SOCIAL SCIENCE AND SOCIAL POLICY: ROLES OF THE APPLIED RESEARCHER*

Research on policy impact has increasingly focused on the practical application of social science research. This paper outlines four roles—substantive expert, information processor, change agent, and scholar—which have helped to increase the potential usefulness of our research while maintaining linkages to the academic community. This paper suggests the general nature of these roles and suggests specific implementation strategies, which need to be pursued as an early and continuing aspect of the research enterprise. Balancing these multiple roles presents several analytical and ethical difficulties, but helps to establish credibility in both the scientific and policymaking communities.     

针对突发灾害:大城市的人居安全及其政策

非典事件折射出了大城市在应对突发灾害时抗灾能力低下的脆弱性以及严重的人居安全问题。大城市的人居安全问题与其规模、密度和形态的不协调有关。基于人居安全的城市政策应该是规模、密度、形态三位一体的城市政策。规模过大会引起安全问题,技术进步使人们解决城市问题的能力不断增强,因而城市规模的极限也不断被突破。但是,连续的、密集分布的城区终究不应该是无限放大的,从这点上看,城市形态的不佳将加重规模和密度过大所导致的问题。现阶段我国的城市政策几乎是不存在的,城市安全意识尚未发展成为全局性的"城市安全观",目前大城市的规模、形态、密度的失控是缺乏有效制约的市场力量作用的结果,规划失效的原因之一是没有清晰的城市政策,因而市政当局过分迁就开发商。新的城市政策对于大城市尤其要严格控制其密度,对城市提出明确的形态要求,制止城市蔓延,推进有组织的"都市区化"。     

VALUES DUALISM AND SOCIAL POLICY AFFECTING THE ELDERLY*

The impact of American values on social policy for and affecting older people is a little explored and complex area. A conceptual framework is developed which reveals the dual and often contradictory nature of the American value system. This framework sets forth the interrelationships of fundamental value-laden issues such as adequacy/equity, work/leisure and religious/secular.

THE RETURN OF THE SOCIAL

This article is concerned with the social exclusion agenda in contemporary French cultural policy, exploring the relevance of aspects of postcolonial theory to an understanding of that agenda. The tensions involved in recent attempts to evolve policies addressing interculturalism, integration and “emergent” cultures (such as hip‐hop) while also staying true to the French republican tradition of universalism are illuminated by France’s problematic relationship with its colonial past. They are also shown to be related to a wider movement of post‐industrial, postmodern experimentation with aesthetic forms, from video and computer art to street arts, free parties and electronic dance music.     

SOCIAL COST MINIMIZATION: A NATIONAL POLICY APPROACH TO THE PROBLEMS OF DISTRESSED ECONOMIC REGIONS*

This paper makes a distinction between output maximizing and cost minimizing approaches to national economic policy. The paper argues that because the benefits of economic activity and its cost are frequently conferred upon distinct groups in society, it is not automatically true that output maximization is the best strategy, as is presently assumed. This result is especially true when the problems of distressed economic regions are the focus of our concern. The national and multi-national firms which make decisions pertaining to the economic life of local communities make those decisions not on the basis of the costs and benefits to the community, but with regard to their private balance sheet. As a result, it frequently happens that communities of individuals must bear social costs far in excess of the private gains to the firms in question. From a policy standpoint, this is not an efficient use of our social and economic resources. In the absence of any type of comprehensive economic planning a rational market-oriented economic strategy would be one which seeks to minimize social costs.
