There is in Africa, as in other parts of the third world, a desire for environmental management that simultaneously incorporates and benefits all stakeholders, including private businesses and villagers. While these partnerships continue to displace the failed state‐centric management of the African landscape, research to document their local‐level impact is still formative and developing. This article is an attempt to examine the new environmental management partnerships emerging in southern Africa's countryside. It argues that these new interventions not only fail to deliver benefits to villagers: more importantly, they curtail the long‐established rights to land and other natural resources of indigenous communities. While villagers may engage in a battle to recover these rights, it is a struggle in which the odds are stacked against them, and which the private sector and its partners are set to win.  相似文献

The idea of ‘indigenous knowledge’ is a relatively recent phenomenon that, amongst other things, constitutes part of a challenge to ‘western’ thinking and conceptualization. Advocates of indigenous knowledge maintain that its study has profound educational and ethical relevance and also emphasise its significance in antiracist, antisexist and postcolonialist discourse, in general, and in terms of the ‘African Renaissance’, in particular. This paper argues the following: (1) ‘indigenous knowledge’ involves at best an incomplete, partial or, at worst, a questionable understanding or conception of knowledge; (2) as a tool in anti-discrimination and anti-repression discourse, ‘indigenous knowledge’ is largely inappropriate. I show, further, that in the development of ‘knowledge’, following some necessary conceptual readjustments in our understanding of this term, there is considerably greater common ground than admitted by theorists. It is this acknowledgement, not adherence to a popular concept of debatable plausibility that has profound educational, ethical and political consequences.  相似文献

This study is to investigate the role of sense of place on residents' participation in tourism-related businesses. Emphasis was placed on understanding whether and how sense of place influenced people's decisions to operate a tourism-related business. Thus, this framework and the empirical validation presented are the result of triangulating quantitative survey data (n = 118) tourism business operators and follow-up with qualitative interviews (n = 72) respondents in Tai O, Hong Kong, the linkages between sense of place and small and medium business enterprises (SMTEs) were explored. The findings revealed that sense of place played an important role in encouraging move-out residents and their descendants to return and participate in a tourism-related business. Sense of place also influenced some people's decisions regarding the type of business they were involved in and the manner in which they operated their business. The findings suggested that operators of tourism-related businesses who have a strong sense of place, whether local residents or outsiders, can contribute to preserving a community's culture and for sustainable tourism development.  相似文献

‘Addiopizzo’ (Goodbye protection money) is a grassroots anti-mafia movement based in Palermo that stresses the individual consumer's responsibility for maintaining the Sicilian mafia's pizzo system. If you purchase products from a business that pays the pizzo you are indirectly supporting the mafia. By encouraging Palermitans to buy from ‘pizzo-free’ businesses, Addiopizzo uses the purchasing power of the consumer to fight organised crime. The community of ‘pizzo-free’ businesses is small but steadily growing whilst the number of critical consumers pledging to buy their products appears to have peaked. This article aims to investigate the reasons why consumers may be reluctant to support ‘pizzo-free’ businesses by asking those who have already made public their decision to do so. Whilst critical consumers cannot fully explain why the majority of Palermo's citizens continue to tolerate the pizzo system their attitudes towards them do highlight differences that may help to account for wider non-participation in Addiopizzo's campaign.  相似文献

Geographers and political ecologists are paying increased attention to the ways in which conservation policies disrupt indigenous customary tenure arrangements. However, much less attention is given to the particular ways protected area management shapes natural resource access for indigenous women. With this in mind, this article examines how a recently proposed state land project in Honduras, Catastro y Regularización, requires that Miskito residents individuate collective family lands in the interests of ‘sustainable development’ and ‘biodiversity protection’. In the debates that followed the project's announcement, Miskito women feared that such measures would erase their customary access to family lands. As the state's project seeks to re-order Reserve land, intra-Miskito struggles intensified among villagers. Such struggles are not only gendered but are shaped by longstanding processes of racialization in Honduras and the Mosquitia region. Drawing upon ethnographic research, I argue that Miskito women's subjectivity and rights to customary family holdings are informed by their ability to make ‘patriarchal bargains’ with Miskito men inside the Río Plátano Biosphere Reserve. Such findings suggest that scholars and policy makers continue to reflect on the ways global conservation and sustainable development practices may undermine indigenous customary tenure securities, whether intentionally or not.  相似文献

