Since Turkey's application for membership of the European Union (EU) in 1987, the EU has itself been a structural component of Turkey's political transformation. The European impact intensified after Turkey was granted the status of an official candidate at the EU's Helsinki Summit in 1999. Since then, Turkey has issued a series of reform packages with the aim of starting accession negotiations, which began in October 2005. These reforms have initiated a democratic regime that is structurally different from its predecessors in terms of its definition of political community, national identity and the territorial structure of the state. Among many other aspects of the current political transformation such as the resolution of the Kurdish problem and administrative reform, this article concentrates on how the European impact, which I label Europeanisation, has influenced state–religion relations in Turkey. Europeanisation has three major mechanisms that influence actors, institutions, ideas and interests in varying ways: institutional compliance, changing opportunity structures, and the framing of domestic beliefs and expectations. The article concentrates on how these mechanisms operate in the creation of a new regulatory framework of religion in Turkey.  相似文献

This paper reviews how information was utilised by the disputing parties made up of producers and consumer interests in seeking and opposing the imposition of tariff and non-tariff barriers relating to the entry of palm oil into the US market. Information was used in a variety of ways to mould public opinion and influence official US trade policy. Producers, with the support of the Government of Malaysia, countered US efforts by mounting an information-based counter-campaign. This study examines how US-based opponents to the importation of oil palm used information to influence consumer opinion and governmental decision-makers. It goes on to describe countermeasures taken by Malaysian producers. These latter measures included counter-arguments challenging spurious claims made by US-based groups. The paper also reviews the role played, and the positions taken by the US and Malaysian governments. Malaysia, as one of the world's leading exporter of palm oil, reacted to preserve and protect the interests of various stakeholders in the palm oil industry. Measures taken included greater R&D effort, stronger trade promotion and countering spurious information. This study demonstrates how information was used by disputing parties to shape consumer opinion and develop a case for policy intervention by the respective governments.  相似文献

Adopting a global value chain (GVC) approach, this paper focuses on the ways in which global automotive transnational corporations coordinate their value chains with suppliers in the periphery of automotive production. In particular, it directs attention to particular forms of chain relations established by lead firms with suppliers in Turkey and the ways in which these chains are coordinated. Findings indicate that as component suppliers in the periphery of automotive production, such as those in Bursa, have gained the competencies not only to manufacture to the cost, quality and flexibility specifications required by their customers but also of design and product development, lead firms in the automotive industry have turned to modular value chains, where competent suppliers provide a range of services with less dependence on their customers, as a way of sourcing from these suppliers. I use this evidence to argue that GVC governance is dynamic and suppliers in the periphery have some room for breaking power asymmetries associated with specific modes of governance in GVCs.  相似文献

Abstract

Between 1862 and 1878, the view of the United States government towards the nation's money was transformed. Early in the Civil War, the government got into the bank note printing business out of necessity, printing and issuing the first-ever federal currency. Over the following years, debates raged whether the national currency should be printed privately or by the government's bank note printer, the United States Bureau of Engraving and Printing (BEP). Matters came to a head in 1878 when Congress debated the future of the BEP. That year, in a radical departure from the past, Congress gave the Bureau of Engraving and Printing a monopoly on the production of currency, forever changing the role of the government in the nation's economy. Money, be it in the form of coin or currency, was now the exclusive province of the government – not private banks or bank note companies. This change was the result of a rare consensus between Democrats and Republicans and between the forces of the antimonopoly tradition, Greenbackism, and hard money. For various reasons, they were unanimous in believing that the government, especially Congress, should be in control of those matters affecting the monetary affairs of the country.  相似文献

This paper rethinks the article of religious freedom of the Meiji Constitution of 1889 and calls into question the liberalist paradigm employed to understand the Constitution and modern Japanese history. In this liberalist framework, the Constitution manifests the peculiar and authoritarian nature of the pre-war Japanese state. In particular, the 28th article, which provides for the conditional freedom of religious belief, is seen as no more than a cover for social control by the state. This paper examines the histories of the ideas of religion and freedom, and the religious freedom article, and argues that the most appropriate task is not to measure how much religious freedom the Meiji Constitution failed to guarantee against a de-historicised liberalism, but rather to consider the function of the very inclusion of religious freedom in the Constitution. I argue that the inclusion of religious freedom as a generic type of liberty in the Meiji Constitution was instrumental in the creation of the private modern individual as a subject-citizen. It is through this private individual citizen that the modern state as a public, secular authority was created.  相似文献

Hostility between Iran and the United States has intensified since the mid-2000s. America's allegations regarding Iran's nuclear program and its association with terrorist organizations are the main drive for this rising tension. This study focuses on the latter. Specifically, it examines Tehran's ties to militant groups in Iraq, Hezbollah in Lebanon, and Hamas in the Palestinian Territories. I argue that although American and Iranian interests in the region are very different, they are not necessarily mutually exclusive.  相似文献
