The 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) marked the continued devolution of social policy to state and local government in addition to restructuring an ailing welfare system. Despite concerns that welfare recipients would find greater obstacles to economic stability as a result, declining welfare rolls have been accompanied by declining poverty rates over the past seven years. An important question is whether low‐income families have gained greater employment and housing capacity following welfare reform. Moreover, does capacity vary across states with different welfare policies? In addition, do families face greater economic vulnerability with respect to food scarcity and health care? This article uses the data from the 1997 and 1999 waves of the National Survey of America's Families to systematically assess differences in capacity and vulnerability among lower income families across different policy regimes. Using two measures of capacity for housing and employment, and quality of life, findings suggest that more stringent welfare rules are related to greater job and housing attainment but a reduced quality of life.  相似文献

This article explores the relationships between land-use planning, property and economic development, with a focus on the changing attitudes towards employment land in post-industrial cities. Drawing on case study data from two London local authorities, it finds that planning authorities are moving away from protecting employment land to actively promoting the mixed-use redevelopment of employment sites, even when there are thriving businesses on these sites and a shortage of supply of employment premises and land, relative to demand. We examine the drivers for changing policy including the national and regional policy contexts, housing targets, the influence of austerity measures, rise of Neighbourhood Planning and changing conceptions of regeneration and the role of housing therein. The article highlights the complex task faced by local planners and the tensions involved in simultaneously finding sites for housing, fostering economic development and promoting mixed-use redevelopment in planning policy and decisions. We find that changes in policy are fuelling speculation for housing development on sites occupied by viable businesses, supporting rather than responding to deindustrialization. This is leading to a gap between aspirations for delivering mixed-use environments on hitherto employment sites and realities on the ground.  相似文献

The pursuit of "coordination" has been a prominent theme both in local responses to homelessness and in the current incentives in federal housing policy. This article reviews some of the conditions that make coordination important yet difficult to achieve in the homeless area. A variety of approaches for achieving coordination at the local level are reviewed, ranging from point-of-service coordination to system-design. The local examples are drawn from the cities participating in the evaluation of The Robert Wood Johnson and the Department of Housing and Urban Development Homeless Families Program. The questions of effectiveness and future prospects for homeless service coordination are raised.  相似文献

Access to adequate, affordable housing is an essential first step in the re-settlement process for immigrants and refugees. It is the basis from which newcomers look for jobs, language training and other services. Without such housing, newcomers may have limited security of tenure, compromised health, jeopardized education and employment opportunities and impaired social and family life. Refugees generally face the greatest challenges of all newcomers and find their housing choices constrained by many factors. This article presents the results of a study of refugee housing circumstances in Winnipeg. Key socio-economic, housing and neighbourhood characteristics important to successful re-settlement are documented and analyzed. The longitudinal nature of the study facilitates exploration of trajectories in a variety of indicators over time. The picture that emerges is one of the improving trajectories in many key indicators but also of very difficult circumstances that negatively affect the re-settlement process and the effective integration of refugee households. The article ends with suggestions for policy and program changes that would improve the housing circumstances of newly arrived refugee households.  相似文献

This paper reviews recent research on the changing spatial structure of Australia's major cities from the early 1990s, concentrating on (a) the location of employment and journey to work patterns, (b) the changing nature of housing, and (c) patterns of residential differentiation and disadvantage. The paper argues that the 1990s was a watershed decade during which some taken‐for‐granted aspects of Australian urban character experienced significant change. It then examines the latest generation of strategic planning documents for these major metropolitan areas, all published between 2002 and 2005, and argues that there is a mismatch between the strategies’ consensus view of desirable future urban structure, based on containment, consolidation and centres, and the complex realities of the evolving urban structures. In particular, the current metropolitan strategies do not come to terms with the dispersed, suburbanised nature of much economic activity and employment and the environmental and social issues that flow from that, and they are unconvincing in their approaches to the emerging issues of housing affordability and new, finer‐grained patterns of suburban inequality and disadvantage. Overall, the paper contends that current metropolitan planning strategies suggest an inflexible, over‐neat vision for the future that is at odds with the picture of increasing geographical complexity that emerges from recent research on the changing internal structure of our major cities.  相似文献

