The rapid growth of enterprise zones during the 1980s has occurred despite the lack of empirical support for its theory of using tax incentives to rebuild inner cities. This paper concludes, after reviewing the literature and assessments made by zone coordinators that enterprise zones, like Head start, have been transformed into a program through which both conservatives and liberals can justify spending on improved community social and infrastructure services.  相似文献

The objective of this article is to provide a reply to the following question: What is the most suitable way of tackling evaluation of new regional policies? Regional development has moved today to new arenas. Here, we are discussing learning communities and regions that are able to adapt themselves to the new competitive conditions. SMEs policies at the regional level have also changed. New regional policies devote much of their attention to networks of inter-firm and inter-institutional cooperation - clusters - and to regional innovation systems. As a consequence, evaluation methodologies are also changing looking for more creative ways of assessing the impact of these new policies. In our opinion, participatory evaluation seems to be more appropriate to the specific characteristics of new regional policies and more suitable for sorting out the problems posed by their evaluation. In addition, under this approach, evaluation can turn into a useful tool to mobilize communities for regional action , empower local agents and enhance learning capacity.  相似文献

Knowledge-based industries tend to develop within regional or local clusters that allow for knowledge spillovers, the generation of a critical mass of complementary competencies and skills as for spatial proximity to academic organizations out of which many highly innovative firms have been founded. The prototype of that development certainly is the biotechnology industry which has emerged since the 1970s first in the US where especially small and medium-sized research companies have been established around leading science bases. Following the example of the US biotechnology industry, public policies in many industrialized countries aimed at stimulating cluster formation in biotechnology. This holds true especially for member states of the European Union (EU) where public policy initiatives have been initiated at different territorial levels. This article refers to the Munich pharmaceutical biotechnology cluster and applies institutional and organizational indicators that have been developed in various systemic analyses of technological development and innovation. It will be shown that reforms of the institutional environment in which the innovative organizations are embedded were crucial for the commercialization of biotechnological research in Germany. These reforms have occurred mostly at the regional and national level, whereas the EU played a role especially in establishing the regulatory framework for the biotechnology industry. Organizational indicators will be applied in order to assess the modes of knowledge production within the cluster.  相似文献

Abstract

My personal recollection of the ‘relevance revolution’ in the 1970s is that it was a reaction to a quantitative geography that was overly-focused on technique and under-concerned with real-world issues. The consequent search for relevance took the form of a commitment to liberal- and left-leaning ideologies and issues. This differed from concepts of relevance as pertinence/timeliness, or as applied geography. Postmodern thought is significant in current debates on relevance in all three of its manifestations: relevance as commitment, pertinence and application.  相似文献

The practice and profession of evaluation is continually evolving. From its early origin in the Great Society years of the 1960s, through its golden years of the 1970s, its transformation under the fiscal conservatism of the Reagan era in the 1980s, and in its maturation during the performance and results era of the 1990s, the field of evaluation continues to evolve in response to broader trends in society. This article examines recent developments and trends in the practice and profession of evaluation. Structured around the evaluation theory tree, the presentation of these developments elaborates on the three main branches of evaluation: methods, use, and valuing. The concluding discussion briefly addresses the central role of evaluation—and other types of knowledge production—in providing actionable evidence for use in public policy and program decision making.  相似文献

It has been noted that innovation seems to take place to a higher degree in clusters than elsewhere and we have lately seen a worldwide wave of emerging cluster initiatives and similar innovation policy projects. Some of these are realistic efforts based on existing regional strengths and partly existing cluster structures. Most, however, are grasping at straws. The latter is especially true when it comes to technologies such as IT and biotech. We could subsequently add a new label—“pathetic clusters”—to the already existing list of embryonic, emerging, world-class or stagnating clusters. But what do we make of such “pathetic clusters” (are they really pathetic)? Although economic geographers often tend to explain innovation (competitiveness) by looking at cluster dynamics, in such accounts, the cluster concept itself can actually function as an innovation, imposing similar effects on the economy as more familiar types of innovation would, i.e. by creating a local competitive edge. It is reasonable to believe that if “pathetic clusters” play important roles in regional economies, then they do so in the form of social and organizational innovations rather than as Porterian drivers of innovation and industrial dynamics on a large scale. This function of the cluster concept—as a local innovation—is the focus of the paper at hand.  相似文献

