Many questions remain about the effects of digital media use on citizens’ political engagement. This article argues that this is because such effects depend on the context in which digital media are used. Its findings are based on two cross-sectional sets from the 2010 and 2013 Australian Election Study and show that (1) political resources played different moderating roles in the association between digital media and offline participation, and (2) such a moderating role depended on different campaign contexts in the two elections, with context affecting political efficacy. The findings confirm that campaign context can function as leverage in motivating online news consumption and political participation, thereby emphasising the importance of political contexts in media use and political behaviour.  相似文献

The media landscape is undergoing a period of radical transformation, characterised by the decline of the traditional media and the rise of digital new media. This article is concerned with the impact these changes are having on political violence and liberal democracies. The article argues that the emergence of citizen journalism and the decline of traditional journalism signals a dangerous deficit in accountability structures in liberal democracies.  相似文献

This article assesses how social movement actors strategically use a hybrid mix of social and traditional media to organise political actions in an attempt to influence media and public agendas. Using the case study of the Anti-Media Monopoly Movement in Taiwan, it investigates how the activists’ use of social and mainstream media contributed towards their collective action and mediated visibility. We argue that the effectiveness of social media activism is augmented by the activists’ engagement in protest actions and tactics catering to news media logics. Through their hybrid media practices, the activists were able to mobilise local and overseas groups into forms of collective and connective action and amplify the impact of protests.  相似文献

This article explores the significance of the report of theBeveridge Committee on Broadcasting (1949–1951)—whichwas charged with considering all aspects of post-war broadcastingin Britain at a time of political, social, economic and culturalchange—in relation to Wales. It argues that the interactionbetween the committee and the Welsh political and cultural andgroups that submitted evidence to the committee allows for aninsight into the cultural politics of Wales during the earlypost-war period. It also argues that a study of the report throwslight onto issues of broadcasting and nationhood, the significanceof the Welsh language in defining nationhood and a nationalconsciousness and the relationship between a minority languageand the state, at a time of political and cultural change. Astudy of the Welsh dimension of the committee's report alsoprovides a framework for an understanding of the broadcastingpolitics of Wales in the 1950s and 1960s. Finally, the articleexemplifies the tensions that existed between what media historianJames Curran calls the ‘newness and modernity’ ofthe broadcast media and a political and cultural elite whichsought to preserve a ‘traditional’ way of life inthe face of the perceived impact of those media.  相似文献

The extent to which elections are useful instruments of accountability is closely related to the ability of citizens to acquire and utilize information about candidates running in those contests. In this paper, I examine the visibility of campaigns for the United States House of Representatives by analyzing how candidates, political parties and interest groups strategically allocate campaign advertising in media markets and congressional districts across the United States. I show that this allocation is based not only on the competitiveness of the campaign, but also according to the cost and reach of the media markets that dominate congressional districts. Overall, the findings indicate the importance of political geographic considerations for understanding the substantial variation in advertising aired both across and within congressional districts during House campaigns.  相似文献

Attempts to transform political agendas are closely associated with the role of the media in shaping perceptions, reflecting programs of political organisations, influencing institutional practices and applying pressure on divergent interests. By examining the role of an influential news magazine in voicing concerns about welfare and environment policies over a 40-year period, this article tests arguments about the salience of 'old' and 'new' politics issues as well as the changing character of debates about these questions in efforts to create a sustainable, competitive and global economy. Apart from examining the capacity of the media to change their storylines (or ways of thinking about an issue), the article considers how they attempt to draw on credible news sources to substantiate their reports.  相似文献

The importance of international communication and media to the study of international relations has long been recognised. This paper focuses on coverage of the Arab-Israeli conflict in the late 1960s and early 1970s by the Reuters news agency, one of the most important international providers of news. The voluminous academic discussion of international media coverage of that conflict has related primarily to exploration of news content. This article breaks new ground by evaluating through archival documentation some organisational, commercial, and editorial aspects involved in the actual process of news production. It studies the efforts by Reuters to overcome staff ‘bias’ and market ‘sensitivity’ and to provide publicly perceived ‘objective’ coverage. This it does in respect of a conflict separating the political and emotional loyalties of media and institutional subscribers in the Middle East region and around the world. It examines in particular the problems created by the national affinities of local staff employed in the region and the effect of political considerations and market pressure on regional dissemination of media information.  相似文献