ABSTRACT An important subset of the literature on agglomeration externalities hypothesizes that intrasectoral and intersectoral relations are endogenously determined in models of local and regional economic growth. Remarkably, structural adjustment models describing the spatio‐temporal dynamics of population and employment levels or growth traditionally do not include intersectoral economic dynamics. This paper argues and shows that allowing for economic linkages across sectors in these models adds considerable value, especially in forecasting. An econometric model of population–employment dynamics, in which sectoral variations in economic development are explicitly taken into account, is applied to a large urban planning policy proposal in the Netherlands. The empirical analyses suggest that population dynamics are largely exogenous, population changes drive employment in particular in the industry and retail sectors, and employment in all sectors depends strongly on intersectoral dynamics. Intersectoral dynamics appear as important drivers of regional sectoral employment changes; they are even more important than population changes, and their effect shows up clearly even within the Dutch institutional context where strict regulatory housing and planning restrictions are enforced.  相似文献

Based on an analysis of housing projects and homeless encampments in Fresno, California, this paper argues that both anti‐homeless policing and housing provision mutually constrain homeless people's expressions of home, such that struggles over domestic space have become integral to the contemporary politics of US homelessness. In particular, this article asserts that contemporary homelessness policy is marked by a clash between competing visions of home. While housing projects in Fresno are based on a model of privatized and surveilled apartments, people who lived in local encampments often asserted alternative notions of home grounded in community rather than family, mutual care rather than institutional care, and appropriation rather than consumption. Meanwhile, local officials viewed such alternative domestic spaces as non‐homes worthy of destruction. Rather than valorizing domestic struggles above public or institutional struggles, this article seeks to move beyond geographic binaries to more holistically approach the politics of US homelessness.  相似文献

ABSTRACT.  This paper investigates the effects of national and regional economic conditions on outcomes in the single-family housing market: housing prices, vacancies, and residential construction activity. Our three-equation model confirms the importance of changes in regional economic conditions, income, and employment on local housing markets. The results also provide the first detailed evidence on the importance of vacancies in the owner-occupied housing market on housing prices and supplier activities. The results also document the importance of variations in materials, labor and capital costs, and regulation in affecting new supply. Simulation exercises, using standard impulse response models, document the lags in market responses to exogenous shocks and the variations arising from differences in local parameters. The results also suggest the importance of local regulation in affecting the pattern of market responses to regional income shocks.  相似文献

Abstract: After almost 30 years of Federal retraction from anti‐poverty initiatives, many American cities have been left with the dual burden of intensified poverty and far fewer resources to combat the problem. At the same time, such devolution has afforded cities the authority to forge poverty policy at the local level, such that the familiar neoliberal imperatives of state retraction and the mobilization of territory for capitalist expansion are frequently tempered by more progressive political imperatives at the local scale. What has thus emerged is a deeply ambivalent policy landscape, of which “kinder and gentler” poverty management strategies are a central feature. Using the example of a recent homeless program in San Francisco, “Care Not Cash”, this paper argues that such poverty management strategies, while less punitive than their revanchist predecessors, nonetheless introduce a new set of exclusions to the service delivery system, many of which are obscured by the language of compassion. In order to illustrate those new exclusions, I describe the city's homeless geographies—the public spaces, shelters, service sites, and housing models—that have been produced and reconfigured according to a logic of managing homelessness through the provision of care.  相似文献

