The conceptual category of the Anglosphere never found explicit currency in John Howard's narrative when he was prime minister. While in office, he ostentatiously avoided ‘putting Australia into a particular sphere – Anglo or otherwise’. This article suggests instead that his endeavour to reshape Australia drew on an Anglospherist perspective. The reshaping of Australia he undertook when he won office rested on two pillars of Anglospherism: the rejection of multiculturalism and the alignment to countries with ‘shared values’ in Australia's external relations. The article traces how these two Anglospherist precepts found actual implementation in Howard's re-framing of ‘Australian multiculturalism’ and re-conceptualisation of ‘Australia's engagement with Asia’.

In the context of the epistemological and methodological debates about rational choice (RC) sparked by Green and Shapiro and the subsequent rejoinders, Hindmoor made the theoretical claim that there is now an opportunity for RC to be enhanced and for past debates to be set aside by incorporating different theoretical perspectives into RC. This article presents an example of one context in which this can be done: the study of illegal private protection (IPP) produced by organised criminals and corrupt officials. It extends a rational theory of criminal protection to enable the simultaneous analysis of corrupt protection and augments this approach with theories of social capital (SC). Both positive and negative forms and effects of SC are considered. This approach highlights a middle ground between advocates and critics of RC, demonstrating a capacity to explain patterns in the production of IPP between organisations and across countries.

This article explores the rich legacy of Henry Mayer for the study of politics, and the media, in the Australian context and his influence on several generations of Australian intellectuals whom he taught. The article concludes that Henry Mayer remains ‘inscrutable'; such is the complexity of his worldview and the unique circumstances of his upbringing in Germany under the shadows of the Second World War.

Noel Pearson and Jon Altman are two of the central intellectual figures in the contemporary debate on how to address the poverty and disadvantage of Indigenous Australians living in remote regions. This article compares their visions for Indigenous economic development. Pearson advocates greater integration of Indigenous people into what he calls the ‘real economy’, but Altman has produced an alternative approach to Indigenous development – the ‘hybrid economy’ approach – which he suggests is more in keeping with the aspirations of many Aboriginal people to maintain a degree of autonomy from non-Indigenous Australians and to continue living close to ancestral lands. This article argues that both men should be understood as advocates for Indigenous self-determination, but different ways of conceptualising Indigenous autonomy and cultural survival has led them to contrasting policy positions.

This article critically examines the assumption that the spread of neoliberal policy programs of privatisation, deregulation and marketisation is explained principally by policymakers coming under the influence of fundamentalist neoliberal ideas and the think tanks through which they were proselytised. The article outlines the conditions that must be satisfied for this thesis of ideational causation to be considered plausible. By examining the relationship between neoliberal think tanks and the Howard Coalition government in Australia, the article offers indicative evidence against this dominant conceptual framework for understanding the rise of neoliberalism. It concludes that this narrative offers a poor guide to understanding actually existing neoliberalism.

Indonesia and Pakistan have both adopted state policy that restricts the religious freedom of a minority heterodox sect, the Ahmadiyya, which is viewed by mainstream Muslims as a non-Muslim minority. This outcome is somewhat puzzling as there is a great discrepancy between the institutionalisation and formal privileging of the dominant religion – Islam – in the two Muslim majority states. I find that the similar outcome is attributable not to the institutionalisation of Islam in the state, but rather to the political survival needs of the regime, motivating it to adopt the policy demands of Islamist actors to repress the Ahmadiyya sect.

This article argues that young women and girls are significant stakeholders in peace and security efforts. Understanding their roles, views and capacity is essential to an adequate perspective on peace and security. Yet girls remain the most marginalised group when it comes to peace and security efforts globally. Gender- and age-based hierarchies often leave their interests ignored. Excluding girls hinders prospects for sustainable peace by denying their rights, entrenching inequity and affecting future chances for increasing women's participation. Australian government statements on Women, Peace and Security are evaluated on how they relate to young women and girls. The article presents a series of cases to analyse how young women are impacted by security factors, how they are actively working to create peace and security, and how to better include girls in seeking peace. Options for action by Australian policymakers are discussed.

