Municipal amalgamation has been the main policy instrument of local government structural reform programmes in Australia for well over a century. However, council consolidation programs have not achieved the intended cost savings or improved service provision promised by advocates of this means of structural reorganisation. This paper considers whether the failure of municipal amalgamation processes to produce significant economic benefits necessarily implies that structural reform programs that invoke consolidation have no place in Australian local government policy. It is argued that ‘top-down’ state government structural reform policy initiatives carrying the threat of amalgamation constitute an efficient mechanism for evoking optimal ‘bottom-up’ structural change models.  相似文献

There have been three waves of regulatory reform in Australia since the 1980s, each informed by broadly similar neoliberal political and economic objectives, but with important differences of emphasis that reflect key priorities and changing contexts. This article argues that the second and third waves brought with them three significant developments: (1) A substantially enhanced capacity for the organisation and management of intergovernmental relations in Australia; (2) a new, national emphasis on the need for microeconomic reform, reinvigorated and broadened in the third wave by a broadening of the national ‘productivity and efficiency’ debate through the Human Capital agenda of Council of Australian Governments (COAG); and (3) markedly changed funding and policy responsibilities between the levels of government. These changes include new arrangements for intergovernmental funding; a new performance oversight body, the COAG Reform Council; a revised Intergovernmental Agreement on Federal Financial Relations; and a new role for Commonwealth ministers in chairing COAG working parties.  相似文献

Like many western nations, the Australian government invests significant resources in creative industries at federal, state and local levels. While the majority of investment exists in the southern part of Australia, the current federal government has drawn attention to the need to develop the vast northern area of the country. North Queensland is the most populated area of northern Australia, hence key to this broader vision for the country. This case study therefore presents findings from interviews with key stakeholders involved in the development and/or promotion of cultural policy in north Queensland, including participants working at national, state and local levels. The findings are significant and point to four issues of ongoing relevance: the impact of policy and associated engagement issues, reductions in government funding, the fragmented nature of the creative industries, and the particular challenges facing north Queensland in terms of the northern Australia vision.  相似文献

In the international context it has been argued that institutional reform to leadership in local government can improve the sector in terms of both its democratic legitimacy and its operational efficiency. In Australia, despite two decades of far-reaching reform processes across state government jurisdictions, focused heavily on structural change, local government still faces daunting problems, yet the potential of reform to political leadership as a method of alleviating these problems has not been fully explored. This paper thus examines the applicability of alternative leadership models to Australian local government, in particular the elected executive model which characterises some American and European local government systems. We argue that the introduction of elected executives could prove problematic in terms of accountability and representation in Australian local government.  相似文献

Continuous economic reform and social development have induced and forced the Chinese government to adjust its strategies towards non-profit development. Enhanced state capacities, emergent legitimacy of non-profit organisations, genuine demand for non-profit partners, public management modernisation and other factors have not only enriched the “control” mandate by introducing persuasive means, but have also driven the government to become a major empowering force for non-profit development. Advanced local governments in China take the lead in adopting mixed strategies of control and empowerment to forge a path of non-profit development in favour of non-profit organisations that are politically inactive and professionally capable. This paper shows the resilience of the regime by presenting examples of evolving governmental strategies of control and empowerment at the local and national levels. It argues that the Chinese government’s non-profit strategies are increasingly multidimensional and complicated, featuring changes in purpose, constraints, available means and government–non-profit relations.  相似文献

The Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) raised public awareness of the need to consider climate change in coastal management and gained international recognition when it received a joint award of a Nobel Peace Prize in 2007. The raised awareness of climate change surrounding the work of the IPCC was in large part responsible for the focus of the recent Australian national inquiry into coastal management in the context of potential climate change impacts on the coast, conducted by the House of Representatives Standing Committee on Climate Change, Water, Environment and the Arts. In the same year the then Minister of Climate Change, Senator Penny Wong, and the Department of Climate Change released a major government report Climate Change Risks to Australia's Coast and set up a national Coasts and Climate Change Council to provide advice to the government. This paper provides a review and analysis of the extent to which climate change issues, within the context of the broader global change debate, have influenced Australian coastal management through its legislation, policies and practice. In particular, the paper focuses on the impact of recent national reports and state government legislative and policy changes and draws conclusions on future directions for Australian coastal management.  相似文献

