asia addresses five key challenges: rebalancing sources of growth; strengthening national governance; institutionalizing regional integration; providing political leadership; and adopting the global lingua franca—English. While the Asian policy‐makers' ambition to play a bigger role in global economic governance is growing, their appetite for addressing the necessary policy challenges is not necessarily keeping pace with that growing ambition. This gap between ambition and action will need to be gradually closed—only then can Asia help itself in playing a bigger role in global economic governance.  相似文献

The article explores how political tensions developed around the issue of Canadian water export, how policy solutions and alternatives to the problem were offered, and how finally it came to be recognized by the national government. The water export issue reached the formal agenda after a lengthy period of being denied serious consideration. However, it is arguable that agendas are set if an issue receives attention from policy decision makers. This is because an issue's ascension to agenda status is not an indication of how it is actually going to be decided upon. The case of water export demonstrates that the government adopted a policy solution consistent with assumptions prevalent at the time and acceptable among elected decision makers. Yet, the solution was contrary to the expectations of those who demanded a complete water export ban in Canada.  相似文献

The territorial and spatial planning impacts of European Union (EU) economic and competition policies have remained under-researched in the field of European spatial planning, in contrast to other EU policy fields. This briefing explores how two elements of the EU competition policy, the regulation of “state aid” and the liberalization of “services of general interest (SGI)”, have significant implications for the pursuit of the objective of territorial cohesion through spatial planning and territorial development policies at different scales. The paper first reviews the development of the concept of territorial cohesion in the EU discourse and policy agenda since the mid-1990s, as well as the contribution of public services (Services of General Interest, or SGI in EU jargon) to it. It, then, reviews how the EU state aid rules and liberalization policies affect the state's ability to intervene (i) in support of sub-national territories which are lagging behind or suffering decline, and (ii) in the provision of public services across the national territory, specifically in peripheral regions or areas where the provision is not catered for by the market. The conclusion of the paper outlines the additional challenges to the pursuit of territorial cohesion in the EU posed by the post-2008 economic crisis and suggests avenues for future research.  相似文献

Challenges to the historical rise of “Western-centrism” in non-Western countries are surfacing: the Japanese scholar Hamashita Takeshi, who supports a “regional concept of China,” is one of the strongest voices in this movement. Hamashita suggests that the theories of the “Asian economic circle” and the “tributary system” can be combined to form a theory of a “regional Asia,” thus reconstructing the perspective of research on Chinese and Asian history. The regional Asia model is a composite of the network model, maritime model, and the regional model. Based on the regional concept of China, Chinese history can be studied from various perspectives, such as China as a network, maritime China, and regional China; one can thus develop a long-term view on Chinese, Asian and global history from a spatial perspective, a peripheral perspective, and an Asian perspective.  相似文献

Both Canada and the United States have “pivoted” toward Asia in their foreign policy over the past decade, although emphases in those pivots differed between the two countries. The former focuses on an economic pivot initially, the latter on a security one. What factors explain these shifts? What was the magnitude of policy change by both? Utilizing some important theoretical works by Charles Hermann, we discuss the factors that appear to have brought about this policy change toward Asia, outline the actions and activities that both countries have initiated toward Asia in the past decade to illustrate the type and magnitude of policy change that has occurred, and compare some areas of political, economic, and military similarities between Canada and the United States toward this region. Finally, we assess the likely future of these pivots to Asia in light of the change in political leadership within both nations.  相似文献

Renewable energy policy has far‐reaching implications for national and international economic, environmental, and political sustainability, but thus far within the United States it has been almost entirely the province of state governments. This article examines the factors motivating state‐level policymakers to adopt different forms of a renewable portfolio standard (RPS), highlighting the distinction between degrees of policy stringency, ranging from entirely voluntary participation to rigorous and strictly enforced targets. In the process we introduce a new metric for assessing stringency, more precise and reliable than the various proxies used previously, and analyze its relationship to drivers of policy adoption. We find that policies of different stringencies are motivated by systematically different underlying factors. State‐level citizen political ideology is a significant predictor of RPS policy adoption, particularly for “voluntary” and “weak” policy designs. “Strong” policy designs, on the other hand, are best predicted by ideology at the government level, i.e., the degree of institutional liberalism. These findings may inform current implementation and program evaluation efforts, and potentially point the way toward more effective policy choices if and when an RPS moves forward on the national policy agenda, while the stringency metric central to this analysis can be of use to other policy scholars concerned with topics both within and beyond the realm of energy policy.  相似文献

This essay on the intellectual history of policy analysis traces the field from Merriam's concept of “intelligent planning” and Lass-well's vision of “policy sciences” to the present. Lasswell's vision is seen as a relevant if unrealized one in general dimensions. It is argued that the tie of policy analysis to traditional issues in political science is unbreakable and, because of this, attempts to develop an interdisciplinary policy science premised on the supposed unifying force of a common methodological core have led to fragmentation, not theoretical integration. The emergence of the synoptic/empirico-rational tradition and anti-synoptic/neo-pluralist traditions in policy analysis in the 1950's and 1960's are discussed and strengths and weaknesses noted. Divisions over the question of values and normative theory are highlighted. A concluding section discusses alternative views on the proper scope of policy analysis as an emerging discipline, contrasting the “handmaiden” and “ivory tower” alternatives. A six-dimension outline of a map for policy analysis as a field is presented and the continued utility of Lasswellian concerns emphasized in contrast to the stalemated debate between synoptic and anti-synoptic viewpoints in American policy analysis.  相似文献