The destabilizing forces wrought by economic globalization increasingly buffet local communities throughout America. This article explores a local policy strategy for coping with the effects of these forces and restoring some degree of stability to local economies. This strategy entails the creation of place-based ownership models of economic enterprise. With ownership and control held in a more collective or community-oriented fashion, such enterprises tend to anchor or root investment more securely in communities, providing a counterforce to globalization. We present and critically assess six place-based ownership models while providing illustrative examples to demonstrate how each model can work in practice.  相似文献

The intention of this paper is to examine the role of the Franciscans in the Scottish Wars of Independence. Many of the studies relating to this period have been confined to either the political or ecclesiastical arena. They also choose to treat the individual countries of the British Isles in an unconnected fashion. This paper is intended to redress the balance, using the involvement of the Franciscan friars in Ireland and Scotland to study political events on either side of the Irish Sea. By examining the actions of diverse nationalities belonging to a single order I hope to establish why the Franciscans saw fit to involve themselves in either the nativist or royalist causes and to determine it was purely race that dictated their actions when their countrymen went to war.  相似文献

The 30 MPs elected for Scotland in the Cromwellian parliaments of 1654, 1656 and 1659 have often been seen as government‐sponsored placemen, foisted on constituencies by the military. Some were Scottish collaborators, but most were English carpetbaggers. Restrictions on voter qualifications, designed to weed out suspected royalists, and opposition to English rule among the Scots, further contributed to what has been described as the antithesis of representation, a ‘hollow sham’. This article revisits the question of Scottish representation in this period through the analysis of the surviving indentures for the shire elections of 1656. These documents – of which 17 of the 20 survive – give the date of election, the name of the presiding officer (usually the sheriff) and details of principal electors, often with signatures and seals attached. Four constituencies are used as case studies: Peeblesshire and Selkirkshire, Ayrshire and Renfrewshire, Perthshire, and Fife and Kinross. Each constituency had a distinct response to Cromwellian rule and to the parliamentary elections, but general themes emerge: the restrictions on voters were totally ignored; direct interference by the English authorities was rare; and the elections were dominated by local political and religious disputes between the Scots themselves. This analysis further suggests that there was no unified Scottish interest at this time, that local differences overrode other considerations, and that in many cases, choosing an Englishman as MP could be the least controversial option, as well as that most likely to secure influence at Westminster.  相似文献

Scottish crannogs or lake dwellings are considered to be structurally varied sites with an extremely wide distribution, used from the neolithic up until at least the 17th century AD. As a result assumptions about the dating and form of individual sites are considered impossible without excavation. This paper demonstrates that the current classifications lack utility and that the long chronology view is misleading. It is suggested that there is a far more subtle spectrum of identifiably distinct monuments which can be arranged into types, and that these types have, on the basis of the current radiocarbon evidence, a chronological significance.  相似文献

In Jacobean and Caroline Scotland there was little Arminianism to be found, whether in its Remonstrant (Dutch) or Laudian (English) versions. Nevertheless, the representation of this teaching by a few Scottish divines, its more strenuous advocacy in England, and reports of its spread in Europe unnerved those who would lead the covenanting movement after 1638.
Arminianism represented a two-pronged threat to the Calvinist covenanting vision. Its attempt at moderation in the theological strife of the time approximated a compromise with, if not a surrender to, popery. But Arminianism also suffered from an identification with the scepticism then fermenting in European philosophy. The decay of a providential worldview undercut the national self-image of Scotland at the forefront of resurgent Reformed religion. The significance of free will threatened the individual's assurance of election. The loss of certainty about theological authority, accepting the individual's right to interpret the Bible and to express his views publicly, shattered the ideal of a religiously uniform society. Thus considered, the persistent interest in Arminianism provides a useful perspective on the mind of the covenanting movement.  相似文献

Debates about legislative committee power have been fueled with empirical examples depending too much on distributive policies. I argue that answers to questions about the nature of committee influence can be enhanced by focusing on nondistributive policies that evoke broad national attention. For years scholars have not systematically tested committee influence over nondistributive policy because they have asserted that these policies are designed by the parent chamber or party. By using a methodology that traces the origin of legislation and identifies key policy activists, I demonstrate that committee influence over nondistributive controversial policy is more pronounced than others have maintained  相似文献