This article examines the complex matrix of public, political and policy debates that were brought to bear on Australia's decision to withdraw from Iraq. In analysing the ‘politics of withdrawal’ in Australia, this article identifies four dominant frames that served to polarise the issue along party-political lines and reduce the complexities of Australia's withdrawal to a set of simple polarities (such as ‘stay the course’ versus ‘responsible withdrawal’). Specifically, these frames obfuscated an assessment of the myriad challenges facing post-Saddam Iraq and the prospects for peace, security and development beyond Australia's withdrawal. Understanding the ways in which Australia framed its decision to disengage from Iraq is critical to further analysis of Australia's approach to current (or future) military draw-downs (such as in Afghanistan), as well as those conducted by other liberal democracies, such as the US and the UK.

This article assesses religion and voting in Australia since 1987 and examines how Tony Abbott's status as Liberal leader corresponded with changes in leader evaluations and voting, and with significant changes in Australian parties and the electorate. Religious attendance became associated more strongly with Liberal voting in 2010. Catholics voted Liberal significantly more from 2010, in significantly higher numbers they viewed the Liberal leader more positively in 2013, and they viewed the Labor leader significantly less so. Evaluations of Abbott were structured by attitudes about abortion and same-sex marriage, whereas evaluations of Kevin Rudd were not. The article discusses how these results are not unique to Australia, but fit patterns observed with centre-right parties in other western democracies.

Given the significance of annual budgetary decisions in both fiscal terms and policy reach, the annual federal budget speech has a distinctive place in Australia's parliamentary cycle. The speeches afford a government a significant opportunity to articulate its economic policy agenda and to contrast its agenda with that of its predecessors or the Opposition. This article reviews the budget speeches of two Treasurers, Peter Costello (Liberal, 1996–2007) and Wayne Swan (Labor, 2008–13), and compares them with respect to how they used the budget speech to position their parties and their governments. Costello's speeches are singular, consistent and highly partisan. Swan eschewed the ‘ad hominem’ argument favoured by Costello, but failed to project an alternative, consistent narrative of his government's agenda and achievements.

The United Nations Security Council has global responsibility for the maintenance of international peace and security. It is therefore essential for Australia to nominate periodically for non-permanent membership, and 2013–14 was the earliest feasible opportunity available to the Rudd government. Australia's uneven record of participation in the United Nations over the last decade and a half was an impediment to election, but recent renewed commitment to international law and upgraded multilateral engagement, among other factors, strengthened the case for election. Australia was elected in the first round of voting, principally due to effective political leadership and the sustained campaign organised by diplomatic officers. Membership will enable Australia to participate actively in discussion of issues on the Council's agenda and to lead discussion of two or three additional subjects.

The presidentialisation debate centres on the question of whether contemporary political leaders in parliamentary systems are more powerful than their predecessors. This article applies the presidentialisation thesis of Poguntke and Webb (2005) to the period in which Kevin Rudd led the federal parliamentary Labor Party in Australia. Their model identifies three distinct faces of presidentialisation: the executive face, the party face and the electoral face. This article argues that the evidence of presidentialisation under Rudd's leadership is mixed. The most compelling evidence is reflected in how Rudd interacted with the Labor Party, rather than his interaction with the executive or impact on voting behaviour.

Noel Pearson is one of Australia's most prominent and influential Indigenous intellectuals. This article examines a major idea in Pearson's writing, the ‘quest for a radical centre’. It examines this idea from the perspective of both its usefulness in understanding the deficiencies in public conversation about Indigenous affairs, and its persuasiveness in legitimating the role that Pearson has played nationally as a champion of the Indigenous responsibility discourse. The article argues that conceptualising public debate as a quest for a radical centre resonates strongly with the theory of deliberative democracy. Similar to Dryzek and Niemeyer's work on ‘discursive representation’, the idea of the radical centre reveals the legitimacy possessed by unelected champions of discourses.

Oceania, with the exception of New Zealand, has received little comparative attention in studies of electoral reform. This article uses evidence from Fiji, Tonga, Papua New Guinea and Nauru, as well as New Zealand and Australia, in order to: understand the process of electoral reform at national and regional levels; examine variation in the process and consider whether theories of electoral reform from elsewhere apply to Oceania. It finds that electoral reform is a highly complex process that is influenced by the self-interest of parties, democratic values and diffusion.