Abstract

Established during the colonial era, the majority of museums in Africa were modeled on their European counterparts. The period of Africanization that followed the independence of many African nations witnessed a dramatic increase in the number of Africans receiving higher education and specialized training. Institutions such as museums began to come under the leadership of indigenous Africans but, in most cases, the exhibits and their condition(s) remained the same. Today, African museums face new challenges: how can they become more relevant, both to the local communities they serve and to foreign visitors? How can they attract more visitors, especially from local communities? This article discusses the notion of ‘indigenous’ in an African context. It looks at the development of museums in Africa and their current metamorphosis into dynamic cultural centres that address pertinent social, cultural and even economic issues-in the face of dwindling government funding and increased modernization and globalization. It discusses several museums and how they are meeting these challenges, and how organizations such as AFRICOM (International Council of African Museums) and programmes such as SAMP (African–Swedish Museum Network) are contributing to the positive changes currently taking place.  相似文献

Throughout the Pacific, church women's groups play an important social and spiritual role in the lives of many indigenous women. However, these groups rarely attract the interest of development practitioners or theorists concerned with the empowerment of women, largely because of their outwardly conservative stance. Preoccupied with sewing classes, pastoral care, and social work, church women's groups appear to epitomize a welfare approach to women's development. Yet, while welfare concerns remain central to the activities of many such groups, by drawing on case studies from Solomon Islands in the period leading up to the onset of political crisis in 1999, this article demonstrates that a welfare approach does not preclude women's groups from engaging in strategic activities for the empowerment of women. Such activities include support for logging protests, workshops to affirm the importance of women's roles and develop their confidence, and opportunities for them to travel and expand their knowledge basis. Furthermore, the process of coming together to engage in welfare activities which many women enjoy greatly can provide opportunities for confidence‐building, income generation, and networking.  相似文献

Abstract

This article discusses effects of and drivers behind the current integration of experience-based knowledge in management. The case in point is production and integration of fishers' ecological knowledge (FEK) in coastal zone management in Norway. The article discusses how the principles of social justice and protection of biodiversity drive FEK integration, through analysing a case of conflict between small-scale fishers and cod farming in Storfjord, northern Norway. The case became known for the appearance of deformed “monster cod” which supported the fishers' claims that fish farming was harmful to the environment and thus also to the indigenous Sami culture. Assessing how FEK was judged in terms of its credibility, legitimacy and saliency, the article argues that the criteria by which FEK is judged are different from how other types of policy-relevant knowledge is judged. In addition to being scientifically credible, its quality as age-old knowledge derived from interaction with the environment increases its influence on management decisions in biodiversity conservation controversies where fishers' and managers' interests coincide. The article concludes that integration of FEK in management both fulfils goals of protection of biodiversity and social justice, which makes it harder to ignore in socially and environmentally controversial contexts in the future.  相似文献

Management of Australia's National Parks and Protected Areas originally developed according to the United State's ‘Yellowstone’ model. Aimed primarily at preserving ‘wilderness’ areas, this form of protected area management has excluded indigenous habitation and land management, effectively colonising these landscapes. Since the 1980s indigenous exclusion from protected area management has been contested in the public sphere. Indigenous peoples have become involved in protected area management in various ways, such as the joint management of national parks. However, greater indigenous control is necessary to truly decolonise protected area landscapes and fully recognise the importance of indigenous Australians in land management. This paper explores a new initiative in protected area management: the Indigenous Protected Area (IPA) program. IPAs are established through voluntary declaration of indigenous land with the aim of enhancing indigenous control of protected area landscapes. Nantawarrina, the first declared IPA, is considered as a case study. Although some manifestations of colonialism are still evident in the Nantawarrina IPA, the program has made some significant contributions to the decolonisation of protected area management in Australia.  相似文献

In the past few years scholarly discussions have characterized indigenous knowledge as a significant resource for development. This article interrogates the concept of indigenous knowledge and the strategies its advocates present to promote development. The article suggests that both the concept of indigenous knowledge, and its role in development, are problematic issues as currently conceptualized. To productively engage indigenous knowledge in development, we must go beyond the dichotomy of indigenous vs. scientific, and work towards greater autonomy for ‘indigenous’ peoples.  相似文献