Reza Attaran is one of the most successful stars of the Iranian popular cinema. This article explores the social circumstances, performative components, and political consequences of Attaran’s popularity and stardom, and the evolution of comedy and satire in the Iranian media after the 1979 Revolution. Analyzing the contextual elements and media texts over the last twenty-five years, the article argues that Attaran actively reflects a complex interaction between the social, political, and artistic demands of each period, best represented through his contribution to the television sketch comedies in the 1990s, and the lowbrow comedies and highbrow absurd films in the 2010s. The trajectory of Attaran’s stardom demonstrates the mechanism by which he serves the maintenance of the status quo.  相似文献

There is widespread use of information and communications technology (ICT) in the Middle East and North African countries. Blogging and social media have played an important role in the recent calls for reform and change. Using these new communication systems and devices, citizens have been venting their anger and frustration with their autocratic governments and rulers. Most recently, the venting has turned into action, as shown by the eradication of the old regimes in Tunisia, Egypt, Libya, and Yemen, as well as the ongoing struggle in Syria. The most notable issues include lack of individual freedoms, deteriorating economic conditions, high unemployment, increased corruption, and violent treatment of citizens at the hands of security forces. The Arab Spring, or Awakening, and the events that have since followed have, in part, been promoted by ICT and other means of modern communications. Along with the popular Arab traditions of oral communication as well as Friday and Sunday sermons at mosques and churches, social media were used by organizers of the Arab Spring to call for and coordinate demonstrations against the regimes. Access to this newer media has circumvented the established and government‐controlled media such as printed press, radio, and television—outlets bent on appeasing the rulers and misinforming the masses. Arab authoritarian systems have discovered that they cannot simply flip a big red switch to stop the flow of information that they would rather keep hidden from the masses. Further discussed are digital democracies that are currently emerging because of the growing population of netizens, bloggers, and social media political activists throughout the Arab world and the many attempts to silence them.  相似文献

Scholars have explained the rise of non-governmental organisations (NGOs) in China since the period of reform and opening in terms of a changing political and economic environment, NGO policy, international non-governmental organisations (INGOs), and the influence of communications media and the Internet. This article proposes a new explanatory factor: the philanthropy of China’s new wealthy. Four cases are used to analyse the influences of the philanthropy of the wealthy on NGO development. The article proposes not only that the philanthropy of the wealthy provides funding and intellectual support for NGOs but also that the wealthy use their influence and social networks to increase the autonomy, capacity, sustainability and impact of NGOs in China.  相似文献

This paper overviews the Australian System of Political Communication in the light of the communications requirements of modern representative democracy. The broad point of departure is that representative democracy requires political communication in both directions between government and people. In addition to the media, the approach takes account of the following channels for ‘political messages’: direct mail, public opinion polls, elections, government inquiries. Five criteria of satisfactory democratic communication are examined. The Australian system of political communication is reviewed in the light of these criteria. Some research findings and other information is included demonstrating the extent of political communication in Australia. An argument is developed to show what conditions need to be satisfied for the criteria of democracy to be met in the contemporary environment.  相似文献

The recent emergence of online social media has had a significant effect on the contemporary political landscape, yet our understanding of this remains less than complete. This article adds to current understanding of the online engagement between politicians and the public by presenting the first quantitative analysis of the utilisation of the social network tool Twitter by Australian politicians. The analysis suggests that politicians are attempting to use Twitter for political engagement, though some are more successful in this than others. Politicians are noisier than Australians in general on Twitter, though this is due more to broadcasting than conversing. Those who use Twitter to converse appear to gain more political benefit from the platform than others. Though politicians cluster by party, a relatively ‘small world’ network is evident in the Australian political discussion on Twitter.  相似文献

In the midst of a period of Congressional assertiveness on foreign policy, a new technology has emerged for commercial use with the potential for enhancing Congress' information-gathering processes and agenda-setting role. The effect may alter the balance of power in the relationship between Congress and the President. Congress' access to news media stories of imagery may provide an independent information source on U.S. or foreign military installations and activities. Such a source could be utilized to assess issues such as Pentagon appropriations, treaty compliance, and foreign aid funding. The thesis of this article is that when interest groups and the news media use remote sensing imagery on foreign policy issues, the foreign and national security policymaking process will be transformed by enhancing the information status and the public agendasetting role of previously excluded segments such as interest groups, the news media, and the general public. The expanded role of these groups will decentralize decisionmaking by fragmenting power and likely restructure the relationship between the Congress and the executive over these policy areas during the 1990s.  相似文献