The judiciary has not been the subject of sustained scrutiny within the political science discipline. The High Court plays a central role in the Australian political system, however, and the exercise of judicial power has far reaching consequences for the legislative and executive branches of government. This article presents a historiography of the study of the High Court by political scientists, using Helen Irving's ‘The Constitution and the judiciary’ as a foil. In order to foster cross-disciplinary study and research within the political science discipline, this article concludes by setting out a new research agenda for the future study of the High Court and the law by political scientists. This research agenda provides new insights into (among other topics) how judges exercise power and the changing relationship between the judiciary and the legislative and executive branches.

Voluntary environmental governance arrangements (VEGAs) are designed to minimise negative outcomes through the use of collectively agreed arrangements. They have attracted a large literature, but issues remain unresolved, especially regarding their effectiveness. This article takes up a small part of this challenge of mapping the role of VEGAs in larger systems of environmental governance by examining the development and implementation of a range of VEGAs in the Australian building sector, here defined as the construction and use of buildings.

Aaron Martin's (2012) recent article is the first to use survey data to compare the political participation of young people with that of older age groups in Australia. As such, it adds to our empirical knowledge of political participation, particularly by emphasising the changing focus of young people's engagement. Yet, like most mainstream, and especially quantitative, political participation researchers, Martin does not engage adequately with the growing, more critical literature). This response raises some of the issues emphasised in this literature, relating them directly to Martin's contribution. It has four sections: firstly, a brief consideration of Martin's main conclusions; secondly, a discussion of putative reasons for the change in forms of participation; thirdly, a consideration of broader forms of political participation; and finally, a consideration of the relationship between identity and political participation, which is at the core of most broader discussions of the latter.

此項「自我在中國文化中的譜系」研究包括三個互為關聯的階段:(一) 字源 及語義的分析、(二) 重要文化符號的辨認和分析,(三) 論述分析。 字源分析 首先發現自我的概念跟身體的概念有着密切關係,語義分析繼而顯示自主性 及自我修養的集體意識,亦反映着自我與他者的多元關係。 以上的發現,均 成為後續兩個研究階段的線索。 階段二的研究,以牧牛圖和太極拳為兩個重 點分析的文化符號;並應用了本雅明 (Walter Benjamin) 的方法,大量地搜集 片言隻語以及影像,且試圖對有關自我的內隱概念進行理論性建構。 透過對 上述兩個重要文化符號的分析,呈現出關於自我覺察、自我轉化,和自我超 越的內隱理論。 我們可以視這兩個文化符號為「辨證性影像」,用以抗衡中 國文化中有關他者遠比自我重要的刻板印象。 第三階段的論述分析為前述兩 個階段的延伸,亦以傅柯 (Michel Foucault) 的方法為本,包括着眼於有效言 說的規律性、論述的形成與轉化、權威的角色,以及論述的實踐策畧等。 論 述分析的主題包括「形神共養」、「形、氣、神」三位一體的概念演構、 「養氣」的傳統,以及道德自我理念的成熟化。 此外,郭店出土的竹簡所帶 來對自我譜系的新認識,亦是討論的焦點。 關於個體性論述在傳统和現代中 國的形成與轉化,亦為分析對象。 綜合分析,一種關於自我關顧及自我修養 的深厚傳统,處處展示於中國歷史中。 中國文化中的自我,經常與他者有着緊密關係,不管他者所指涉的是重要他者、社羣中的他人,還是大自然界。 至於中國文化中自我跟道德的密切關係,也是值得注视的。

總而言之,本研究顯示譜系研究的進路富有潛力。 經此進路,本研究一 方面可以反映自我在中國文化中的豐富性和多元性;另一方面亦可通過分析 「家族相似性」來發現自我在中國文化中的原型。 透過自我關顧及自我修養 作為主要機制,這個原型在中國文化中表現為自我覺察、自我轉化和自我超 越的一個整體性發展歷程。 此一研究進路兼具促進不同文化間交流的作用, 研究過程也讓我們對譜系研究的方法改良及局限性作出更深入的思考。  相似文献

The most recent national Census demonstrated that Australian Muslims continue to occupy a socioeconomically disadvantaged position. On key indicators of unemployment rate, income, type of occupation and home ownership, Muslims consistently under-perform the national average. This pattern is evident in the last three Census data (2001, 2006 and 2011). Limited access to resources and a sense of marginalisation challenge full engagement with society and the natural growth of emotional affiliation with Australia. Muslim active citizenship is hampered by socioeconomic barriers. At the same time, an increasingly proactive class of educated Muslim elite has emerged to claim a voice for Muslims in Australia and promote citizenship rights and responsibilities.