The available empirical evidence provides mixed views of small businesses' relative bankruptcy risk. The difference between Churchill and Lewis' findings and SBA's and Kirchhoffs' may well lie in the difference in definition of firm “size” used. Risk is not evenly spread; the smallest businesses seem to be less risky than the intermediate size businesses. Yet, Churchill and Lewis' actual loss evidence suggests that small business risk is only marginally greater than for large businesses, the loss rate is still equivalent to less than one half of one percent. The assumptions that lenders will adjust the amount of debt they allow small business clients rather than the interest rate is not rejected by this evidence. In fact, the much higher profitability of the small business department reported by Churchill and Lewis suggests that the bank's loan interest rates are more than high enough to cover loss risk and fixed costs, and borrowers provide profitable deposits. Thus, the logic of my utility theory hypothesis provides a reasonable explanation for the relatively higher debt levels of small firms compared to large firms. But, then the Kirchhoffs' findings cast some doubt on whether small firms actually have higher debt levels. None of these findings justify the 2.75 percent interest rate spread allowed by SBA.  相似文献

This paper explores the relationship between new discursive constructions of South African nature and the material imperatives that influenced game reserve management in Zululand in the 1930s and 1940s. It also investigates the social consequences of these developments. The paper traces the emergence of marketable constructions of ‘wild nature’ linked to the development of tourism and their expression in the increasing exclusion of Africans from game reserves. At Hluhluwe, this process was tentative and its outcome far from inevitable. Yet while the question of an African presence in game reserves remained open in the early 1930s, in the longer term it was clear that black people could not be part of Zululand's new, purified ‘space of nature’ – or, more correctly, they would participate only as employees and not as residents or tourists. The management of the Hluhluwe game reserve as a tourist destination ultimately entailed the more systematic exercise of spatial controls over its landscape, contributing to the dispossession and exclusion of local Zulu people. The paper argues that enhanced social controls and a new brutal geography of forced removal are implicated in the (re)creation of Hluhluwe as a romantic space in which tourists could experience wild nature and an ‘unspoilt’ African landscape.  相似文献

Abstract

This article reviews arrangements for Russian Sámi self-government during the Late Imperial (1822–1917), Soviet (1917–1991) and Federal (1992–) Eras of Russian history, comparing them to developments in the country's general indigenous minority policy. Since the Soviet Era, indigenous minority policy has been delimited to a subset of the country's actual indigenous nations – smaller groups traditionally involved in certain rural economic activities. State paternalism, the framing of indigenous minority policy as giving aid to weak groups, is a constant trait of Russian indigenous minority policy. This paternalism has been channelled towards different goals at different times – the building of Communist nations, assimilation, or traditionalist preservationism. Indigenous minority policy has generally been weakly institutionalized, and its interests come into conflict with stronger actors who anchor their political activity in northern economic development and state security. Different forms of territorial autonomy have been practiced throughout the period, non-territorial arrangements becoming more common only in the Federal Era. Russian Sámi politics generally match the national trends but are a case of particularly weak indigenous autonomy and participation. A very case-specific phenomenon is the Federal Era conflict over whether or not to import the Nordic Sámi Parliament model. Case-specifics are explained by the weak demographic position of the Russian Sámi, the lack of any significant symbolic connection between the province and its indigenous people, and the border-proximity and border-transcendence of the Sámi people, which has repeatedly been used to frame their activism as a security concern.  相似文献

Abstract

This article examines the South African Islamic anti-apartheid organisation, the Call of Islam, in order to understand how progressive South African ‘ulama navigated the contested territory of Islam through an interpretation of the Qur'an that demanded a Muslim alliance with the oppressed in the anti-apartheid struggle and a South African Islam. The emergence of the United Democratic Front (UDF) in 1983 in reaction to the apartheid government's Tricameral Parliament created a space in which South African Muslims could enter the national anti-apartheid struggle according to their religious rather than ethnic identity. To illustrate the historical development of the Call of Islam and its affiliation with the UDF, the article will first outline the formation of the UDF in the Western Cape, the geographical area with the largest concentration of Muslims in South Africa. The focus will then turn to the impact of the UDF on the Cape's Muslim community, particularly the divide that developed amongst its ‘ulama over the stance of Muslim participation in the anti-apartheid struggle. The following section will analyse the emergence of the Call and how the questions of its founders concerning the religious Other led to an examination of Islam in its South African context. The final section will then look at the sources that the Call used to show it was indeed because of their South African Islam that they affiliated with the UDF and the oppressed.  相似文献

Studies of recent African immigration to the USA are part of increased scholarly concern for new diasporas and transnationality. Geographers' interests in how particular US settings impact upon African immigrants' experiences and how immigrants transform those settings can be enriched through studies of smaller communities, and their impacts on and experiences in the US outside of the main host cities. This case study of Tanzanians in Wichita, Kansas, concentrates on themes within this community's migration stories that emerged in our research. These include the pull of educational opportunity, the ambivalence of displacement, the simultaneous transnationality and translocality (or local fluidity) of Tanzanians in Wichita, and the diversity of experiences even within a small number of migrants. These themes appear commonly in many US African immigrant communities. We seek to address the possibly distinctive aspects of this case, due to its Tanzanian-ness and its relation to a presumably less likely migration destination, a mid-sized and not very diverse city in Kansas.  相似文献