This paper explores resident experiences of life in PLACE/Ladywell, a “pop-up” social housing scheme in London providing temporary accommodation for homeless families. Specifically, we consider barriers to, and assertions of, homemaking in this temporary setting through fixtures and fittings—a door lock, wall stickers, and a fireplace. The paper utilises assemblage thinking to understand homemaking within these time-limited and constrained circumstances. Despite their seeming banality, fixtures and fittings offer a material, politicised, and lively means of studying the attempted and thwarted production of home by residents living in PLACE/Ladywell. The absence of door locks reduces parents’ ability to maintain privacy and intimate relations; restrictions on hanging pictures and other decorative measures are circumvented by the use of wall stickers; and a defiant decorative fireplace establishes a sense of home in a temporary setting. Together, these objects constitute vital elements in negotiations between fixity and impermanence in temporary accommodation.  相似文献

Abstract: This paper contributes to research on homelessness and home, focusing on the experiences of young, working class women living in privately rented or social housing in the former coalfields of East Durham in north east England. Although the women had a place to live, they rarely felt “at home” because they lived in the most deprived areas of East Durham, or too far away from family and friends, or in substandard accommodation. The women were denied the “normative values of home” that should be, as Iris Marion Young (1997) argued, accessible to everyone. While most of the women were on a waiting list for social housing, home was experienced in the emotional space of imagining and hoping to move house while living with the frustration of not moving. They often felt homeless. The paper sets the young women's experiences of home(lessness) against a changing housing policy context.  相似文献

Homelessness among persons with severe mental illness is a visible manifestation of deeply flawed public policies. This article critically assesses research to date on housing and related policies for the homeless mentally ill and recommends that future research target three strategic areas: (i) housing subsidies; (ii) landlord reluctance to rent to persons with mental illness, thereby solving one of their major problems in accessing housing; and (iii) appropriate housing and service mix for this heterogeneous population; that is, answering the longstanding threshold policy question of what housing and service mixes work best and for whom.  相似文献

Homeless people, so the story goes, are regularly excluded from spaces of consumption because they offend customers. For a significant portion of homelessness scholarship, such exclusion is the point of departure for subsequent analysis. Others, by examining homelessness within these consumption spaces, theorise that anti‐homeless policies and attitudes emerge because homeless people cannot or have not properly consumed (e.g. nice clothes, housing). This article, conversely, argues that homeless people's “offensiveness” derives from their relation to production (rather than consumption), from their class position. Homeless people's spatial incongruity, specifically, originates in their apparent unproductivity, their violation of the capitalist law of value and its ideological justifications. This historical materialist analysis is not only more revealing, it also positions homeless people as a working class faction in need of political organising rather than an abstract population in need of pitiful charity.  相似文献

In the political and medial discourse of the 1930s the contract-work system (stat/ar/systemet) was depicted as a relic of pre-modern society and contract-workers (statare) as the highly exploited lower class with no legal rights, low incomes, miserable housing conditions and a chaotic family life. This picture has dominated Swedish social history ever since, and the main argument of this article is that it has to be modified. With regard to the material standard of living, for example, employment terms, working conditions, wage levels and housing conditions, contract-workers were no worse off than other worker groups in the countryside. On the contrary, the contract-work system had its own rationality and advantages. It made it possible for young couples without land or a croft to marry and establish their own household since housing was included in the payment, and the yearly employment and large proportion of in-kind payments provided income security. However, the political discourse of the 20th century was based on the growing importance of the town and industry. The more regulated employment conditions, higher wages and better housing for industrial and urban workers became the yardstick by which the contract-workers' situation was judged. Agriculture was an economic sector in decline and the contract-work system appeared to be outdated. The abolition of the contract-work system in 1945 was definitive confirmation of the victory of modernity.  相似文献

Migration plays an important role in neo-liberal regional adjustment. This paper explores the role of economic shocks in stimulating internal migration within Australia. Drawing on the experiences of retrenched Ansett Airlines employees, it argues that economic crisis impels some households to relocate but traps others in places with restricted employment prospects. For some, the crisis of retrenchment triggers inter-state migration to take up new jobs. For others, it prompts relocation to less expensive housing, often in a geographically proximate location. These opposing responses, which are different outcomes of similar causal processes, exacerbate regional inequalities since they selectively encourage younger skilled workers to enter growing regions. The combination of high housing costs and insecure employment discourages speculative migration. The paper concludes with a brief discussion of the policy implications of these findings.  相似文献

