Australia's large regional cities and towns display wide variation in how they are adjusting to the socio‐economic transitions occurring in Australia. That variation is exposed using a multi‐variate model analysing performance on a range of socio‐economic variables over the decade 1986 to 1996 for 122 cities and towns with populations of 10 000 and above at the 1996 census. Those places are classified into seven clusters of community performance reflecting opportunity/vulnerability, and their spatial patterns are mapped. The resulting framework is then used to show how the recent geography of the socio‐economic performance of the large regional cities and towns has a distinctive selectivity and contributes to opportunity in some places and the vulnerable performance of others. The influence of that selectivity can be seen in the mismatched geographic patterns evident from an analysis of shares of national population and employment change, investment in non‐residential construction, levels of welfare dependency, and the ratio between household income tax generation and transfer benefits received. The paper uses the insights drawn from that analysis to pose questions suggesting the need to rethink national policy perspectives for addressing change in non‐metropolitan Australia.  相似文献

Recently, there has been a resurgence of interest in explaining the significance and persistence of regional growth differentials. Much of the debate in contemporary political economy has focussed on the relative importance of either “weak” or “strong” competition in regulating movements in prices, profits, and investments both within and between economic sectors and regions. However, little attention has been directed toward developing theoretical models that are capable of evaluating the relative importance of (non) equilibrating forces in determining the long-run accumulation dynamics of capitalist space economies. In this paper, I develop an approach to modeling regional growth that simultaneously theorizes the link between processes of economic restructuring and regional capital accumulation. I examine the stability properties of this model in order to evaluate the theoretical significance of both equilibrating and nonequilibrating forces in determining the trajectory of regional outputs, profits and employment.  相似文献

The success of high-technology firms is strongly dependent on their innovation capacity and network relationships. There is a growing recognition that few firms are able to innovate in isolation. Cooperation can provide access to a complementary knowledge base and resources, and speed up the innovation process of firms. Regional developers are criticized for their inadequate ability to integrate themselves into the regional networks and innovation processes of firms and their ability to determine firms' needs for innovation and networking. The research topic of this study concentrates on the possibilities of regional developers of influencing the operational environment of high-tech firms through the development of networks and innovation activity of firms. Of particular interest are the micro-level policies and concrete actions by regional developers for meeting the needs of firms. The data used are based on interviews addressed to high-tech firms located in Jyväskylä Science Park in Finland.  相似文献

This article presents results of a study of the Israeli biotechnology sector. The findings of the study show that despite the small geographical size of the country, the Israeli biotechnology industry tends to a great extent to cluster around leading research institutes. Based on a survey of 109 high-tech projects, the study suggests that the relatively weak business background of the entrepreneurs, the fact that most of them have worked at research institutes and that most new biotechnology firms were originated from ideas that came out of universities or research institutes, can provide possible explanations for this geographical concentration. The research emphasizes the relative importance biotechnology entrepreneurs ascribe to networking, both in very early stages as well as in advanced stages of the firm development process. It is argued that although the focus of the network changes over time, both geographically and in content, its links to local research partners are maintained. It is suggested that earmarked regional support policies are crucial to the development of networks required by new biotechnology firms.  相似文献

This paper takes up the discussion on the relationship between culture and economic development and places it in the context of one British and several German case studies whose main interest it was to demonstrate the importance of cultural aspects (in the widest sense) for understanding regional development in general and the development of the study areas in particular. Despite the growing interest in the issue during the recent past in various academic disciplines there is as yet no consistent theoretical approach to it. This paper does not venture to fill that gap, but it addresses some of the open questions by looking into the case studies. The lessons learned are mainly two-fold. Firstly, the findings emphasize the general importance of the socio-cultural dimension for understanding regional development. Secondly, not least because of the empirical slant of the studies a closer link between the different theoretical approaches would seem very desirable.  相似文献

In discussing Australia's need to increase taxes to pay for future social security, Michael Keating worries that voters see taxes as a ‘burden’ and that ‘the link between taxation and citizenship has been broken’. This paper deals with the problem of tax resistance (preferring lower taxes even when tax cuts risk public services) for Australia's welfare state. First, I describe how two Australian fiscal institutions—a residual welfare system and visible income taxes—promote tax resistance among voters. Second, I draw on these insights to develop several explanations for tax resistance: voter self-interest, voter hostility to minorities, voter disengagement (low trust and lack of interest in politics), and individualistic attitudes. The main conclusion is that tax resistance in Australia is institutionalised, making it easier to mobilise interests around low taxes, and harder to advocate for alternatives. Results of multivariate analysis using AES 2004 data indicate that an ‘anti-tax coalition’ can build on three diverse publics; one of higher and middle-income earners attuned to self-interest, another hostile to welfare beneficiaries, and another ‘tuned out’ of politics and willing to support any call for tax cuts. Inevitably, the debate about the welfare state is shadowed by a debate about voter willingness to pay taxes that finance it.  相似文献