This article presents two ongoing programs of local government reform in Norway, the Free Commune Program and the Pilot Commune Program. These programs are fairly typical of thinking on local government development in the Nordic countries at the moment. On the one hand, the welfare states are seen as being in danger of becoming overloaded. On the other hand, local government is seen as being in need of developing a capacity to respond better to local communities; consequently, national regulations have to become less standardized in order to allow for greater local adaptability and more variation. The emergent municipal organizational models reflect a more community-oriented approach to local government and a deemphasis on local governments as distributive channels for central ministries. A New Nordic Welfare Model is emerging with more emphasis on local initiatives.  相似文献

International donors and state bureaucrats in the developing world have promoted decentralization reform as the primary means to achieve equitable, efficient and sustainable natural resource management. Relatively few studies, however, consider the power interests at stake. Why do state agencies decentralize power, what political patterns unfold, and how do outcomes affect the responses of resource users? This paper explores decentralization reform by investigating the political processes behind the Philippine state's decisions to transfer authority over national parks management to local government units. Drawing on a case of devolved management at Puerto Princesa Subterranean River National Park, Palawan Island, we examine how political motives situated at different institutional scales affect the broader process of decentralization, the structure of management institutions, and overall livelihood security. We demonstrate how power struggles between the Philippine state and City Government of Palawan over the right to manage the national park have impacted the livelihood support offered by community-based conservation. We conclude that decentralization may offer empowering results when upper-level policies and political networks tie into sufficiently organized institutions at the local level.  相似文献

This article reviews publications on public administration in the Australian Journal of Political Science (AJPS). A distinction needs to be drawn between public administration as a discipline and as a field of inquiry that engages specialists from several areas. The latter has been more significant in Australia in contrast to Europe and the United States. The questions discussed in the AJPS cover changes in the field and practice of public administration; the state and government; the structures of local government, public organisation and federalism; interfaces between public administration and other sectors and institutions; and issues with public sector reform and accountability. Despite the emphasis on governance in discourse and practice, the role of government continues to be central, and what emerges from experiments in new governance is that the authority of government and the significance of hierarchy (compared to markets and networks) very often remains pivotal.  相似文献

With the passage of welfare reform in 1996, state and local governments gained substantial authority to design and implement their own welfare programs. Proponents of devolution asserted that, under devolution, local governments would be better able to tailor program administration to meet local economic needs. However, opponents contended devolution could lead to local governments seeking to control costs by limiting access to welfare. Meanwhile, existing research suggests that economics will not play an important role in determining welfare provision. This article investigates these competing claims by assessing the relationship between economic conditions and administrative exclusion, which is making programs so hard to access that potential and current recipients decide to forgo benefits, in a state that gives counties significant authority over welfare provision. To do so, I assess whether county application denial, sanctioning, and case closure rates are influenced by changes in local economic characteristics. I find that, even during periods of substantial economic distress, county practices related to administrative exclusion are largely unresponsive to changes in unemployment, child poverty, and fiscal constraints. These findings call into question the responsiveness of the devolved social safety net for poor families.  相似文献

This article examines the participation of China's Yunnan Province in the Greater Mekong Subregion (GMS) in order to understand the dynamics behind the regionalisation and internationalisation strategies adopted by a Chinese subnational state. It argues that the Yunnan case demonstrates the outflow of state capital—both national and provincially based—to have been instrumental in harnessing Beijing's and Kunming's political support for programs of subregional economic cooperation. This political support has led to a state capital alliance underpinning the economic expansion of provincial state capital into the GMS. It also argues that subregional governance arrangements, such as those featuring in the GMS, embed the competitive advantage of state capital through new forms of extra-territorial governance that ostensibly de-emphasises the political dimensions of state capital. The internationalisation of Yunnan subnational state is reflected in its political strategy of subregional governance. These changes point to complex rescaling of not just national state but also subnational states in Asia that find expression in variegated regional and subregional political projects.  相似文献