This paper analyzes the role of finance capital in regional economic development. A cost‐benefit approach is invoked in order to estimate the welfare impacts of a regional loan and guarantee program for small firms in Israel. Program‐created employment is treated as a benefit and an employment account that separates net from gross employment, is presented. An estimate of net wage benefits is then derived. This involves adjusting wages across different earnings classes in order to account for the variation in opportunity costs of labor at different levels. The estimation of costs includes the opportunity costs of capital, administration, default, and tax‐raising costs. Results point to substantial regional welfare effects. We stress the need to account for changing regional economic structure in this kind of evaluation framework.  相似文献

Visible homelessness in the Northwest Territories, Canada is often described as a recent phenomenon by policy makers and the popular media alike. Indeed, since the late 1990s, homeless shelters in Yellowknife and Inuvik report a steady increase in demand for beds and other support for homeless people. Homelessness in these two communities disproportionately affects Aboriginal northerners, however little is known about their individual pathways to homelessness. Moreover, homelessness in the Northwest Territories is often portrayed as an issue confined to larger “urbanizing” regional centres, yet many homeless Aboriginal northerners have originated from small, rural settlement communities. Despite this, little concern has been paid to how factors at the small community level intersect with more visible forms of homelessness in larger, urban centres, not to mention how these intersections shape a territorial geography of homelessness. In this article, I aim to uncover and explore the often hidden factors at the northern rural settlement level that ultimately contribute to more visible forms of homelessness in northern urban centres. I suggest that uneven and fragmented social, institutional, and economic geographies result in a unique landscape of vulnerability to homelessness in the Northwest Territories. This geography emerges through the production of particular dynamics between rural settlement communities and northern urban centres. In particular, four main factors represent these rural‐urban dynamics: 1) the attractions of opportunity in northern urban centres; 2) rural settlement‐urban institutional flows; 3) chronic housing need in the settlements; and, 4) disintegrating social relationships in the settlements. I explore the particular ways in which these factors influence rural‐urban migration among the homeless population and what roles this mobility plays in individual pathways to homelessness.  相似文献

This paper considers how dominant narratives of the housing crisis, since the 2008 banking crisis in England, have been created and what actions taken in its name. The paper deconstructs the term “crisis”, highlighting that its meaning has evolved from a critical moment to a protracted narrative which must be understood historically. Through discourse analysis into housing and party political policy, media and think tank reports, we argue that the employment of housing crisis by the government and others perceives it as an outcome of housing supply constraints and over-regulation—narratives that have justified subsequent policy actions aimed at propping up the housing and financial systems, opening new avenues for housing commodification, deregulation and financialisation and reproducing crisis anew. However, we note that these narratives can also break down and space can be created for the articulation of new narratives which refocus housing crises as emerging from inequality and class divisions.  相似文献

The 1970's has been a period in which three trends have coincided: housing prices have been escalating, wives have continued to enter the labor force, and legislation prohibiting discrimination in mortgage markets on the basis of sex and marital status has been enacted. In this paper, we examine the role of the two-earner family–one in which both husband and wife work–in the housing market of the 1970's, and the interrelation of this household type with other factors shaping the current high demand for housing. We also speculate on the role of the two-earner family in the housing market of the 1980's. We conclude that two-earner families are in a position to increase their housing outlays in the future, that the continued growth in the number of two-earner families will add to future housing demand, but that many two-earner families may be divorced couples of the future. This suggests that, while there will be a strong impact on single-family home demand, there will also be some restructuring of demand toward rental housing and cooperative/condominium ownership.  相似文献
