The article is a critical review of the literature investigating the impact suburbanization has had since the mid-20th century on the downtowns of Canadian mid-size cities and the strategies deployed to revitalize these districts. It demonstrates that large city downtowns are more likely than their mid-size city counterparts to enjoy conditions favourable to their success, hence the need to devise revitalization efforts tailored to the reality of mid-size city downtowns. The article identifies revitalization strategies adopted over the last decades, which mostly failed to reverse the decline affecting these downtowns. It then concentrates on the present, and likely enduring, revitalization model, which emphasizes hospitality, recreation, culture, services, and walkability. The article refines the understanding of the differences between mid-size and large city downtowns by concentrating on their specific dynamics and explores future revitalization options for mid-size city downtowns. It discusses the present and likely enduring absence of alternatives to the present revitalization model and highlights its equity downsides as it challenges the downtown low-income resident living environment.  相似文献

The long-dominant view of Swedish neutrality policy during the Cold War holds that it aimed to reduce tension in peacetime and to keep the country out of a new major war. The main dissenting view is that the policy primarily served peacetime purposes, including domestic politics, and that it would not have worked in a war. Sweden would then either have been attacked by the USSR because it was a Western country in its path of attack, or it would have been drawn in on the allied side because of its cooperation with the West, including tolerating overflights by allied bombers. This article presents a third perspective, namely that Sweden's leaders in the 1950s understood that neutrality would probably fail in wartime, but that they aimed to stay out of the violent initial nuclear exchange. This conclusion is supported by evidence hitherto overlooked in the existing research.  相似文献

In spite of ambitious modernization plans of the government, structural change in Russia is not proceeding in the direction of highly developed economies. Part of the lag in the tertiarization process can be explained by the fact that, as during the Soviet period, the role of services in the economy is still ignored, particularly regarding innovation. This paper aims to contribute to the analysis of the evolution of services in Russia since the mid-1990s and its future prospects by compiling data from the World Bank, the International Labor Organization, Rosstat, and the World Input–Output Database. Two complementary and novel perspectives are adopted: a production system perspective and a spatial perspective. Regarding services in the Russian production system, comparison of interindustry linkages reveals that, in addition to traditional relevant activities like wholesale/retail trade and transport and communications, business services are acquiring great importance as production process inputs. Concerning the spatial perspective, we observe a greater presence of non-market services in less densely populated federal districts, while strategic service activities are highly concentrated in the most dynamic ones. Analysis of major Russian cities confirmed the trend of business services concentrating in densely populated and highly innovative cities. In brief, services, and in particular business services, can be a means to boost innovation and growth in Russia, but more attention from political leaders is necessary for these activities. The modernization process should abandon its current “high-technology industry myopia” and take into consideration the innovative, and especially, the knowledge-diffuser role, that services can exert.  相似文献

Though possibly best known today as a specialist on the Middle East and Islam, it is often forgotten how central the Cold War was in defining Fred Halliday's understanding of world politics before 1989 and indeed even after. Building on the earlier work of Isaac Deutscher and E. H. Carr, Halliday developed a distinct theory of the Cold War which afforded him great insights but ultimately failed in explaining the complexities of the East–West relationship, and why it came to an abrupt conclusion in the late 1980s.  相似文献

Since the post‐positivist turn in the 20th century, many scholars and philosophers have argued for the importance of Other Ways Of Knowing – including local, embodied, situated, partial, and indigenous knowledges – in developing a better understanding of the world. This argument has been further stressed by a large subset of scholars working in the fields of geography, policy, planning, natural resource management, and community development, yet in practice, positivism retains its epistemological dominance. Drawing from a case study of a dam proposal at Traveston Crossing, Queensland, Australia, this paper will explore these epistemological tensions from the perspective of those whose first/primary ways of knowing about the issue were marginalised, namely the local activists who opposed the proposal. Using data gathered from document analysis and interviews, the paper will explore how these activists implicitly understood this epistemological marginalisation, how they adopted and employed positivist knowledge and language to further the exposure and credibility of their campaign, how this credibility was mediated by their identities, how they strategically deployed different forms of knowledge at local, national, and international scales, and how their successful navigation of these epistemological tensions was critical to the ultimate success of their campaign.  相似文献