Modern political campaigning is becoming increasingly professionalised to the extent that in Australia today the major parties use electoral databases to assist with their campaigns. The electoral databases of the Coalition (Feedback) and the Australian Labor Party (Electrac) store information on the constituents of each House of Representatives seat. The information gathered in the databases, such as the policy preferences and party identification of individual voters, are used by candidates for House seats to tailor correspondence to swinging voters, and to identify potential party supporters. Party organisations aggregate the information in the databases and use it to conduct polls and focus groups of swinging voters, and to tailor policy development and campaign strategies. Electoral databases have the potential to improve the level of communication between elected representatives and their constituents. There are, however, a number of ethical problems associated with their use. While the usefulness of the databases to the major political parties is undeniable, their use underlines the trend in modern campaigning towards targeting swinging voters at the expense of the majority of the electorate. Considerable public resources are devoted to the smooth operation of the databases. They would be much less effective were political parties not exempted from the Privacy Act. The use of personal information collected by members of parliament by political parties should be more closely regulated. Despite the wishes of the major political parties to keep their operation a secret, the advantages and disadvantages of the use of electoral databases should be more widely debated.  相似文献

This article highlights the renaissance of the essentialist topos of the ‘lazy and irrational’ ‘Südländer’ (Southerner, Southern countries, South) in the German political and media discourses during the ‘Euro crisis’. It argues that it served to legitimate the political and economic measures taken in Southern European countries that pushed them into still more peripheral positions within the European Union (EU) and deepened the cleavage between North and South. Culture, or better culturalism and racism as its political ideological version, thus were used as a trap, as an intellectual battleground for justifying extremely complex economic and political decisions in a simplistic fashion throughout a crucial period of European history. The article furthermore demonstrates how a postcolonial reading may productively decode the processes of Othering taking place within Europe itself, especially between the so-called core and peripheral countries.  相似文献

This paper contributes to a discussion on networks as political spaces by examining the work of an environmental activist group in Kaliningrad, Russia. Drawing from geographic work on communication and from literature on organizational structure and communication technology provides a useful means of understanding and conceptualizing computer networks from a social science perspective. The case study of grassroots activism illustrates how computer-based communication may support a unique space of political activity. Electronic mail (e-mail) communication can be a channel through which activists may overcome the constraints of location as an information container in order to create spaces of interaction and action appropriate to their political agenda. This case study is an example where organization members use e-mail communication to connect their activities, information sources and collaborative partners at different scales to create a viable space for environmental activism and information distribution within a shifting political context.  相似文献

On the basis of the constructs of evolutionary ecology, this article presents an explanation for political integration during the prehistoric-protohistoric period on Rotuma, Fiji. Archaeological, ethnohistorical, and environmental data are analyzed with a geographic information system (GIS) to define the natural and social constraints according to which specific behavioral strategies conferred benefits to the people who employed them. The analysis suggests that during the prehistoric-protohistoric period chiefs from the relatively less productive, eastern side of Rotuma dominated the political arena. The integration of the island into a single, loose polity provided the eastern chiefs with social and material benefits. Because of these benefits, the eastern chiefs sought to perpetuate the political structure. Individuals from other districts participated in the hegemonic political structure because they reaped long-term benefits, suffered minimal costs, and perceived relatively fewer advantages in obtaining pan-Rotuman positions. Given the specific environmental context of this relatively isolated island, the formation of an island-wide polity provided selective advantages to its members.  相似文献

This article tracks how the US is adapting its public diplomacy architecture to suit the needs of the information age. The areas of public diplomacy used to influence foreign target audiences are media diplomacy, public information, internal broadcasting, education and cultural programs, and political action. The agencies involved are the State Department, the International Broadcasting Bureau and the National Endowment for Democracy. Key features are the use being made of the Internet as a major tool for information dissemination and interactive communication between US public diplomacy practitioners and their target publics and the 'deep coalitions' being fostered with civil society actors to shape the norms and values of the post Cold War. This strategy is described by Arquilla and Ronfeldt as 'noopolitik' as opposed to state-centred realpolitik. Noopolitik emphasises the shaping and sharing of ideas, values, norms, laws, and ethics though soft power and is recognised by its authors as being very similar to the academic school of constructivism.  相似文献