Since the mid-1980s, the software industry has been one of the fastest growing sectors of the Irish economy. This article examines the causes of the degree of success which the Irish indigenous software industry has attained in terms of growth and international competitiveness. In exploring the development of its competitive advantage we examine, in turn, the role of Irish factor conditions, domestic demand conditions, related and supporting industries, and firm strategy, structure and rivalry, in accordance with Porter's (1990) 'diamond' model. In doing this, we pay close attention to the role of foreign-owned transnational corporations (TNCs) in Ireland in influencing the development and competitive advantage of the indigenous software industry. This is a relevant issue in view of the simultaneous rapid development of the indigenous and foreign-owned branches of the industry, and also the strong growth among other, possibly related, TNC-dominated sectors such as computers and telecommunications equipment. This paper shows that the Irish indigenous software industry has had a strong competitive performance. There is no single outstanding reason for this; rather, causes can be found in all four of Porter's suggested determinants of competitive advantage, so that it is the combination of a range of favourable influences that has proved effective. However, the case of the Irish indigenous software industry shows how foreign TNCs can indeed have a significant positive influence on indigenous competitive advantage.  相似文献

This article explores conflicts over a series of ruins located within Zimbabwe's flagship National Park. The relics have long been regarded as sacred places by local African communities evicted from their vicinity, and have come to be seen as their ethnic heritage. Local intellectuals' promotion of this heritage was an important aspect of a defensive mobilization of cultural difference on the part of a marginalized minority group. I explore both indigenous and colonial ideas about the ruins, the different social movements with which they have been associated and the changing social life they have given the stone relics. Although African and European ideas sometimes came into violent confrontation – as in the context of colonial era evictions – there were also mutual influences in emergent ideas about tribe, heritage and history. The article engages with Pierre Nora's notion of ‘sites of memory’, which has usefully drawn attention to the way in which ideas of the past are rooted and reproduced in representations of particular places. But it criticizes Nora's tendency to romanticize pre-modern ‘memory’, suppress narrative and depoliticize traditional connections with the past. Thus, the article highlights the historicity of traditional means of relating to the past, highlighting the often bitter and divisive politics of traditional ritual, myth, kinship, descent and ‘being first’. It also emphasizes the entanglement of modern and traditional ideas, inadequately captured by Nora's implied opposition between history and memory.  相似文献

Until recently Arunachal Pradesh on India's Northeast frontier was relatively insulated from the processes associated with development. State institutions were barely present during the colonial era. In 1962, however, India and China fought a border war in this area: this war, along with signs of unrest among indigenous peoples in the neighbourhood, exposed India's vulnerabilities in the region. Since then, nationalizing this frontier space by extending the institutions of the state all the way into the international border region has become the thrust of Indian policy. The region's governmental infrastructure was fundamentally redesigned to put in place what can only be described as a cosmetic federal regional order with a number of small states dependent on the central government's largess and subject to monitoring by India's Home Ministry. The new regional order has put Arunachal firmly on a developmentalist track, which has enabled India to meet its national security goals, but at a significant cost to the region.  相似文献

A number of geographers have recently championed the struggle against Eurocentric theoretical categorizations in geographical research on African cities. At the same time, many whose work has concentrated on African urban geography have felt left out in the more abstract theoretical debates of their colleagues based in the West. I argue for the possibility of confronting Western bias and contributing to broader theoretical debates by creating theoretical constructs derived from the African experience. I develop my argument through an analysis of urban development in Ng'ambo, the African “Other Side” of Zanzibar city, and work toward the creation of meso-level conceptual guides for understanding Ng'ambo's development derived from the ideas of Ng'ambo residents themselves.  相似文献

Many indigenous communities are at a crossroads as regards lived experience of traditional livelihoods and members with intimate knowledge of their traditional landscapes. Using case studies from two indigenous communities, this article explores the application of both GIS tools and other geographic multimedia in community-based research projects that document landscape-related knowledge. The study involves a First Nation community in British Columbia, Canada and a Sámi community in Finnmark County, Norway. We discuss how land-use traditions and related knowledge constitute a peoples' identity and explore digital means of transferring this knowledge to support the ongoing transfer of indigenous knowledge between geographically dispersed community members, as well as future generations.  相似文献