China is moving ahead with the Silk Road Economic Belt, an ambitious infrastructure development agenda with the distinct promise of regional and sub-regional economic development. However, the initiative will create new environmental risks across the entire Eurasian continent, especially in countries with predominately poor records of environmental governance, including the former Soviet republics and Russia. Concurrently, on the domestic front, the Chinese Government has launched a new policy paradigm, “ecological civilization,” to dramatically improve environmental regulations, reduce pollution, and transform industries by adopting new green technologies and higher environmental standards. But does China’s intention to go through a “green shift” domestically resonate with these new transborder infrastructure development mega-projects? This paper will attempt to answer this question by juxtaposing China’s new domestic policy paradigm with environmental standards currently proposed in its global outreach projects focusing on China-northern Eurasia and China-Russia, including trade exchanges in natural resources.  相似文献

Abstract

This paper aims to reconstruct widely accepted concepts of the top-down authoritarian nature of Central Asian politics in Kazakhstan and Uzbekistan through a comparative study of the pro-democratic movements that emerged in the late 1980s. By analysing data from interviews with the cultural elites of the late Soviet perestroika period and data on the indigenous nationalist movements such as Erk, Zheltoksan, Birlik and others, we question why such nationalist movements did not “survive” or emerge as a significant political platform as promised in post-independence Kazakhstan and Uzbekistan, and why they failed to change the political outlook of one party rule or the dominance of one nationalising regime. Furthermore, we analyse how such nationalist movements had an opportunity to turn into semi-democratic movements but failed to transform after their agenda (arguably, independence) was achieved, leaving “communists-turned-nationalists” to continue their policies in newly formed countries. Thus, the paper also looks at how these cultural elites eventually contributed to the local “authoritarianism” and lack of plurality in views and identifications.  相似文献

Abstract

It is common to view Laos as a political culture prone to “consensus”, yet it is also true that policy is constantly changing there, often radically. If everyone is always “in consensus”, what can explain this change? I suggest that the answer is found in the particular kind of consensus at play: it is informed by a wider “experimentarian” ethic evident in rural Laos, where ideas (including the latest policies) are put to the test through practical implementation. The results of these experiments are used to validate policy change and reversal. This allows rural residents a degree of manoeuvrability in their engagements with the state that is striking given the “authoritarian” status of the current regime. It can explain and is used to justify, for instance, the oft-observed gap between policy and actual practice. This room for manoeuvre comes at the price of “playing the game”, at least for a while, of the latest policy fad, sometimes with disastrous consequences for rural livelihoods. I use the example of an irrigation project that was implemented in the south of Laos from 1999–2002 to examine “experimental consensus” at work as policy was received, engaged and eventually relinquished.  相似文献

Abstract: This paper utilizes a critical governmentality approach to theorize the processes through which urban elites become stakeholders in the “world‐class city”. Through a case study of public consultations for urban development plans in Chennai, India, the paper explores the technologies that produce urban actors who “participate” in urban governance. Key to these technologies is a discourse of participation that privileges and normalizes citizens as urban stakeholders. The paper contributes to current explorations into the technologies of inclusion that are central to an emerging civic governmentality in South Asia. In Chennai this civic governmentality engages various segments of civil society in processes of urban governance through the mechanism of public consultation. It is through these public consultations that elites come to exert influence over urban plans and consolidate a vision and desire for the world‐class city.  相似文献

From the Truman presidency through that of Carter, the United States worked fitfully toward the development of an energy policy. Now, consistent with the “free market — get government off the backs of the people” philosophy of the Reagan Administration, the 1981 National Energy Policy Plan proposes that “individual choices” and “reliance on market decisions” replace regulations and subsidies in the nation's strategy for energy. This paper starts from the assumption that the Spring, 1982 oil “glut” may turn out to be a rather temporary thing. If one therefore wants to pursue a policy strategy that will protect us in the case of sudden short-term supply disruptions and also work toward long-term energy supply diversification, how far will market reliance carry us? What is a range of policies and programs that might usefully supplement the market? What are the externalities for which compensatory actions may still be needed if one would like to employ the market strategy as a basic thrust? The scope of the paper includes contingency planning, synthetic fuel development, renewables (especially solar energy), conservation, equity issues, environmental externalities, and the conceptualization of policies differentiated as “energy,”“environmental,” or “economic.”  相似文献

The main objective of this paper is to problematize writings on vehicles in an Iranian context. Previous studies have indicated that vehicle stickers can be employed to express emotions and social status, political views, ideology and identity, and religious beliefs. However, very little has been done on this discursive practice in Iran. This study is the result of the content analysis of 122 vehicle writings collected from April 2011 to March 2012. This paper will draw on six of the most frequent themes: religion, humor, playing pessimism, didactic expressions, ethnic-geographic identification, and love. Employing Bourdieu's conceptual frameworks of “habitus,” “field,” and “doxa,” and Heath and Street's social practice perspective on literacy, it will be argued that vehicle writings in this study can be regarded as situated literacy practices reflecting the dominant undisputed discourses in the context, but at the same time displaying the dynamic interplay of power relations, the relationship of cultural structures and individual customized versions of those structures in vehicle writings.  相似文献