Australia has had a long connection with, and significant national interests in, the Southern Ocean and Antarctica. The Australian Antarctic Territory comprises 42 per cent of Antarctica's landmass. Australia is not only a claimant state and original signatory to the Antarctic Treaty but has played a significant role in the development of what is termed the Antarctic Treaty System (ATS). This article aims to provide an overview of Australia's key policy interests and government policy goals towards Antarctica, including its commitment to the ATS. In examining key policy objectives we note that despite continuity and development of these objectives, significant changes and challenges have arisen in the period 1984–2006. It is these challenges that will help frame Australia's Antarctic agenda over the next 20 years and beyond.  相似文献

The EU Water Framework Directive (WFD) can be seen as a reform effort that intervenes in the member states' domestic administrative system by obliging “whole of government” measures across sectoral lines of authority and levels of government. This puts pressure on the sectoral authorities to coordinate their activities. In this article we ask the following questions: How do the state executives respond to the WFD? How can we understand their behaviour and action choices in the implementation of EU law? And third: What can our findings tell us about changes to the European administrative system? This article reveals that despite resistance and strong cognitive priors among the state executives, the WFD logic of ecosystem-based management is gaining a foothold as an administrative principle. Thus, in order to explain changes in the administrative system, we need to take the regional level into account. Our findings suggest that attention needs to be paid to the role of complex, multi-level structures, which includes the regional, river basin district level in the development of a European administrative order.  相似文献

Local government in Russia is characterized by the collapse of traditional relationships between legislative and executive powers and between different levels of executive and legislative hierarchies. The re-definition of these relationships involves a struggle for power pursued against a backdrop of radical systemic change in the economic and social spheres. These changes are accompanied by a breakdown (and gradual realignment) of the system of distribution, which has accelerated the process of economic and social destabilization in the larger cities. The response of local administrations to the problems generated has been hampered by the fiscal crisis that affects both national and local levels of government. This article reviews the changing relationship between governmental levels and between legislative and executive powers in the context of these broader developments, and in the context of Russian and Soviet traditions of local government. Overall the article notes the perceived failure of the democratization of the legislature at local level to deal with the crisis, and the consequent shift of power towards a strengthened executive.  相似文献

In recent decades, the federal government has introduced complex, multilevel state‐operated revolving loan fund programs as an instrument for promoting state and local investment in national infrastructure priorities while limiting direct federal involvement in implementation. A federally funded state revolving fund (SRF) program combines features of a categorical matching grant to states and a subsidized loan program to localities, both of which should lower the effective price of infrastructure investment and therefore promote higher levels of infrastructure investment. However, little evidence exists to date on whether these programs stimulate new subnational spending or instead displace spending that would have occurred otherwise. We evaluate the stimulus effects of SRFs by examining the two largest such programs, the Clean Water and the Drinking Water SRF Programs. Analyzing 17 years of state‐level panel data, we find evidence that the flow of federal funds to states under the SRF programs stimulates new local investment in wastewater infrastructure, but not in drinking water infrastructure. In discussing several possible explanations for these divergent results, we argue for further research that emphasizes the intergovernmental features of this financing tool.  相似文献

Historically, in Australia, gambling policy and regulation have been the sole responsibility of Australian State and Territory governments. However, in 1998–99 the Commonwealth commissioned an unprecedented national inquiry into gambling that was highly critical of existing gambling policies and regulatory regimes. The Productivity Commission proposed a ‘blueprint’ for an effective, independent gambling regulatory system. Seven years on, this article revisits Australian gambling regulation to present a contextualised account of regulatory reform in Victoria and New South Wales (NSW). It finds that that they have taken a markedly different approach to structural reform. Neither State has adopted the Productivity Commission's ‘ideal’ regulatory model. Reforms have been shaped by local circumstances and government priorities, rather than the regulatory principles and functions outlined by the Productivity Commission.  相似文献

This article examines the intricate process of developing the European Union's Water Framework Directive. It sees the Directive as a response to recent economic, political and social changes related to water management, including the shift from government to governance, the liberalization of water markets and the emergence of a new set of institutions, actors, etc. and their respective relations (i.e. social capital). The article focuses on the key points of disagreement between the Council of Ministers and the European Parliament that threatened to prevent the Directive from being materialized and interprets this controversy as the culmination of conflicting interests between different actors at the local, national and European levels. Finally, it asserts the increasingly important role of the nation state in the decision-making and implementation of the Directive and sets this against recent arguments about the death of the State.  相似文献
