Privatisation of Italian Cultural Heritage

Italy is home to much of the European cultural heritage, including artistic, archaeological, architectural and environmental heritage. Articles 7 and 22 (now 33), introduced in the Financial Act 2002 (now Law 112/2002) by the current Italian government, are privatising part of it. Already, objects from the mediaeval period to the 20th century have been sold to international investment firms and private investors for amounts that many Italian experts consider well below the median market price. Hundreds of other objects, among them temples, old cities, medieval palazzos, archaeological sites, museums, beaches and islands, are waiting to be sold. Currently, this case is not only a source of division in Italian politics but is also the subject of heated public debate. It highlights crucial social and cultural problems relating to global privatisation that the world community will have to face in the coming years.     

意大利文化遗产风险评估系统概览

意大利文化遗产风险评估系统用于管理文化遗产保护过程中有关遗产降解退化因素的相关技术数据,为相关科学研究和规划管理提供信息支持。其设想始于20世纪70年代,90年代该系统发展成一个科学化、规划化的体系。通过风险评估系统制定的方针可对意大利建筑和考古遗迹进行科学保护、长期维护和及时修复。在风险评估系统中,意大利创建了以GIS程序数字地图为核心的中央枢纽,对考古和建筑遗迹进行了前期调查工作,未来还将不断完善和进行防灾减灾的深入研究。     

Protection Versus Public Access: Two Concepts Compared within the Italian Underwater Cultural Heritage Management System

The concepts of protection and public access relating to underwater cultural heritage are often taken as two contrasting notions in the Italian underwater cultural heritage management panorama. This contribution aims to review these concepts with the objective of emphasizing the possibility of sound and scientifically compelling public access to the underwater cultural heritage, keeping protection principles intact. With the support of in-the-field examples successfully produced worldwide, this paper will attempt to underline how scientifically sound public access activities in the field of underwater cultural heritage management can benefit the protection of such heritage.     

Systems Of Urban Places

A method of “structural chains” is proposed for the analysis of regional urban systems. Each chain is made up of a sequence of numerical elements representing the average population of places at various levels of urban development, from small mining or forestry settlements to large polyfunctional cities of regional or national rank. The absence of a particular category in a region is marked in the chain by a zero. The structural chains of local urban systems can be grouped into tables reflecting the structure of a regional urban system and its local variations. The key characteristics of urban systems reflected by these chains are: the number of elements or levels of development; the number of zeros and their position in the chain, reflecting the degree of development of the urban hierarchy; and the height of the regional tables (number of horizontal rows), representing the number of local urban structures. The method is tested and illustrated by the urban systems of the Dnieper-Donets and Black Sea regions of the Ukraine, the Upper Volga region, and the urban system of the Tatar ASSR.     

遗产旅游研究:从遗产地的旅游到遗产旅游

随着近年来遗产话题逐渐从边缘走向中心,遗产旅游研究日益受到关注.本文系统梳理了国内遗产旅游研究相关文献及国家自然科学基金、国家社会科学基金资助的遗产旅游相关研究的主题与内容发现,目前的遗产旅游相关研究更多是遗产地的旅游研究.在此基础上,通过进一步分析了遗产与遗产旅游的本质特征及其核心问题,结合当前国际学术界关于社会科学研究的本体论与认识论转向的背景,本文提出,遗产旅游的研究应围绕“什么是遗产”“谁的遗产”“怎样阐释”3个核心问题展开,并对相关的研究问题进行了讨论.