Abstract

This article summarizes the results from recent research focusing on the experience and negotiation of authenticity in relation to the historic environment. I argue that approaches to authenticity are still hampered by a prevailing dichotomy between materialist approaches (which see authenticity as inherent in the object) and constructivist approaches (which see it as a cultural construct). This dichotomy means that we have a relatively poor understanding of how people experience authenticity in practice at heritage sites and why they find the issue of authenticity so compelling. Drawing on ethnographic research in Scotland and Nova Scotia, I show that the experience of authenticity is bound up with the network of tangible and intangible relationships that heritage objects invoke with past people and places. I argue that it is these inalienable relationships between objects, people, and places that underpin the ineffable power of authenticity, and this also explains why people use ideas about authenticity as a means to negotiate their own place in the world. A summary of the main thesis developed out of this research is provided with short case examples. The article then highlights the implications for practices of heritage management and conservation.  相似文献

Recently, disaggregate modeling efforts that rely on microdata have received wide attention by scholars and practitioners. Synthetic population techniques have been devised and are used as a viable alternative to the collection of microdata that normally are inaccessible because of confidentiality concerns or incomplete because of high acquisition costs. The two most widely discussed synthetic techniques are the synthetic reconstruction method (IPFSR), which makes use of iterative proportional fitting (IPF) techniques, and the combinatorial optimization (CO) method. Both methods are described in this article and then evaluated in terms of their ability to recreate a known population of firms, using limited data extracted from the parent population of the firms. Testing a synthetic population against a known population is seldom done, because obtaining an entire population usually is too difficult. The case presented here uses a small, complete population of firms for the City of Hamilton, Ontario, for the year 1990; firm attributes compiled are number of employees, 3-digit standard industrial classification, and geographic location. Results are summarized for experiments based upon various combinations of sample size and tabulation detail designed to maximize the accuracy of resulting synthetic populations while holding input data costs to a minimum. The output from both methods indicates that increases in sample size and tabulation detail result in higher quality synthetic populations, although the quality of the generated population is more sensitive to increases in tabular detail. Finally, most tests conducted with the created synthetic populations suggest that the CO method is superior to the IPFSR method.  相似文献

Every national system is also a sum of all its regional economies. Then, there are economically differentiated regions within nations. If the foregoing is true, a crucial problem for economic policy is determining which policies should be pursued at the national level (national policies), and on what grounds, and which should instead be developed at the local, regional level (local policies). What policies influence the development and competitiveness of regional economies? This article tries to discuss these issues.The first causal relation to examine is that between national economic policies and the competitiveness of a country's regions. The picture grows even more complex if we consider that there are national policies which have explicitly geographical objectives. Then, why not count on national policies, even locally differentiated ones? Having answered this question this paper addresses the opposite issue: why should we not view the entirety, or at least the largest part, of national economic policy--and development policies in particular--as simply the sum of local economic policies? How can one distinguish between the local effects of national economic policies and those of local development policies? A further problem is providing a satisfactory definition of regions (i.e. the areas in which policies are to be implemented) and of their boundaries.  相似文献

Since the early 1980s, most African countries have experienced unsatisfactory rates of economic growth and profound changes in livelihood systems, which have affected the way their modern institutions function. However, when confronted with evidence of poor economic performance in countries undergoing adjustment, the international financial institutions often blame governments for their lack of political will in regulating the activities of bureaucrats and vested interests. They recommend policies aimed at restructuring public sector institutions through privatization, public expenditure cuts, retrenchment, new structures of incentives and decentralization. Despite efforts to implement these measures in a number of countries, the problems of low institutional capacity remain. Two key contradictions appear to explain why institutions have been largely ineffective in crisis economies in Africa: the growing contradiction between the interests of bureaucratic actors and the goals they are supposed to uphold; and the contradiction between the institutional set-up itself and what goes on in the wider society. To understand how these contradictions work, it is necessary to look more closely at the set of values and relationships that anchor institutions on social systems. The issues here are social compromise and cohesion; institutional socialization and loyalties; overarching sets of values; and political authority to enforce rules and regulations. The crises in these four areas of social relations, which are linked to the ways households and groups have coped with recession and restructuring, have altered Africa's state institutions so that it has become difficult to carry out meaningful development programmes and public sector reforms without addressing the social relations themselves.  相似文献

The paper presents findings from recent research on the policy role and experience of a number of Regional Technology Initiatives (RTIs) aimed at supporting innovation and technology transfer, particularly in small- and medium-sized enterprises (SMEs), in the English regions. The findings are discussed in relation to recent theoretical debates around innovation processes within SMEs, regional innovation systems and learning/actor networks. A primary concern is to understand the factors shaping the evolution of such initiatives and the lessons to be learnt from the experience to date. In this respect discussion focuses on four key issues: the funding driven nature of most of the initiatives; the move away from simply making new technology more accessible to a more client-need centred approach; the structural and cultural obstacles to improved links between academia and SMEs and how some of these can be ameliorated; and the issue of strategic integration between business support agencies within a region to support longer term economic development agendas. The paper concludes that the long-term viability of the RTIs will be dependent on their continuing capacity to anticipate and respond to an evolving, and to some extent uncertain, regional policy context.  相似文献

An indicator relating crop yields to labor and capital inputs is suggested as a measure of the relative natural fertility of land, and thus as a criterion for economic land evaluation.
